* BreathWeapon: His [=DFs=] core ability is to fire [[MakeMeWannaShout sound waves]] that look like [[FrickinLaserBeams energy beams]] from his mouth.
%%* DarkSkinnedRedhead

%%* FangsAreEvil
* HoistByHisOwnPetard: His blasts are powerful, but can be reflected, and Luffy did just that during his fight with him.
* LargeAndInCharge: Biggest member of his crew and their captain.

* CharlesAtlasSuperpower: His main attack consists of drawing his blade and charging at the obstacle with all his might.
* TheDragon: To El Drago

* DisneyVillainDeath: After Luffy flings the bullet shell from his King's Cannon back at him. * NeverFoundTheBody: [[spoiler:He was swept away by a vicious Grand Line cyclone, never to be seen again.]]
* NighInvulnerable: Comes with being a Logia.

* SpikesOfVillainy: He can shape his syrup into spikes, claws, spears, etc.
* StickySituation: His power makes his body extremely sticky so if someone punches him their fist will get stuck.
* VillainousBreakdown: A brief one, but once his sticky powers were rendered void. You can see the expression on his face that he knows his trump card is gone and the desperation kicking in with the cyclone closing on their location.
* WeaksauceWeakness: Flour, which can negate his stickiness.

** He can however put it to a good use.

* NiceHat: Wear a big cap [[spoiler: which is a plot point to her gender.]]
* NotAGame: Nami chastises Anaguma for this after being found stowing away on their ship to try and kill them for their bounty. * BadassGrandpa: The dude's old but he [[spoiler: not only managed to destroy the Salamander (which given how important ships are in this series and how much he really loved it, was a very dignified send off) but even managed to save a unconscious Luffy and Shuraiya from the sinking ship and cyclone ''and'' make his way through the storm as well.]]
* CoolOldGuy: An old man but a very nice one.
* ExactWords: In the climax, He meets with Sanji and tells him to tell the Straw Hats to go on without him as he wishes to "end it". [[spoiler: When he realizes Luffy could actually beat Gasparde and thus give Anagama a chance to escape from Gasparde, he decides to "put the old girl to bed".]]
* YouAreBetterThanYouThinkYouAre: Tells Shuraiya this at the end in effort to get him to reconcile with his sister despite having lived a bloody life as a bounty hunter out for revenge. Indeed Shuraiya takes these words to heart.

* CoolSword: The titular blade is a [[BigFancySword very long Jian]] with seven gemstones encased in it and a bloody past.
* TheCorruptible: He's corrupted by the Seven Star Sword.
* DemonicPossession: The sword is manipulating him. Considering that OnePiece usually gives a "plausible" explanation for any mysterious phenomenon, this is quite unsettling.

* HandicappedBadass: [[spoiler: The sword gives him back the right arm during the climax.]]
* OneWingedAngel: [[spoiler: When Luffy defeats him, the sword crumbles and takes over his body, giving him super strength, blank eyes and a sword-shaped tattoo on his back, he's very expressionless which makes him more menacing.]]

->Bismark voiced by: Creator/SeijiSasaki (JP)

A trio of marines serving Saga in his plan for reviving the Seven Star Sword.
* ArmorIsUseless: Averted by Bismarck's armor, which is strong enough to withstand Sanji's kicks. [[AttackItsWeakPoint A pity that it doesn't protect the face or the top of the head.]]
* BrainwashedAndCrazy: Bismark and Boo Kong are already under the swords influence, Touma has just enough control when Zoro confronts him to tell him what is actually going on before his mind is fully taken over.
%%* TheBrute: Boo Kong.

%%* MacGuffinGirl

!!! Baron Omatsuri And The Secret Island
[[folder:Baron Omatsuri]]
->Voiced by: Creator/AkioOhtsuka (JP)

The BigBad of the sixth movie. Omatsuri is the owner of the resort exclusive to pirates, however, before he lets the crews enjoy themselves he tests their worth with the Trials of Hell, a series of nearly impossible and dangerous games. The tests are just a ruse and are really used to gauge the strength of his opponents. If they are strong enough, he feeds them to the Lily Carnation. [[spoiler:The reason he's doing all of this is because he lost his crew in a storm and their deaths drove him mad. Figuring if he can't be happy, then no other pirate crew will be either.]]
* AffablyEvil: Genuinely cared for his comrades and acted in a goofy manner, [[spoiler: but was one of the most sick and perverse villains prior the TimeSkip]].
%%* AntiVillain
* AnnoyingArrows: The arrows that home in on their targets. [[spoiler: This power likely comes from Lily]].
* AxCrazy: For a character who was [[spoiler:hinted to be once like Luffy to become so mentally unstable, it's hellish]].
* BigBad: The main antagonist of the sixth movie, [[CloudCuckoolander although you don't think so at first]].
* BlankWhiteEyes: [[spoiler:During his VillainousBreakdown, his pupils disappear.]]
* BreakThemByTalking: Does this to Luffy after [[spoiler:Lily consumes all of his friends.]]
* CharacterDeath: Even if the film isn't canon, he is the only villain to ever be [[spoiler: ''killed'' by Luffy, who, in a rage over everything the baron has done to his crew, ''[[TalkToTheFist caves his skull in with his fist]]'' without even bothering to shout an attack name]].
* EvilCounterpart:
** Doubles as FridgeHorror, The horror comes near the end when you realize he's what Luffy might've become [[spoiler: if his loss of Ace got to him, before Jinbei snapped him out of it.]]
** Doubles as an eviler one to Gecko Moria as villains who both lost their crews and went mad from it. Though their methods are much different.
* FreudianExcuse: [[spoiler: His entire crew was killed in a storm which psychologically broke him, and he decided to have other pirates suffer the same pain he felt, although it doesn't even begin to excuse him for what he puts Luffy through]].
* {{Hypocrite}}: He claims to Luffy that he should abandon his bonds with his crew as it will make home suffer. This is coming from a guy who [[spoiler:feeds people to a human-eating monster just to see his crew again.]]
* ImprobableHairstyle: His hair is shaped like a palm tree.
* JumpingOffTheSlipperySlope: The love he had for his crew was so substantial that [[spoiler:he goes ''insane'' after losing them to a storm. And it's not enough that he went mad, he also decided that all pirates needed to suffer his pain.]]
* ObfuscatingStupidity: Turns out to be [[spoiler:very serious and out of his mind.]]
* KnightOfCerebus: While the series have many evil villains, ''none'' of them were on Omatsuri's level of insanity. [[spoiler:Having fed a unknown number of pirates to Lily Carnation for years to sustain his memory of his crew.]]
* NearVillainVictory: He seems to be ''the'' villain who got closest to actually killing the Straw Hats completely in all of the series, [[spoiler: Turning them completely against each other over his games, and then picking them off to be digested by Lily. Then he puts Luffy through a crushing HeroicBSOD akin to his loss of Ace (though it's implied that this is worse as it takes far longer and makes him near-catatonic and pale) until being brought out of it by Daisy. Like Crocodile, he's also one of the only people to actually beat Luffy in their initial encounter and he only survived through someone else's intervention. The fact that his defeat was done by the Teacup Pirates making a lucky shot while his back was turned, and Luffy just finished him off, further cements this.]]
* PetTheDog: Despite [[spoiler: his dissatisfaction of having Lily create and sustain these hollow copies of his crew, he really does genuinely care for them, doing things such as reassuring DJ that he is strong after taking down Zoro and generally masking his inner turmoil to reassure his false crew. It makes his mirror to Luffy that much clearer. Additionally, he's also genuinely upset when Lily is killed, and gathers her body parts in a futile attempt to save her.]]
* Really700YearsOld: [[spoiler:He and his crew were from a time when Gold Roger was alive, they even met Roger once before.]]
* SlasherSmile: It's genuinely disturbing how much he enjoys [[spoiler:making Luffy suffer at his hand.]]

* UnwittingPawn: For [[spoiler:Lily, who entrusts her powers to him]].
* VillainousBreakdown: [[spoiler: One of the most horrifying in the series, contending with Gecko Moria for the title. His goofy tree-like hair comes undone and drapes over his face, his eyes go blank white, and for most of his screen time he's silhouetted against the moon.]]
* WoobieDestroyerOfWorlds: [[spoiler:He's essentially a mirror to Luffy, caring so much for his crew that he utterly despairs upon losing them, apparently making a deal with a man-absorbing flower ''just'' to see his crew again.]]

The '''true''' BigBad of the sixth movie. A mysterious plant that gave Baron Omatsuri the power to replicate his deceased crew into plant hybrids in exchange for presumably his body and being fed strong pirates. [[spoiler:The nature of her body is split into two: A giant snake looking creature that her victims are dropped into and are slowly absorbed, and the cutesy looking flower that rides on the Baron's shoulder. Her true form, however, is really that of a grotesque looking Venus fly trap creature.]]
* AxCrazy: There's a part where her eyes change into all kinds of [[spoiler: green shapes for second as she giggles as Baron "kills" a victim; due to the nature of these arrows, and the fact that her eyes look like crosshairs when this happens, it could be assumed that she's locking on to them]].
* BondVillainStupidity: If she had not [[spoiler: allowed the Teacup Pirate Captain to get his hands on the Baron's bow and arrow, she would have outright won and not have suffered her BoomHeadshot moment.]]
* EldritchAbomination: Her true form.
** Even Robin, who's a NightmareFetishist, is wondering "WHAT THE HELL is Lily Carnation?!"
** Luffy who's never been intimidated even by a friggin' god-like being, is scared beyond all reason at this thing. [[spoiler: Though it's likely more because he finds out the horrible fate his crew's suffering than what it actually looks like.]] His expression speaks volumes.
* FlowerFromTheMountainTop: She ''is'' that flower.
* {{Glamour}}: [[spoiler:Essentially the reason why the Baron is the only one of his crew to not have aged. * LudicrousGibs: [[spoiler:A substantial amount of internal body parts fly out of Lily after she's struck (and killed) by an arrow.]]

* PlantPerson: Sort of, she doesn't look human, but she can talk.
* RealityWarper: [[spoiler:Aside from creating authentic, but fake, versions of the Red Arrow pirates out of plant stalks, she also concealed the fact that her black mountaintop coil is actually made up of thousands of arrows.]]
* RidiculouslyCuteCritter: She's pretty adorable when she's sitting there on the Baron's shoulder, [[spoiler:but then Luffy and the others start to interfere with her meal time...]]
* VoiceOfTheLegion: It's more of a laugh of the legion...it's as scary as it sounds.

Baron Omatsuri's crew who make up the island's staff and residents. Most of whom challenge the Straw Hats for the right to relax on the island. Otherwise they shrivel up and turn into real plants.
* AnimalMotif: Kappa to -ahem- DJ Gappa. Frogs to the Four Wise Men. DJ even takes offense to Zoro and Sanji calling him a Kappa.

* ChefOfIron: Kotetsu who engages Sanji in a cooking duel...on top of a giant grill.

* RapidAging: [[spoiler: Muchigoro is suddenly subject to this while speaking to Nami. And is quite unsettling.]]
* RedEyesTakeWarning: When DJ Gappa confront Usopp for his hat. Say the least this is the point in the movie where things [[CerebusSyndrome suddenly shift to darker territory]].
* RidiculouslyFastConstruction: Keroshot and Kerodeek do this repeatedly when Zoro and Sanji break their machines. It took both of them to finally give it a rest.
* TheSmurfettePrinciple: Keroko of the Four Wise Men.
* VerbalTic: DJ Gappa adds "-pu" at the end of his sentences. Usopp even [[LampshadeHanging asks him why he does that]], [[spoiler:it does not end well for Usopp]].

[[folder:The Teacup Pirates and The Toothbrush Moustache Captain, Brief]]

A family of rather obscure Pirates who wanted to have a picnic on Baron Omatsuri's island, only to be in hiding due to his tasks being too great to accomplish, and the sole-surviving member of another obscure pirate group who happens to have been captain and dresses like an explorer.
* BigDamnHeroes: The Teacup Pirates Captain saves the day when [[spoiler:he fires an arrow at Lily Carnation to help Luffy kill him]].
* BadassMoustache: The Toothbrush Moustache Pirate Captain's, to him at the very least, to the point that his crew's salute is a finger moustache. * CowardlyLion: The Teacup Pirate Captain, who is the Father.
* DysfunctionalFamily: The Teacup Pirates, comprised of a soft-spoken son, a disrespectful teenaged daughter, a younger daughter, and their cowardly father. * MissingMom: It's subtly implied that the family is missing the mother because she [[spoiler: died on the island after arguing or divorcing the husband beforehand, judging from the way Daisy holds her Father's wedding ring while revealing how she could always hear extremely well.]]
* WhatHappenedToTheMouse: Over the course of the movie, these characters play an ''extremely'' important role in renewing Luffy's appreciation for his TrueCompanions and coping with loss, and help defeat Baron Omatsuri; Brief even [[spoiler: declares himself one of Luffy's friends, which Luffy accepts (making him one of his TrueCompanions by default]] It isn't really known what happens to them after everything happens, as they apparently have no ship to use. Though, considering the movie isn't canon (and -- almost abruptly -- ends before there's any other resolution aside from showing the Straw Hats being reunited), it's understandable.

[[folder:"Black Arm" Z]]
->Voiced by: Creator/HochuOtsuka (JP), Jeremy Schwartz (EN)

The BigBad of the [[Anime/OnePieceFilmZ Twelvth Movie]] and a former admiral, Z is an imposing man with a giant mechanical arm and a Jolly Roger similar to the Marine's flag. WordOfGod stated that he's the strongest opponent that the crew has faced so far. His real name is Zephyr.
* TheAce: He was considered this among the Marines and trained several of their greatest (Aokiji, Kizaru, Akainu, Momonga, Smoker and many more).
* AFatherToHisMen: Almost every officer you can name was trained by him during his time as an admiral. Garp even names this trope to describe the relationship he had with his pupils before he went bad.
* AGoodWayToDie: He dies on his feet, foes before him, with tears of love and respect shed in his honor, even by his enemies.
* ArmCannon: It has a cannon barrel built into it.
* ArmorPiercingQuestion: During his second battle with Luffy, he asks him if he's willing to sacrifice his crew to achieve his dream.
* ArtificialLimbs: A gargantuan mechanical arm connected to his shoulder named "Battle Smasher". He's also shown to have a more normal-sized one presumably for non-combat use.
* BadassGrandpa: He's 75 during the events of Film Z.
* BadassLongcoat: A black and red one, with his Jolly Roger impressed on it. And of course, he wears it like a cape.
* BadassNormal: He has no Devil Fruit power. And [[spoiler: even without his mechanical arm, he's no pushover.]]
* BigBad: The main antagonist of his own movie.
* BolivianArmyEnding: [[spoiler:His final fate. He was surrounded by many of his old students in the Marines, who were forced to deliver the finishing blows to him in a very regretful manner because killing their old teacher was heartbreaking. Yet he coached them on, anyway, facing the consequences of his actions with pride]].
* CharacterDeath: [[spoiler:He dies in a last fight against the Marines, while buying the Straw Hats, Ain, Binz and Aokiji enough time to escape.]]
* CharlesAtlasSuperpower: Even without his Battle Smasher, he's strong enough to create a large [[ShockwaveStomp shockwave]] by striking the ground with his fists.
** It also says in [[AllThereInTheManual Volume 1000]] that he's mastered Rokushiki.
* CoatCape: Like almost every coat-wearer, he's too badass to put his arms through the sleeves.
* CoolShades: Those triangle shades of his are pretty badass.
* CrazyPrepared: [[spoiler:Upon learning in their second encounter that Luffy is immune to his gunfire, he merely replies with a "Is that so?" and shoots Luffy with a bullet made from Sea Stone, bringing the fight to an end.]]
* DarkAndTroubledPast: [[spoiler:He joined the Marines in hopes of being a hero, but later found out that being one isn't just about being a hero. He later married and had a child, but both were killed by a pirate years later. He quit his position to become a trainer for the Marines but during a exercise, they were attacked and all of his students, save Ain and Bins, were killed. And his right arm was lopped off by a pirate. There are hints that Edward Weevil was the culprit, a highly destructive pirate known for leaving behind ''absurd'' body counts and mass destruction in battle, especially since the timing of Weevil's rise in infamy was occuring.]]
** [[spoiler:Then, just a year ago, the pirate who cut off his arm became a Warlord of the Sea (again implied to be Warlord newcomer Edward Weevil). No wonder he left the marines.]]

