Due to the premise of the Element Network (a vigilante network built to track down the toughest, most hardened criminals), there are tons of scenes involving innocent victims that anyone could end up in on a bad day.

* In Chapter 61, Kilo and Sierra's brief conversation in the hospital shows they're clearly still hurting from their daughter's untimely death.
* Finding out Luna's identity as well as her very gruesome death, which causes Mamoru's blindness.
* Igawa's expressions really sell how much he grapples with passing judgement on Shinji Ebata, his little sister's murderer who now walks free and has not reformed in the ''slightest''. After he decides to spare Ebata and frame him for at least 30 years' worth of prison time, he's still left wondering if he's done his sister justice.
* We get a glimpse into Mamoru's childhood in Chapter 164. He's happily playing with his parents in a park, it's bright and airy and he as he runs ahead, he turns back and sees his parents waving at him... right as a drunken driver rams straight into them. They're instantly killed on impact and Mamoru can only stare blankly in horror. It's so bad, we get treated to a GoryDiscretionShot of his mother's hand and his father's foot, in a story where dismemberment and exploded bodies are a norm.
* Detective Genda's death in Chapter 168 is nothing short of heartbreaking. The next chapter rubs it in with his funeral.
* Chapter 202. Dear God, Chapter 202. Haruka finally is able to tell Mamoru that she loves him and doesn't want to live without him but surrenders herself to Zashid Turus in order to spare his life. For the first time in the series, Mamoru breaks down into genuine rage and sorrow in his failure to protect Haruka and even doubts his skills in the sword since he couldn't protect anyone with it.
