[[folder: Main Characters]]
!!Masayoshi Hazama/Samurai Flamenco/Flamen Red

Our protagonist and hero, Masayoshi and his love for {{Tokusatsu}} shows is what drives the series forward. Unsatisfied with just living as a model, he took on the persona Samurai Flamenco to become a hero.

->'''Voiced by:''' Creator/ToshikiMasuda

* {{Adorkable}}: So, so much, especially when he fanboys over superheroes.
* AscendedFanboy: Decided to take after his favorite tokusatsu heroes and actually try to fight evil.
* BadassNormal: [[TookALevelInBadass Becomes this]] after some fighting lessons with Joji.
%%* BeCarefulWhatYouWishFor
* BerserkButton: He never shows any violent intentions, not even on the worst of evils, but threaten to kill Goto and he will ''snap''.
* {{Bishounen}}: There's a reason why he was able to become a male model. It was more or less [[TheDitz the only reason]].
* BloodKnight: Arguably what he was at the start of the series. This trait is also responsible for the the entire plot and its SerialEscalation.
* BroughtDownToNormal: As of Episode 18.
* ButNotTooForeign: According to WordOfGod in the audio commentary from the BDs, he's 1/4 Spanish (possibly from his grandmother, who was a Flamenco dancer).
* ChasteHero: He never shows any kind of interest in romance. In fact, in the first episode he rants about boys losing superhero ambitions because of things like sports, music, and women.
** Confirmed. [[WhatIsThisThingYouCallLove He didn't even understand what love was]] until episode 22.
* CharacterDevelopment: He becomes more serious and driven whenever he's being Samurai Flamenco, and that crosses over into his real life. As the series goes on, he becomes more mature and slightly more of a realist (though still very much an idealist at heart). After defeating King Torture and seeing how his own ideals could be hopeless corrupt, this leads to him defy superhero logic and unmask himself in public to address the insecurity that a ''masked'' figure of justice logically brings.
* ClearMyName: The government pulls the blame on all heroes after From Beyond is defeated, and of course that includes him.
* ComicallyMissingThePoint: In the Character Talk CD, when asked whether he's a S or a M, he replies he's a L.
* DeclarationOfProtection: Has one for Goto, right before he realizes that it's love.
%%* DorkKnight
* DramaticUnmask: In episode 10.
* EnemyWithin: Haiji Sawada is the product of his wish to continue fighting evil. He's the only one who can see or hear him.
** [[SubvertedTrope Subverted]], Kaname could see and hear him, confirming that Masayoshi isn't going crazy.
* FelonyMisdemeanor: Kids messing around in the streets, people taking out their garbage too early, stealing umbrellas, all are as bad as the worst crimes out there in Masayoshi's eyes.
* FightingWithChucks: Stapler Nunchucks to be exact, which can actually staple things together.
* FourTemperamentEnsemble: Including the Flamenco Girls, he's the Sanguine member of the group.
* GrayEyes: Type 3, bonus with the golden hair. However, as the series progresses, this slowly becomes a subversion.
* InnocentFanserviceGuy: Considering his job, and how the show always finds a way to show him shirtless even when he's out of it, he is this.
* IfItsYouItsOkay: He spends almost the entire show completely oblivious to what love is, never shows any interest in the opposite sex (or the same sex, for that matter), but he realizes in the last episode that he loves Goto, even going so far as to propose marriage to make sure Goto never feels alone again.
* ImprobableWeaponUser: He eventually uses weaponized stationary appliances invented by Harazuka.
* IncorruptiblePurePureness: Extremely so. He doesn't let his status as savior of the whole universe or future president of the world get to his head at all. He only cares about heroism and seeing his loved ones happy.
* ItsAllMyFault: Believes it's his fault that Haiji became so messed up.
* LikeBrotherAndSister: How he feels regarding his manager Ishihara.
-->''If I had an older sister, she'd probably be just like that.''
* LoveConfession ''and'' LoveEpiphany: Yes, in that order. He asks Goto to marry him, proclaiming that he wants to take care of him and then realizing that ''that'' is what love is.
* LuminescentBlush: In the last episode, when the topic of Goto's virginity came about.
* MyGodWhatHaveIDone: When he finds out [[LovingAShadow what Goto's been going through]], he realizes he's always gone to him for help, but failed to notice his friend was suffering so much. He feels very guilty over it.
** It's even worse that he and Goto had a argument about it but he realized it went too far so he tried to apologize until Goto tells him not to see him again.
* NakedFirstImpression: Goto first came across him after he took his clothes off to change in the streets.
* NotSoDifferent: With Goto. Both have their biggest struggles regarding love. For Masayoshi it's [[WhatIsThisThingYouCallLove his lack of understanding of it]], and Goto is LovingAShadow.
** Also, both come from [[FriendlessBackground Friendless Backgrounds]], [[FridgeBrilliance which is why they end up spending so much time together]] in the beginning of the anime.
* {{Otaku}}: For {{Tokusatsu}}, obviously.
* PrettyFreeloader: The manga reveals he's living in Goto's apartment at some time after losing his.
* RaisedByGrandparents: Was raised by his grandfather after his parents died when he was 2.
* RealityWarper: All the villains that appeared throughout the show? They were caused by Masayoshi's wish to fight real evil.
* RedIsHeroic: Seems to be {{Invoked}}, considering Samurai Flamenco is modeled after {{Tokusatsu}} protagonists.
* RoguesGallery: King Torture, From Beyond, Ultimate Prime Minister and Alien Flamenco.
* RookieRedRanger: Becomes a literal example once the Flamengers are introduced.
* SendMeBack: When given the choice to continue fighting evil forever, Masayoshi chooses to go back to the real world, without any new supernatural villains to fight.
* TrademarkFavoriteFood: Curry rice. Especially if it has super heroes on the box.
* WackyMarriageProposal: He's stark naked and shielding the antagonist with his own body when he yells at Goto to marry him. Goto [[BeatPanel responds]] [[BigWhat accordingly]].
* WrongGenreSavvy: He doesn't seem to understand that Tokusatsu tropes don't actually apply to real life. At least, until episode 7 rolls around...
* YouKilledMyFather: For once, completely averted. In episode 7, he learns that his parents were killed by a random robber when he was two. He complains to Goto how he feels absolutely nothing about it because he really didn't know his parents, thus he has no motivation or reason to go looking for revenge.

