When everyone in the Tri-State Area is out of doonkelberries, Phineas and Ferb decide to visit Drusselstein to get some. While there, they discover the reason there are no doonkelberries outside of Drusselstein: all of the country's processing plants have been shut down due to a dispute over the country's antiquated power system. At the same time, Candace attempts to look for a library book about the scientific method in order to use it to bust her brothers, but it's already been checked out by Dr. Doofenshmirtz. Luckily for her, Vanessa happens to be in the library, and she offers to take her to her dad's place to look for the book. Meanwhile, Doofenshmirtz has come to visit Drusselstein to renew his driver's license, and he is forced to retake Drusselstein's driving test, much to his horror.
