[[caption-width-right:350:''"[[CharacterCatchphrase I am the law.]]"'']]
->'''Played By:''' Creator/KarlUrban
->'''Voiced By:''' Raúl Anaya (Latin-American Spanish), Creator/KeijiFujiwara (Japanese), Creator/JeanPierreMichael (European French)

A renowned Street Judge in Mega-City One with the authority of judge, jury, and executioner.
----
* AbnormalAmmo: Unlike Anderson, Dredd makes full use of his [[SwissArmyGun Lawgiver's]] capabilities. He uses both the Hot-Shot and Incendiary rounds to literally burn perps alive, goes after a rogue Judge with high-explosive rounds, and even uses stun bullets on a few scared kids.
* AintTooProudToBeg: Subverted. [[spoiler:After running out of ammo and getting held at gunpoint by [[DirtyCop Lex]], Dredd holds up his hand and says, "Wait..." prompting Lex to go into a [[EvilGloating tirade]] about the "Great Judge Dredd" begging for his life. This ultimately turns out to be a plot for Lex to drop his guard, giving Anderson the opportunity to kill him.]]
* AntiHero: He enforces the law to the letter and without compromise. This includes locking up helpless homeless people for 'vagrancy' but he knows his priorities, and he shows a rare soft spot by harshly suggesting to the vagrant in question that he clear out before Dredd returns from his current mission.
* ArmorPiercingAttack: Subverted. He calls for armour piercing rounds at one point, only to find he's run dry of them.
* BadassBiker: His EstablishingCharacterMoment has him pursuing a van full of perps on his [[CoolBike Lawmaster]]. He skilfully weaves in and out of traffic, while his quarry runs over an innocent civilian. He then uses his bike's guns to disable the vehicle.
* BadassBoast: Delivers one while Anderson is captured and it's absolutely epic:
--> '''Dredd:''' In case you people have forgotten, this block operates under the same rules as the rest of the city. [[BigBad Ma-Ma]] is not the law. [[CharacterCatchphrase I am the law]]. Ma-Ma is a common criminal. Guilty of murder. Guilty of the manufacture and distribution of the narcotic known as Slo-Mo. And as of now, under sentence of death. Any who obstruct me in carrying out my duty will be treated as an accessory to her crimes. You have been warned. And as for you, Ma-Ma... ''Judgment time''.
* BaritoneOfStrength: Has a deep, commanding voice that puts Christian Bale's Batman to shame.
* BerserkButton: As much of a KnightTemplar as he can be, threatening, hurting, or killing innocent bystanders is a good way to get on his bad side. You ''don't'' want to be on his bad side.
* BigBrotherMentor: If Anderson is any indication, he gives his rookie partners both the criticism and praise they need to bring out the best in them.
* ByTheBookCop:
** He doesn't use his bike's mounted machine guns on the perps he's chasing at the beginning of the film until they kill an innocent bystander.
** He also ''stuns'' the two kids who try to ambush him, when he could have easily killed them (his gun was set to live rounds, and he needed a half-second to change it).
** When Dredd and Anderson first arrive at the location to investigate a homicide, they come across a vagrant outside of the building. Dredd could have the vagrant arrested right then and there, but instead warns him to not be around when Dredd gets back, since Dredd and Anderson have bigger things to worry about at the moment. However, when Dredd comes back out with his suspect in handcuffs, the vagrant is still there, and Dredd [[IWarnedYou proves he wasn't bluffing]] by trying to arrest the vagrant.
* CallingYourAttacks: The Lawgiver is a voice-activated weapon. He does this with a stun grenade before throwing it at some {{Mooks}}, but this may be to give Anderson the heads up.
* CharacterDevelopment: In the beginning, Dredd tells Anderson he will specifically fail her for three things, losing her weapon (or having it taken from her), incorrect sentencing, or disobeying a direct order. [[spoiler:By the end, she's guilty of the first and arguably the second, but Dredd passes her anyways. Anderson has won his respect, and there is no clearer indication Dredd can give of this than by allowing her to be a judge.]]
* CharacterNarrator: He does a brief narration of the film's backstory at the beginning of the film, which is repeated at the end.
* CombatPragmatist: Not afraid to use gas, grenades and flashbangs to get the upper hand. When he gives the warning to a group of perps and they counter that Dredd has less time to comply, Dredd quips [[DeadpanSnarker "Thanks for the heads up"]], sets off a flashbang and slaughters them all.
* ControlFreak: Anderson describes him as such when she probes his mind.
* DeadpanSnarker: Very, very deadpan.
--> ''(right before they breach the door to a drug den)''
-->'''Anderson:''' The helmet interferes with my psychic abilities, sir.
-->'''Dredd:''' Think a bullet might interfere with them more.
* DeathGlare: He somehow manages to not only achieve this but make it his default mode without his eyes ever being visible.
* TheDeterminator: Fights pretty much an entire city block without so much as breaking a sweat. Even after getting shot, he patches himself up and gets back to it.
* TheDreaded: [[spoiler:The corrupt judges]] know exactly how dangerous he is and demand one million credits for killing him. Notably, this trope is downplayed compared to the comics, as Ma-Ma and all her gang have no idea of Dredd's reputation, whereas the entire city knows who he is in the comics.
-->[[spoiler:'''Corrupt Judge:''']] One million credits.
-->'''Ma-Ma:''' A million?
-->[[spoiler:'''Corrupt Judge:''']] You have a problem with a Judge. You know who he is?
-->'''Ma-Ma:''' No.
-->[[spoiler:'''Corrupt Judge:''']] I do. One million.
* EstablishingCharacterMoment: Pursuing some perps in a high-speed chase while they shoot at him, only deciding to use lethal force after they run down a pedestrian, and informing control that backup is not necessary. He then tries to talk down the perp when he has a woman hostage, saying that if he surrenders, Dredd will make sure he gets off with life without parole. When he refuses, Dredd puts him down without blinking.
* EveryoneHasStandards: He enforces the law but he's not unreasonable and doesn't come down any harder on people than he has to. He gives the vagrant a chance to leave the area and when Anderson lets the Clan Techie go, Dredd agrees with her that he's a victim of Ma-Ma as well and putting him in jail won't help him or anyone else. He also doesn't use lethal force on Ma-Ma's underage soldiers, taking them out with stun rounds, and makes clear he won't execute perps unless he not only has no other choice but he is absolutely certain of their guilt.
* ExperiencedProtagonist: He's there to take Anderson out on a street assessment. There are various signs throughout the movie that he's SeenItAll, such as CuttingTheKnot during hostage situations.