!Hidenori Goto/Samurai Policeman

A regular policeman who has had his world turned upside down after running into Masayoshi. While diligent and by the book, he does his best to keep his justice loving friend out of trouble.

->'''Voiced by:''' Creator/TomokazuSugita

* BadassNormal: At the beginning, he's far more competent than Masayoshi at stopping criminals, and even as Masayoshi gets better, he still relies on Goto for backup. Episode 17 shows his true strength as shoots a smoke launcher on the police and later helps Flamenco take on the prime minster.
* BerserkButton: Don't you dare delete his girlfriend's last text.
* BrokenBird: He's been ''very'' messed up since his girlfriend's disappearance.
* CigaretteOfAnxiety: Spends a whole night smoking while waiting for Masayoshi to come back from his fight in space.
* CharacterDevelopment: Compare the no-nonsense Goto from the first episodes to Samurai Policeman from the 17th.
* DistressedDude: Becomes one at the end of episode 21 to lure Masayoshi into a final confrontation with Haiji.
* FairCop: He's indeed a good looking which even made Mari blush when he's on his uniform.
* GayGroomInAWhiteTux: If the [[http://i.imgur.com/KEVZc5c.jpg mobile game]] is to be believed as part of canon.
* IfItsYouItsOkay: Masayoshi seems to be this to him, if their marriage is actually canon.
* ImplausibleDeniability: Even after Mari has checked his phone, effectively noting that he's been texting himself all along, he angrily takes it from her and starts typing on it again.
* LovingAShadow: He has been texting himself as his disappeared girlfriend ''for 10 years''.
** However, by the end of the series he has started to let go and move on, though it is slow-going.
* LuminescentBlush: Twice. Once when Mari accuses him of being in love [[HoYay with Masayoshi]], and second when his virginity status is being discussed in the middle of a battle.
* MistakenForGay: Mari thinks he's gay and with Masayoshi after he tells her he's already in a relationship.
* TheMourningAfter: He had a hard time moving on with his girlfriend's disappearance and his way of coping is self-texting. He even visited the bus stop where his girlfriend was last seen.
* {{Ninja}}: As [[AllJustADream Hidezaemon]].
* NotSoDifferent: If his starry-eyed reaction to being saved by Harakiri Sunshine in Episode 14 is any indication, he still harbored some love for superheroes too.
** And it doesn't stop there. See Masayoshi's entry.
* OnlySaneMan: Is down to earth and realistic compared to the Masayoshi and other celebrity heroes he's stuck around.
** Horribly [[SubvertedTrope subverted]]. He has severe issues of his own.
* SkewedPriorities: He sends texts to himself while ''he's driving a truck towards a rocket''.
* RefusalOfTheCall: When Masayoshi offers him a slot in the Flamengers, he immediately turns it down.
* StraightMan: He's the only legitimate law enforcement officer in the entire group, showcasing how absolutely bizarre it is to decide to be a tokusatsu hero by comparison.
* TalkingWithSigns: A very strange case. In the last episode, he thanks Masayoshi for stopping him from killing Sawada via a message "from his girlfriend".
** In the same fashion, some of his girlfriend's texts throughout the series are definitely a way to convey his own thoughts, except only the audience gets to see them.
---> '''Goto:''' "I've seen Yoshi on TV, but he seems different. The look in his eyes scares me."
* TragicKeepsake: His girlfriend's umbrella and cellphone are the only things left on the bus where she went missing.
** Her last text message to her before she disappeared. Goto really lost it when Sawada deleted it.
* {{Tsundere}}: Type B towards Masayoshi, big time.
* WeirdnessMagnet
-->'''Goto:''' "Why do weirdos keep flocking to me?"

