[[folder:Heroes]]

!!Leonardo
->The leader of the team. He uses a single katana as his weapon that works like scissors.
->'''Portrayed by:''' Creator/GabeKhouth and Creator/ShishirInocalla (suit actors), Creator/MichaelDobson (voice)

* AdaptationalJerkass: His rivalry with Raph is amped up to the point where they don't even seem to like each other, he even mocks Raph when he seems to be leaving the lair for good. He's also quite reluctant to stop threats like the vampires, saying that they're a ''[[BystanderSyndrome "human problem"]]''. Then there's his general attitude towards the rest of the turtles and his own responsibilities, which makes him cross the border into HeroicWannabe way too many times.
* DualWielding: Only occasionally, unlike other versions of Leo, this one generally uses a single sword as opposed to two.
* TheLeader: As always, he's the one who's in charge of the Ninja Turtles. Several episodes focus on him trying to better himself or learning new ways to lead as a plot point, though most attempts [[StatusQuoIsGod don't stick for long.]]
* SiblingRivalry: Some things never change. While the Turtles are not blood related in this continuity, he still gets into squabbles with Raphael from time to time. "Like Brothers" uses this as its framing device.

!!Donatello
->The Turtles' technological genius. His weapon is still a bo staff, but it appears to be chrome.
->'''Portrayed by:''' Creator/RichardYee and Creator/DavidSoo (suit actors), Creator/JasonGrayStanford (voice)

* AdaptationalJerkass: He comes off as more of an InsufferableGenius at times, mocking Venus and her magic, and calling Michaelangelo an ignoramus.
* {{Foil}}: He acts as one to Venus, focusing on solving problems the scientific way while Venus chooses to rely on the mystic arts. It understandably results in them getting into tiffs on occasion.
* GadgeteerGenius: Like most incarnations, he uses his intellect to fashion devices to help him and the other Turtles fight their enemies.
* TheSmartGuy: As always, he's the brainiest of the Ninja Turtles.
* TelescopingStaff: His bo is now metal and can extend from either side.

!!Raphael
->The tough guy of the group. He still uses sai as his main weapons.
->'''Portrayed by:''' Creator/MitchellALeeYuen and Creator/DeanChoe (suit actors), Creator/MattHill (voice)

* AdaptationalJerkass: Raph is usually a JerkWithAHeartOfGold, but this one hides that heart a lot more. He's often abrasive to the Leo without much provocation, to the point where it comes off as TeethClenchedTeamwork. He also comes off as a HeManWomanHater at times too.
-->'''Raphael:''' "Yeah, [[StayInTheKitchen like her opinion really matters.]]"
* CoolBike: For the first time in the franchise, he gets one of these.
* DoubleWeapon: His sai can combine into a double-bladed weapon.
* HumansAreBastards: Of all the Turtles, he's the one most disdainful toward humans.
* JerkWithAHeartOfGold: Like most versions of Raph, this version is a complete grouch, but is still on the side of good and willing to help others and stop bad people.
* SiblingRivalry: The Turtles may not be actual siblings in this continuity, but he and Leo still butt heads on occasion.

!!Michelangelo
->The most immature of the Turtles. Instead of nunchucks, his weapons are a pair of tonfa.
->'''Portrayed by:''' Creator/JarredBlancard and Creator/LarryLam (suit actors), Creator/KirbyMorrow (voice)