* TheDreaded: Regardless of his past, one thing's clear: the Marines are terrified of him. * EvilSoundsDeep: He has a very deep voice befitting for a villain.
* FaceDeathWithDignity: [[spoiler:Even against overwhelming odds, he faced his death proudly and with much dignity, refusing to go down without a last fight.]]
* GatlingGood: His mechanical arm has a machine gun built into it.
* AGoodWayToDie: [[spoiler: He goes into his last battle with the Marines with no regrets, stating he'll leave them with "a final lesson". He knows full well he won't survive, but makes sure he goes down swinging.]]
* HeroicSacrifice: After his battle with Luffy, [[spoiler: Kizaru and his troops move in to capture Z and the Straw Hats. Z, respecting Luffy's strength and conviction, stays behind to battle them and allow the Straw Hats, as well as his subordinates, to escape. * IWasQuiteALooker: As briefly revealed in his flashbacks, he looked damn good as a young man.
* ItsPronouncedTropay: His nickname "Z" in the original Japanese dub is pronounced ''Zetto''. The English dub elects to go with "Zed", the European pronunciation for "Z", probably because it's the closest approximation in the English language to the original Japanese pronunciation (and [[RuleOfCool it probably sounds cooler than "Zee"]])
* KiAttacks: He's very skilled at Haki, especially in the Color of Armanent that earned him his nickname of "Black Arm".
* KickTheDog: He knows who Shanks is and [[spoiler:constantly badmouths him, much to Luffy's anger. During Luffy second rematch with him, he steals his straw hat which gives Luffy even more motivation to beat him.]]
* KnightTemplar: Like any Marine with the absolute justice mantra, he wishes to eradicate all pirates. [[spoiler: However his plan involves using Dyna Stones, stones that when exposed to air explode like a nuclear bomb, to blow up crucial volcanic vault lines and turn the whole Grand Line into a sea of flames. Killing every pirate on the seas but taking innocent lives as well.]]
* KryptoniteFactor: His mechnical arm is this for devil fruit users, as [[spoiler:it also has Sea Prism Stone plating.]]
* LightningBruiser: If this [[http://www.youtube.com/watch?v=pdZEy78_x5c film trailer]] is anything to go by, at least. Also has traces of his [[PromotedToPlayable playable]] appearance in ''Super Grand Battle! X''.
* MeaningfulName: He didn't take the name Z just because his real name started with it. [[spoiler: The ending reveals that it was the name of a superhero he created in his youth.]]
* PowerFist: Mechanical arm again. It works great as a powerful bludgeoning weapon, is deceptively fast for its size, and it has its own hidden weaponry as well as [[spoiler:Sea Stone plating to combat Devil Fruit users]].
* RedRightHand: His right arm is mechanical.
* SortingAlgorithmOfEvil: Apparently, this guy is stronger than all the previous opponents met by the Straw Hats so far, including Rob Lucci, Eneru and Crocodile.
** And that's just the foes they've ''beaten''. Taken absolutely literally, the statement means he's also stronger than Kuma, Mihawk, and the Admirals. The Straw Hats definitely have their work cut out for them...
* StartMyOwn: He organized the Neo Marines after losing his arm. [[spoiler: They even got their own version of the Pacifistas.]]
* ThatManIsDead: When he left the Marines after [[spoiler: finding out that one of the recently joined Seven Warlords of the Sea was responsible for cutting off his arm. He completely abandoned his old name, Zephyr, and took the name Z.]]
* TragicVillain: The tragedies he experienced in the past (See DarkAndTroubledPast for the details) made him into the villain he is today. Even though he's hardcore, it's hard not to feel sorry for him.
* YouGottaHaveBlueHair: He has purple hair.

[[folder:Ain and Bins]]
->Ain voiced by: Ryoko Shinohara (JP), Creator/LaurenLanda (EN)
->Bins voiced by: Teruyuki Kagawara (JP), Creator/MatthewMercer (EN)

Z's subordinates and most trusted companions. They've both eaten a Devil Fruit. Ain is an attractive young woman who ate the Return-Return Fruit (''Modo Modo no Mi''), which allows her to return the age of anything she touches to a younger age. Bins is a large man dressed like a ninja and ate the Growth-Growth Fruit (''Mosa Mosa no Mi''), allowing him to make plants grow at ludicrous speed.
* BadassAdorable: Ain may not be "awww"-inducingly adorable, but she's still rather cute, and ''definitely'' badass.
* BadassLongcoat: Ain wears one similar to her captain's.
* BewareTheSillyOnes: Stoic though he may be, Bins makes a lot of weird facial expressions and sounds in battle, and is also prone to dancing oddly to use his powers.
%%* BladeAcrossTheShoulder: Bins' katana.
* CoatCape: Ain wears her coat like a cape, like her captain.
* CoDragons: To Z. Ain in particular is explicitly stated to be Z's second-in-command.
* DishingOutDirt: Ain's devil fruit powers works on the earth as well, allowing her to soften and harden the ground at will in order to trap her opponents. She can also turn cold magma back into a dangerous lava pool.
* FountainOfYouth: Ain's powers, similar to those of Bonney except that it works even on objects, and it only works backwards. Also, it only takes away twelve years per hit, whereas Bonney can freely choose by how many years she can age or regress people.
* FragileSpeedster: Ain is pretty damn strong physically, but not enough to keep up with her opponents, and not resistant enough to tank attacks like most other fighters in the series do. As a result, she prefers to rely more on speed and clever use of her Devil Fruit to gain the upper hand in battle. It shows in her choice of weapons: she is mostly seen wielding two knives or short swords instead of huge and slow weapons.
* FuumaShuriken: One can seen dangling from Bins' back.
* GoodScarsEvilScars: Ain has a rather large scar on her right leg.
* GreenThumb: Bins can speed up the growth of plants thanks to his Mosa Mosa fruit powers.
* TheGunslinger: Ain wields two guns for long-ranged attacks.
* HighlyVisibleNinja: Being stealthy is not Bins' priority.
* MagicPants: Averted with Ain, whose victims' clothes do not change along with them when they get younger.
* MsFanservice: Ain, being a beautiful young woman whose outfits really emphasize her good looks.
* {{Ninja}}: Bins' general appearance. He also uses the appropriate old japanese linguistics pronouns and tics.
* {{Sole Survivor}}s: They were part of the trainees under Z's command back in the past. But a pirate attack killed the majority of them with only Z and these two coming out of it alive.
* ShapeshiftingExcludesClothing: Ain's victims' clothes don't change along with them, making her Devil Fruit one of the few that doesn't directly affect clothing when used on a person (The other two being Jewelry Bonney's and Honey Queen's).
* TheStoic: Both of them, especially Ain. [[spoiler: That is, until Z's last stand, during which Ain breaks down in tears. They both cry after Z dies.]]
* SuperpowerLottery: Ains' power is actually one of the most powerful Devil Fruits in the series when you think about it; all she has to do is touch her opponents a few times and, just like that, they're gone. Young people like the Straw Hats would only survive 2-3 touches, and even Z himself (who was 74 years old) would have died if she touched him a mere 7 times. Alas, being a one-shot side character in a movie, she doesn't get to enjoy the full implications of her own power.
* TouchOfDeath: The more she touches her victim, the more they regress in age, until they can be practically ''erased from existence''. [[InformedAbility She doesn't get a chance to do it onscreen]], but the very idea of it happening is unpleasant.
* UndyingLoyalty: They're willing to [[spoiler: sacrifice their lives to help Z.]]
* VerbalTic: Bins' "Mosa Mosa". Justified in that this is how he uses his power: he says it to make plants grow.
* WeakButSkilled: Though Ain definitely isn't weak, her strength pales in comparison to other fighters shown in the series. She makes up for it with her speed and clever tactics. As shown in a flashback in the Z's Ambition arc, at the end of a five-hour long fight against Shuzo which she was about to lose, Ain regained the upper hand by hardening the ground with her powers, trapping Shuzo in it.
* YouGottaHaveBlueHair: Ain. Bins' hair is magenta-colored.

!!! Film: Gold
[[folder:Gild Tesoro]]
-->Voiced by: Kazuhiro Yamaji, Creator/TakahiroSakurai (Younger Tesoro) (JP), Creator/KeithSilverstein, Dallas Reid (Younger Tesoro) (EN)

Main villain of ''Anime/OnePieceFilmGold'' and owner of Gran Tesoro, a huge ocean liner with a casino city incorporated into it. Wields the Gol-Gol Fruit (''Goru Goru no Mi'') which allows him to make and manipulate gold out of anything he touches.
* AGodIAm: Proclaims himself as such in the climax when he tries to cover the whole of Gran Tesero in a gold wave. Luffy quickly puts a kibosh on that and knocks him out.
* AttackOfTheFiftyFootWhatever: Creates a gigantic golden golem that he controls within it to fight against Luffy in the finale of the film.
* BadBoss: Not above killing his henchman, calling them as "his property".
* BeatThemAtTheirOwnGame: He knew the Straw Hats would attempt to come after his gold sooner or later and thought he has all the angles covered by having Carina lead the crew on till they reached the top of the tower where he awaited them for execution and, even though Luffy managed to reach his water pump to break the gold on his arms, he was ready for that as well by locking him in the room and flooding it with water. Indeed, for a moment, it looked like he won...until the ship was suddenly flooded with sea water washing away his gold dust. Nami explains that they knew Luffy was going to get caught and, thanks to Carina tipping ''them'' off, they knew of Gild's plan and just played along until Franky (who was with Luffy) could reach the pump and re-direct the water to spray over the ship and disperse the gold dust, robbing Tesoro of his advantage.
* BerserkButton: Gild hates being laughed at. He has an obsession with telling people if they can laugh and gets angry if they do so without his permission. This stems from the abuse he suffered from the World Noble that enslaved him and ingrained these words into his head. He also loses his cool if someone challenges his beliefs that money is everything in the world.
* BigBad: The main antagonist of the thirteenth film.
* BreadAndCircuses: He rules Gran Tesoro as an independent nation (which is recognized by the World Government) and isn't above entertaining the masses by making a spectacle of crushing anyone who goes against him.
* BullyingADragon: Definitely pulled this with the Straw Hats. Unlike Shiki (who antagonized the crew because some members were from East Blue, a sea he hated) and Z (who was a former Marine and thus hated pirates). Tesoro had virtually no reason to mess with the Straw Hats other then to be a dick because he just knew of them based on reputation. Naturally, it comes back to bite him in the ass.
* CheatersNeverProsper: For all his rigging the games in his favor, he was ultimately no match for the Straw Hats cunning. When all his advantages are taken away and left up to chance, he loses to Luffy's determination in the end.
* CombatTentacles:
** His main attack invokes him doing this by making a mass of golden tentacles and wrapping it around his victims. Whomever it hits slowly turns to gold.
** This applies to two of his attacks, Gon L'ira di Dio ("Gon Wrath of God" or "Golden Judgment of God") and only in ''One Piece: Burning Blood'', Gon Incantesimo (Gon Incantation).
* CoolShades: Wears a pair atop of his head.
* DarkAndTroubledPast: Born into a poor and abusive family and turned to a life of crime. He met a girl named Stella who was a slave and convinced him to go straight. He did and tried to earn the money to free her. But by the time he did, a World Noble brought her before he could and enslaved the both of them. He was eventually freed thanks to Fisher Tiger but found out that Stella died during her captivity. As such, he vowed to destroy the World Nobles, gained the powers of the Gold Gold Fruit by swiping it from Doflamingo during an auction and set about building his empire so that the World Nobles will be under his control.
* EstablishingCharacterMusic: He's introduced singing "Gold & Jive - Silver Ocean" along with Carina.
* EvilOverlord: Rules the Gran Tesoro as its King with an iron (gold?) fist.
* ExtraOreDinary: As stated, he has power over gold and can shape it into any shape or form as he wishes.
* EyeBeams: Can somehow fire beams from his his giant golden golem.
* FreudianExcuse: After experiencing the brutality of the World Nobles and the death of his beloved Stella at their hands, he lost any reasons he ever had to try to lead an upstanding life, and simply devoted himself to gathering as much wealth and power as he could for himself at the expense of others. Instead of being hurt and used by those with power, he would be the one exerting his power over everyone else.
* GratuitousItalian: How his attacks are all named, though the "Gon" prefix in their names is still ambiguous at best at what it really translates to aside from "Golden" (if you go by the alternate character readings from the Japanese kanji).
* HoistByHisOwnPetard: Tesoro's cannon which his uses for his Golden Splash performance is used against him when [[spoiler: the heroes manage to fill it with seawater and wash away the gold sparkles over the city, weakening Tesoro's power.]]
* HomeFieldAdvantage: The reason he's such a tough opponent is because he's an "Awakened" Devil Fruit user and has gold particles raining down on every inch of the ship, allowing him to control any part of it as long as it's golden which includes humans. The only way the crew manage to gain an advantage over him was loading his cannons that he uses for his Golden Splash attack with seawater and raining it down over the ship to weaken him and make the final battle more even.
* {{Hypocrite}}:
** His bio states he was a former slave of the World Nobles and hates people with massive wealth and power. Yet ''his'' actions in governing Gran Tesoro are virtually no different then them and he apparently can't see the irony of that. There's even a part in the movie where he sees his past self on the day he was made a slave in Luffy when Luffy is struggling to get up. It shocks him for a bit before he decides to continue on with his attack.
** He likewise has a rule of his ship that amounts to "If you get swindled, it's you're own fault". Of course the moment ''he'' is outwitted by the Straw Hats in the climax, he ends up throwing a massive fit.
* HypocriteHasAPoint: Yet despite the above trope, his hatred for the [[AristocratsAreEvil World Nobles]] is completely justifiable. It is such a shame that he chose the wrong path and [[HeWhoFightsMonsters became the monster he was fighting against]]. He likewise isn't wrong about money being a necessity of the world, but takes the belief way past the point of being humanly sensible and thinks ''all life'' should revolve around money.
** He isn't wrong to demand people who lose all their money gambling at his casino pay him back, but he's using Baccarat's power to rig the games, making it virtually impossible for the people he decides to mess with to win. Furthermore, he and his men are [[BadBoss openly abusive]] of his debtors, often increasing their debts by absurd amounts for the [[DisproportionateRetribution slightest infractions]]. For all he hates the World Nobles, the man is effectively just a glorified slave owner himself.
* ItsAllAboutMe: He doesn't care for anything other than himself and his whims, calling his henchmen and his slaves as "his property" and treating them like such.
* MeaningfulName: "Gildo" comes from "guild" and "gild" (to cover thinly with gold), and "Tesoro" is Spanish for "treasure". Fitting for a man who loves gold.
* MoneyFetish: If the name didn't give it away, the dude loves gold. His main base is a gold tower and he practically sporting it all over his body at one point. Heck even his main power is gold based. Though we later find out his obsession with this is tied to the tragedy of his past and losing Stella. As since a World Noble was the one to buy her, he came to the conclusion that the world is ruled by money.
* NiceHat: Once of his outfits sport this.
* TheLostLenore: Stella. A slave girl had met, grown a romantic interest in and tried to buy legally. But a World Noble brought her first and she died while serving under him. At the start of the film the stage show he performs is named after her and he utters her name as his last words before Luffy knocks him out.
* OhCrap: Gets these several times in the climax when he realizes that Luffy is a lot tougher than he looks, no matter much he keeps batting him around. Comes to a head in the final clash when a Gear 4th Luffy blasts through his Golden Splash attack. Since he's out in the open to use said attack, Gild's left completely vulnerable when it fails. His expression just screams this before he's sent flying upward.
* OneWingedAngel: His power allows him to encase himself in gold as well, turning into a giant gold golem. Though it seem more he's controlling it like a robot then actually encasing it over himself.
* PowersDoTheFighting: He never really attacks the Straw Hats head on without his powers. Even the one time he does, is only when he encases his fist in gold. Otherwise, he uses his gold powers as his main offense. Somewhat subverted in his playable appearance in ''One Piece: Burning Blood'', where he uses a boxing-style mixed in with his powers and a few kicking moves.
* PromotedToPlayable: In both ''One Piece: Burning Blood'' and ''One Piece: Great Pirate Colosseum'' to possibly hype up his movie.
* RagsToRiches: Went from poverty to massive wealth thanks to his powers. This likewise turned him FromNobodyToNightmare as well.
* RedBaron: He's known as the "Gold Emperor", the "Casino King" or "The Monster of the New World".
* RedRightHand: He has a star-shaped scar on his back.
* RealMenWearPink: His main outfit is a pink suit.
* {{Sadist}}: He finds people's suffering as great "entertainment" to him.
* SlasherSmile: As with any villain, he sports this a lot.
* SpellMyNameWithAnS: Gildo in some scans, Gild in others and Guild in the Funimation subs.
* SquishyWizard: His powers are the only real reason he's a threat. Once Luffy managed to get around it, he takes him out easily.
* SurprisinglyGoodEnglish: In the Japanese version, his GratuitousEnglish is surprisingly good in the case of him not using the usual extended constants/vowels associated with Japanese-styled English. It's averted in the English dub.
* TakenForGranite: He can encase people in gold and turn them into gold statues, much like Mr. 3 can with his wax.
* ThisIsGonnaSuck: Once Luffy goes 4th Gear and breaks one of the arms on his golem, he visibly cringes before Luffy hits him with a Kong Gun.
* TragicVillain: Ultimately Guild is more or less a byproduct of the World Nobles cruelty as pretty much everything that lead to Gran Tesoro and his mindset was caused by them when he was on the verge of reforming from his first stint as a criminal. In a more just world, he would've lived a completely happy life with Stella, but alas it wasn't to be, again thanks to the World Nobles.
* UnderestimatingBadassery: Honestly thought he could swindle the Straw Hats and get away with it. Even though he knew of their bounties and what not, apparently he never considered there was a ''reason'' they were so infamous in the first place. It costs him dearly in the end.
* VillainousBreakdown: He undergoes SanitySlippage after he gets OutGambitted by the Straw Hats, as the battle goes on, he descends into a ranting madman.