!Mari Maya/Flamenco Girl/Flamenco Diamond

IdolSinger and lyricist for the popular Idol Group MMM. She's also as big of a closet otaku as Masayoshi, only for MagicalGirl series. After stealing the spotlight from Samurai Flamenco, and getting called out on the brutality she uses, she decides to form a heroine troupe with Moe and Mizuki. She's later captured by King Torture and convinced of just how distorted her views on the world are. While she seemingly abandons the life of a vigilante, she is not broken and continues her singing career.

->'''Voiced by:''' Creator/HarukaTomatsu

* AntiHero: While Mari is a natural at fighting bad guys, she's much more violent than Samurai Flamenco and deals out unnecessary punishment to her enemies.
* BiTheWay: She's in a physical relationship with Moe but is also quite attracted to Goto.
* BreakTheHaughty: Brutally delivered by King Torture, even after his death.
* BrokenAce: Seems to be going in this direction after being captured by King Torture.
* CarryABigStick: Her MagicalGirl rod, which also functions as a mace and a taser.
* CharacterDevelopment: Subtle, but it's there. While she still has her crotch-stomping habits by the end of the show, she's far less selfish and more caring for her friends than before.
* ClingyJealousGirl: In episode 19, after Masayoshi reveals to her that Goto is going to see his girlfriend for the first time in a year, she doesn't take it very well. She goes so far as to [[DatePeepers spy on him]] during the date.
* ColorCharacter: As Flamenco Diamond.
* CombatSadomasochist: She seems to enjoy her outings as Flamenco Girl a bit ''too'' much, and becomes noticeably irritated if she goes too long without an interesting fight.
* CoolCar: A pink armored Hummer.
* FanDisservice: When she's captured by King Torture, we get a detailed shot of her in ripped clothes, but it isn't played for titillation at all.
* {{Fetish}}: Has a fetish for policemen, much to Goto's chagrin.
* FourTemperamentEnsemble: Including Samurai Flamenco along with the Flamenco Girls, she's the choleric one.
* FreudianTrio: The Id of MMM.
* GroinAttack: If you're a male criminal, you can expect her to kick, stamp, and squash your groin after she takes you down.
* HeroicBSOD: For several episodes after the King Torture incident, in which she lives with Goto and refuses to see Moe or Mizuki.
* HopelessSuitor: By the end, she admits she has no chance with Goto.
%%* IdolSinger
* ItsAllAboutMe: Thinks and expects the world to revolve around her and her whims. Then in episode 10 King Torture is only too happy to prove this point when he asks Moe to make a choice of freeing herself and letting Mari suffer, or vice versa. Despite Mari's protests, Moe wholeheartedly says she would gladly lay her life down for her friend, causing King Torture to release her, and tells Mari point blank that the latter was selfishly and secretly hoping her friend would have sacrificed herself instead. This revelation hits her rather hard.
** Afterwards, she is incredibly mad at Moe ''for making her look bad''.
* MagicalGirlWarrior: What her Flamenco Girl persona is based around.
* MsFanservice: Including:
** GodivaHair: Her bath scene in an early episode.
** CleavageWindow: A rather large one as Flamenco Diamond.
** ZettaiRyouiki: Grade A in her idol costume.
* PrettyFreeloaders: Becomes one after King Torture humiliates her. She threatened Goto she'd kill herself if he didn't let her in his apartment.
* ShipperOnDeck: She asks Masayoshi if he ever considered dating his manager. He never thought about it, but ultimately says it's a bad idea, and that she'd be more like a mean big sister if that were the case.
* ShockAndAwe: Her rod generates electricity.

!!Mizuki Misawa/Flamenco Ruby
The most level-headed member of MMM.

