! King Torture
The main villain for the Torture Army Arc. He's the self-proclaimed source of all evil, and surgically transforms people into cyborg monsters for the sake of uniting the world through evil.

* AffablyEvil: After capturing Flamenco Dia, he had asked Masayoshi if he had time on his schedule to save her. Also, seemed truly regretful for hurting Moe.
* AntiVillain: Type I. He embraces his evil and knows what he's doing is horrible, but he ultimately only wants to end all wars. Also, see EvenEvilHasStandards.
* ArcVillain: Of Episodes 7 through 10.
* AscendedFanboy: Like Masayoshi, he was a fellow toku nerd.
* AssimilationPlot: His plan was to create a giant version of himself that would absorb everyone in the world, starting with Japan. It would have worked, too, if not for Masayoshi and Goto.
* BondageIsBad: He takes this theme to the extreme. His [[{{Mook}} Mooks]] even wear ballgags as part of their uniforms!
* BreakThemByTalking: Very fond of the practice.
* {{Card Carrying Villain}}: He embraces evil and brags about how wonderful it is quite a bit, as do his minions.
* DangerouslyGenreSavvy: At first he's got Konno tied up and tortured in episode 9. He then has the latter give a phone call to Ishihara, which at first seems like a prank call to her. King Torture tells him to call Mari too, but he refuses to initially, says that he has no more regrets and doesn't care if he's killed at that point. However, King Torture realizes this too, and tells him that if he were to die now, he'd be remembered as a decent human, but would be quickly forgotten after a day or two, something he'd abhor. Instead, King Torture tells him to call Mari so they can use her as bait to lure Samurai Flamenco to a final showdown, and letting him partake in said "entertainment". Konno buys it hook, line, and sinker, and does exactly what King Torture wants. And at the end of episode 10, Konno mentions that said "entertainment" was worth it.
* EvenEvilHasStandards: When Moe proves that she's genuinely willing to sacrifice herself to a FateWorseThanDeath for Mari, he lets her go and promises to never hurt her again.
* EvilCounterpart: To Masayoshi. Masayoshi loved toku series and felt that he could change the world for the better by becoming a hero. King Torture felt that he could change the world for the better by becoming a villain.
* HarmlessVillain: Zigzagged. At first, he's incredibly dangerous. His first monster is pretty much bulletproof and manages to kill several people. Masayoshi and Goto technically don't kill it; it suicides once it's been defeated. His monsters gradually become sillier and sillier, and manage to do less and less damage. They go from killing cops, to hijacking busses, to putting a relatively harmless poison in the water supply, to ''buying up all of the apples in the city and handing out poisoned napkins.'' However, then it turns out that all of this was so they could spread the "Torture Spores" that would eventually turn into a giant monster that would destroy the world and launch an AssimilationPlot.
* KnightOfCerebus: The second his Torture Army comes in, the series gets darker and more serious.
* NiceJobFixingItVillain: His insistence on directly challenging SF is what lets him get into the perfect positon to stop his evil plans.
* TheReasonYouSuckSpeech: Delivers a serious one to Mari, claiming that she's just a "replaceable extra" and not the main character, and stating that she's not a true hero--she's just in it for the excitement and that she secretly ''wanted'' her friend to pull a HeroicSacrifice for her.

* GratuitousEnglish: Plenty of it.
* HighlyConspicuousUniform: When he first rescues Masayoshi as Mr. Justice, he tells the latter they need to hide somewhere for a while to build their strength back up and develop a plan to strike back. He says that being low key is essential, while driving a big rig truck emblazoned with the American flag on it through Japan. Unsurprisingly they are caught somewhat easily later on.
* HiveMind: The Alien Flamenco Hazama interacts with is an interface for billions of alien conscioussnessess.

** Subverted. His parents lied about it when they discovered that their son started to lose his mind.
* EnemyWithin: What Masayoshi thinks he is by the end of Episode 20.

* FakingTheDead: What he somehow convinced his parents to do for him. However, they feel really guilty about this and plan to confess to the police shortly after Konno finds out about it from them.

* IWillPunishYourFriendForYourFailure: Harms the Flamenco Rangers, Joji Kaname and Jun Harazuka, ''poisons'' 2/3 of MMM, and ''kidnaps'' Goto to finally force Masayoshi into action. As it stands, Ishihara is the only one who hasn't been targeted yet.
* KickTheDog: He steals Goto's phone, reads all his texts to his 'girlfriend', mocks him ''as his girlfriend'' over text, lures him into an obvious trap to get it back, tazors him, handcuffs him to a post, mocks him some more, and then proceeds to presumably ''shoot'' him, all so he can become the 'ultimate villain' for Masayoshi.
* MadnessMantra: He keeps chanting, "Flamenco, Flamenco..." in his room.
* StalkerWithoutACrush: Has a terrifying obsession with Masayoshi, and is willing to do just anything to gain his attention.
* XanatosGambit: His plan to have Masayoshi become an AntiHero or FallenHero involved attacking the latter's closest friends and allies, mentally torturing him, and then deliberately provoking Goto into killing him in front of Masayoshi to give him a DarkAndTroubledPast for any future things he does as Samurai Flamenco. And he was rather close to pulling it off too, were it not for Masayoshi doing some incredibly bizarre stuff to keep Goto from shooting Sawada, as well as Mari showing up to help.
