* TheDragon: Initially. He is Ru'afo's childhood best friend and the person that Ru'afo most trusts as second-in-command. But when he sees how cruel and twisted Ru'afo has become from his inability to let go of his hatred and old grudges against the Ba'ku, Gallatin ultimately betrays his friend to help Picard and the Enterprise crew save the Ba'ku.
* EvenEvilHasStandards: It's clear Ru'afo's cruelty and bloodlust sit ill with him.
* HeelFaceTurn: Picard's convinces him that he can return home.
* TheStarscream: A rare heroic example. While he is TheDragon who betrays the BigBad, he does so not out of a lust for power and desire to take over as the new BigBad himself, but because he is pulling a HeelFaceTurn and wishes to be reunited with his family who still live among the Ba'ku. In the film's ending, it's implied that he is now leading the group of reformed Son'a who are slowly beginning to reintegrate into the Ba'ku society.

* AllThereInTheManual: His first name isn't used onscreen.
* InsaneAdmiral: Averted. He's actually among the more sane "corrupt admirals" in the entire franchise. It helps that he's not in it for his own self-interests and won't indulge in the benefits of the mission until they can be shared with everyone in TheFederation.
* MyGodWhatHaveIDone: [[spoiler:He is shocked once he learns the truth about the Son'a and Ba'ku, and that Ru'afo's plan is essentially familicide.]]
* RedemptionEqualsDeath: When Picard reveals the truth about the Son'a and Ba'ku, [[spoiler: Dougherty decides to call off the mission, but Ru'afo kills him.]]