* TheFaceless: Notably, he never removes his helmet, unlike Stallone's version. The one scene in which he doesn't wear it is when he's getting suited up for work, and thus hasn't put it ''on'' yet. Even then, the only time we see anything above his chest is when he puts the helmet on, and that's shown from the back to hide his face.
* {{Foreshadowing}}: Dredd only calls Anderson by her actual name three times in the entire film, instead opting to call her 'rookie' for most of it. [[spoiler:At the end, when Dredd tells Anderson her evaluation is now over, he calls her by her actual name, hinting that Dredd has decided to pass her.]]
* GoodIsNotNice: He's on the side of the law, but don't expect much in the way of compassion, emotion or even conversation if you get on his bad side.
* GoodIsNotSoft: Is quite hard on Anderson, and even harder on perps. [[CrapsackWorld Though, in]] [[WretchedHive Mega City One]], he can hardly be blamed and considers it all to be the deep end.
* TheGunslinger: When he is held up by a pair of juves, he manages a QuickDraw after he cons them with the NotWithTheSafetyOnYouWont trick. He's also [[ImprobableAimingSkills frighteningly]] accurate with his Lawgiver.
* HangingJudge: While he has to be one hundred percent certain that a perp is guilty to do so, he hands out two death sentences during the film; The first is to Zwirner via [[KillItWithFire a Hotshot round]] when he takes a hostage at gunpoint and earlier kills a pedestrian in his speeding van, the other being [[spoiler:Ma-Ma by [[KarmicDeath dosing her up on Slo-Mo and throwing her through a 200-storey window]], both for her earlier crimes of mass murder and drug manufacture and distribution, as well as to stop her using a DeadMansSwitch to blow up the Peach Trees complex]]. Any other kills he makes are in self defence.
* HiddenDepths: When Anderson probes him early in the film, she feels "something" beyond the "anger and control" we would normally associate with Dredd. It's never explained ''what'' it is, though fan theories abound.
** He expresses approval the couple times Anderson really shows her compassionate side. He seems to think this is a quality a strong judge can be built upon. He seems arguably to be the most genuinely impressed with her when she [[spoiler:lets the Clan Techie go because she argues he's just as much a victim of Ma-Ma as anyone, and that letting him go free '''IS''' justice.]]
* IAmTheTrope: He announces that "I am the law" over loudspeakers to Ma-Ma and her gang, all of which is done to serve as a warning that he's coming for her.
* ImplacableMan: Despite going through dozens of firefights [[spoiler:and almost being mulched by during a trio of Gatling guns wiping out a whole level of Peach Trees]], Dredd barely shows any sign of fatigue throughout the film. Even getting shot in the side doesn't stop him for very long.
* ImprobableAimingSkills: Damn near every shot he fires is a BoomHeadshot. And the ones that aren't are with incendiary rounds that burn up whatever he shoots at.
* ItWorksBetterWithBullets: Literally the only thing that slows him down is the fact that he's killed so many of Ma-Ma's {{Mook}}s that he runs out of ammo. [[spoiler:Anderson taking out [[DirtyCop Lex]] gives him a fresh supply of ammo.]]
* JerkassHasAPoint: He's harsh on Anderson at first, but you can't really blame him for not being enthusiastic about bringing a rookie who flunked out of the academy on a 'test run' (as his backup, no less) when we see at the very start of the film what an average day on the streets is like for Dredd.
* JerkWithAHeartOfGold: While he is pretty hard on everyone, he gives Anderson the pass she deserves, even being convinced (and possibly even impressed) when [[PetTheDog she let the Clan Techie go]].
* KnightTemplar: Surprisingly averted, mostly. He enforces the law unflinchingly, but prioritizes capital crimes and felonies over misdemeanors, and even gives some perps a chance to disappear or give up peacefully. Push him, though, and he's without mercy.
* KillItWithFire: Incendiary and Hotshot rounds. The former is basically a fire grenade, capable of lighting up lots of perps all at once. The latter is a heated shot meant for one target, which Dredd fires into some unlucky perp's mouth.
* LastNameBasis: His first name is never mentioned in the film. If you weren't familiar with source material, you might get the impression that his first name is 'Judge'.
* LawfulStupid: {{Averted|Trope}}. While Dredd still hold the law as sacrosanct as in the comics, he's pragmatic about how justice is served.
** When Dredd and Anderson find a homeless man resting by the entrance of the housing structure Ma-Ma is in, he notes that vagrancy is a crime, but their mission takes priority, and strongly advises the man to leave ''before'' they come back ([[SquashedFlat though ultimately the man doesn't live long enough for this to be a problem]]).
** He agrees with Anderson's assertion that [[spoiler:the Clan Techie is a ''victim'' rather than a criminal and allows her to let him go]].
** Despite Anderson being guilty of at least two criteria that Dredd held as immediate grounds for failing her test, [[spoiler:he passes her, as she showed devotion to the law even when she assumed that she had failed the test]].
* MeaningfulName: Judge Dredd is TheDreaded. [[spoiler:The corrupt judges]] Ma-ma brings in as backup know how dangerous Dredd is, and want one million credits just to even think about fighting him.
* NeverBareheaded: Justified. In keeping with the [[Comicbook/JudgeDredd source material]], we never see Dredd without his helmet on, save a shadowed silhouette when he first suits up for another day of duty. Dredd mentions it's a requirement for all judges, and with good reason: it makes it much harder for perps to shoot you in the head.
* NotSoStoic:
** While he's mostly a growling, frowny badass who isn't fazed by anything, he finally loses a little of his cool when he sees [[spoiler:Ma-Ma spinning up [[NoKillLikeOverKill three high-powered]] [[MoreDakka gatling guns.]]]]
---> '''Dredd''': Oh, ''[[PrecisionFStrike shit]]''.
** Whatever Anderson "saw" under the rage and control inside his head genuinely frightens her.
** He does get pretty pissed off after [[spoiler:Ma-Ma's massacre of innocent civilians while trying to kill him,]] with him going [[JackBauerInterrogationTechnique hell for leather on Kay]] shortly afterwards.
* OneManArmy: [[spoiler:The corrupt judges]] demand an abnormally high fee to go after him for a good reason. Over the course of the film, Dredd kills 48 criminals on-screen, four times any other character.
-->'''Command''': Do you require backup?\\
'''Judge Dredd''': No.
* OneWayVisor: As in the comics, his face can't be seen through his visor.