->'''Voiced by:''' [[Creator/MaoIchimichi M.A.O]]
* [[ArmorPiercingSlap Armor Piercing Punch]]: Delivers one to Mari, when she has taken enough of her selfishness in Episode 15.
* ColorCharacter: As Flamenco Ruby.
* FourTemperamentEnsemble: Including Samurai Flamenco as a part of the Flamenco Girls, she's the melancholic one.
* FreudianTrio: The Superego of MMM.
* HiddenDepths: The first Character Talk CD reveals she has a sweet romantic side.
%%* KansaiRegionalAccent
%%* IdolSinger
* LikesOlderMen: The show and especially the first Character Talk CD hint at this.
* ModestyShorts: In her Flamenco Ruby attire.
* OnlySaneMan: When compared to Mari and Moe.
* OutOfFocus: Doesn't get as much spotlight as Mari and Moe. She doesn't even have a storyline of her own.

!Moe Morita/Flamenco Sapphire
The third MMM. Has a very sugary personality and is very much in love with Mari.

->'''Voiced by:''' Erii Yamazaki
* AmbiguouslyGay: Always looks forward to Mari pecking her on the lips, and has tried to sleep with her in the same bed on one occasion.
** Becomes less ambiguous as time goes on. Moe outright states Mari to be her reason for living, and it's played for drama rather than comedy. She loves Mari more than anyone else, to the extent that it seems to be a case of SingleTargetSexuality.
* BewareTheNiceOnes: She can be scary sometimes. For instance, she doesn't mind stomping men's crotches.
** From one of the Character Talks, as the Flamenco Girls and Masayoshi are about to be interrogated by Goto:
---> ''What should we do, Dia? Destroy? Destroy?''
* BreakTheCutie: How Mari treated Moe for a while after the King Torture ordeal.
* BrownBagMask: Wears one in episode 16 as [[LoopholeAbuse a way to get around]] Mari's "I never want to see your face again!" remark earlier. After she explains her reasons, Mari makes up with her and Mizuki.
* CloudCuckooLander: Mild example, but she sure does have some warped views on reality. It's PlayedForLaughs.
* ColorCharacter: As Flamenco Sapphire.
%%* TheCutie
* DeclarationOfProtection: Has one of these in episode 10 towards Mari.
* EverythingsBetterWithPenguins: Her favorite animal along with rabbits, as stated in the first Character Talk CD. When she has to create an ImagineSpot date, it's just about penguins.
* ExtremeDoormat: Towards Mari, and how.
* FourTemperamentEnsemble: Including Samurai Flamenco along with the Flamenco Girls, she's the phlegmatic one.
* FreudianTrio: The Ego of MMM.
* GratuitousEnglish: Lots of it. WordOfGod being that she's a native speaker.
* IdolSinger
%%* MoralityChain: Towards Mari. She helps keep Mari from going too far off mentally, especially when the latter suffers from an extended HeroicBSOD.
* TakeMeInstead: Is willing to be tortured to death in order to save Mari.
* YouGottaHaveBlueHair: She and Midorikawa are the only characters with unrealistic hair colors.
* ZettaiRyouiki: Grade A as Flamenco Sapphire.

!Joji Kaname
A former {{Tokusatsu}} hero, known as Red Axe, and one of Masayoshi's inspirations. He starts posing as Samurai Flamenco on television, and after meeting Masayoshi, he becomes his mentor. However, he has a tendency to disappear at the most crucial moments. He has a wife, Lady Axe.

Later, he's revealed to be the leader of the Flamengers, having been working in the shadows against evil for years.

->'''Voiced by:''' Creator/JurotaKosugi
* AnAxeToGrind: His default weapon when he's not relying on GoodOldFisticuffs.
* BigBrotherMentor: Though significantly older than Masayoshi, he is closer to this than any other mentor type to Samurai Flamenco.
* BrokenPedestal: Averted- he's more or less as awesome as Masayoshi thought he was.
* BoisterousBruiser: Both in-character as Red Axe, and out of character as himself.
* CoolOldGuy: Still in great shape, even after decades of being out of work.
* HappilyMarried: Shares his secrets with his wife. And avoids leading Sakura on into thinking he likes her, not that it stops her from trying however.
* HotBloodedSideburns
* LookBothWays: Gets hit by a truck thanks to Sawada.
* NoSenseOfPersonalSpace: He is quite touchy-feely, especially with Masayoshi.

[[folder: Supporting Characters]]
!Jun Harazuka
A scientist who becomes interested in Samurai Flamenco after he makes his media breakthrough. He starts creating stationary-based weapons for him afterwards.

