West and Gordon are alerted to the fact that large amounts of coal are being secretly moved through a town in Mexico. Their contact believes that some kind of threat to the United States exists, but he is killed before he can pass on any more information. Further investigation leads to a mission building outside of town, a crazed Frenchman and an elaborate plan for large-scale sabotage.