* PayEvilUntoEvil: What Dredd does to [[spoiler:Ma-Ma amounts to ColdBloodedTorture; shooting her in the stomach and dosing her up on Slow-Mo, so she can perceive herself falling to her death from two hundred stories up in a slow and agonizing manner. But considering she's a drug kingpin responsible for the callous torture and murder of so many innocent people by that point, how flippant she was about having the same done to Dredd and Anderson -- and in Anderson's case, [[RapeIsASpecialKindOfEvil probably raped beforehand]] -- and the fact that she had a few rival drug-dealers [[FlayingAlive skinned alive]] and personally [[EyeScream gouged the Clan Techie's eyes out with her thumbs]] before the events of the film, it's impossible to actually feel any measure of pity for her.]]
* PermaStubble: His unshaven look in the film is likely indicative of him working for long periods without rest. The film takes place overnight, contributing to this.
* PerpetualFrowner: Even though the upper area of his face is never, ever visible, he manages it.
* PetTheDog: It's subtle, but him giving the homeless man a chance to disappear before he and Anderson come back out is rather generous considering how he usually is about upholding the law.
* PragmaticHero: Attempt to threaten him, use hostages as leverage or even raise a gun against him, he will simply shoot you for your trouble.
* ReasonableAuthorityFigure: He definitely tries to be one despite his tendencies. He is there to ''enforce the law'', not kill people; it's just that enforcing the law most of the time ''means'' killing people. Most notably, he tries to avoid killing a hostage taker. Early in the movie, he doesn't fire on a van until they run over an innocent pedestrian. Later, when first arriving at Peach Trees, he has Anderson deliver a verdict to a vagrant, but prioritizes investigating the murders and warns the vagrant to be gone by the time he comes back.
-->''"Can't execute a perp on 99%."''
** [[AlternativeCharacterInterpretation Bear in mind]] that Dredd is also well aware that the Judges are ''massively'' overwhelmed by the sheer amount of criminality sweeping Megacity One on a daily basis. So one could argue it's not so much a matter of him being compassionate or understanding, so much as it is him prioritizing crimes that are felonies or seriously affect life and property. Given his adherence to the ideal of justice, he'd probably prosecute ''all'' crimes if he could, but he realizes that would probably result in several much ''larger'' crimes escaping his attention.
** He does allow for a bit of wiggle room, though. He [[spoiler:passes Anderson despite the fact that she lost her Lawgiver, which he told her earlier he would immediately fail her for and lets the Clan Techie go, even agreeing with her that he was a victim rather than a criminal. His first scene with a hostage taker also has him offer to get him a life sentence if he surrenders himself and tells Anderson "can't execute a perp on 99%", indicating that Dredd genuinely doesn't want to kill anyone unless he absolutely has to and even then, only when he's completely certain.]]
* ScarredEquipment: Even at the start of the film, Dredd's helmet has several prominent scratches and one of his shoulder pads has a noticeable dent in it, showing that he is an experienced street Judge. [[spoiler:Lex's armour piercing round adds a hole to his body armour later on.]]
* SeenItAll: At the end, this is all [[ButForMeItWasTuesday just another day for him]].
-->'''Chief Judge''': What happened here?
-->'''Dredd''': [[{{Understatement}} Drug bust. Perps were... uncooperative.]]
* ShootTheHostageTaker: [[StarterVillain Zwirner]] attempts to get off by taking a hostage. [[BoomHeadshot Dredd shoots him in the face]] [[KillItWithFire with a hotshot round]].
* SillyRabbitIdealismIsForKids: Averted. While he's definitely a cynic and is slightly incredulous at Anderson's idealism, when she explains her reasons he calls her attitude unironically admirable.
* SinkOrSwimMentor: To Anderson, and said word for word by the Chief Judge. He spends the movie quizzing Anderson on Judge-related knowledge, including procedures, sentencing, and tactical options, and also has Anderson run point for much of the movie, given that he's evaluating her. At the same time, however, whenever they breach, he's the first one through the door, since he's the more experienced Judge and he's also not an absolute stickler for rules, wanting Anderson to exercise her own judgement and even agreeing with her on letting the Clan Techie go as he was a victim of Ma-Ma too.
* StealthPun: Dredd tells [[spoiler:Ma-Ma 'defense noted']] right before he [[spoiler:''defenes''trates her.]]
* TheStoic: Gives his own abdominal wound a field dressing (using a quick clotting foam and sutures ''without anesthetic'') without so much as a whimper. And when he's shot prior to that, he simply slowly collapses without even a flinch in his facial expression.
* StuffBlowingUp: His Hi-Ex rounds frequently does this to any target he shot them with, such as a DirtyCop Judge who was part of the team Ma-Ma bribed and called in to take out Judge Dredd.
* SupportingProtagonist: The movie revolves around Anderson and her evaluation by Dredd. While she goes through CharacterDevelopment by TakingALevelInBadass, becoming a more capable judge in the process, [[SeenItAll this is just another day at work for Dredd.]]
* TallDarkAndSnarky: The only scene where his helmet is off in the opening shows he has black hair and he has a very dry, cynical sense of humor.
* TerseTalker: Only speaks when necessary and never says any more than he needs to in order to get his point across. In many cases, this is often with a single word. Much of this was Karl Urban's idea with him stripping back Dredd's lines, feeling that minimal conversation was in character.
* ToBeLawfulOrGood: Dredd largely chooses 'lawful.' [[spoiler:[[CharacterDevelopment Except at the end when he passes Anderson, disregarding his own assessment rules.]]]]
* TranquilFury: Never raises his voice above a low growl, but it's easy to see he's losing his temper when he attempts to interrogate Kay. Anderson specifically mentions that Dredd is nothing but this inside his head.
* UnflinchingWalk: Never moves above a methodical, advancing walk. Until Ma-Ma uses the Gatling.
* UnscrupulousHero: He's completely and utterly ruthless in enforcing the law, but he is genuinely devoted to upholding order. He unironically praises Anderson's idealism as "admirable", gets very angry when innocent lives are endangered, and does believe in innocence until guilt is proven.
* WouldHitAGirl: He has no problem with [[spoiler:throwing Ma-Ma out a window to her death]].
* WouldntHurtAChild: He uses stun rounds on a pair of juveniles though. It wasn't exactly pleasant for them, but it left them relatively unharmed and that's usually the best you can hope for if you aim a gun at Dredd.

