* Oh sure, Luther did the shooting, but what about that person on the phone? The mob wouldn't have let their power be threatened that easily, so they decided on a fall guy. The Rogues probably seemed perfect, with Luther's control over his people and his own cowardice. And even if the plot was found, the divided gangs wouldn't have been able to unite without a powerful leader, letting the mob get away scott free.
** This is a movie focused on street gangs, not the mobs. And Luther said so himself. He shot Cyrus because he simply just love doing things like that. It is also presumed that Luther spoke with a corrupted police. That would explain a large group of police showing up.
*** But remember during Cyrus speech, he mentions that they would tax the crime syndicates?

* The gangs didn't end up uniting, but they did outnumber the cops by a wide margin. After the Russians hit the city with a nerve gas attack, the government decides it's had enough. The seal off the city and make it a prison. Eventually, the Duke manages to fulfill Cyrus' plan and unites the city under gang rule.
** Across the pond in England, ''Literature/{{A Clockwork Orange}}'' is taking place.
** Further up north in the United States, we have ''Literature/TheLongWalk''.
** Part 3 of the trilogy, ''Film/{{Dredd}}''.

His assignment was to infiltrate the gangs and take down Cyrus. He tipped off the cops to the meeting and his later phone conversation is with his handler. However, he was in so long that he became psychotic.

* Luther's contact over the phone is his police handler; he's likely working for them as part of a plea deal. Notice how quickly the cops arrive after Luther murders Cyrus, almost as though they were lurking just out of sight the entire time, waiting...
** Either the DJ which is less likely or a corrupted police officer which is more likely. As shown in the video game, that possibility exists.

* As mentioned in two theories above, Cyrus is certainly a target of both the police and the mafia. Now it isn't wrong to state that the mafia and the police can and do have ties to one another, and that a gang "uprising" would be bad for everyone. Now the police could easily crash the meeting and arrest everyone they could find, but that doesn't work if Cyrus can somehow rally the gangs to fight/escape. Likewise, assassinating Cyrus could either allow another leader to arise, or create a massive leadership vacuum that the gangs would start fighting in. Enter the Rogues, who as both WMGs have established is established to only care about himself and what he can get out of a deal. The mob can easily provide a gun, and the cops can get "anonymous tips" about a massive gang meeting in the park. With Cyrus dead and the majority of gang members/leadership arrested, the gangs can no longer pose a serious threat to either the police in public or the mafia in the underworld.