[[folder: "Thief-Girl" Carina]]
--> Voiced By: Hikari Mitsushima (JP), Michele Knotz (EN)
A singer within Gran Tesoro and former thief rival of Nami's.
* TheChanteuse: She's a very popular singer within the casino.
* ClassyCatburglar: Stated to be a fellow thief and seen wearing a cat suit in the movie.
* EarlyBirdCameo: Appears in a flashback of Nami's in the ''Film: Gold'' tie in special "Heart of Gold" where Nami explains her past with her.
* EstablishingCharacterMusic: She's introduced singing "Gold & Jive - Silver Ocean" along with Gild.
* ExactlyWhatItSaysOnTheTin: Her epithet "Thief-Girl", which she probably earned because... [[ShapedLikeItself she's a girl who's a thief and a thief who's a girl]].
* FalseFriend: Nami considers her one for using her as a decoy and leaving her at the mercy of Mad Treasure. She seems to pull it again when Gild manages to capture the other Straw Hats, but ultimately sides with the Straw Hats. In the climax of the film, Nami realizes that in the past, while Carina made off with her gold she likewise saved her by acting as a decoy to keep Treasure from killing her.
* ManipulativeBitch: A more friendly version of this but she plays ''everyone'' toward achieving her goal. Tesoro on where to find her target (his gold vault) and getting a key for it and the Straw Hats in helping her defeat him and his staff so she can claim it and the ship as her own. Oddly though, Nami doesn't have a problem with it at the end of the movie as she knows Carina isn't evil and has a conscience, helped by the friendly note she leaves Nami with at the end of the movie and letting her keep the rings she nicked off Tesoro.
* MsFanservice: Carina is considered to be atractive by everyone, including the patrons at Gran Tesoro.
* NiceHat: Wears a bowl type one early in the movie when Nami and she meet each other again.
* ReverseMole: [[spoiler: Eventually, she does turn out to be genuinely turning on Tesoro and helping the Straw Hats defeat him. Being [[{{Greed}} how she is though]], she ''also'' [[ZigZaggingTrope does ultimately screw the Straw Hats over somewhat]], stealing the Gran Tesoro for herself without leaving them any treasure for their troubles. For what it's worth though, the Straw Hats just take it in their stride and leave without any hard feelings]].
* TheRival: To Nami when it concerns thievery.
* SexyBacklessOutfit: Her outfit while working as a singer is a short, backless LittleBlackDress. She goes for more casual attire when undercover with the Straw Hats, though.
* ShesGotLegs: Her outfits often show quite a bit of her legs.
* ShowSomeLeg: She distracts a couple of guards at one point with this tactic. As you can imagine, [[MsFanservice she's rather successful]].
* SomethingAboutARose: She wears a rose in her hair.
* TheStarscream: Even though she is working for Tesoro, Carina's planning to backstab [[spoiler:her own boss and take over Gran Tesoro for her own right from the get-go]]. In the end, [[spoiler:her plan succeeds]].
* YouGottaHaveBlueHair: Carina has purple hair.

[[folder: Tanaka]]
--> Voiced by: Gaku Hamada (JP), Daman Mills (EN)
Head of security at the Gran Tesoro. Ate the Escape Escape Fruit (''Nuke Nuke no Mi'') which allows him to phase through walls and make holes in walls and floors.
* AnimalMotif: A cat considering how "sneaky" and laid back he is.
* BlingOfWar: Seen wearing golden armor in the climax of the movie.
* CatSmile: His design sports this, considering he does look like a cat, it might be intentional.
* EarlyBirdCameo: Appears in both the Silver Mine arc (collecting Bill's silver tribute to Gild and observing the chaos of Luffy and Bartolomeo's escape) and the ''Heart of Gold'' special (offering a job to Mad Treasure to find the Pure Gold).
* EvilWearsBlack: He wears a black uniform as a security officer for Gild Tesoro.
* FatalFlaw: His Devil Fruit's weakness to escaping from organic material leads to his defeat. Also, like a cat, he enjoys toying with his victims. Instead of [[WhyDontYouJustShootHim going for kill shots from the beginning]] he bounces around with his powers for a while to taunt Robin and Sanji, giving them time to trap him.
* FauxAffablyEvil: He is friendly when making transactions with others, but loves to attack criminals and is sneaky in general.
* IntangibleMan: His Devil Fruit allows him to phase through solid objects. Being a security guard, it helps him a lot.
* OhCrap: Once Robin manages to catch him with her powers, she rubs it in that she ''knew'' he couldn't phrase through organic material and was waiting till Tanaka got close enough to grab. You can see the realization on his face that he screwed up royally trying to take her hostage, and this grows even more when a ''very'' pissed off Sanji comes in to finish the job with Diable Jamble.
* SquishyWizard: In the final battle, he uses his powers to phase around the area, keeping Sanji and Robin from tracking him while he shoots at them with a simple pistol. He tries to hold Robin hostage... until she uses her powers to catch him. Since he can't phase through her powers since they're organic, this leaves him completely vulnerable to Sanji's kicks which instantly knock him out.
* VisualPun: As he's sporting a cat motif and seen wearing all black at one point. He could be considered a "black cat" which are usually identified by superstition for bringing bad luck.
* WeaksauceWeakness: He can phase through material, but not anything organic. So Robin's Flower-Flower powers keep him from escaping when she uses it to hold him down.
* YellowEyesOfSneakiness: Sports this, likely to go with his cat motif.

[[folder: Baccarat]]
--> Voiced by: Nanao (JP), Creator/AmberLeeConnors (EN)
Concierge of the Gran Tersoro. Ate the Lucky Lucky Fruit (''Raki Raki no Mi'') which allows her to steal the luck of anyone she touches.
* BitchInSheepsClothing: When the Straw Hats first arrive at Gran Tesoro, she accommodates them and seems nice enough, even loaning them some money to play the casino. That is until she takes them to the high rollers area and uses her powers to change Luffy's luck during a Craps game and causes him to lose. After which she shows her true colors.
* BlingOfWar: Seen wearing golden armor in the climax of the movie.
* CrazyPrepared: When the Straw Hats flood the Gran Tesoro with sea weather, she's seen carrying an umbrella.
* DarkSkinnedRedhead: She has dark skin as well as red hair.
* DidntSeeThatComing: While she can change the luck of someone and use said luck against her target. The stolen luck isn't infinite however and she uses so much of it fighting Ussop, Chopper and Brook that she eventually runs out when Ussop uses a slot machine to catch one of her lucky coins, with said luck going into the machne and getting a jackpot. With the luck used up and her unwittingly not knowing that, Usopp manages score a knock-out hit on her.
* DisasterDominoes: Weaponized. She uses her Lucky powers to cause bad luck chain reactions to whomever she touches.
* EvilRedhead: She has red hair and is working for Gild Tesoro.
* EvilWearsBlack: She wears a black uniform and is a villain.
* FatalFlaw: Her pride and greed lead to her defeat at the hands of Usopp.
* FauxAffablyEvil: She appears to be chummy with the Straw Hats at first, up until she changes Luffy's luck during a Craps game.
* KarmaHoudini: A ''literal'' one. Her Devil Fruit power allows her to become ludicrously lucky and able to avoid misfortunes as long as she keeps stealing luck from other people.
* KarmaHoudiniWarranty: However, her luck isn't limitless, since some gets used up each time something miraculous happens, and the more fortunate it is, the more luck is consumed. She has to keep stealing to replenish her stock, because if the well of luck runs dry, she's in for some immense punishment.
* LaserGuidedKarma: Ends up taking Luffy's luck to make him lose as part of Gild's plan to swindle the Straw Hats which set the film's events into motion. In the climax, her powers are manipulated to use up all her luck at once and leave her vulnerable to be defeated.
* ShesGotLegs: Her dress has a slit in it to show off her long legs.
* SquishyWizard: Despite her powers, it only took Usopp one hit to defeat her once her luck is used up.
* SmugSnake: She is confident in her Devil Fruit abilities, which causes her to become arrogant.
* {{Stripperific}}: Her gold armor leaves her breast and legs exposed. She mentions she doesn't much care for the look.
* ThisCannotBe: When Usopp gets a major blow on her, she expressed disbelief that her powers aren't as invincible as she thought (or rather in this case, were manipulated in her opponents favor) before she collapses.
* TouchOfDeath: She has to touch someone with her skin to steal away their luck. Being left with nothing but bad luck can prove to be fatal, as a group of henchmen are all crushed under a collapsing pillar once she's robbed them all of their luck.
* WindsOfDestinyChange: Baccarat's Devil Fruit allows her to alter the fate and luck of whoever she touches.
* VillainBall: Just because you have lucky powers, doesn't mean that exempts you from dodging attacks. It eventually bites her in the final battle.

[[folder: Dice]]
--> Voiced by: Kendo Kobayashi (JP), Tyson Rinehart (EN)
A worker that handles heavy lifting at the Gran Tersoro.
* AnAxeToGrind: Dice uses one during the VIP craps, though he never really strikes the cup with it, instead using his head much to the confusion of the Straw Hats why he would need it in the first place. In the final battle, Tesoro gives him a huge, golden one along with his armor though Zoro ends up disarming him of it.
* BadassNormal: The only one of Tesoro's top enforcers who doesn't have a Devil Fruit power, instead fighting solely with his strength and haki. He's also the last one to get taken down because of it.
* BlingOfWar: Wears golden armor in the climax of the film.
* TheBrute: Very big and muscular. Clearly the strongman of Tesoro's trio.
* CombatSadomasochist: The guy's a masochist and enjoys pain. Even when Zoro finally knocks him out, he has a look of pleasure on his face.
* EverythingsBetterWithSpinning: How he usually fights, by spinning and charging at his opponent. Considering he can also use Haki, this makes him a very tough opponent.
* HoistByHisOwnPetard: Tried to invoke this on Zoro by stealing two of his swords during their fight and trying to use them against Zoro. Zoro manages to strike him down regardless in a SingleStrokeBattle.
* TopHeavyGuy: Big at the top, short below the waist.

[[folder: Raise Max]]
--> Voiced by: Kin'ya Kitaōji (JP), Garrett Schenck (EN)
A legendary gambler and a member of the Revolutionaries.
* BadassNormal: After seeing Luffy attempt to jump through a fan, he ultimately decided to test his luck one last time and ''jumps into the fan himself''. Unlike Luffy, he doesn't have any powers and by all rights it should've killed him due to getting hit by the fan but miraculously he survives.
* BornLucky: Said to be one of the luckiest people around before coming to Gran Tesoro. No doubt thanks to Baccarat messing with his mojo.
* TheCavalry: Leads the charge of Tesoro's slaves after the Straw Hats weaken Tesoro's power over the ship.
* RunningGag: Has a habit of shuffling his feet and moving very slowly when he walks.

!!OVA and TV Special Characters

!!! Defeat the Pirate Ganzack
->Voiced by: Creator/NorioWakamoto (JP)

The antagonist for the ''Defeat the Pirate Ganzack!'' OVA. Ganzack had taken over a resident island on East Blue and force the inhabitants to build him a ship and a new weapon with intent to take over East Blue and the Grand Line. Luffy, Zoro and Nami however wind up shipwrecked on said islands and eventually leads into a confrontation with the rookie crew.
* AttackOfTheFiftyFootWhatever: He has a pet sea king
* AnimalMotif: A crab.
* BerserkButton: Being called a crab.
* HoistByHisOwnPetard: Punched into his own missile weapon which he himself launched.
* KickTheDog: Stomping on Luffy's hat and laughing after he "killed" Medaka in front of Luffy
* InsistentTerminology: It's Ganzak-''sama''
* PoweredArmor: He can sorta be seen as a prototype for Krieg as he was created long before Oda reached that point. Includes the following:
** MoreDakka: Has machine guns build into it
** SinisterScythe: The two knives comprised of the "claws"
** StickySituation: Can fire a pink gooey substance to restrain opponents
** VariableLengthChain: Uses one in the final battle against Luffy

->Voiced by: Creator/JunTanaka (JP)

Also from the OVA. A little girl who is a resident on the island Ganzack has taken over. She tries to make a rather futile attempt at protecting the island with nothing more than a small suit of armor and a naginata. But it's obvious she doesn't have the strength to do much good. However when the Straw Hats arrive at the island, she sees her chance to liberate the island by coaxing them into fighting Ganzack.
%%* BrattyHalfPint: She gets better though.
* FieryRedhead: She's redhaired, and a very energetic girl.
* LeeroyJenkins: Charges head first into a lot of battles.
* OffWithHisHead / InfantImmortality: A good thing she could duck her head in that armor.