[[folder:Anderson]]
!!Judge Cassandra Anderson
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/OliviaAnderson_9155.jpg]]
[[caption-width-right:350:''"I believe I can make a difference."'']]
->'''Played By:''' Creator/OliviaThirlby
->'''Voiced By:''' Erica Edwards (Latin-American Spanish), Creator/AyumiFujimura (Japanese)

A rookie Judge and genetic mutant with powerful psychic abilities who can sense the thoughts and emotions of others.
----
* ActionGirl: Not at first, but when she escapes from Kay's imprisonment, she kicks major arse, even taking down [[spoiler:two experienced and corrupt judges.]]
* ActionSurvivor: An InvokedTrope; having failed in training and without the ruthless mindset of a Judge, she's [[SinkOrSwimMentor thrown into the deep end]] where she must either get a lot tougher or die.
* BewareTheNiceOnes: She's probably the nicest character in the film. But she's still quite capable of being ruthless when the situation requires it. This is shown in a scene where she brutally [[MindRape mind rapes]] a guy who tried to kill her and essentially jacks sensitive information out of his head. She's also a trained Judge, meaning she is perfectly capable and willing to kill when necessary.
* BigDamnHeroes: Rescues Dredd with a ConvenientlyTimedAttackFromBehind.
* BreakTheCutie:
** Played with, but it turns out that what doesn't kill you makes you a better Judge.
** She does look destroyed at the end though, when she gives her badge to Dredd, as it is her lifelong dream to be a Judge. [[spoiler: Only she didn't fail, she only assumes she did and decided to just hand her badge in preemptively.]]
* BunnyEarsLawyer: She would never have been let into the Academy or been allowed to qualify if it weren't for her psychic abilities. She's a [[FantasticRacism mutant]], her [[NiceGirl attitude is unsuited to the role]], and she failed the tests at the Academy (three points below a passing grade, but still a fail). However that doesn't mean she has it easy, as the Chief Judge is willing to risk her getting killed to prove she has what it takes, purely based on how useful she could be if she gets hammered into shape.
* ConvenientlyAnOrphan: Invoked, as the Chief Judge mentions that the Hall of Justice routinely gives orphans a judge aptitude test to recruit more judge candidates.
* DamselInDistress: Subverted. While she gets captured by Kay after a momentary lapse in concentration and she looks to be in utter terror when brought in front of Ma-Ma, she escapes on her own when Kay [[OperatorIncompatibility tries]] to use her Lawgiver on her. She subsequently rearms herself, kills a few {{Mook}}s and actually rescues Dredd when [[spoiler: Lex]] has him dead to rights.
* DeadpanSnarker: "Welcome, to the inside of your head... it's kind of empty in here."
* FairCop: Her looks are lampshaded by Kay, noting that most mutants are hideously deformed. Mutants are barred from becoming Judges normally, making her an even more special case.
* TheGift: Cassandra Anderson is not only a psychic mutant with all the mental powers and none of the disfiguring physical mutations, but she is possibly the strongest psychic in the setting according to the Hall of Justice's measurements.
* GuileHero: Subtle, but in the scene where Anderson enters [[spoiler: Kay's]] mind, she allows him to shoot at her (ineffectively) with her own Lawgiver. This serves to put him off balance, and also subconsciously reinforce the notion to him that he can [[spoiler: use her own firearm against her without consequences...]]
* HairOfGoldHeartOfGold: She's blonde and a kind, idealistic person.
* HelmetsAreHardlyHeroic: Justified. The helmet would interfere with her psychic powers. [[DeadpanSnarker Though Dredd is quick to point out]] that [[CaptainObvious a bullet in the head might interfere with them more]].
* HiddenDepths: Given she was more or less drafted into the academy after her parents died and that her scores were mediocre at best, it's surprising that Anderson actually does seem to genuinely want to be a judge, and she tells Dredd she feels that she can actually make a difference in people's lives (which Dredd thinks is admirable.) [[spoiler: She actually seems very distraught when she gives Dredd her badge thinking she's failed his evaluation. Dredd passes her.]]
* MsFanservice: She gets naked a couple of times, but they're in cases of FanDisservice caused by someone trying to use their imagination to unbalance her.
* MindRape: Kay tries this on her, but she turns it around on him since she's the one with PsychicPowers.
--> '''Anderson:''' ''"I can [[GroinAttack play mind games]], too."''
* NaiveNewcomer: Wants to be a judge so she can make a difference to people like her parents. Dredd considers this to be [[SincerityMode admirable]].
* NiceGirl: Anderson is overall a kind, sincere person who wants to help people struggling in the poor, crime-ridden neighborhoods.
* NoGoodDeedGoesUnpunished: After subjecting Kay to MindRape and finding out that [[spoiler:Peach Trees is the Slo-Mo manufacturing base]], there was no longer any need to keep him alive. Anderson had every reason to execute him on the spot. Because she didn’t, [[spoiler:she gets [[BadassInDistress kidnapped by Kay and brought to Ma-Ma.]] Fortunately she manages to escape on her own.]]
* TheOneWhoMadeItOut: She reveals to Dredd that she grew up in a tower block similar to the one they're patrolling and knows many people there are sincerely just trying to get by in terrible circumstances and believes she can help them.
* PolicePsychic: The Judge Corps' objective in getting her on the streets is to have one of these.
* PreciousPhoto: Of herself as a child with her now-deceased parents.
* PsychicPowers: The main reason that she hasn't been drummed out of the academy is because she's a psychic, and a stable one at that. The department considers her to be a potential asset since being able to read minds makes interrogations far easier, and criminals are not prepared for someone who can just read their surface thoughts.
* TheQuietOne: Since Dredd is her instructor, she listens a lot more than speaks to him, at least at first.
* TheStoic: Anderson clearly has strong emotions but is careful to keep up a Judge-ly facade of coolness and composure. Even when Kay is trying to MindRape her, or has her tied up and at his mercy.
* Most street judges in ''Film/{{Dredd}}'' are corrupt or ineffectual, but Judges Dredd (despite his PayEvilUntoEvil tendencies) and Anderson are powerful fighters who care about the people they are protecting.
* TookALevelInBadass: Started out as a rookie cop in danger of failing. By the end of the day, she's a qualified Judge who's won Dredd's approval.
* TurnInYourBadge: [[spoiler:Does this voluntarily at the end, believing she failed her assessment for losing her Lawgiver, which Dredd told her was a fail. Except he passed her. In [[RecursiveAdaptation the comic sequel]], she's still on the force.]]
* WideEyedIdealist: At first. Her motivation to be a judge is to make a difference to the innocent citizens of Mega City One, something Dredd notes (albeit sardonically) is admirable.