->'''Voiced by:''' Creator/ToruOkawa
* BadassBookworm: Taking out King Torture's henchman with his weapons.
* DemotedToExtra: After the Flamengers make their debut. He's very much aware of this trope being in effect, and he isn't happy about it. He creates more and better weapons for the fight against the Prime Minister, and he reaches Masayoshi with Goto's help.
* GadgeteerGenius: Provides the [[ImprobableWeaponUser stationery-themed weapons]] for Samurai Flamenco.
* ScienceHero: Took on a bunch of King Torture's minions with his own gadgets and weapons to allow Samurai Flamenco to go after him.

!Sumi Ishihara
Masayoshi's manager, a very strict and responsible woman who keeps his life under control.
->'''Voiced by:''' Creator/ChieNakamura
* BerserkButton: She apparently hates Otaku culture and nerd hobbies, as shown by how hesitant she is to give Masayoshi an acting job on a popular Sentai show despite how beneficial it would be to his career. This seems to have mellow down a bit once Masayoshi shows signs of being in to it.
* BigSisterInstinct / CoolBigSis: Seems to develop this relationship with Masayoshi.
* ChristmasCake: 28 years old, and not dating. She blames it on Masayoshi, but doesn't seem to be really bothered by it.
* CloudcuckoolandersMinder: Plays this to Masayoshi, especially once he gets too distracted with his hero hobby.
* HiddenDepths: Her whole speech she gave to Masayoshi about love (and not just the romantic one).
* SecretSecretKeeper: Knew from a much earlier point, even before the reveal, Masayoshi's obsession for sentai and his masquerade as Samurai Flamenco before the big reveal.
* SugarAndIcePersonality: Despite her brash exterior, she cares a lot about Masayoshi.
* TheReliableOne: The entire reason she's assigned to Masayoshi.

!Akira Konno
Owner of an news website. He's always looking to be entertained, and that's how he becomes interested in Samurai Flamenco. He also has a crush on Ishihara, and hits on her whenever he has the chance.
->'''Voiced by:''' Creator/SatoshiMikami
* AllLoveIsUnrequited: It's not entirely clear how much he actually likes Ishihara, but she refuses to reciprocate his advances.
* BeingTorturedMakesYouEvil: Works for King Torture after being tortured by him.
* BigDamnHeroes: In Episode 16, streaming the fight against the Prime Minister on the Internet is the key for Flamenco and Goto's victory.
** Also, he provides Masayoshi with information about Sawada and his parents, which becomes very useful in the final confrontation against him.
* ChivalrousPervert: He can't stop hitting on Ishihara, but at least he's nice about it. Though if his actions in King Torture's dungeon are in any indication, his attraction to her is [[TheyReallyDoLoveEachOther quite genuine.]]
* FaceHeelTurn: After he's [[BreakThemByTalking broken by King Torture, he temporarily becomes his minion]], luring Flamenco Diamond into a trap. However, it was a really obvious trap, and she really should've known better than to blindly charge into King Torture's hideout. After Samurai Flamenco defeats King Torture, Konno just goes back to how he was before, and nobody ever realizes he did it on purpose.
* ForTheLulz: Yes, he makes a profit off of it, but his main reason for wanting to uncover Samurai Flamenco's identity is because he finds the pursuit entertaining.
* IntrepidReporter: He makes it one of his missions to uncover who Samurai Flamenco really is. Afterwards he does things based on what he finds interesting.
* SmugSnake: Not that much of a snake (unless you ask Ishihara), but he's definitely smug.
* StatusQuoIsGod: Ishihara tries to thank him for his assistance with Masayoshi during the last arc. Oddly enough he seems turned off by her nice attitude, and says he wants her to make snippy comebacks at him the way she's always done. She then gets mad at him as a result.

!Goto's girlfriend
ExactlyWhatItSaysOnTheTin. She and Goto text on a daily basis, but can never meet because of Goto's busy schedule, and later, Masayoshi's antics. She has never appeared on screen.

Turns out that "she" was Goto texting himself all along.
* AffectionateNickname: She calls Goto "Go-chin". She also has "Yoshi" for Masayoshi.
* AnimalMotifs: Octopi, present in her umbrella and mobile charms, and her contact picture in Goto's phone in the last episode. Weirdly enough, it's also '''From Beyond''''s Animal Motif. However, the show never hints at a connection between them.
* ClingyJealousGirl: [[ZigzaggedTrope Zigzagged]]. She is angry at Goto at first because he neglects her for spending time with Masayoshi. However, she took Mari living with Goto perfectly well. And turns Goto was the one who was texting both messages.
** Basically, what started as a case of SkewedPriorities, turned out to be {{Foreshadowing}} of both her true nature (because of how illogical it was) and that [[HoYay something else is going on in Goto's mind]].
* DeadAllAlong: She and Goto dated in high school, but one night she went missing and was never seen again. Goto has been coping by sending himself text messages as her, making conversations out of what he imagines her responses would be.
* TheFaceless: In the flashback in Episode 19.
* TheGhost: All we see of her are her text messages and her umbrella.
* TheLostLenore: For Goto. He copes with the loss by texting himself.
* NeverFoundTheBody: She disappeared from a bus and the police could never find her.
* NiceGirl: As frustrated as she is for not being able to see her boyfriend, she seems to like and care for Masayoshi just based on what Goto tells her.
* NoNameGiven: Her name isn't even mentioned throughout the whole show.
* OffscreenInertia: Considering that 10 years had passed and the case is still ongoing with no leads while her father keeps giving out handouts, it's possible that she might be already dead.
* [[HeWhoMustNotBeSeen She Who Must Not Be Seen]]: We don't even know her appearance, or her voice.
* TheUnreveal: We may never know what really happened to her as the case is still ongoing.

