Ulysses is a former frumentarius for Caesar's Legion, and travelled the west scouting for them in the guise of a courier. It was he that eventually found Hoover Dam under the occupation of NCR, and drew Caesar's attentions to the Mojave. He was supposed to be the original "Courier 6" hired to transport the Platinum Chip to Mr. House, but declined the job, thus passing it on to your character.

All of that, however, is just the surface; beyond that he is one of the most mysterious characters in the game, with a "message" for you tracing back years. He acts as the central figure of the ''Lonesome Road'' DLC, and is mentioned in the previous three [=DLCs=] and the base game, building up a MythArc to discovering his identity and what he wants with you.

* CuriosityIsACrapshoot: Weaponized by him. He points out that at any time you could turn around and leave the Divide and forget everything to do with him, but you won't. You're too curious. He's counting on that.
* DarkMessiah: Comes with the territory of being [[MessianicArchetype the Courier]]'s {{foil}}. Whereas the Courier can [[VideoGameCaringPotential (potentially)]] lead the wasteland into a brighter age through good deeds and heroic victories, Ulysses seeks to accomplish the same [[spoiler:by wiping the slate clean with some well-placed nukes.]]
* DeathSeeker: In a sense. He's fully aware that his actions will bring down your wrath on his head and that he likely won't survive the encounter, but he doesn't care, as long as he can make you face what happened at the Divide and he can get his revenge on you and the world before you kill him. With all that he's been through, including [[spoiler:seeing everything he believed in be destroyed, disgraced, or both]], if he ''does'' want to die, it wouldn't be surprising. Given the story he sees playing out between the two of you, he probably even prefers you kill him than someone else, as it would be a fitting end to his history.

Ulysses believes that everything that happened to The Divide happened because of the Courier - they got a package and they delivered it to The Divide, resulting in the destruction of the settlement - even though the Courier had no way of knowing that the package was actually a bomb. Ulysses's belief that he's ahead of the curve and he knows what's best for everyone ultimately shows that he's a deeply troubled man who's overwhelmed with guilt and lashing out. His idea of fate is just a way for him to justify what he went through and make sense of things that were beyond his control, ultimately trying to tell himself that there was a reason why he suffered so much, even though these events were simply random and senseless.]]

* DreadlockWarrior: He was once part of a tribe named the Twisted Hairs, who all wore their hair in dreadlocks. Ulysses claims they could easily be cut off and used as tourniquets, but one of his holotapes reveals that they were actually meant to document the life and deeds of each member of the tribe, not unlike ritual scarring or tattoos in some cultures. All of these traits merge into his main flaw of self-mythologisation, Ulysses genuinely believes he's the protagonist of the game and meets the criteria of a sole survivor of a destroyed village who returns as an adult to avenge their home after it was destroyed by a greater scope villain. Ulysses believes this story so much that he believes that he and the courier were destined to be archenemies who would inevitably fight in a climactic battle to decide the fate of the rest of the United States. However, The Courier had no knowledge of Ulysses's existence and the destruction of The Divide may have been accidental or they simply didn't know they were delivering a bomb, but Ulysses can't accept that because it can't fit into the myth he made for himself. The Courier can either play into the myth and kill Ulysses, or they can talk him down.

* TheGhost: You hear whispers of another courier in the three prior [=DLCs=], who's been to places before you and moved on, but he doesn't appear himself, and it takes until the third, Old World Blues, to even learn his name or hear his voice. But he wears a pre-War flag that most of the wasteland associates with the Enclave, whose technology Ulysses also uses in his plan and who are the remnants of the old America Ulysses is obsessed with, and he has no idea they exist. The Courier can even point out that ED-E's logs talk about a place where America still exists, and Ulysses dismisses it, saying that ED-E's origins are of no importance. He also repeats Joshua Graham's claim that the New Canaanites have "ancestry going back thousands of years," indicating that he took Joshua's Mormon legends at face value.