* ReasonableAuthorityFigure: She comes to check on Dredd and Anderson personally after they take down Ma-Ma, and presumably would have sent them backup earlier if their communication with the Hall of Justice had not been cut off, or she had known about the [[DirtyCop corrupt judges]] who responded to their distress call.

* DirtyCop: [[spoiler:He's being paid by Ma-Ma to kill Dredd and Anderson, and implies that he and his squad do this kind of wetwork fairly often.]]
* EvenEvilHasStandards: [[spoiler: He seems genuinely disgusted by a display of (perceived) cowardice on Dredd's part.]]

* FatalFlaw: [[{{Pride}} He's arrogant.]] [[spoiler: He clearly assumes Kaplan was able to take out Anderson, and so takes the time to give a condescending speech to Dredd when he has him at his mercy, not thinking for a moment that the rookie judge could actually still be a threat to him.]]
* HypercompetentSidekick: [[spoiler: While not Ma-Ma's full time underling, Lex is the only antagonistic character that can go toes to toes with Dredd, as expected from an another seasoned judge. It takes Anderson intervening to tip the odds in Dredd's favor.]]
* InherentInTheSystem: Justifies his actions by pointing out that Megacity One is a CrapsackWorld and their job isn't to enforce the Law, but to keep the System grinding along.

He does drop a PrecisionFStrike after witnessing Dredd kills Alvarez, but that could just be in horror at Dredd casually nailing someone in the head with an HE round.]]
* PrecisionFStrike: Drops a growled "Mother''fucker''" after [[spoiler: Dredd blows most of Alvarez's upper body apart with a Hi-Ex.]]
* WalkingSpoiler: [[spoiler:For a damned good reason; he's a [[DirtyCop Dirty Judge]] on Ma-Ma's payroll, and doesn't show up until the climax of the film.]]
* WhyDontYaJustShootHim: [[spoiler:He gloats about Dredd's seeming cowardice when Dredd says "Wait." This turns out to be his undoing when Anderson shoots him in the back. Dredd arguably did this on purpose.]]