!!! Luffy Falls! Adventure in the Uncharted Ocean's Navel
[[folder:Captain Joke]]
->Voiced by: Creator/AkioOhtsuka (JP)

The antagonist of the first special who was after a treasure that allowed the holder any wish. However just as he was within reach of it, his crew mutinied and killed him. His spirit, for some reason, was turned into a bat and he watched over his remains in the mountain. Waiting for the day someone would defeat the guardians he angered in pursuit of the treasure so he could get his body back.
* DemBones: When the guardians are defeated, he manages to resurrect himself a living skeleton. Unlike Brook, this is more magical related.
* HandCannon: He carries around a massive gun with a gatling gun barrel and explosive ammo.
* IJustWantToHaveFriends: His final words upon defeat.
* InTheBack: Literally stabbed in the back by his crew, not once but multiple times.
* PsychicPowers: He can somehow project images into people's minds.
* RedEyesTakeWarning: After he's resurrected, due to being undead and all.

->Voiced by: Creator/MinamiTakayama (JP)

A resident in a village surrounded by waterfalls. He also happens to be the son of the village elder who was killed when he was little. He wishes to avenge her death and sends out notes in bottles in hopes of attracting someone strong to help him. Naturally this bring the Straw Hats into the area.
* {{Revenge}}: His motive but really it's mostly his not coming to terms with his mother's death since Joke is long since dead. [[spoiler: Ironically when he finally does face down a revived Captain Joke. He realizes his motives were wrong and that he should do as his mother did and protect the village.]]
* TagalongKid: Follows after Luffy for the whole special as he makes his way to the Mountain of the Gods.
* YouKilledMyFather: To Joke who indeed was responsible for his mother's death.

!!! Open Upon the Great Sea! A Father's Huge, HUGE Dream!
->Voiced by: Creator/IsseiFutamata (JP)

The antagonist of the second special. A pirate who has the power to control people by making his crew sing (once again, this isn't explained). He goes after a girl named Amanda who has a map on her back to a great treasure.
* CurbStompBattle: Once his singers are knocked out, he finds himself on the business end of a Straw Hat group attack. Ouch.
* MusicalAssassin: Not by himself, but he has a choir of singers who he uses to mind control his enemies.
* OhCrap: I'd panic too if I saw seven very angry Straw Hats about to unleash fury my way.
* PeoplePuppets: Makes Amanda reveal her map like this and then uses Luffy to attack his own crew.

-> Voiced by: Creator/TomokoKawakami (JP)

A girl on the run from Bayan along with her younger siblings, Milia and Holy, aided by two of deserters of Bayan's crew Maccus and Bonney (''Not'' [[Characters/OnePieceTheElevenSupernovas that]] Bonney). Amanda is the daughter of a adventurer who had made a great discovery, but died before he could show anyone though managed to leave a map on Amanda's back. Amanda hates him for this since she and her siblings are being targeted. Lucky for her, her group managed to run into the Straw Hats while resting on a deserted island.
* ActionGirl: Not a major butt kicker but she's certainly capable.
* GirlishPigtails: Cute pink pigtails which emphasize her youth.
* MundaneMacGuffinPerson: The map on her back leads to a great treasure.
* ParentalAbandonment: Her dad died right on the doorstep of their home and she isn't happy about being a living treasure map. [[spoiler: This changes when she finds out what said treasure is, a gigantic pearl which her father left for her and her siblings]].
* YouthfulFreckles: She has a few, because of how young she is.

!!! Protect! The Last Great Performance
-> Voiced by: Creator/IsseiFutamata (JP)

The antagonist of the third TV series and a dirty Marine Lieutenant. He was once the subordinate of the retired marine Lieutenant, Randolph, who suspected him of selling illegal weapons and killing one of his shipmates in the process (both of which were true). But due to lack of evidence, he was cleared of all charges though it set him back on his rise to power. He still held a grudge against Randolph for this and seeked to frame him and throw him in jail as revenge. Too bad the Straw Hats happened to be in the area.
* BadBoss: Always threatening his troops with court martial if they don't meet his demands.
%%* CorruptBureaucrat
* DirtyCoward: Talks a big game if he has the advantage but when face to face against someone who isn't in cuffs, he start's panicking.
* EvilIsPetty: He already achieved a higher Marine rank despite the set back and Randolph has no concern for him. He just couldn't let the slight go.
* MistreatmentInducedBetrayal: His own troops pull a ScrewThisImOuttaHere on him after a combination of a Straw Hat beating and his whining for someone to help him.
%%* OrcusOnHisThrone
%%* VillainousBreakdown

-> Voiced by: Creator/KeiichiSonobe (JP)

A former Marine captain turned actor. As a child he lost his parents to pirates and joined the Marines to take bring those responsible to justice. Once accomplished, he returned to acting to help those who equally lost loved ones to pirates. However he has a scar across his chest from his days in the service that will cause him to lose his voice over time. Thus when the Straw Hats arrive to see his play, it's his last performance before he retires for good. However Governer shows up with other plans.
%%* CoolOldGuy
* RetiredBadass: Picks a fight with Luffy once he finds out he's a pirate and manages to hold his own despite his age.
* ScarsAreForever: And taking away his voice in the process.
* TheLastDance: Not death related but his final performance has shades of it

!!! Romance Dawn Story
[[folder:Crescent-Moon Galley]]
->Voiced by: Creator/RikiyaKoyama (JP)

The main antagonist from both the first One Piece pilot and the ''Romance Dawn Story'' OVA special. Just a typical bad pirate who was terrorizing Silk's home and had the misfortune to run into Luffy who was passing by. As the manga pilot isn't considered canon (it was the first of three), Galley will go here.
* DefeatMeansFriendship: According to the manga pilot's DistantFinale, he joins up with Luffy at some point.
* DevelopmentGag: A somewhat older version of him appears in a filler of the Loguetown arc where he's quickly taken down by Smoker.
* DirtyCoward: Only threatening if he has the advantage (like having Luffy tied up which was due more to the townspeople mistaking Luffy for him). In a real fight, he's pretty pathetic.
* OhCrap: In the OVA when he's handed Luffy's bounty and compares it with his own, finding it's not even close to his rank (Luffy's, at the time: 300,000,000 Berri - Galley's: 5,000,000 Berri). Likewise his crew quickly begged for their lives once they realized who Luffy was.

->Voiced by: Creator/KayaMatsutani (JP)

A resident of the island Gallery attacking. She tries to rally the people of the village to fight back and is the only one willing to fight in the meantime. She's hostile to Luffy at first but soon becomes a friends of his during Galley's attack. She was the first in many prototype designs of who would eventually become Nami. When story was being remade for the OVA, she had a radically different design.
* ActionGirl: Tries to be. She the only one in her town willing to fight against Galley despite knowing she's outmatched.
* EarlyInstallmentWeirdness: Ever seen "Nami" wield a sword?
* HairOfGoldHeartOfGold: Despite her roughness, she a kind girl who just wants to protect her hometown.
* SameCharacterButDifferent: She was a prototype version of Nami before Oda changed her design though was still named Silk. The OVA changed her design to differentiate the two characters (Silk's a blonde now and has her hair in a ponytail) but she still serves her role as she did in the pilot with the only exception being she doesn't join Luffy at the end of the story.

!!! Episode of Luffy: Adventure on Hand Island
->Voiced by: Creator/TakayukiSugo (JP)

An old wax sculptor from Hand Island, who knew many famous pirates and made wax statues of them. He eventually befriends Luffy.
* ChekhovsSkill: His voice imitation. In conjunction with his wax figures along with help from Coby, he uses it to make it seem like Kizaru had arrived on the island to bring order back to it from Bilic.
* CoolOldGuy: Not only got to know Whitebeard and Shanks, he also made wax statues of most of Whitebeards' crew. At the end of the special, he makes one of Luffy as well.
* SoProudOfYou: Regis thinks his father is disappointed that he didn't follow in his footsteps to be an artisan. But Diego couldn't be more proud of him for sticking with his beliefs, even more so when he finds out he went against Bilic.
* TopHeavyGuy: Very big at his upper half, but has a small legs below it.

->Voiced by: Creator/TakuyaKirimoto (JP)

The son of Diego, who joined the Marines against his father's will. He eventually ends up helping Luffy against Bilic.
* DefectorFromDecadence: He doesn't like how Commodore Bilic run his base, so he ends up helping the Straw Hats.
* ImprobableWeaponUser: Uses a handful of wax to take out Bilic's giant cannon Josephine.
* NotWhatISignedUpFor: He joined the Marines because he wants to protect his home. But Bilic starts abusing his power and does the exact opposite.
%%* TopHeavyGuy: Just like his father.

->Voiced by: Creator/NaokiTatsuta (JP)

The wicked Commodore who lords over Hand Island, he's a fan of Kizaru, and a very weird person.
* ArcVillain: The main antagonist of the Episode of Luffy OVA.
* {{BFG}}: Has two of them, named "Josephine" and "Elizabeth". The latter is also a single seater running on a series of steel wires. And shoots [[AbnormalAmmo homing spinning tops]].
* CloudCuckooLander: Well, we have his clothes, the fact that he has half of his body painted black or the puppet snake worn on his right hand.
%%* FatBastard
* ItsAllAboutMe: Is very selfish and doesn't care about others.
* {{Jerkass}}: Very. He's suppose to be governing Hand Island fairly and protecting it from pirate attacks. Even asking help from the citizens to build a huge cannon as a defense. Soon as he gets it, he fires on the town as ''target practice'' and holds the family of the citizens hostage to prevent the citizens from turning on him. When Regis spoke against him, he threw him into a prison made on a water wheel and had it rotated so it would dip him in water with the threat of drowning him until he apologized.
* SmallNameBigEgo: His ambition is to follow the footsteps of Borsalino, but he's just far too out of his league.
%%* VillainousHarlequin

!!! 3D2Y: Overcome Ace’s Death! Luffy’s Vow to his Friends
[[folder:Burndy World]]
->Voiced by: Arata Furuta (JP)

The main villain in the ''3D2Y'' TV Special. He's a former Level 6 Impel Down prisoner, who wields the powers of the More More Fruit (''Moa Moa no Mi'') which allows him to put more power into any objects he touches and make it grow in size (for example, a normal cannon ball can become the size of a ship). Like Z and Patrick Redfield before him, he was designed by Oda himself.

He had a bounty of 500,000,000 berries. He currently holds one record for his bounty; Highest non-canon bounty.
* AlasPoorVillain: He was actually a fairly nice man back in the day, looking after his crewmates and sailing for the adventure of it. [[spoiler: However he is unable to trust in his comrades anymore, because Cipher Pol tricked them into betraying him. His original crewmates were still loyal to him but were forced to abandon him as they were outclassed at the time and didn't want to die needlessly. Though in World's mind was them betraying him. Sure, from his (non-traitor) comrades' perspective that was years ago, but because he was frozen in suspended animation, to him that was literally a few days ago. Due to this, he's now quite bitter.]]
* BadBoss: He's more than willing to kill subordinates who fails him or are no longer useful to him.
* BigBad: The main villain of ''3D2Y''.
%%* BigLittleBrother: To Byojack.
* CoolHelmet: A viking helmet with a broken horn and a crest of a Greek helmet. [[spoiler: He broke it willingfully [[PetTheDog so that Byojack could sit on his shoulder.]] ]]
* ForegoneConclusion: He's a villain for a special that takes place in between the timeskip. It's safe to say that nothing really bad happens to Luffy or the Warlords.
* ImpaledWithExtremePrejudice: During his [[spoiler: third fight with Luffy he smash him against the spiked walls of the arena. Later he's sent flying by Luffy's Red Hawk straight into the spikes, and shockingly this does kill him later on.]]
* KickTheDog:
** Constantly keeps reminding Luffy [[spoiler: of his failure to save Ace at Marineford.]]
** Nearly tries to kill his ''own brother'' when he begs him to stop his plans.
* KilledOffForReal: After trying to take down the Marine fleet with [[spoiler:a colossal jumbo cannonball, he drops dead. Later the whole ship's destroyed by the Marine's bombardment.]]
* LightningBruiser: Able to use Geppo and Soru, combine that with using Armament Haki and Burndy is pretty formidable.
* PunnyName: His name sounds an awful lot like "Burn the world", doesn't it?
* RedBaron: The "World Destroyer". That speaks volumes about how fearsome he is.
* {{Revenge}}: Dead set on getting back at the World Government for the tricking his former crew into betraying him and his brother.
* SinisterScythe: One of his moves consist in throwing a rice sickle a hundred times bigger than normal towards the enemy.
* TakingYouWithMe: After Luffy beats him, he decides to use the cannon's power to blow up the Marine's attacking the base despite Byojack telling him if he uses his power in his weaken state it'll likely kill him. By this point, however, he doesn't care. However it turns into a SenselessSacrifice when Mihawk cuts the cannonball in half just as he launching it, robbing him of his revenge.
* ThirdTimesTheCharm: In usual One Piece tradition, it takes Luffy three times to really beat him. Though a bit justified as Luffy was still in the midst of training at the time and couldn't properly use Haki yet.
* YouHaveOutlivedYourUsefulness: Anyone who doesn't fulfill his orders in under a very strict time limit he doesn't feel he has use for. [[spoiler: Turns out however he had always intended this. He just kept his original crew members on to fulfill his plans and had planned to dump them afterward.]]
* YourSizeMayVary: His Devil Fruit allows him to amplify the speed or size of himself or an object he is touching up to a hundredfold. So, a bullet he touches, and then fires from his gun can be turned into a projectile bigger than a cannonball mid-shot, retaining its speed, but packing a greater amount of force. Furthermore, he can increase his own size or speed a hundredfold, such as the speed of his punches.
** Furthermore, he can apply Haki to an object before increasing it, meaning he doesn't have to use alot of it. Brutally showcased when he first defeated Luffy by picking up a rock and infusing it with Haki before tossing it. By using his Moa Moa power, he grew it from a hand-sized rock to a massive ''Haki-infused boulder'', knocking out Luffy for several hours.

[[folder:Burndy Byojack]]

->Voiced by: Creator/BinShimada (JP)

Burndy World's older brother. He's very old and weak, and sits on his brother's shoulder most of the time.
* IncurableCoughOfDeath: It's pratically a verbal tic. Justified due to his life-long medical condition, though.
* MiniatureSeniorCitizen: He hasn't changed in size since he was a kid, if anything he got smaller.
* MoralityPet: He tries to to be one for World, but after the betrayal by their former crew. Even he can't get through to him anymore.
* MrExposition: For his brother. Justified due to World being in Level 6 for so long, and due to him being in charge of collecting information and overseeing operations for his brother as Vice Captain.
* PunnyName: "Byo" means "Ill" in Japanese.
* TogetherInDeath: Despite everything, even World trying to nearly kill him. Byojack stays by World's side as the Marines blow up their submarine base.
* TokenGoodTeammate: Cares greatly for his crew and mourns their defeats.