* AdaptationalJerkass: This incarnation of Michelangelo is a bit ruder than he's usually depicted, most notably due to sometimes making lecherous comments toward Venus and [[BigEater eating food constantly instead of taking things even remotely seriously]].
* AdaptationalWeaponSwap: Mikey's weapons are changed from nunchuks to tonfas in this show due to nunchuks being outlawed in several places.
* AllDrummersAreAnimals: In the show's ending credits and the music video it takes footage from, he's shown playing a makeshift drum set.
* CordonBleughChef: Some of the stuff he prepares for his own consumption can be rather... questionable at times. Including a raw salmon sandwich in "The Staff of Bu-Ki" and a litany of increasingly disgusting snacks in "Sewer Crash".
* TheDitz: By far the dumbest version of the character. Though how bad it gets tends to [[DependingOnTheWriter vary from episode to episode]]. With a couple of episodes making him one of the [[OnlySaneMan only ones with their head on straight]] in spite, or despite of, his absent-mindedness.
* ManChild: Like many versions of Michelangelo, he's a bit childish, at one point slacking his duties so he can play a video game.
* {{Pyromaniac}}: In a rather boneheaded decision during "Silver and Gold", he suggests ''torching the lair'' as an option to get Silver and his goons off the Turtles' case when it's discovered they plan on going through it during their escape and Splinter states that "to extinguish the fire, you must become the fire." Luckily, Venus tells him that Splinter's only using metaphors.
* SmartBall: Despite being quite dumber than the others, occasionally he raises valid points and behaves like an OnlySaneMan. Oddly enough, most of these moments have Leo, of all people, suddenly grabbing the IdiotBall.

!!Venus de Milo
->Check it out, another one found! The female Ninja Turtle, from the ''Next Mutation'' series. Wears a light blue mask (with braided tails) and fights with her Shinobi magic and mystical orbs. The toys also gave her battle fans, which were never seen in the show proper.
->'''Portrayed by:''' Creator/NicoleParker and Creator/LeslieSponberg (suit actors), Creator/LalainiaLindbjerg (voice)

* ActionGirl: Took out the Shredder with her magic and can keep up with the others in terms of fighting.
* BluntMetaphorsTrauma: Well, she is new to American culture, so it's understandable that she constantly gets figures of speech and sayings confused.
* FunnyForeigner: She's Chinese and she never ''did'' manage to learn that the Turtles lived in the "sewer" and not in the "toilet."
* KungFuWizard: She is a shinobi who inherited some mystical 'chi magic' abilities.
* LadyOfWar: Venus is a proper lady who kicks all sorts of shell.
* LiteralMinded: Her usual reaction when it comes to expressions is to assume that the speaker meant their phrase literally.
* MagicIsFeminine: Venus is the only female turtle and the only one who can use magic.
* NonMammalMammaries: In spite of being a mutant reptile, she appears to have breasts underneath her plastron.
* OddNameOut: She's the only one to share a name with an artwork, and not an actual renaissance artist. And it's not because of lack of names, either -- there were quite a few female artists at the time, even if they didn't get the attention of their male contemporaries.
* OnlyKnownByTheirNickname: Her real name is Mei Pieh Chi.
* OrganicBra: Her breasts are covered by her plastron.
* {{Retcon}}: During her introduction, Venus was somewhat clumsily inserted into the Turtles' already-established origin by explaining that there was a fifth turtle that Splinter missed when he first found the turtles.
* ShoutOut: Her name is a clear reference to the ancient Greek {{sculpture|s}} the ''Art/VenusDeMilo''.
* TheSmurfettePrinciple: Introduced as the team's newest turtle who happens to be the team's only female member.
* TokenWizard: She is a shinobi. While in RealLife a "shinobi" is just a synonym for ninja, here they are a special type of ninja that specializes in all of the spiritual aspects of ninjitsu, giving her the ability to cast spells via KiManipulation.

!!Master Splinter
->The mutant rat who raised Leonardo, Donatello, Raphael, and Michelangelo after he found them in the sewers and the five of them were exposed to mutagen. He still provides guidance to the Turtles and welcomes Venus with open arms.
->'''Portrayed by:''' Creator/FionaScott (suit actor), Creator/StephenMendel (voice)

* AdaptationalJerkass: Unlike most incarnations of the character, Splinter is shown to be verbally abusive to his sons and Venus, rarely helps them out when dealing with enemies, and regularly puts them in danger thanks to his own actions. The Turtles for their part make the feeling mutual.
* RatFolk: Like many incarnations, he's a rat mutated into humanoid form.
* SecretKeeper: He kept Venus a secret from the other Turtles until she entered their lair. The other turtles naturally [[WhatTheHellHero call him out on it]].
* TokenBlackFriend: He is friends with a black man named Andre who is blind.
* TruerToTheText: His AdaptationalJerkass tendencies aside, this version of Splinter is Hamato Yoshi's pet rat mutated into a humanoid rat, like the [[ComicBook/TeenageMutantNinjaTurtlesMirage source material]].