!!Judges Kaplan, Alvarez, and Chan

Three Judges deployed alongside Lex to Peach Trees.
----
* AgonyOfTheFeet: [[spoiler: Chan gets shot in the foot during his struggle with Dredd.]]
* BitchInSheepsClothing: [[spoiler: Kaplan tries to pull this on Anderson by claiming she's here to back her up. Anderson simply reads her mind with her psi-powers then shoots her dead.]]
* BlackDudeDiesFirst: Subverted -- [[spoiler: Alvarez is the second-to-last of the corrupt Judges to bite it, dying after Chan and Kaplan.]]
* CavalryBetrayal: [[spoiler: Like Lex, they're all corrupt and working with Ma-Ma.]]
* DeadHatShot: [[spoiler: After Alvarez gets most of his upper body blown apart by Dredd's Hi-Ex shot, a shot of his helmet hitting the ground plays.]]
* EliteMooks: Though they don't fare as well as [[spoiler:Lex, all of them except Kaplan still manage to put up a much better fight against Dredd than Mama's goons. Most notably, Chan actually manages to overpower and almost choke Dredd to death, only losing because he's lost his gun while Dredd still has his. Alvarez may not do much, but he does get Dredd to waste his last few normal rounds to panic-fire with his flanking maneuver. Kaplan is the only one killed unceremoniously because she tries to bluff a mind reader.]]
* FlatCharacter: [[spoiler: While Lex gets a bit of characterization as a bitter veteran of the streets who's turned to crime out of disillusionment with the system, none of them have much in the way of motive or character beyond being corrupt.]]
* ImperialStormtrooperMarksmanshipAcademy: Alvarez manages to somehow miss Dredd even though the latter hasn't even noticed him, then proceeds to miss several more times and allow Dredd to duck into cover.
* ImpromptuTracheotomy: [[spoiler: Chan is served up a ''brutal'' one by Dredd, who uses the butt of his Lawgiver to crush his windpipe then leaves him to choke on his own blood.]]
* IronicDeath: [[spoiler: Chan also tried to choke Dredd to death moments before, sneering "Choke on it, Dredd!" as he did so. Dredd promptly [[AgonyOfTheFeet shot him in the foot]] and delivered the above ImpromptuTracheotomy, complete with a growled "Choke on ''that''."]]
* SpottingTheThread: [[spoiler: Chan briefly fools Dredd into believing they're his backup. Except for one tiny detail he missed - he forgot to ask about Anderson, prompting a suspicious Dredd to note ''two'' of them called in the request for backup. Cue Chan's OhCrap and a fight beginning.]]
* WalkingSpoiler: [[spoiler:Same as Lex; they're all [[DirtyCop Dirty Judges]] on Ma-Ma's payroll, and don't show up until the climax of the film.]]
* WeHardlyKnewYe: [[spoiler: They get about five or six minutes of screentime and a dozen lines between them before being gunned down by Dredd and Anderson.]]

[[folder:Judges Volt and Guthrie]]
Two Judges who respond to Dredd’s SOS.
----
* AdaptationalWimp: In the comics, Volt is a tough veteran who eventually rises to become Head Judge, and Guthrie is a skilled undercover officer who gets cyborg body parts. In the movie, they are just two low-level street judges who are stymied by Peach Tree being locked down.
* AgeLift: Volt is much younger than his comic counterpart.
* BigGuyLittleGuy: Volt is noticeably bulkier than Guthrie.
* TheCavalry: They ''try'' to be, anyway. They answer Dredd's call for help, but the building is locked down, and all they can do is stand vigil outside. Then, when someone who can open the door arrives, they're relieved of duty and sent away.
* TheDividual: Considering their amount of characterization and plot impact, the two judges could easily be a single character.
* RaceLift: Volt is Caucasian in the comics but African-American in the film.

[[folder:Ma-Ma]]
!!Madeline Madrigal AKA "Ma-Ma"
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/madrigal_madeline_1778.jpg]]
[[caption-width-right:350:''"You're a piece of work, Dredd. But then so am I."'']]
->'''Played By:''' Creator/LenaHeadey
->'''Voiced By:''' Adriana Casas (Latin-American Spanish)

-->''"Skin them. Toss them over the balcony."''