[[folder: The Flamengers]]
A Franchise/SuperSentai-style team of superheroes formed by Joji in order to fight the alien threat of from beyond.
* ColourCodedForYourConvenience: they're based on the Super Sentai afterall.
* MeaningfulName: Their names all foreshadow their team colors.

!!Soichi Aoshima
->'''Voiced by:''' Creator/ShowtaroMorikubo
Flamen Blue. He's been working with Joji for ten tears on the Flamengers project.

%%* ButtMonkey
* DudeWheresMyRespect: He's been working with Kaname for 10 years, is the oldest member of the group, and yet he's ignored or overlooked to CosmicPlaything levels.
* TheFriendNobodyLikes: Not even '''Masayoshi''' wants to be alone with him.
%%* TheLancer
* OlderThanTheyLook: He's 28 years old, but his height, face and personality make him seem far younger.
* TheRival: To Masayoshi. He's known Joji since he was 18 and had been working with him on the Flamengers project the entire time, so he's a little hesitant to accept Masayoshi as their leader.

!!Hekiru Midorikawa
->'''Voiced by:''' Creator/ToshiyukiToyonaga
Flamen Green.
* AllLoveIsUnrequited: The manga reveals he's in love with his sister-in-law.
%%* AwesomenessByAnalysis
%%* TheComicallySerious
* LoveAtFirstSight: He falls hard for a woman he spots on the train. Later, when arriving home, he finds out she's getting married to his brother. ''Ouch.''
* {{Megane}}: He even adjusts his glasses when he's wearing his helmet.
* NamesTheSame: His name [[Creator/HikaruMidorikawa sounds familiar]] to say the least.
%%* PaperMaster
%%* TheSmartGuy
* UnwantedHarem: Gets one when he starts attending college.
* [[YouGottaHaveBlueHair You Gotta Have Dark Green Hair]]: He and Moe are the only characters with unrealistic hair colors.

!!Anji Kuroki
->'''Voiced by:''' {{Creator/KENN}}
Flamen Black.
%%* TheBigGuy
* OutOfFocus: By the end of the From Beyond arc. Green's strategic abilities are always important, Blue is Masayoshi's rival, and Pink has her story with Joji. Black... is there.
** He's given more background and motivations in one of the manga's chapters.
* RaisedByGrandparents: Raised by his grandfather after his parents died.
* RayGun: A hybrid of this and lightning powers.
%%* TallDarkAndHandsome
* TriggerHappy: Freely admits he joined the Flamengers for the pay and because he can handle weapons.

!!Sakura Momoi
->'''Voiced by:''' Creator/YukariTamura
Flamen Pink.
%%* TheChick
* InterruptedSuicide: By Kaname. Which leads to...
* IOweYouMyLife: She fell ''hard'' for him as a result. Even Masayoshi agrees with her.
* TheMistress: For Kaname, though it's ambiguous as to whether she's this or HopelessSuitor.
%%* PinkMeansFeminine
* RapunzelHair: She has long hair, up until Sawada cuts it.
* TheSmurfettePrinciple: The only girl in the Flamengers.
* TraumaticHaircut: She gets this unexpectedly as a threat intended for Masayoshi when a mysterious person pass her by in episode 20. She is not happy.

[[folder: Villains]]

! King Torture
The main villain for the Torture Army Arc. He's the self-proclaimed source of all evil, and surgically transforms people into cyborg monsters for the sake of uniting the world through evil.