!!Chung I
->Venus' master, who found her and raised her when she was separated from the other four Turtles. He ends up killed by the Dragon Lord, telling his surrogate daughter on his deathbed to go to New York to reunite with the original four.
->'''Portrayed by:''' Creator/TsengChung (physical actor), Creator/DaleWilson (voice).

* DeathByOriginStory: He gets killed by the Dragon Lord in the FiveEpisodePilot and informs Venus of her true origins before he dies.
* HeroOfAnotherStory: At some point in the past, he fought the Rank and a vampire named Vam-Mi.
[[/folder]]

[[folder:Villains]]
!!The Shredder
->The Turtles' standard nemesis. In the series premiere, Venus neutralizes him by awakening Oroku Saki's mind to observe the monster he's become. The Foot Clan disbands shortly afterwards, but the Shredder isn't gone for good.
->'''Portrayed by:''' Creator/PatrickPon (physical actor), Creator/DougParker (voice)

* EvilLaugh: In his final appearance, he lets out an ominous and victorious laugh, that heavily implies that he is going to return as the BigBad in the future.
* TheFarmerAndTheViper: In "Enemy of My Enemy", Splinter finds him and takes him in after he discovers he's become a derelict after his defeat in the series premiere. Against the Turtles' wishes, he tries to rehabilitate him. This doesn't change anything about Oroku Saki's hatred of the Turtles and the episode ends with him presumably planning his next attempt at defeating the Turtles.
* GoodScarsEvilScars: As in [[Film/TeenageMutantNinjaTurtles1990 the 1990 film]] and [[Film/TeenageMutantNinjaTurtlesIITheSecretOfTheOoze its sequel]], this incarnation of the Shredder has a scar on his face underneath the helmet he wears.
* HesBack: In his final appearance, he steals the [[MacGuffin Golden Shuriken]] and escapes, implying he'll rebuild the foot and be back in power, once again. Even Master Splinter is happy that he'll get to fight his old nemesis again, like the good old days.
* HeelFaceBrainwashing: Venus essentially puts the Shredder out of action by using magic to make him realize the fiend he's become. It doesn't stick.
* MarqueeAlterEgo: His final appearance has him appear without his armored outfit, mask or helmet.
* PutOnTheBus: {{Subverted}} in this case. Normally, Shredder is the main antagonist in the Teenage Mutant Ninja Turtles franchise, but he only appears in 3 episodes, while Dragon Lord is the main antagonist of this series.
* StarterVillain: He is the first antagonist that the original four Turtles and Venus confront in this series.
* SurroundedByIdiots: His first scene has him yell at a pair of Foot Ninjas for losing in battle and express incredulous ire at the excuse they give for their failure.
* TruerToTheText: Ironically, this is so far the only Shredder seen in all media outside the original comics who is not the BigBad of the series and is taken out rather soon. While the Shredder in the comics died and a clone took his place, and even in death, his influence manages to linger for quite some time before it's gone for good, this Shredder ceases to be relevant outside of one episode after his defeat.

!!Dragon Lord
->Once the world was ruled by dragons...until they were sealed away in a magic mirror. Now they are free, and the Dragon Lord seeks to reclaim what he once ruled!
->'''Portrayed by:''' Creator/GeraldWong (suit actor), Creator/ChristopherGaze (voice)