An ex-prostitute turned drug lord (with a penchant for excessive violence) and leader of the Ma-Ma Clan who have taken over the entire Peach Trees block.
----
* TheAlcoholic: In her backstory, she has to take a drink to start the day and notes that she can't remember the last time she didn't wake up and drink a quart.
* AlliterativeName: '''Ma'''deline '''Ma'''drigal, hence her name of 'Ma-Ma'.
* AllThereInTheManual: Her backstory is fleshed out in a tie-in strip that was published in ''Judge Dredd Megazine''.
* AxCrazy: In her EstablishingCharacterMoment, she has some rival dealers skinned, drugged and tossed off the top floor of the block. She has no qualms about wiping out a block just to stop Dredd. TJ even points out that Ma-Ma's reputation is based on excessive violence.
* BadBoss: Despite her maternal nickname, Ma-Ma is ''anything'' but an ideal maternal figure. She shows absolutely no concern or care for her henchmen as they get massacred by Dredd and Anderson, tortures her sole techie on a regular basis for amusement, and was more than willing to throw Kay to the wolves for getting captured and interrogated. Seeing how his PersonalHorror is Ma-Ma herself, it's possible almost all of her henchmen fear her.
* BadassBoast: She makes one as she locks down Peach Trees, essentially setting up the plot of the film.
-->''"Peach Trees, this is Ma-Ma. Somewhere in this block are two Judges. I want them dead. Until I get what I want, the block is locked down. All clan, every level, hunt the Judges down. Everyone else, clear the corridors and stay the fuck out of our way until the shooting stops. [[SinsOfOurFathers If I hear of anyone helping the judges, I will kill them and the next generation of their family.]] As for the judges: sit tight, or run. Makes no difference. You're mine."''
* BeautyInversion: The beautiful Lena Headey is given deep facial scars, bad teeth and a generally unkempt appearance befitting someone who's spent much of their life in a brutal, crime ridden world and lived a life of addiction, poverty and violent crime.
* BigBad: She's the main antagonist; she's dealing Slo-Mo, she runs Peach Trees and she's the biggest threat to Dredd and Anderson.
* BookEnds: She's introduced getting high on Slo-Mo, [[spoiler: and falls to her death after Dredd forces her to take the drug one last time]].
* ColdHam: While a dyed in the wool SoftSpokenSadist, Ma-Ma lends herself to some serious dramatic lines.
* ContemplatingYourHands: When testing the Slo-Mo, she's in the bath tub watching the arcs of water left behind when she lifts her hands.
* CrazyPrepared: [[spoiler: Rigs herself with a bomb capable of destroying the top fifty floors of Peach Trees, set to detonate if her pulse stops, using it to try and force Dredd out of the block. Unfortunately for her, he's willing to gamble the signal won't be strong enough... after he's thrown her out of her top-level apartment, all the two hundred floors down to the ground lobby.]]
* DarkAndTroubledPast: Used to be a prostitute, and was cut up by her pimp. She responded by [[GroinAttack biting his penis off]].
* DeadManSwitch: Tries to use this when Dredd corners her. [[spoiler:He responds by throwing her out a window so the transmitter is out of range.]]
* DefiantToTheEnd: Whatever her flaws, it cannot be denied that the woman simply ''will not give up''. [[spoiler:By the end of the film, practically (if not literally) her entire gang has been slaughtered and she still refuses to accept that she's lost, though it wouldn't be the first time she built herself up from nothing. Even Dredd preparing to toss her ass 200 stories down is met with a smile.]]
* DestinationDefenestration: [[spoiler: Dredd essentially chokeslams her through the window of her 200th floor apartment.]]
* DiabolicalMastermind: RareFemaleExample. After introducing Slo-Mo to Peach Trees, she begins systematically dismantling the rivals gangs in the block, taking control in a short period of time.
* DisneyVillainDeath: [[spoiler:Dredd throws her from the top floor of Peach Trees to her death. We get to see her land in slow motion.]]
* TheDreaded: Everyone in the apartment block and who know of her beyond it is absolutely terrified of Ma Ma and justifiably so, not daring to stand up to or defy her as they know exactly what she is willing to do to them and those they care about as a warning to keep everyone else in line. Even her own men are wary of ever getting on her bad side.
* DrowningMySorrows: Why she's TheAlcoholic and possibly why she uses Slo-Mo herself - [[spoiler: the drug's inventor was her boyfriend, and he was slaughtered by her pimp because he didn't like her being "distracted" from her work.]]
* EvenEvilHasLovedOnes: The prequel comic shows she had a boyfriend, who was also the inventor of Slo-Mo.
* FauxAffablyEvil: She can be polite but it's usually just before she does something particularly horrible.
* FromNobodyToNightmare: When you go from being a lowly prostitute to one of the most feared gang lords in a CrapsackWorld filled with sadist types, it's pretty damn indicative.
* GettingHighOnTheirOwnSupply: She's introduced while high on Slo-Mo. [[spoiler: Dredd forces another dose on her before throwing her out the window.]]
* GoodScarsEvilScars: Massive red slashes over the left side of her face from where her old pimp cut her.
* GroinAttack: Said to have bit her pimp's penis off in retaliation for her slashed face. For anyone else, this might seem like an embellishment.
* KarmicDeath: [[spoiler:Dredd dopes her up on Slo-Mo before tossing her out a window, just as she did to the drug dealers at the beginning.]]
* KlingonPromotion: She became a drug lord by killing her pimp and taking over his business interests.
* MakeItLookLikeAnAccident: Specifically orders her men to abstain from raping or torturing Anderson so they can make it look like she was killed during a "bust that went wrong".
* NonActionBigBad: While she does engage in the occasional torture and mutilation in controlled settings, Ma-Ma herself never engages in personal combat during the film. She does take a turn on the Gatling guns, though.
* OneBadMother: Her alias, Ma-Ma.
* PragmaticVillainy: Ma-Ma [[VillainHasAPoint rightfully]] chews out Kay for putting her and the entire gang in the situation that they're in. The only reason she spares him is because she lost too many of her men already.
* TheQueenpin: Ma-Ma is the ruthless supplier of Slo-Mo for the entirety of Megacity One and rules over Peach Trees with an iron fist.
* RogueProtagonist: She was given a SympatheticPOV in the prequel comic released to promote the film where she was [[HookersAndBlow kept in addiction by her pimp]]. Then she doses him with Slo-Mo, [[GroinAttack bites his penis off]] and [[KlingonPromotion takes control of his gang]].
* SlasherSmile: Whenever she does smile, it's one of these. And literally, as well, since her face is marked with scars.
* TheSociopath: The most clear-cut example in the film. She has zero empathy or remorse, is willing to slaughter thousands to achieve her goal in killing Dredd, fearlessness, and sadistic tendencies.
* SoftSpokenSadist: She never raises her voice, even when chastising her henchmen.
* StupidEvil:
** Regularly tortures her Clan Techie, who has complete computer control over all of Peach Trees. Guess who betrays her at the first opportunity and gives the codes to her safe room?
** Okay, so your enemy has run low on ammo and there is no way for him to replenish it. What do you do? ZergRush him now that he can't shoot back with the 20 or so soldiers you still have left? Nope, just send three EliteMook with the same weapon as him after him, whom he proceeds to slaughter and steal ammo from, allowing him to become a formidable threat once again.
* TakingYouWithMe: Savagely subverted. [[spoiler:As a last resort, she threatens Dredd with a DeadManSwitch that blows the top 50 stories of Peach Trees, and everyone inside including them, if her pulse stops. Dredd, however, figures the signal won't pass through 200 levels of concrete and tosses her out a window all doped up on Slo-Mo. He is correct.]]
* TattooedCrook: A trailing leaf-vine-flower pattern from her left cheek, over her shoulder and onto her arm. She also has wrist-cuffs.
* TheUnfettered: Willing to obliterate an entire level of Peach Trees with military-grade weapons [[spoiler: just to kill a lieutenant she knows will talk if Dredd gets him out]].
* VillainousCheekbones: It comes with being played by Lena Headey.
* WouldHurtAChild: She has no issue threatening the children of residents to insure compliance and it's made very clear it's not an empty threat either.