->Voiced by: Creator/YukoMizutani (JP)

A female scientist, and the doctor of the World Pirates.
* AddedAlliterativeAppeal: Her "Kanpo Kenpo" fighting style. Kanpo is the Chinese Traditional Medicine.
* ArrogantKungFuGuy: Calls herself the "Goddess of Kanpo Kenpo" and thinks she can take Hancock on. She fails to scratch her.
* CombatMedic: She fights alongside her crew despite being their doctor. Unlike other combat medics in the series, she actually fights using her own medicine. She's no pushover in battle either, [[spoiler:though she can't keep up with Hancock]].
* TheDarkChick: Both because she's quirky and because she's a girl.
* DistractedByTheSexy: What she's desperately trying to avoid the whole time during her clash with Hancock, and even states that she's not interested in women. [[spoiler: She's eventually captivated by Hancock's beauty and turned to stone.]]
* EvilCounterpart: To Hancock: like her, she has the chinese-like culture and unusual martial arts and even similar earrings.
* FragileSpeedster: Her kicks and thrusts are quite fast, but she's knocked back easily by Hancock's pet snake.
* {{Gainaxing}}: In her young form her boobs bounce quite a lot whether she's moving or not to the point of [[GagBoobs hilarity]]. Unfortunately, to balance things out this also applies to her current, [[FanDisservice floppy breasts]].
* GenreBlind: She may have designed a way to resist Hancock's devil fruit power, but in terms of fight strength she isn't even close to Hancock's level and so spends the entire fight failing to even land a hit and struggling to resist Hancock's charm.
* IWasQuiteALooker: In her younger days she actually didn't look too bad. [[spoiler: She even manages to revert to it briefly during her battle with Hancock.]]
* KickChick: Studies Kenpo and thus has a lot of moves using her legs.
* MakeUpIsEvil: Even in her young form she wears lots of eyeshadow and lipstick.
* MsFanservice: Usually she's a horrible crone, but her young form is definetively this, sporting large breasts and long bare legs.
* NeverMessWithGranny: Old hag or not, she's still a force to be reckoned with.
* OlderThanTheyLook: She looks like a rather young woman, but she's actually ''80''. This isn't natural, though; she can maker herself younger and sexier through medicine of her own conception.
* PoisonIsCorrosive: One of her concotions is used to [[ClothingDamage dissolve part of Hancock's dress]].
* PoisonousPerson: Her Kenpo style is martial arts mixed with medicine and poisonous potions.
* SmartPeopleWearGlasses: They get smaller as she gets sexy- ah, younger.
* TakenForGranite: Ultimately [[spoiler: Hancock's charms manage to get her and she ends up as a statue.]]

->Voiced by: Shoto Kashii (JP)

One of World Pirates crewmates. A blind false kelpfish Wotan.
* BadassInANiceSuit: A sweater vest, bowtie, slacks and cuffs.
* TheBrute: The largest physical fighter of World's crew and also a powerful powerhouse.
* CoolShades: Wears them to cover that he's blind.
* DisabilityImmunity / NoSell: Hancock tries her Mero Mero Beam on him but since he can't see, he can't see her beauty and thus isn't affected by it.
%%* DualWielding: Morning Stars.
* HalfHumanHybrid: He's part fishman, part giant. The first non-canon Wotan.
* HandicappedBadass: Again the whole blindness thing.
* ICanStillFight: He tries to get back up after his defeat only to be demotivated by Perona's Negative Hollow.
* {{Invisibility}}: His Camouflage Air allows him to seemingly vanish in front of his enemies to catch them offguard. It worked on Hancock and Luffy.
* MakingASplash: Due to his fishman blood, he can use water attacks similar to Hody Jones, but greater.
* NoCelebritiesWereHarmed: His design looks a bit like Stevie Wonder.
* SmallNameBigEgo: He claimed he could defeat Boa ''and'' Luffy in two minutes. (Suffice to say, he did not.)
* SpikesOfVillainy: He can sprout them from his body and has them on his maces.

->Voiced by: Creator/MitsuoIwata (JP)

The shipwright of the World Pirates. Has the power of the Cube Cube Fruit which allows anything he touches to turn into a cube.
* CurbStompBattle: Delivers one to Buggy and his crew and even evades the Muggy Ball. Reversed when Hancock takes care of him in one blow while passing through.
* DishingOutDirt: Sorta, he can turn the ground into cubes and use the minerals within them to launch at his opponents.
* DropTheHammer: Wields one that can extend his power if he hits anything.
* TheEvilGenius: In the World Pirates, he's in charge of the ship and built the giant cannon World wanted.
* FatBastard: The guy is egg-shaped and during his screentime he's mostly seen as an obnoxious jerkass bullying the Buggy Pirates and Luffy with his powers.
* HeartIsAnAwesomePower: His cube-manipulating powers sounds idiotic but are actually incredibly useful in combat and out of it.
* IdiotHair: Two ponytail dolled up like cubes.
* MobileMaze: Can shift the interior of the World Pirates ship to his whims.
* NiceJobFixingItVillain: When he stumbles in Luffy he manages to squish him flat and trap him with his cubes. Later he uses the same cubes against Buggy's crew, releasing Luffy in the process (he didn't know that he had Devil Fruit powers).
* OneHitKO: Hancock takes him out by kicking him as she was running past his and Buggy's fight.
* ShapedLikeItself: Has a move called Air Cube where, just as it says, he shapes ''the air'' into a cube and launches it at his opponent, using a principle similar to Kuma's [[BlowYouAway Pad Cannon]].

!!! Adventure of Nebulandia
[[folder:Vice-Admiral Komei]]
->Voiced by: Ichikawa Ennosuke IV (JP)

The main antagonist of ''Adventure of Nebulandia''. A Marine Vice Admiral who initially masquerades as the latest member of Foxy's crew. He holds a grudge against pirates, and he's made it his goal to capture the Straw Hats at all costs.
* BatmanGambit: His entire plan is basically a string of Batman Gambits relying on the Straw Hats' actions leading them directly into traps. [[spoiler: Surprisingly, his overall plan almost works flawlessly; but unfortunately for him, he underestimates Brook and Chopper and ultimately fails due to assuming a few [[{{Mook}} mooks]] would be enough to capture them. Right before he captures Luffy, they come back to save the day]].
* BigBad: The main antagonist of the ''Adventure of Nebulandia'' OVA.
* TheChessmaster: On par with Johnathan in this regard. He plots against every move the Straw Hats make and almost everything went according to his design. [[spoiler: But didn't take into account that Chopper and Brook's "capture" could've been faked since it was just radioed to him. It due to this oversight that his plan came undone.]]
* CombatHandFan: He uses one. As per typical of the trope, gets combined with;
** BlowYouAway: He causes massive, sharp bursts of wind with his fan.
* FragileSpeedster: Relies on quick swipes of his fan and dodging in combat. He actually ''can'' coat his entire body in Armament Haki, but a single [[ElementalPunch Red Hawk]] from Luffy takes him out anyway.
* NearVillainVictory: Came ''extremely'' close to capturing all the Straw Hats while almost killing Luffy in the process. [[spoiler: But thanks that faked "report" of Chopper and Brook capture. The two manage to reach the island with the help of a giant snake they befriend and save everyone. Forcing Komei to actually fight Luffy one-on-one. He has the advantage since Nebulandia's properties weaken Luffy's powers. But once the plants were burned away and the water drained from the island, Luffy takes him out easily.]]
* NoHistoricalFiguresWereHarmed: Quite obviously based on 3rd century Chinese politician Zhuge Liang, from his general appearance, his iconic fan, even his name (Komei is the Japanese pronunciation of Kongming, which is Zhuge's courtesy name).
* NoSell: The first person seen on-screen so far to actually deflect Nami's [[ShockAndAwe lightning]].
* WellIntentionedExtremist: Like many other Marines. He sympathizes with the average citizens and wants to create a world without pirates, but as shown with his flooding of Nebulandia, he's willing to destroy a navy base and even harm his own soldiers just to capture the Straw Hats.

!!! Heart of Gold
[[folder: Myskina Olga]]
--> Voiced by: Minami Hamabe (JP), Sara Ragsdale (EN)
A girl that's the focus of the ''Heart of Gold'' special. She apparently knows the way to a substance known as Pure Gold. As such both the World Government, random pirates and Gild Tesoro are trying to capture her.
* AfraidOfNeedles: Revealed at the end of the special to fear needles when [[spoiler: Chopper has to stick her with one to give her the cure for her disease.]]
* TheAloner: Been on the run for most of her life since being spit out from the lantern fish. She feels she doesn't need any friends since they'll likely try to betray her.
* BalloonBelly: She and Luffy gets this after they feast on the meat from the dinosaurs that Luffy defeated. Also, she is the second female character to be seen with this trope.
* BigEater: She can match even ''Luffy's'' appetite.
* BrattyHalfPint
* CheshireCatGrin: Sports these a lot in her design.
* DidISayThatOutLoud: A RunningGag with her. She has a bad habit of speaking her plans out loud that others can hear her.
* {{Expy}}: She's essentially Amanda from the second One Piece special what with being a human treasure map (though not imprinted on her as Amanda) and having a father that [[spoiler: she claims]] was the cause of her problems to which she hates him for it. The only difference being that her father is alive and she doesn't have any siblings.
* HeelRealization: [[spoiler: After finding her father's secret lab and that both he and her mother had made the Pure Gold to save her life.]]
* IllGirl: [[spoiler: The reason she never grows is because the Pure Gold in her ring stunts her growth. Her father gave it to her prolong her life as she has a disease known as South Blue Emperor Fever that would eventually kill her as she grew older and it was only way to save her till a cure was found. Luckily for her, Chopper reveals that a cure was indeed found during her time in Bonbri and gives it to her at the end of the special]].
* MissingMom: [[spoiler:Her mother was slain by some greedy pirates in search of the Pure Gold formula, which she blamed her dad for and caused a lengthy rift between them that spanned centuries, but unintentionally, because she thought he had died in all that time.]]
* Really700YearsOld: Due [[spoiler: the silver ring on her right hand and the Pure Gold within is stunting her growth]], she's really 200 years old but looks like a little girl.
* UnderestimatingBadassery: Yet another in a long line that initially sees the Straw Hats as weak. In fact she had planned to rob from them just from Luffy's looks alone. Naturally it doesn't take long for her assessment to be proven wrong.

[[folder: Myskina Acier]]
--> Voiced by: Kiyohiko Shibukawa (JP), Steve Young (EN)
Olga's father [[spoiler: and the creator of the Pure Gold]]
* TheAtoner: [[spoiler: Blames himself for his wife's death due to the Pure Gold attracting pirates who eventually killed her trying to claim it. Even though both she and him made it to save their daughter.]]
* ChekhovsSkill: His "beautiful" face which is suppose to be his normal face ''before'' going into his funny face as a comparison. When Psycho P uses his powers to make his men look like him to confuse Luffy. Luffy tells him to make his face so he could single him out among the others. It works, much to his chagrin.
* GoingNative: After Alchemi was swallowed by Bonbori, he was separated from Olga and came upon the dinosaur wildlife on one of the island in its stomach. He managed to survive by making a dinosaur costume and blending in with them.
* HeroicSacrifice: [[spoiler: Intended to do one to keep Mad Treasure from pursuing his daughter and gaining the Pure Heart by blowing up the temple that contained it. Fails when Mad Treasure escapes and pulls him away from the blast.]]
* MadScientist: What Olga thinks he is due to assuming he made the Pure Gold simply ForScience. [[spoiler: In truth it was to save Olga's life by halting her growth and keeping the disease within her from spreading.]]
* MeaningfulName: "Acier" is French for "steel". Fitting for a man from the island of Alchemi [[spoiler:and who created the Pure Gold]].
* FormerlyFit: Had grown fat due to being forced to blend in with dinosaurs and eat meat most of his life. [[spoiler: At the end of the special, he manages to make a medicine that eliminates fat, regaining his slim figure and making some money in the process selling it.]]
* Really700YearsOld: Like his daughter, he's really 200 years old [[spoiler: though in this case due to prolonged exposure to the Pure Gold that Bonbori's lantern produces and shines down within its body with it eats Pure Gold.]]
* SpeaksFluentAnimal: Being around dinosaurs for so long allowed him to pick up on their speak. It helps when Luffy and he need a lizard dinosaur to cross the stomach acid to reach Alchemi.
* TakingYouWithMe: [[spoiler: Intended to blow up the pyramid where is lab is both as penance for his wife's death and making Olga's life miserable. He fails when Mad Treasure manages to escape the blast though luckily lives.]]

[[folder: Mad Treasure]]
--> Voiced by: Shun Oguri (JP), Troy Hughes (EN)
Main antagonist of the ''Heart of Gold'' special. A bounty/treasure hunter that was hired by Gild Tesoro to capture Olga. Ate the Chain Chain Fruit (''Jara Jara no Mi'') which allows him form chains from his body.
* BigBad: The main antagonist of ''Heart of Gold''.
* ChainPain: Weapon of choice due to his fruit, both as a weapon and a means to bind people.
* CoolShades: Wears a pair. They end up getting broken in his first fight with Luffy.
* TheCameo: He also shows up in ''Film: Gold'' albeit in Nami's past about Carina and her.
* {{Hypocrite}}: States Luffy is "too greedy" in wanting to find the One Piece and protect his friends, when Mad Treausre himself would go to any lengths to capture treasure.
* InstantArmor: Can uses his chains to make makeshift armor around his body.
* {{Jerkass}}: Doesn't believe in friends, just simply people to use as tools to get what he wants. As well as enjoying keeping other treasure hunters from getting their target.
* PunchedAcrossTheRoom: Luffy defeats him by hitting him rapidly with Elephant Guns and sending Treasure flying into the lining of Bonbomi's stomach.
* SlaveCollar: Apparently part of his ability as his can make collars to tighten around someone neck and cause pain.
* ScaryBlackMan: Oh heck yes, his presence is very intimidating even before he breaks out the chains.
* TreasureHunter: A main profession of his. He claims he doesn't really care for the treasure he captures, just the thrill of trying to find it. Though has no problems with using people as tools to find them.
* VillainBall: [[spoiler: As the Sea King's stomach is filling with acidic juices, his crew is yelling at him to get on the ship and that his life isn't worth going after the Pure Gold. He doesn't listen and grabs it only to be swallowed up by the acid. The credits show he lived but is now stranded within Bonbori's stomach with Psycho P and Naomi with no way to leave. He apparently lost the Pure Gold as well.]]

[[folder: Psycho P]]
--> Voiced by: Creator/HiroyukiYoshino (JP), Akron Watson (EN)
One of Mad Treasure's subordinates, ate the Color Color Fruit which allows him to use graffiti paint to camouflage himself and objects.
* ArchEnemy: Comical variant, Sanji instantly pegs him as his when he finds out about his Devil Fruit and its invisibility capabilities which he sees going to waste on a punk like him.
* ChameleonCamouflage: His ability comes off as {{Invisibility}} but it's really this due to his spray cans.
* CoolShades: Likewise wears a pair.
* InTheHood: Wears a pink hoodie.
* NiceHat: Wears a cap under his hoodie.
* RhymesOnADime: Speaks in a rapping like fashion.
* SquishyWizard: His Devil Fruit is formidable but that's really all he has going for him. His fighting skills are completely average once one gets around his powers.