* ArchEnemy: He takes over the role as the Turtles’ nemesis after they defeat Shredder.
* BadBoss: He constantly insults and threatens his minions. He’s an extra-bad boss to Wick, who he often physically abuses.
* BigBad: He's the main villain of this series, after the Turtles finally defeated the Shredder while also unintentionally releasing the Rank.
* BigEater: In a handful of episodes, he's shown in the middle eating meat, and makes his intentions of eating the Turtles well known. He even has his own handcrafted royal bib for such occasions. To add to this, "The Good Dragon" has him order his soldiers to stop by a donut shop after talking about how a "sweetie pie" dragon being a bad image to their army makes him hungry.
* BadIsGoodAndGoodIsBad: In "The Good Dragon", he makes it very clear that having a good member of the Rank is a threat to him and the army as a whole, and demands the traitor be dealt with.
* CardCarryingVillain: In “The Good Dragon”, he proudly admits that he is evil.
* TheCorrupter: He was once the only evil dragon, until he convinced the rest of them to work for him and turn against mankind.
* EmbarrassingNickname: Gets rechristened to "Weenie" in "King Wick" after Wick overthrows him.
* EvilOverlord: The ill-tempered dictator that leads the Rank and wants to reclaim the Earth for the dragons.
* EvilSorceror: In a few episodes, he’s shown to know magic.
* PowerUpFood: The Dragon Lord wants to eat the turtles, so he can have the "magic" that made them what they are, believing it will make him stronger. The turtles repeatedly tell him they're simply mutated from radioactive ooze to deaf ears.
* NewPowersAsThePlotDemands: He is briefly shown to have the ability to warp time and space itself in "The Staff of Bu-Ki" to retrieve the titular staff, then angrily toss back it to the person he stole it from and tell him [[AssShove where to shove it]] after his plan to use it against Venus fails. This power is never seen or mentioned again after this, nor is it actually used during battle.
* NonMammalianHair: Seen when he's not wearing his helmet or from behind.
* ReptilesAreAbhorrent: Easily the evilest reptile in the show.
* SealedEvilInACan: The Rank were imprisoned in an enchanted mirror before breaking free in the FiveEpisodePilot.
* SpellMyNameWithAnS: How his name is spelled is inconsistent between sources. Some, like the show's credits and Phelous's reviews, spell it as simply "Dragonlord" while other places like Turtlepedia and this very wiki parse it as two words. Turtlepedia notes that both spellings are correct regardless.
* SuspiciouslySimilarSubstitute: He has a lot in common with the Shredder. Even his armor has some similarities.
* VillainousGlutton: He eats a lot of food, and he wants to eat the Turtles.

!!Wick
->The Dragon Lord's sidekick and potion maker.
->'''Puppeteered by:''' Adam Bher and Bill Terezakis (primary), Creator/GeraldWong ("King Wick", certain scenes)
->'''Voiced by:''' Creator/LeeTockar

* AcquiredSituationalNarcissism / SmugSnake: He becomes arrogant and smug in “King Wick” when he gets superpowers and overthrows Dragon Lord.
* ButtMonkey: Dragon Lord constantly insults him and beats him up.
* CoDragons: Shares the role with the Rank Lieutenant who leads Dragon Lord's army. Made room for Dr. Quease after he joined the Rank.
* DirtyCoward[=/=]NonActionGuy: He's a simpering wimp with no fighting abilities whatsoever.
* TheDogBitesBack: In "King Wick", he finally gets some payback on Dragon Lord for his constant abuse.
* EmbarrassingNickname: In "King Wick", it’s revealed that the other members of the Rank call him Chicky Wicky.
* EvilBrit: He speaks with a Yorkshire accent when he gains his new powers in "King Wick".
* EvilLaugh: A hysterical cackle done when he's actively doing evil or he thinks he has the upper hand.
* EvilSoundsDeep: Gains a deeper, more menacing voice along with his new powers in "King Wick".
* EyeBeams: He had this power in "King Wick", thanks to drinking a magic potion. He could shoot regular eye-beams, or eye-beams that he could use to DePower Dragon Lord.
* GoKartingWithBowser: In "Truce of Consequences", he and several of the Rank are revealed to be fans of Michelangelo's pirate radio show and use this to trick him into becoming Dragon Lord's food.
* HoistByHisOwnPetard: In "King Wick", he is defeated when Leonardo used his sword to reflect Wick’s own eye-beams back at him, causing him to lose his powers.
* NoRespectGuy: In addition to being treated like dirt by Dragon Lord, Wick also claims in "King Wick" that the other members of the Rank don’t respect him and call him Chicky Wicky.
* PowerMakesYourVoiceDeep: In "King Wick", his voice becomes much deeper after he drinks a potion that gives him superpowers.
* SquishyWizard: The go-to dragon if Dragon Lord needs a potion. He's a low threat when it comes to battle.
* TheStarscream:
** Wick became this to the Dragon Lord in the episode "King Wick" after accidentally drinking a potion that gives him new powers. He uses his new powers to steal Dragon Lord’s powers and become the new leader of the Rank, but eventually is [[StatusQuoIsGod tricked into losing his powers]].
** He later gets into a fight with Dragon Lord over the Golden Shuriken in "The Enemy of My Enemy" [[MakesSenseInContext by diving back and forth between laundry bins as Dragon Lord fruitlessly tries to catch him.]]
* SycophanticServant: He often sucks up to the Dragon Lord but would happily usurp him, if given the chance.
* VegetarianCarnivore: Despite having craved meat for over a millennium, the very first thing he actually eats upon arriving in New York is celery. He does attempt to eat a poodle when the Rank first find their lair, but decides against it in fear of getting gas.

