{{nwj}}: Do the two mayors fit this trope? Virtually nothing in the description of PresidentEvil would apply to them, and if all it takes to be a PresidentEvil is to be in charge of ''something'', then this is just EvilOverlord.
Binaroid: Isn't this trope about a villain being in charge of a governmental entity that has legal protections the heroes have to respect? For instance, Doctor Doom could use this trope as the ruler of a recognized nation, but, say, Cobra Commander couldn't.