[[folder: Naomi Drunk]]
--> Voiced by: Kiko Mizuhara (JP), Kenneisha Thompson (EN)
Another of Mad Treasure's subordinates, an archer that can fire explosive arrows.
* TheArcher: Weapon of choice, though oddly her aim is only as good as to how drunk she is.
* BigNo: Screams this in the English dub when it looked like Zoro was going to slice her.
* DrunkenMaster: A variant, when she's drunk she a surprisingly good crack shot.
* FlatCharacter: The story doesn't focus on her much unlike Psycho P who at least gets a few scenes to himself. She's just there to give Zoro an opponent.
* MeaningfulName: Seriously? ''Drunk''?
* NiceHat: Wears a cap with her ensemble.
* OhCrap: When Zoro effortlessly dodges her attack in their final fight. She goes for a full on volley of arrows but not one hits and Zoro dashes in to finish her. He stops the blade short of reaching Naomi's face, causing her to faint from the near death experience.

!!Anime Only Characters

!!! Louge Town Filler
[[folder:Daddy Masterson]]
->Voiced by: Creator/ToruFuruya (JP), Creator/TravisWillingham (EN, Funi)

A former Marine and master sniper, was a rival of Usopp's father Yasopp.
* BadassLongcoat: Hides a bunch of guns in it.
* BadassMustache: Has a large-ish mustache
* BadassNormal: He has no devil fruit abilities, but he's still a world class marksman.
* CanonForeigner: A bizarre example in contrast with all the other filler characters. Daddy WAS supposed to be in the original Loguetown arc in the manga, but Oda's desire to hit the Grand Line at the 100th chapter meant something had to be cut, and he was it. He also appears in the novelization of the Loguetown arc with a different design as well.
* TheGunslinger: One of the major ones in the Marines back in the day. The fact he lost to Yasopp is what drove him to quit the Marines.
%%* NiceHat
* PapaWolf: Loves his daughter greatly and heaven help the poor soul who messes with her.

[[folder: Carol Masterson]]
Daddy's daughter.
* BrattyHalfPint: Initially toward Usopp since she had grabbed the sniper googles he wanted before he could buy them and was more then willing to call him on his bull of being a fearsome criminal which in turn directed Daddy's attention to him. But upon seeing his true bravery and skill, she warms up to him and gives him the googles, free of charge.
* CanonForeigner: She got the same treatment as her father, and was supposed to appear in the manga with a different design until Oda cut the story of how Usopp procured his goggles from the Loguetown Arc, but the anime was under no such obligation to follow through with this. Although, to this day, it remains unclear why they used a redesign other than the possibility that Oda had not shown the animators what his intended designs for the Mastersons were supposed to look like because he didn't draw his personal renderings of them yet, which appeared in the novelization of the arc.
* DaddysGirl: Most definitely.

[[folder: Carmen]]
A rival cook that Sanji faces off against for the Blue Elephant Tuna in Louge Town.

* FieryRedhead: Her hair even looks like flames if the color wasn't enough of a clue for ya.
* GracefulLoser: She didn't even need to hear the final decision to know she had lost but bore Sanji no ill will.
* IWasQuiteALooker: Not that she isn't now, but [[http://vignette4.wikia.nocookie.net/onepiece/images/7/72/YoungCarmen.png/revision/latest?cb=20130130041158 she was certainly cute looking ten years in the past.]]
* KnowWhenToFoldThem: Though it came down to Sanji and her in the finals. She knew she lost before the judges announced the winner and gracefully conceded.
* LargeHam: Has a flair for the dramatic, especially with her two assistants. Though can be genuinely serious when the time comes.
* TheRival: States she's one toward Zeff, thus making her Sanji's as well by association. Sanji doesn't really care but accepts her challenge all the same.

!!! Warship Island Arc
->Voiced by: Creator/MasamiSuzuki (JP), Creator/BrittneyKarbowski (EN, Funi)

A little and clumsy girl rescued by the Straw Hats, she travels with Ryuu, a Sennen Ryuu (Thousand Years Dragon) and seeks its native Island so that he can rest there. She ate the Whisper-Whisper Fruit (''Hiso Hiso no Mi'') and can speak to the animals.
* CuteClumsyGirl: Her escape from the Marines who kidnapped her has her get bonked by a door (Since she hid in the spot that the door opened ''into''), trip and fall on her face, and accidentally kick a Marine soldier in the crotch all in quick succession.
* DistressedDamsel: Because of her friendship with an old dragon and her ability to talk to animals, she was kidnapped by the corrupt Marine Commodore Nelson Royale, who was after the dragon's bones.
* FriendToAllLivingThings: She can understand any animal, but she can't make them do what she wants. However considering she's very friendly to them, they help her out willingly. So it all evens out.
* LethalChef: ''Everyone'' [[CrowningMomentOfFunny turned green/blue after eating the food prepared by her except Luffy]]. And note that said cooking ''melted the pans''.
%%* NiceHat
* WhatKindOfLamePowerIsHeartAnyway: Her devil fruit appears to be the least useful of all the non-joke fruits out there. But it does prove useful as talking to animals helps them locate the lost isle and avoid incoming dangers. [[HeartIsAnAwesomePower Yes even a filler character can make seemingly useless fruits work to their advantage.]]
* WildTake: She's very good at these, which especially shows when she first met the Straw Hats.

[[folder:Commodore Nelson Royal]]
->Voiced by: Creator/JunpeiTakiguchi (JP), Ray Gestaut (EN, Funi)

An incredibly obese and corrupted Marine officer commanding a small fleet. He heard of the legendary Thousand Years Dragon, and wishes to capture him and eat his bones to become immortal.
* AuthorityEqualsAsskicking: [[SubvertedTrope No No NO!]]
** Though even [[DragonWithAnAgenda Eric]] admits that he IS good at naval warfare. He didn't get the position of Commodore for nothing.
* BadBoss: When he realized Eric was going to betray him, he ordered to sink his ship... with two of his men still on it.
* BigEater: He's probably going to eat that poor dragon whole...
* CoolShip: His main ship has a huge figurehead looking like a huge gargoyle of sorts.
* CrouchingMoronHiddenBadass: Not exactly a badass, but he is certainly more competent in naval warfare than what his appearance and personality would indicate.
* FatBastard: So much that his henchmen ''have to carry him around''.
* LargeAndInCharge: Hell Yeah...
* {{Gonk}}: "Ugly" is the nicest way to describe this guy.
* VerbalTic: Says "Ode-jaru" at the end of any sentence.

[[folder:Eric the Whirlwind]]
->Voiced by: Creator/RyuseiNakao (JP), Kenny Green (EN, Funi)

A ruthless mercenary and killer working for Nelson, but has his own goals. He ate the Sickle-Sickle Fruit (''Kama Kama no Mi''), allowing him to cast [[RazorWind blades of air]] from his extremely sharp nails.
* AmbiguouslyGay: A RunningGag about the name of his fruit being [[MistakenForGay mistaken for Okama Okama]] (Gay Gay fruit), making him annoyed. The joke was [[{{Woolseyism}} carried over in the Funimation dub]] with "Sickle Sickle" being mistaken for "Sicko Sicko" fruit.
* CoolShades: Wears a pair and constantly seen adjusting them though the arc. They end up broken in his final fight against Luffy.
* TheDogBitesBack: When Nelson on the sinking ship blames him for the blunder, he simply kills him.
* TheDragon: He serves as this to Nelson.
* DragonWithAnAgenda: He actually plans to take the Dragon Bones for himself.
* EvilCannotComprehendGood: He's shocked when the Straw Hats don't want to become immortal as he believes everyone is afraid of dying and wouldn't pass up the chance to live forever.
* KilledOffForReal: He reappers during the travel up the Reverse Mountain having snuck on board the Going Merry attempting to get revenge for his defeat. But gets knocked off the railing by Nami and falls in the sea where, [[FridgeHorror considering that he can't swim]], he probably drowned. And even if he ''could'' swim, it wouldn't have made much of a difference: The currents of Reverse Mountain are known to be insanely fast, so he's boned anyway.
* RazorWind: The core of the powers granted by the Kama Kama fruit, sharp enough to slice through trees and rocks. Doesn't stop Luffy from enduring several of these at point blank during the final battle, though.
* TooDumbToLive: Of all the place to reveal himself to the Straw Hats to attack them, why would he should up on one of the ''railings'' of the ship? ''While it's going up the slope of a mountain''?
* WolverineClaws: His nails are very sharp. It's implied that he have to sharpen them each day in order to keep the edge.

* AnAxeToGrind: His weapon of choice during his youth.
* BigBad: The main antagonist of the Rainbow Mist Arc.
%%* EvilOldFolks: Fifty Years after he burned Henzo's town and still hasn't repented. He helped Henzo to get back treasure in his old ship that is stuck in Rainbow Mist.
* EvilRedhead: In his youth his hair is red and is also ruthless pirate. [[EvilOldFolks His hair turned white but his heart is still the same]].
* FinalBoss: Only in the original 4Kids dub of ''One Piece''. This 2004-2007 production ended just after the Straw Hats left Ruluka Island.
* IdenticalGrandson: His grandson Lake looks (and in the Funi dub, sounds) a lot like how Wetton did in his youth.
* PlayingWithFire: His PoweredArmor has built in flamethrowers.
* PoweredArmor: Because of his age he must fight in one. His grandson Lake uses an [[ShockAndAwe electric-charged]] suit as well.
* RetiredBadass: In his youth, he used to be active pirate captain.
* TeethClenchedTeamwork: See Henzo's entry. One sided in Henzo's part.

!!! G8 Arc
->Voiced by: Nobuo Tanaka (JP), Mark Stoddard (EN, Funi)

The commander of the G8 base as well could be considered the BigBad of the filler arc even though he has no ill-intent. Said to be a protoge of Akainu, though they're as far apart when it comes to their actions.
* AntiVillain: All he wants to do is protect his base and perform his duty as a Marine. He even treats Luffy and crew with a great deal of respect.
** Notably, at one point he offers ''full clemency'' to every member of the Straw Hats without a bounty, the kind of generosity ''no other'' marine in the series (even the sympathetic ones) would probably even consider.
* AscendedExtra: Sorta -- he got a cameo when all of the Marines are shown gathering at Marineford in the anime and even shows up at the Marine staff meeting in ''Film: Z''.
* BadassMustache: An impressive bushy mustache, fitting for a Vice Admiral of his strength.
%%* BigOlEyebrows
* CoolOldGuy: He certainly looks like he is in his older years, but quite an affable man.
* DramaticIrony: [[spoiler: He's a protege of freaking Admiral "I KILLED ACE" Akainu. Hard to believe when you compare the two.]]
* TheChessmaster: He even uses a chess board when planning his moves
* HappilyMarried: To Jessica, the head chef of G8.
* ManipulativeBastard: Most of his interaction with [[{{Jerkass}} Inspector]] [[GloryHound Shepherd]] was provoking (or [[KansasCityShuffle misguiding]]) the latter into to screwing up several of their traps [[spoiler: so that he could hold it against Shepherd who was trying to shut down G8 and give himself a scapegoat should the Straw Hats manage to escape]].
** [[FridgeBrilliance It makes alot of sense when you find out who he was the protege of.]] He definitely learned well.
* PickyEater: Not a big fan of vegetables.
* ReasonableAuthorityFigure: Very well-respected at his base and looks out for the welfare of his troops.
* TheUnfought: Luffy does meet with him face to face a few times, but never trades blows with him. The reason he didn't fight with Luffy was because Sanji realized that no one would act ''[[ObfuscatingStupidity that]]'' relaxed when challenged to a fight unless they had something up their sleeve and dragged away Luffy who was itching to punch Jonathan. Much later in it is revealed that [[AuthorityEqualsAsskicking possessing Haki is required for one to become a Vice Admiral]].
* WorthyOpponent: Proclaims this to Luffy.

[[folder: Jessica]]
--> Voiced by: Creator/KazueIkura (JP), Jennifer Seman (EN, Funi)

The head chef of G8 and wife to Johnathan.
* BerserkButton: Liars. She doesn't take too kindly once Sanji reveals that he's a pirate. In fact, she's actually disappointed that the people Sanji and Luffy were disguised as weren't as impressive as they were.
%%* HappilyMarried: With Johnathan.
* MegatonPunch: Not a major one, but she really dents Shepherd's face when he threatens to pin the blame of the Straw Hats escape on Johnathan.
* SupremeChef: Somewhat. She's not world class, but she can feed a base of hundreds day by day and the chefs under her command are more than fearful but respectful of her. Sanji helps her improve by showcasing that she doesn't need to waste what she feels are useless ingredients and leaves a recipe for a tasty dish behind.

[[folder: Mekao & Kobato]]
--> Voiced by:
--> Mekao: Keiichi Sonobe (JP), Jerry Russell (EN, Funi)
--> Kobato: Creator/AkikoHiramatsu (JP), Creator/JamieMarchi (EN, Funi)

A father and daughter that work at G8 as a shipwright and nurse respectfully.
* AfraidOfBlood: Kobato, she only works in medicine and doesn't have much experience in surgical procedures to the point she'll faint at even the thought of it. So she freaks when she's left as the only doctor at the base on a day when many injured Marines are administered. Chopper has to help her out at the risk of getting discovered by the Marines.
* CassandraTruth: Mekao is the first spot the Straw Hats falling down from the sky along with his men. But when he tries to tell the base's commanders about it, they don't believe him. Least until the Straw Hats manage to escape by air.
* CuteButCacophonic: Kobato is a cute young woman, but when she screamed as part of her DisguisedHostageGambit, ''everyone present'' winced in pain.
* DisguisedHostageGambit: A variant and Kobato surprisingly is the one who comes up with this when Nami, Chopper and she end up arriving in the midst of a battle the other Straw Hats are having with the other Marines. Since Nami is dressed as a nurse, they have Chopper play the role of a villain and take the two "hostage". While Kobato is pulled away, the gambit still pays off since the Marines still believe Nami is a nurse allowing the Straw Hats to get away, least until they check the number of nurses the base has.
* {{Foreshadowing}}: Mekao is the first to notice that the Going Merry [[spoiler: won't sail much longer]] and tries to tell Usopp about it.
* GogglesDoNothing: Mekao has a pair on his head but never really wears them.
* HisNameIs: Mekao knows all too well how banged up the Going Merry is and visits Usopp while he's in the base's dungon to talk with him about the ship. When he finds out that Usopp saw the Klabautermann, he tries to tell him [[spoiler: that the ship is on the verge of breaking down]] but is carried away by the Marines before he can divulge it.
* {{Meganekko}}: Kobato is a glasses wearer and a very lovely looking woman as well.