-> Voiced by: Creator/ShowHayami
* AffablyEvil: After capturing Flamenco Dia, he had asked Masayoshi if he had time on his schedule to save her. Also, seemed truly regretful for hurting Moe.
* AntiVillain: Type I. He embraces his evil and knows what he's doing is horrible, but he ultimately only wants to end all wars. Also, see EvenEvilHasStandards.
* ArcVillain: The main antagonist of Episodes 7 through 10.
* AscendedFanboy: Like Masayoshi, he was a fellow toku nerd.
* AssimilationPlot: His plan was to create a giant version of himself that would absorb everyone in the world, starting with Japan. It would have worked, too, if not for Masayoshi and Goto.
* BondageIsBad: He takes this theme to the extreme. His [[{{Mook}} Mooks]] even wear ballgags as part of their uniforms!
* BreakThemByTalking: Very fond of the practice.
* {{Card Carrying Villain}}: He embraces evil and brags about how wonderful it is quite a bit, as do his minions.
* EvenEvilHasStandards: When Moe proves that she's genuinely willing to sacrifice herself to a FateWorseThanDeath for Mari, he lets her go and promises to never hurt her again.
* EvilCounterpart: To Masayoshi. Masayoshi loved toku series and felt that he could change the world for the better by becoming a hero. King Torture felt that he could change the world for the better by becoming a villain.
* HarmlessVillain: Zigzagged. At first, he's incredibly dangerous. His first monster is pretty much bulletproof and manages to kill several people. Masayoshi and Goto technically don't kill it; it suicides once it's been defeated. His monsters gradually become sillier and sillier, and manage to do less and less damage. They go from killing cops, to hijacking busses, to putting a relatively harmless poison in the water supply, to ''buying up all of the apples in the city and handing out poisoned napkins.'' However, then it turns out that all of this was so they could spread the "Torture Spores" that would eventually turn into a giant monster that would destroy the world and launch an AssimilationPlot.
* KnightOfCerebus: The second his Torture Army comes in, the series gets darker and more serious.
* NiceJobFixingItVillain: His insistence on directly challenging SF is what lets him get into the perfect positon to stop his evil plans.
* TheReasonYouSuckSpeech: Delivers a serious one to Mari, claiming that she's just a "replaceable extra" and not the main character, and stating that she's not a true hero--she's just in it for the excitement and that she secretly ''wanted'' her friend to pull a HeroicSacrifice for her.
%%* WalkingSpoiler
* WeCanRuleTogether: Offers Masayoshi the chance to also be turned into a cyborg, but Masayoshi refuses.

!! Beyond Flamenco
->'''Voiced by:''' Creator/AkiraIshida
From Beyond's leader. He calls Masayoshi "brother".

* AffablyEvil: He has a calm, suave manner of speaking, and is very polite to Masayoshi.
* AlternateSelf: Audio commentary from the BDs reveals he's a Masayoshi from an AlternateDimension in which he never met Goto.
* AlwaysIdenticalTwins: Looks exactly like Masayoshi.
** Though he goes on to say that they're not genetically related. Finally revealed to be Masayoshi's AlternateSelf from a parallel world.
* ArcVillain: The main villain of Episodes 11 through the first part of 15.
%%* BadassLongcoat
* EmptyShell: What he's become by the time he meets Masayoshi.
* EvilTwin: He's actually a Masayoshi from an Alternate Universe.
* FaceHeelTurn: Described InUniverse as a Masayoshi who lost sight of his sense of justice, and became evil as a result.
* SuicideByCop: He shoots Masayoshi's gun on himself, apparently killing him.
* WeHardlyKnewYe: Was introduced at the end of Episode 14. He dies at the beginning of the next episode.

!! Shintarou Okuzaki / Ultimate Prime Minister
The Prime Minister of Japan, who seems to be working with the Flamengers at first, only to turn against them and every single other hero after From Beyond is defeated.

-> Voiced by: Creator/KoujiIshii
* ArcVillain: The main antagonist of Episodes 15 through 17.
* AsskickingEqualsAuthority: He's absolutely convinced that the most powerful man should be the one to rule Japan, which is why he's so set on gaining more power.
* {{Expy}}: His transformed self is one of IronMan.
%%* EvilLaugh
* FaceHeelTurn: He turns against every hero after From Beyond is defeated.
** FakeDefector: Turns out, he did it for a good reason. In his eyes, anyways.
* GodsNeedPrayerBadly: A slight variation on this, as he's mortal. However, played straight in the sense that his power is directly proportional to his approval rating, so the more people approve of him as a leader, the stronger he becomes. And when his approval rating goes down, it also weakens him.
* GoodAllAlong: He actually wanted to save the world from an AlienInvasion.
* GovernmentConspiracy: Everything, from King Torture to From Beyond and the Flamengers was just an elaborate set-up to gain more public approval.
%%* {{Jerkass}}
* PopularityPower: The higher his approval rating is, the more powerful he is.
%%* PoweredArmor
%%* ReasonableAuthorityFigure
* SlaveToPR: He's ''obsessed'' with reaching a 100% public approval rating. [[JustifiedTrope Justified, public approval is his PowerSource.]]