!!Rank Lieutenant
->The field leader of Dragon Lord's army.
->'''Portrayed by:''' Creator/AndrewKavadas

* BadPeopleAbuseAnimals: In "Going Ape", he tries to kill a gorilla.
* CoDragons: Shared the role with Wick and later Dr. Quease after he joined the Rank.
* FlatCharacter: All there is to know about him is that he’s evil and loyal to Dragon Lord.
* MauveShirt[=/=]SatelliteCharacter: Doesn't have much characterization or backstory in his own right. Aside from his purple veil, his only known for being an underling for the Dragon Lord in the Rank.
* MookLieutenant: He differs from the other dragon soldiers in that he wears a magenta veil over his mouth in contrast to the others' purple veils.
* SurroundedByIdiots: He is quickly exasperated by the bumbling antics of his squad in "Going Ape".
* UndyingLoyalty: to Dragon Lord.

!!Dr. Cornelius Quease
->world-renowned scientist and expert on mutation, and other fields. Mocked in the scientific community, he was lured into the Rank's forces in exchange for funding for his science experiments.
->'''Portrayed by:''' Creator/SimonWebb

* BrokenPedestal: Donatello used to admire him for his genius intellect, but became disillusioned when he realized that Quease was evil.
* CardCarryingVillain: When Donatello complains that he [[YouCouldHaveUsedYourPowersForGood could have used his intelligence for good]], Quease just snarks that he’d never get anything done if he was slowed down by morals.
* CoDragons: With Wick and the Rank Lt. once he was brought in by the Dragon Lord.
* EvenEvilHasStandards: Dr. Quease tries to invoke this by pointing out his method of destroying his nearly robotic and mindless clones of the Turtles is painless. Naturally, the Turtles disagree.
* EyeScream: Though it's played up. He TORE ONE OF HIS EYES OUT FOR A SCOUTING ROBOT. He later has to destroy it to get Venus' DNA. This just seems to merely annoy him since he just clones a new one.
* InsufferableGenius: He’s very arrogant about his intellect and acts disrespectful to everyone except Dragon Lord, who he only respects out of fear.
* MadScientist: This guy had little issue on experimenting on live subjects, finding ways to feed the turtles to the Dragon Lord and ripping out his own eye (see EyeScream above).
* MorallyAmbiguousDoctorate: An actual doctor, but no less insane.
* PetTheDog: Despite being pretty rotten, he has a couple of these moments.
** In his first appearance, when Michelangelo takes control of his body and makes him strangle Wick, he tells Wick he’s sorry after he drops him.
** In “Mutant Reflections”, he destroys his turtle clones for failing to defeat the real turtles, but tells the real Turtles that the clones will die painlessly, saying “I’m not a monster”.
* SuspiciouslySimilarSubstitute: Dr. Quease is similar to Baxter Stockman, namely in that both are mad scientists.
* VillainRespect: While Quease may want to dissect the turtles, he genuinely admires the intellect of Donatello.

