This manifests in two ways: the inability to go inside these towers after the 13th and final tower has been opened, and the inability to do so even before completing said towers. There are solutions for both scenarios. For the former, there's a way around this through the use of a [[WarpWhistle Shard of Divinity]].[[labelnote:To wit...]]Choose Tower 13 from the stage select menu, then enter one of the doors leading to the Tower 13 outer wall staircase, and then use a Shard of Divinity to teleport back to the Observatory. From there, Towers 11 & 12 should now be accessible from the stage select menu without any issues, but this will have to be repeated after beating the game and replaying a past chapter.[[/labelnote]] For the latter, you just need to give the game ample time to load the area.[[labelnote:Specifically...]]When resuming the playthrough, don't hastily choose either tower. Wait around 7 seconds after the tower list appears, and then another 7 seconds before confirming the entry. In case the scene where Elena appears and tells Aeron to take care, don't skip the cutscene.