* WalkingSpoiler: Yet ''another'' one. Unless you've watched Episode 16, don't highlight anything.
* WellIntentionedExtremist: Everything he did was just part of his plan to gain power and defeat the alien menace on the planet.

!! Mr. Justice/Alien Flamenco
A HiveMind alien race who's behind everything that happened in the series from episode 7 onwards.
-> Voiced by: Creator/HirokiYasumoto
* BenevolentAlienInvasion: They planned to take over Earth peacefully with Masayoshi as the leader of humanity. However, he doesn't accept it, as he feels this method of peace is being forced upon them instead of letting humanity choose peace over violence, and thus is the same as if they were being enslaved.
* GratuitousEnglish: Plenty of it, even after he stops pretending to be an American superhero.
* GreaterScopeVillain: Revealed to have empowered the previous {{Arc Villain}}s
* HighlyConspicuousUniform: When he first rescues Masayoshi as Mr. Justice, he tells the latter they need to hide somewhere for a while to build their strength back up and develop a plan to strike back. He says that being low key is essential, while driving a big rig truck emblazoned with the American flag on it through Japan. Unsurprisingly they are caught somewhat easily later on.
* HiveMind: The Alien Flamenco Hazama interacts with is an interface for billions of alien conscioussnessess.
* {{Irony}}: He posed as the the American Superhero, Mister Justice to gain Masayoshi's trust. During their battle on the moon, he trips on the Apollo 11 Lunar Module and flag, which gives Masayoshi a chance to defeat him.
* NoSenseOfPersonalSpace: Masayoshi is visibly nervous about how close he gets to him while talking.
%%* WalkingSpoiler.

!! Haiji Sawada
Masayoshi's new enemy from episode 19 onwards. He's one of the middle schoolers Masayoshi had lectured back in episode 1.
-> Voiced by: Suzuki Haruhisa
* AmbiguouslyHuman: Seems that Masayoshi is the only who can see him since his human self is dead.
** Then episode 21 subverts it when he captures Goto and ties him up.
* ArcVillain: The main antagonist of Episodes 19 to 22.
* ChekhovsGunman: Briefly appeared at the end of episode 1, and in a FreezeFrameBonus in 12. It is also revealed that he's the one who uploaded those videos of Samurai Flamenco's early crusade which launch him into fame.
* CreepyChild: He is from middle school.
* CurbStompBattle: Courtesy of Mari.
* CuteAndPsycho: He appears to be a normal teenage boy, although the things he does towards Samurai Flamenco, such as blowing up his apartment makes him fall into this trope.
* DeadAllAlong: The real Haiji Sawada passed away from illness about one year ago, according to the police.
** Subverted. His parents lied about it when they discovered that their son started to lose his mind.
* EnemyWithin: What Masayoshi thinks he is by the end of Episode 20.
** [[SubvertedTrope Subverted]], as he's not limited to Masayoshi's mind.
* FakingTheDead: What he somehow convinced his parents to do for him. However, they feel really guilty about this and plan to confess to the police shortly after Konno finds out about it from them.
* FinalBoss
* FromNobodyToNightmare: From an introverted, average middle schooler, to a very effective villain.
* IWillPunishYourFriendForYourFailure: Harms the Flamenco Rangers, Joji Kaname and Jun Harazuka, ''poisons'' 2/3 of MMM, and ''kidnaps'' Goto to finally force Masayoshi into action. As it stands, Ishihara is the only one who hasn't been targeted yet.
* KickTheDog: He steals Goto's phone, reads all his texts to his 'girlfriend', mocks him ''as his girlfriend'' over text, lures him into an obvious trap to get it back, tazors him, handcuffs him to a post, mocks him some more, and then proceeds to presumably ''shoot'' him, all so he can become the 'ultimate villain' for Masayoshi.
* MadnessMantra: He keeps chanting, "Flamenco, Flamenco..." in his room.
* StalkerWithoutACrush: Has a terrifying obsession with Masayoshi, and is willing to do just anything to gain his attention.
* XanatosGambit: His plan to have Masayoshi become an AntiHero or FallenHero involved attacking the latter's closest friends and allies, mentally torturing him, and then deliberately provoking Goto into killing him in front of Masayoshi to give him a DarkAndTroubledPast for any future things he does as Samurai Flamenco. And he was rather close to pulling it off too, were it not for Masayoshi doing some incredibly bizarre stuff to keep Goto from shooting Sawada, as well as Mari showing up to help.
