There she settled down, opened a tea shop (an old dream of hers) and became a public superhero in her free time.

A detective who was severely wounded on the job and brought back as a cyborg. Jet's always been a bit of a loose cannon; even before his rebuilding, he had a trivially small amount of arrests, and a staggeringly high amount of dead suspects. Now he works nearly 24/7 for the Radio City Police Department as a detective, as well as an on-call one-man SWAT team.

* JackOfAllStats: While Jethro is better than a normal human at many things, none of his abilities are on the same level as heroes and villains who specialize in them.

The culmination of a ritual performed by an occult serial killer during the 1980's which involved harnessing the power of a hundred souls of people who were victims of violence. The killer worked in secret, using a knowledge of magic to conceal his identity and the traces of his crimes from the police, typically by substituting a homunculus that was programmed to die of natural causes some time after the death of their original. He was ultimately found and reported to the authorities by a coterie of mages who infiltrated the police department. They laid siege to his house at the climax of the ritual but disrupted it too late. The resulting mass of souls raged out of control and killed everything in the building, resulting in the creation of a malevolent spirit mass that haunts Radio City, particularly the poorer areas where it became known as the Ghetto Ghost.

However, her adoptive father amongst that cabal was a religious fanatic, and some of his religion's dogma rubbed off her; so, at her sixteenth birthday, she and her sister murdered their guards and ran away, making their way to Radio City. There 1138-a began in her peculiar quest: keeping the balance of the city.

Subject 1212 is a ten-year old girl, another victim of the cult that experimented on the 1138 sisters. First, the cult let the young wife of one of the members take care of her (that's her mommy), but when the woman objected to the experiments conducted on Tia the cult {{Unperson}}ed her, and passed her into the 1138 sisters' adoptive father's care. He was a busy person, and so 1138-b cared for her instead. But then the sisters escaped. Tia was heartbroken, and she decided to find her mommy. So she tossed aside the people who took her mother away and started searching for her. Fortunately for her, by that time the cult moved its operations closer to Radio City or she would've never reached the place alive. There she found an old army captain who pitied her and took care of her. But he wasn't her mommy. So she continued searching.