[[folder:Commander Shepherd]]
->Voiced by: Creator/KeiichiNanba (JP), Duncan Brannan (EN, Funi)

An inspector of the base who views himself in high regard. He has disdain for the G8 viewing it as weak and looks to get it shut down for any infraction he can find. Too bad for him he had to visit on the day the Straw Hats accidentally splashed down on the base.
* {{BFG}}: The ''Eagle Launcher''. In fact, it's ''too'' big a BFG.
* ButtMonkey: The guy gets thoroughly humiliated throughout the G-8 arc.
* HumiliationConga: First gets knocked out by Robin, has his clothes taken from him, mistaken as one of the Straw Hats, and gets thrown into jail with Zoro and Usopp. When the misunderstanding was finally cleared up, he took it upon himself to capture the Straw Hats personally but only ended aiding their escape due to his bumbling. And when his last gambit ultimately fails and the SH get away, he's knocked out senseless by Jonathan's wife, Jessica, when she hears him threatening to court martial her hubbie.
%%* GloryHound
%%* LooksLikeCesare
* NeverMyFault: Never admits to his own blunders.
* NiceJobFixingItVillain: Seriously if he had kept his ego in check and just let G8 continue with their operations, the Straw Hats would've been easily defeated by Jonathan's strategies. Instead he ends up ''aiding'' the Straw Hats when trying to shoot them with his Eagle Launcher. Not once, but twice! The second time ultimately ends up saving them from a cannon aimed at them that would've likely prevented thier escape.
* SmallNameBigEgo: He's so smug, you'd think he considers himself a vice-admiral instead of a mere inspector.
%%* SmugSnake
%%* VillainousWidowsPeak

!!! Ice Hunter Arc
[[folder:Don Accino]]
->Voiced by: Creator/TomomichiNishimura (JP), Ray Gestaut (EN)

The Boss of the Accino Family, a clan of Bounty Hunters residing in a glacial island. He collect pirate flags and ate the Hot-Hot Fruit (''Atsu Atsu no Mi'') which allows him to raise his body temperature up to 10,000 degrees, especially when he gets mad.
* AffablyEvil: He even chats with Zoro and offers him some sake while waiting for the others.
* BeamSpam: His [[ObfuscatingStupidity Hot Hot Gatling Gun]] attack, seems to be a clumsy imitation of the much deadlier Gum Gum Gatling Gun.... but is actually a cover for a large volley of [[EnergyBall Tamago Yaki]] orbs.
* TheBerserker: His family likes to keep him happy because otherwise he'll enter a super rage and melt everything. Though despite his stated anger, he's [[TranquilFury composed]] during his fights.
* CollectorOfTheStrange: Pirate Flags if you're curious.
* ConvectionSchmonvection: Played with: His heat is indeed extremely dangerous and Luffy avoided to touch him as much as possible using first Gear Second, then slabs of ice. Eventually, he becomes so hot he can ''surf on Magma''. However, Luffy manages to repel his heat somehow for the final blow.
* EnergyBall: One of his attacks is to throw balls of heat at his enemy.
* FatBastard: Even more so than Gecko and Wapol.
* GoldenSuperMode: His 10,000 degree form is gold in color.
* {{Gonk}}: And gets around [[FanDisservice naked]] thanks to his fruit's powers. Luffy even calls him on that.
* GoodSmokingEvilSmoking: He smokes cigars.
* HairTriggerTemper: He's not very patient and is easy to anger.
* HurricaneOfPuns: The names of his attacks.
* LargeAndInCharge: The Father and Boss of the Accino Family.
* LightningBruiser: despite his mass he can use his high body heat to slip around the icy land with ease.
* PapaWolf: He is not pleased that the Straw Hats beat up his kids, he even uses this anger to get up to his most powerful SuperMode.
* TurnsRed: As he gets hotter and hotter his body turns red and steams a lot. At his maximum he becomes golden in color.
* WhenAllYouHaveIsAHammer: He manages to do marvels with his power, including [[{{Flight}} flying around at great speed]] using his steaming nose as a JetPack.

[[folder:Campacino and Brindo]]
->Campacino Voiced by: Creator/TaikiMatsuno (JP), Chris Rager (EN)
->Brindo Voiced by: Creator/KoichiTochika (JP), Chris Rager (EN)

Don Accino's eldest twin sons. Campacino is essentially Acchino's [[TheDragon Dragon]]. they can use an ability called ''Combination Play'' that involves them magnetically attracting and repelling each other.
* AmbiguouslyGay: They're both quite flamboyant. It borders on {{Twincest}} HoYay.
* BadassBeard: They've both got quite impressive facial gair.
%%* BigBrotherInstinct: Campacino to Brindo.
* LightningBruiser: Despite their large builds they're both quite fast and agile.
* PowerGlows: When one glows red and the other blue, they attract. If they both glow the same color (blue or red), they repel. Just like a real magnet.
* PowerOfLove: They take this '''''very''''' seriously.
%%* TricksterTwins: A villainous example.
* RedOniBlueOni: To each other, Campacino is the blue, Brindo is the red. They're even [[ColorCodedCharacters color coordinated]].
* RunningGag: [[IdiotHero Luffy]] mistaking them for clones.
* SelectiveMagnetism: They can magnetically attract and repel one another which they can use for locomotive purposes or to kick ass.
* WonderTwinPowers: They claim that their magnetic ability comes from the fact that they're twins.

[[folder:Puzzle the Phoenix]]

A famous pirate captain with a bounty of 100,000,000 Berry, is a powerful fighter and known for being able to raise back even when seriously injured. However, after his defeat in the New World he almost died and his crew is forced to work for the Accino Family. He eventually heals thanks to Chopper and get back his Jolly Roger.
* BadassNormal: Hell yeah! He has no Devil Fruit abilities and no special weapons, and he still got a Supernova level bounty.
* BigDamnHeroes: During the end of the arc, he comes back and defeats TheDragon alone.
* BolivianArmyEnding: The last we see of him and his crew are facing down the remainder of the Accio Family forces.
* {{Expy}}: Some people thinks that his fighting style and nickname links him to Ikky and Shun from ''Manga/SaintSeiya''.
* FieryRedhead: Fiery as in phoenix.
* GoodScarsEvilScars: Has a phoenix-shaped scar on his body.
* HeroicBSOD: After his second mate Vigaro put an HeroicSacrifice against an unknown Pirate Crew in the New World.
%%* HeroOfAnotherStory
* HollywoodHealing: Averted, Chopper states that the bandages used to heal him weren't enough.
* MadeOfIron: He's called the Phoenix because he always manage to get back on his feet after an attack, no matter how hard.

->Voiced by: N/A

A large Flame Beetle (''Kaen Kabuto'') created by the [[PsychoSerum SIQ]]. He escaped from The Golden Lion Pirates and ended up on a small island known as Little East Blue where he made friends with a little girl called Yoko.
* BigCreepyCrawlies: A rare case where one is the good guy.

* NotSoDifferent: With Nami as both had parents who used to be in the Marines and have (or had) the mindset that all pirates were all the same. However Nami teaches Yoko that the world "pirate" is subjective and she should look past that at people's action and not the labels associated with them.
* OnlySaneMan: What she feels she is when the people of the island celebrate the Straw Hats since most of their members are from East Blue.
* ParentalAbandonment: Lost her father to a pirate attack.

--> Corto: Creator/HisaoEgawa (JP), Ricco Fajardo (EN Funi)

The Captain and first mate (respectfully) of the Amigo Pirates and the main antagonists of the ''Little East Blue arc''. They're offered a position in Shiki's pirates but a stipulation is that they have to recapture a stray bug (Boss) that escaped from him. Largo at the Net-Net Fruit (''Ami-Ami no Mi'') which allows him to create nets and fire it from his body. As well as allow him to give different properties to his nets from any objects he eats.
* AccentAdaptation: Naturally in the English dub, they talk with Hispanic accents.
* ExtremeOmnivore: Not to the extent of Wapol, but Largo's powers allow him to eat a wide variety of thing not fit for consumption such as metal, boiling water and even ''fire'' which he can then transfer to the properties of his nets.
* HoistByHisOwnPetard: Largo tries to trap Luffy within himself via his net form. But Luffy goes Gear 3 and inflates himself til Largo's net body can't hold him anymore and he busts free, allowing Luffy to finish him off.

* NecessaryDrawback: Naturally eating things like boiling water and fire does harm Largo but is needed in order to create her other nets outside his basic one.
* NiceHat: They both wear sombreros befitting of their characters. Corto's even allows him to fly!
* PunchedAcrossTheRoom: Luffy starts his second fight with Largo by knocking him clear into the forest area of the island and later finishes it by knocking him into the ocean and into the Amigo Pirates submarine.
* StickySituation: Largo's basic nets are made of a sticky substance.

* CreepyCrossdresser: But only because he's ugly and antagonistic towards Sanji.
* DragQueen: Not as [[{{Gonk}} pretty]] as Ivankov.
* {{Gonk}}: Like many of the Okamas, he dresses like a woman but his face is anything but, given a LanternJawOfJustice and PermaStubble

!!! Post War Arc Filler
->Voiced by: Creator/MinoruInaba (JP)

A really old man living in the Grey Terminal met by Luffy-Ace-Sabo. He was a famous pirate once, and even fought against Gold Roger himself.
* BadassGrandpa: Can still kick some ass, despite being an old man; old enough to have fought against Gold Roger himself.
* BigOlEyebrows: His eyebrows were once colored black, but are now grey due to his age.
* CoolOldGuy: How else would you call an old man who fought against the Pirate King?
* CoolHat: Not cool in and of itself, but...
* CoolShades: He has a pair which he wears on his hat.
* DeathGlare: When using the Supreme King Haki to chase away a bear.
* DropTheHammer: Wields a hammer seemingly made from scrap materials, and it's also the general motif of his pirate crew, as seen with his own Jolly Roger and ship.
* TheObiWan: Slightly to Luffy. He was the one that helped to train him so he can throw his Gum Gum Pistol straight.
* RetiredBadass: After some time during the 20-year span of Gold Roger's death, he retired.

!!! Z's Ambition Arc
[[folder:Lily Enstomach]]

A female [[OurGiantsAreBigger giant]] known for her enormous appetite who is trying to rescue her SupremeChef father, Panz Fry, from the marines. She ate the Mini-Mini Fruit (''Mini Mini no Mi'') which allows her to shrink at will.
* AttackOfThe50FootWhatever: Thanks to her Devil Fruit, her "normal" size has become her miniature size, but she can return to her original giant size at will.
* BalloonBelly: Even if it was just in a fantsy, she is actually the first female character to be seen with this trope.
* BigEater: She rivals Luffy in this department.
* CaptainErsatz: She's basically a female Blyue.
* CoolHelmet: She wore a viking helmet when invading the Sunny.
* CuteGiant: She's not always a giant thanks to her Devil Fruit, but she's always very cute.
* DaddysGirl: She loves her dad, and is willing to risk her life for him.
%%* DemonHead: PlayedForLaughs
* FusionDance: Sorta, she jumps into [[spoiler:Luffy's body during his battle with Shuzo and expands herself within him. Since he's made of rubber, his body stretches to her size, turning Luffy into a giant.]]
* GiantWoman: She starts out as one. Although her Devil Fruit made her smaller, she is able to regain her full height when necessary.
* [[IncredibleShrinkingMan Incredible Shrinking Woman]]: Her devil fruit power lets her do this.
* PintsizedPowerhouse: Even in her smallest form, she retains all the strength of her giant form.
* ProngsOfPoseidon: She wields a giant dinner fork.
* RedBaron: "Lily the Glutton"
* SizeShifter: Via her Devil Fruit; she's normally giant, but she can make herself tiny.
* SuperDrowningSkills: She's a devil fruit user, so she can't swim.
* YouGottaHaveBlueHair: Her hair is green.

One of Z's subordinates and the main antagonist of the ''[[Recap/OnePieceZsAmbitionArc Z's Ambition Arc]]''.
* AmbiguouslyBrown: Seems more like he's well-tanned though.
%%* TheBrute
* CharlesAtlasSuperpower: Knows some Rokushiki such as [[DoubleJump Geppo]], [[FlashStep Soru]], [[FingerPokeOfDoom Shigan]] and [[MadeOfIron Tekkai]], which makes sense as he used to be in the Marines.
* CreepilyLongArms: Part of the Longarm Tribe, it seems.
* EverythingsBetterWithSpinning: His whole fighting style is based around this as he can swing his long arms like a mace and dive bomb people with his Geppo technique.
* FaceHeelTurn: Called out as such from Momonga since he was a former Marine.
* KiAttacks: He can use Busoshoku Haki to stab Luffy with his fingers.
* KnightTemplar: As with most of the Neo Marine, he takes his job of killing pirates a little too seriously.
* LivingWeapon: His pet alpaca, [[PunnyName Alpacacino]] which can fire cannon blasts from its mouth. It's a weapon given a Devil Fruit like Lassoo.
* TheStarscream: To Ain, as his whole focus on killing Panz Fry is to move up a rank in Z's Neo Marines. A flashback of his also confirms it as he lost the number two position to her after a five hour battle against her.
* YouHaveFailedMe: Is warned point blank by Ain, one of [[TheDragon Z's dragons]], this will happen if he fails his objective since it wasn't part of his orders in the first place.

!!! Caesar Retrieval Arc
-> Voiced by: Kazuya Ichijō (JP)

The main antagonist of the ''[[Recap/OnePieceCaesarRetrievalArc Caesar Retrieval Arc]]''. Breed is a pirate who kidnaps Caesar as the crew are waiting for Doflamingo's response to Law's demands. However rather than take Caesar back to Doflamingo, he plans to use him to create his "dream kingdom". Breed has the power of the Pet Pet Fruit ''(Peto Peto No Mi)'' which forms itself like a green gooey substance over his hand. Whoever is hit with it, the goo form as a collar around the neck of the victim, forcing them to do as he commands. As such he has used it on a variety of animals and forced them to fight for him.
* TheBeastmaster: Uses animals in his army.
* HighClassGlass: Wears a green-tinted monocle.
%%* HulkingOut
* HumansAreBastards: What he thinks anyway, so much so he even abandoned his own crew and thought animals would be more fitting to his needs. Though it's revealed later that [[spoiler: it was the other way around, His crew abandoned ''him'' because he never tried to connect with or understand any of them.]]
* OneWingedAngel: He can use his power on himself and command himself to give him a power boost. The drawback however is that it weakens the power he has over others.
* PeoplePuppets: His main power, he doesn't control them directly but any commands he gives the victim has no choice but to obey. Even worse, [[AndIMustScream they're fully aware of it.]]
%%* PowerMakesYourHairGrow
* SlaveCollar: Essentially what the goo turns into if it hits it's target.
* SmallNameBigEgo: He ''really'' thought he could take on Law and Luffy and come out on top. Never mind that, he seriously though he could create an entire ''Kingdom'' of pets who are completely under his command, which even Luffy states is downright impossible.
* ATwinkleInTheSky: Has the honor of being the first New World villain to be beaten like this.
* WeaksauceWeakness: His power only works if his victims can hear his commands. If they can't, it's pretty much useless.
* WhipItGood: Carries a whip around.

!!! Silver Mine Arc
--> Voiced by: Creator/YukiKaida (JP)
The leader of the Sweets Pirates and a childhood friend of Bartolomeo. Appears in the Recap/OnePieceSilverMineArc.