!!Simon Bonesteel
->A big game hunter who specializes in endangered animals.
->'''Portrayed by:''' Creator/ScottMcNeil

* BadPeopleAbuseAnimals: "Going Ape" has him admit that he enjoys harming baby seals.
* BunnyEarsLawyer: Despite being acknowledged as stupid, he is a very experienced tracker and it's mentioned he's really only having trouble with the turtles because they're smart enough to fight back.
* ButtMonkey: He doesn't fair much better than WesternAnimation/ElmerFudd when hunting the Turtles. And even worse luck when trying to hunt a gorilla in "Going Ape".
* {{Cloudcuckoolander}}: Eccentric and unhinged.
* EvilIsHammy: He's an unscrupulous hunter who often chews the scenery.
* EvilPoacher: He hunts and captures endangered animals for profit.
* ICallItVera: Has many weapons with girls' names. The Turtles even lampshade it, with Leonardo asking what kind of weirdo would name his weapons and Donatello deducing that he has an infantile attachment toward inanimate objects.
* UnusuallyUninterestingSight: In "Going Ape", he sees the Rank as nothing more than an annoyance when they interfere with his hunt for Raphael. He only gets scared when the lieutenant turns angry at him for insulting the dragons.
* TheStraightAndArrowPath: His crossbow, Marylou, being his weapon.
* SuspiciouslySimilarSubstitute: He is very similar to Jack Marlin, a fanatical big game hunter from the Mirage comics who [[ICallItVera affectionately calls his hunting rifle "Betsy"]].
* TaxidermyIsCreepy: In a couple of episodes, he has a stuffed monkey on a swing. Played for laughs, though.
* TrapMaster: His skills in following the Turtles' behavior patterns means he often has various traps waiting for them.
* VampireHunter: Simon used to do this, it came in handy when he had to deal with Vam-Mi. Could also be a ShoutOut to ''Franchise/{{Castlevania}}'' due to him being a Vampire Hunter named Simon.

!!Silver
->A yeti from the Himalayas who became a gangster.
->'''Portrayed by:''' Creator/GarryChalk

* BadassInANiceSuit: Always dressed in a lime green suit with a black shirt and red tie.
* BigfootSasquatchAndYeti: In the show, Silver says he's the [[LastOfHisKind last of the Himalayan Yeti alive]].
* DamnItFeelsGoodToBeAGangster: Implied that he started feeling good when it distracted him from being the last of his kind. Now he enjoys stealing money.
* EvilIsHammy[=/=]EvilLaugh: Silver certainly has a flair for bravado.
* FromNobodyToNightmare: '''Silver:''' I clawed my way from the Bigfoot ghettos of the Himilayas to the Big Apple. I'm the only one of my kind left in the world and no mere turtle is going to stop me!
* {{Greed}}: All of his schemes revolve around stealing valuables.
* LastOfHisKind: He claims to be the last living Himalayan Yeti, which he uses as a crutch for committing his crimes.
* LovesOnlyGold: He loves silver and makes a point of snagging any he sees. This is especially seen when he and his gang rob an old man of a winning lottery ticket and Silver also grabs the man's silver cigarette lighter.
* SadisticChoice: In his first appearance, he gave the other four turtles the choice of either going after him as he made his escape or rescuing Venus from being blown to bits by the bomb she was locked with in a bank vault. [[spoiler: Donatello rescues her in the nick of time]].
* SurroundedByIdiots: His underlings are incredibly stupid, much to his annoyance.
* TrademarkFavoriteFood: He likes bananas despite being a Yeti, not a gorilla.

!!Vam-Mi
->A Chinese vampire that was imprisoned by Venus de Milo's master Chung I for 17 years without her heart.
->'''Portrayed by:''' Creator/KiraClavell (physical actor), Creator/SaffronHenderson (voice)

* ArcVillainess: She was the main villain in the multi-part episode "Unchain My Heart".
* BeatStillMyHeart: She was sealed away for 17 years without her heart and tried to restore it until she crumbled to dust.
* CoDragons: She is assisted by a pair of vampires that look like children, Bing and Chi-Chu. Bing resembles a boy and has a [[VocalDissonance rather]] [[EvilSoundsDeep deep voice]] and Chi-Chu resembles a girl.
* DrowningMySorrows: Apparently, 12 bags of ice cold plasma blood can get her drunk.
* FinalBoss: She's the final enemy the turtles fight in the show due to cancellation.
* KilledOffForReal: Notable for being the only antagonist to be permanently defeated, as she turned to dust when the Turtles prevented her from getting her heart back.
* SealedEvilInACan: She was locked inside her coffin for 17 years without her heart.
