Police are called to a hotel to break up a wild party involving several US Navy officers, and a woman is found dead in one of the bedrooms. She turns out to be Lt Janet Hagen, who died from head injuries. Immediately before her death she had been in a room with an Ensign Walters; who says that she simply vomited and collapsed dead. Her autopsy reveals she was not drunk, and her fatal injury occurred half an hour before her death. It is discovered from video footage that before joining Walters, she came out of a room occupied by their commanding officer, Captain Bunker.

Hagen's roommate confesses that she and Hagen went to Bunker's suite, where Hagen began arguing with Bunker; they clearly had some kind of personal history. At this point Bunker sent the roommate away and later ordered her not to tell the police anything about Hagen's death. Without enough evidence to hold Bunker, Stone indicts Walters and uses a Material Witness Order to get Bunker's statement. Meanwhile Briscoe and Logan interview Tammy White, a prostitute with whom Bunker left the party. White says that he became violent with her after he couldn't perform sexually. Stone and Robinette further learn that Bunker had taught Hagen at the naval academy where she trained. His career was seriously harmed when she reported him for sexual harassment. This gives him a motive for murder, so he is arrested.

During pre-trial negotiation, Bunker strongly expresses his opinion that women in the Navy gain unfair advantage using the threat of sexual harassment suits. In court, Stone highlights the fact that Bunker's career stalled after Hagen's complaint against him, whereas all his contemporaries were promoted to Admiral. When Stone suggests that Bunker took out his rage on women like White, an enraged Bunker yells:

The jury finds Bunker guilty of second degree murder.