* BadassLongcoat: With kanji and waves on it.
* ChildhoodFriends: Bartolomeo and Desire grew up on the same island together and were even planning to go to sea together until Barto became obsessed with Luffy.
* CoolBigSis: Acts as this to her crew.
* DistaffCounterpart: To Bartolomeo. Both have a JapaneseDelinquents vibe, both are abrasive to their enemies but extremely loyal to their friends and crew, both end up idolizing another pirate and joining his fleet. They even have similar hairstyles, and Luffy calls Desire "Lady Crest-Head" at one point.
* JapaneseDelinquents: Desire and her girl gang dress and act like this.
* JerkWithAHeartOfGold: Much like Bartolomeo.
* {{Sarashi}}: To go with the delinquent look.
* SweetTooth: Often seen with a chocolate bar in her mouth.
* {{Tsundere}}: Desire gets mad at Bartolomeo for favoring Luffy over her. She also gets mad and blushes when Luffy praises her after she gives him one of her chocolate bars.
* YouGottaHaveBlueHair: Pink with yellow streaks.

[[folder: Sweets Pirates]]
Desire's pirate gang. It used to be bigger before they were attacked by a mysterious ship and saved by Bill; now down to only three members.
* AmazonBrigade: All of the Sweets Pirates are female.
* BigThinShortTrio: The three that survived fall into this.
* JapaneseDelinquents: Like their leader, including the {{Sarashi}} and BadassLongcoat.
* UndyingLoyalty: To Desire, as they look up to her as their "Big Sis".

[[folder: Bill]]
--> Voiced by: Creator/HirokiTakahashi (JP)
The leader of the Silver Pirate Alliance, subordinate of Gildo Tesoro and main antagonist of the ''[[Recap/OnePieceSilverMineArc Silver Mine arc]]''. He ate the Smelt Smelt fruit which lets him turn his body into a smeltery and gave him powers over silver.

* BigBadWannabe: Has some considerable power that can essentially make any weapon he wishes plus power over silver. As well as some notable charisma that makes pirates want to follow him until he doesn't have any use for them. But compared to the New World pirates and rookies like Luffy, he's nothing but a small fry. Something that he seems painfully aware of.
* BitchInSheepsClothing: Acts like a BenevolentBoss to the pirates allied under him but really he's just using them and has no problem throwing them away if they don't work hard enough. In fact, [[spoiler: he was the one who attacked Desire's original crew and "saved" her to gain her loyalty]].
* CurbStompBattle: He is absolutely rag-dolled by Luffy in his fight against him. Even his OneWingedAngel form is quickly one-shotted by Luffy's Grizzly Magnum
* EatDirtCheap: Eats rocks, presumably with sliver ore in them, in order to fuel his powers.
* ExtraOreDinary: Can control silver.
* {{Foil}}: Bill is one for Luffy, as he also has gained the alliance of many other pirate crews. Unlike Luffy, who is okay with his fleet doing whatever they want, he wants them to all work together to take out stronger pirates and promises that all their dreams will come true if they do. Also unlike Luffy, he's lying and is just using them for his own purposes.
* HumanShield: Willing to use his own crewmates in his fight with Luffy to get in Luffy's way while he plans to fire from behind them, more than likely even going to shot through them to get at Luffy. Luffy foils this by using his King Conqueror's Haki to knock out the men, depriving Bill his "shields".
* {{Hypocrite}}: Laughs in Desire's face about using others and throwing them away when he's done with them. But panics at the thought of Gildo doing the same to him if he learns he was defeated.
* LoadBearingBoss: He produces so much lava in his final fight with Luffy that when he's finally beaten it overflows into the mines and sinks the whole island.
* ManipulativeBastard: He talks how the pirates under him is equal and that they can succeed if they work together. But in truth, he's just leading them on for his own ends and will quickly cast them aside if they don't produce the results he wants.
* MagmaMan: After he overeats on ore, he's able to produce and control lava that flows from his body.
* OneWingedAngel: In his final attack on Luffy, he covers himself in lava. When that is blown off him, it turns to silver granting him control over lava and metal.
* PunchedAcrossTheRoom: How he's beaten, Luffy hits him with his Grizzly Magnum, blasting right through his silver/fire attack and sends him flying into the mines, caving it in the process.
* SpontaneousWeaponCreation: Thanks to his smelting powers,he can created all manner of weapons from his body like swords or guns. They don't seem very sturdy however as Luffy breaks them easily.
* VillainousBreakdown: Has one when Luffy knocked him into his mine the first time. When Mr. Tanaka (from the "Film: Gold" movie) mocks him that Gild won't be happy after learning he's defeated. Bill flashes back to previous encounter with Gildo where he was beaten and mocked for his weakness. After which, Bill panics and overeats as much ore as possible before going to fight Luffy again, finally displaying his true nature to the residents of the mine when he nearly kills them with the lava producing from his body, ranting all the while how childish Luffy's dreams are. Naturally [[BerserkButton insulting Luffy's goal]] was his last mistake.
* WalkingShirtlessScene: All the better to show off his smelting powers.
* YellowEyesOfSneakiness: A good hint that he's not what he seems.
* YouHaveOutlivedYourUsefulness: Does this to pirates that he sees as useless, he doesn't kill them but casts them into the lower parts of the mines and has them mine for ore day and night with little rest in between.

[[folder: Avelon]]
--> Voiced by: Ken Uo (JP)
A subordinate under Bill who ate the Roll Roll Fruit which allows him to turn his hands and feet into wheels and roll along tracks. He monitors the lower mines of the island and make sure none of the miners escape.
* CurbStompBattle: Once Luffy got free from the silver ball Bill trapped him in, he defeats him easily.
* DropTheHammer: Attempted to use one but Luffy shatters it.
* HavingABlast: Throws out bombs as one of his attacks.
* HoistByHisOwnPetard: Those bombs of his are used against him.
* NiceJobFixingItVillain: He tries to stab Luffy with a drill while he's trapped in the silver ball Bill put him in. But miscalculates how tall Luffy is (the drill passes right underneath Luffy's body) and only succeeds in freeing him.
* ThisIsADrill: Uses one on a incapacitated Luffy. It would've worked if Luffy was a bit taller.
* ThisLooksLikeAJobForAquaman: Having a fruit that just meant to be uses on train tracks doesn't sound very useful outside a mineshaft.
* WalkingArmory: Sorta, he has a basket on him that allows him to take out weapons including a cannon. Effectively turning him into a makeshift tank.

[[folder: Peseta]]
--> Voiced by: Yūsuke Numata (JP)
Another subordinate of Bill who has cannons strapped on his back.
* HiddenDepths: The guy may look like a moron but he surprisingly observant, figuring out Bartolomeo's limit on his barriers. He likewise had cannons ready to fire on the escaping mine workers and even some men waiting at the top of Bartolomeo's stairs to attack Luffy with flame throwers. It's only thanks to Kinemon that he was foiled. And even when that failed, he had captured Desire's crewmates to uses a hostages, only to be foiled by Zoro that time.
* HoistByHisOwnPetard: Has his own adhesive shells used against him when Zoro beats him.
* StickySituation: Has adhesive shells which he uses to capture pirates
* WalkingShirtlessScene: Doesn't wear a shirt at all.

!!! Marine Supernova Arc

[[folder: Grount]]
--> Voiced by: Creator/NatsukiHanae (JP)
A Marine Captain who obtained the rank at age 17. Once worked under Kuzan back in the past.
* ArmCannon: Has some sort of device on his left arm that allows him to do a MegatonPunch (think a smaller version of Z's arm) and hit a lot harder then he can. [[spoiler: Turns out there's a reason for it. He has a devil fruit that turned his left arm into a beast form and keeps it under control. He discards it in his final fight with Luffy.]]
* ArrogantKungFuGuy: Introduced beating up and destroying a Marine ship full of reserve officers and telling Prodi to send them back to the units. And even arrogantly claims he'll take down Big Mom.
* BerserkButton: Talking bad about Kuzan. He didn't appreciate Prodi insulting him for leaving the Marines.
* BloodKnight: Really seems to enjoy himself during fights.
* HeroicBSOD: He nearly gives up after Luffy beats him the first time. But remembering what Aokiji taught him allows him to recover.
* HumblePie: Goes through this after fighting Luffy, realizing he still has a long way to go before can even try fighting stronger threats. But he does become more respectful of his teammates in the process.
* NotSoDifferent: With Luffy, they both have somewhat similar goal (take down the Four Emperors), have a mentor in the Marines (Garp and Aokiji respectfully) and are renowed rookies in the Pirate and Marine side. Heck, he's even drawn similar to Luffy just to drive the point home.
* PowerLimiter: [[spoiler: The device on his arm keeps his beast arm in check.]]
* NotGoodWithPeople: Save for his two friends from his old unit, he doesn't get along well with anyone at the base. His little stunt when he first arrived certainly didn't help.
* RedBaron: All-Hunt Grount.
* UnderestimatingBadassery: When he first sees Luffy, he claims he looks dumb. Needless to say he realizes how wrong an assertion this was after fighting him a few times.

[[folder: Bonham]]
--> Voiced by: Creator/HirokiYasumoto (JP)
A Marine officer and an old friend of Grount, both having served under Kuzan. He's also a member of the Longarm Tribe.
* BaitAndSwitch: When he confronts Grount, it seems he's about to try and fight him for what he did on the Marine ship. And then he hugs him, happy to see his old friend again.
* BigFun: Very jovial guy compared to Grount's stotic nature.
* CreepilyLongArms: Part of the Longarm Tribe's inherited characteristics is double-jointed arms, though he isn't evil.
* CurbStompBattle: Both Zappa and he stood virtually no chance against Luffy when they tried to fight him together.
* GetAHoldOfYourselfMan: After Grount loses his first bout against Luffy, he tries to snap him out of it by reminding him of what Aokiji told him. It takes awhile but it works.
* FingerGun: Master of Rokushiki and thus can use Shigan. Thanks to his long arms, he can strike a lot quicker in almost a rapid fire manner.
* MadeOfIron: Use Teeki and Armament Haki together, making him literally this.
* TheBigGuy: A very large individual of the three Marine rookkies.
* TemporaryBulkChange: Using Quigog (the same technique one of Doflamingo's subordinates, Lao G, uses) he's able to shift his body into a slimmer form to attack faster or a more muscled form to attack stronger.
* TopHeavyGuy: Ridiculosuly short below the waist compared to his large upper body.

[[folder: Zappa]]
--> Voiced by: Creator/MakotoFurukawa (JP)
Another Marine officer and friend of Grount and Bonham, all three having served under Kuzan.
* CasanovaWannabe: Hits on and is rejected by every girl within the base he's stationed at. When he recognizes Nami, he tries his luck with her despite knowing she's a pirate. Again rejected. He later tries to hit on Carrot and had a little luck due to her naivety.
* CombatSadomasochist: All of Nami and Carrot's attacks have the opposite effect compared to the effect on a normal person: he enjoys it and makes him love both girls even more.
* CornerOfWoe: Or at least "Railing of Woe" as after he's rejected, he sits on the railing of a upper area of the cafeteria of the base and sobs into his food as he eats it.
* CurbStompBattle: Both Bonham and he stood virtually no chance against Luffy when they tried to fight him together.
* MasterSwordsman: Wields two swords as his main skill set.
* IronButtMonkey: Get shocked repeatedly by Nami and Carrot and still kept reviving in no time, [[CombatSadomasochist probably because he actually enjoys it]], see CombatSadomasochist above.
* PlayingWithFire: Can somehow create flames with his swords.

[[folder: Prodi]]
--> Voiced by: Yōhei Tadano (JP)
The Vice Admiral of the Fron Island Marine Base and an old friend of Garp's.
* CrazyPrepared: Somewhat. When he confronts the Straw Hats, he armed his troops with shields made of rubber to counteract Luffy's rubber and Nami and Carrot's electrical attacks. But doesn't take into account Chopper who's Kung Fu point plows through them. As well as Nami's Mirage Tempo.
* CurbStompBattle: Not even a match against Luffy who knocks him out with ease.
* {{Hypocrite}}: He calls the Straw Hats (and all pirates in general) for being selfish because of they have little regards of others yet he values his position more than the Marine's Absolute Justice and worried that he will be demoted if he failed to capture the Straw Hats. Lampshaded by his own subordinates.
* ItsAllAboutMe: His policy is "Fine-Tuned Justice", which basically amounts to "get rid of anybody threatening my rise to the top".
* TrashTalk: He sees Kuzan as weak for quitting the Maries after he lost his fight with Sakazuki, much to Grount's anger.
* WhatTheHellHero: He chastises Grount for destroying a Marine ship of reserve officers for no other reason just because.

He has a bounty of 300,000,000 Berries.
* AnimalMotif: Chameleons.
* AwesomeButImpractical: On paper his devil fruit powers sounds awesome, but the point is, if he wants to copy an attack he must receive it first and withstand it. Plus, sneezes will disrupt his transformation.
* BadassLongcoat: It's rainbow-colored too.
* BigBad: The main antagonist of the 2012 ''One Piece Premier Show''.

* StoryBreakerPower: As mentioned, he can copy the powers of ANYONE.
* SuspiciouslySimilarSubstitute: "A former member of the Whitebeard Pirates who wanted to take advantage of the crew for his own plans". Sounds an awful lot like Blackbeard.
* WeaksauceWeakness: He seems to be allergic to animals.
* YouGottaHaveBlueHair: He has pink hair

The BigBad of One Piece ''Round the Land'', was a member of Dorry and Brogy's crew before getting lost during a terrible storm. Not knowing the fate of his companions, he tries to use the Legend of the Blue to realize his wish, and forces the Straw Hat Pirates to help him. A small imp-like spirit seen in ''[[VideoGame/OnePieceUnlimitedCruise Unlimited Cruise]]''. A loyal servant of the Great Tree, his purpose is to test the Straw Hats and turn into a present suitable for them. [[spoiler: After the Straw Hats are mistakenly deemed evil by the tree, Gabri is turned into the Doom Guardian, and later on, the Demon of Doom. However, he manages to free himself from the Tree's control.]]
* {{Adorkable}}: His interactions with the Straw Hats depict him this way, as mentally, he's very much like a child learning about the world around him.
* DarkIsNotEvil: Despite looking like a fiend, he's a good guy. [[spoiler: Except when the Great Tree turns it into the Final Boss.]]
* {{Expy}}: Of Popora from ''Unlimited Adventure''.
%%* HornedHumanoid
* KatanasAreJustBetter: Carries around one, but is never seen using it.

A creature created from the Great Tree who judged the Straw Hats as evil after witnessing the memories of Blackbeard. Is the FinalBoss of both acts of ''[[VideoGame/OnePieceUnlimitedCruise Unlimited Cruise]]'', in the latter being present as the Demon of Doom.
%%* BadassBeard: His first form.
%%* CastingAShadow
* DittoFighter: The Demon of Doom not only use the same PowerCopying gimmick of the Evil Master Beast, but can also imitate other character's fighting styles and materialize weapons out of thin air.
* DropTheHammer: Unlike the Evil Guardian, in his first form he wields a gigantic stone maul as his weapon of choice.
* DubNameChange: His original names were "Sabaki no Ban'in" (Guardian of Judgment) and "Hoboroki no Kijin" (Demon God of Destruction).
* {{Expy}}: He's basically the same as the Evil Guardian and Evil Master Beast from the previous game ''Unlimited Adventure''.
* FlatCharacter: Justified, as rather than being a creature or a sentient entity he's simply a "tool" of punishment generated by the Great Tree.
* FrickinLaserBeams: Can shoot them out of his shoulders.
* HavingABlast: In his first form his attacks are mostly based on explosions of purple energy.
%%* LeanAndMean: The Demon of Doom.
%%* LightningBruiser: The Demon of Doom.
* OneWingedAngel: This time it turns into a vaguely humanoid being of darkness covered in roots.