Ma-Ma's main enforcer and supplier of the new drug they are manufacturing known as Slo-Mo.
----
* AnArmAndALeg: [[spoiler:Kay meets his end when he tries to fire Anderson's Lawgiver, which promptly blows his arm off in a very messy way.]]
* BaldOfEvil: He's very bald and very evil.
* BattleInTheCenterOfTheMind: With Anderson, as a form of interrogation. Due to being a SmugSnake, he loses.
* BringMyBrownPants: [[spoiler:He wets himself after losing a mind fight with Anderson.]]
* CoDragons: With Caleb, who mostly sticks close to Ma-Ma, while Kay works down the block.
* FauxAffablyEvil: When he tries to be jovial, he just comes across as smug.
* {{Jerkass}}: He's crass and very nasty, albeit only to Anderson and Dredd, who are his enemies.
* TheMillstone: For the villains. His mistakes cost Ma-Ma more and more as the film goes on, starting with him being in the lobby of Peach Trees when Dredd and Anderson show up and getting worse from there.
* MindRape: [[spoiler: He tries to subject Anderson to this when she's probing his mind, and like the SmugSnake he is, is convinced his "fucked up head" is enough to break her. Anderson manages to flip the tables on him without so much as blinking.]]
* RapeIsASpecialKindOfEvil: Kay directs several threats toward Anderson and what he wants to do to her.
* TheSociopath: Possibly even worse than Ma-Ma. He actually relishes in how sick in the head he is, even bragging about it at some points, and is implied to be a SerialKiller and rapist. Like most sociopaths though, he’s also an idiot.
* SmugSnake: He's very convinced that he'll be rescued and that he can outsmart his captors. On the first count, he's wrong. Zig-zagged on the second, as while he doesn't exactly outsmart Anderson, he does manage to catch her off guard and take her prisoner.
* StupidEvil: You'd think it would be common knowledge in the criminal world that Judge's sidearms can only be fired by the judge they're assigned to. Anderson also notes that his head is pretty empty when she goes there.
* UnderestimatingBadassery: Thinks he's tougher and smarter than Anderson. Goes poorly for him.
* YouHaveFailedMe: [[spoiler:He narrowly avoids this with Ma-Ma, who's practical enough to know that she needs as many bodies as she can to throw at Dredd at the point he makes it back to her.]]
-->'''Ma-Ma:''' All this trouble is your doing. When you got busted, you should have killed the Judges or been killed yourself. But instead you let yourself get taken like the dumb fuck you are.

A technician working for Ma-Ma.
----
* AntiVillain: He's not really a bad guy and only works for Ma-Ma because she terrifies the living shit out of him, he's surrounded by violent drug dealers who obey her commands, and he wouldn't make it 5 floors if he tried to run.
* ButtMonkey: A sad, tragic example. He lives a fragile existence filled with pain.
* ElectronicEyes: [[EyeScream As a result of Ma-Ma having gouged out his real ones.]]
* EndearinglyDorky: Played for tragedy. It just makes him a more easy victim for Ma-Ma to terrorize.
* EveryoneCallsHimBarkeep: He is never addressed by [[NoNameGiven a name]], and "Clan Techie" is just a job description. In the RecursiveAdaptation, he's given a name when under witness protection, but his real name is still unknown.
* EveryoneHasStandards: He may be forced to work for Mama, but he is horrified to see her indiscriminately mowing down an entire block of Peach Trees.
* EyeScream: Ma-Ma gouged out his eyes, personally, with her bare hands, to make room for his cybernetic implants.
* ForcedIntoEvil: It's unlikely he was a total innocent, but it's clear that he hates working for Ma-Ma and is just as much her victim as anyone. Any time he's doing something for Ma-Ma, she's nearby and silently threatening him.
* NervousWreck: Though you would be, too, if your employer regularly threatened you with physical harm. After having already ''had your eyes gouged out by her''.
* ThrowTheDogABone: [[spoiler:Anderson lets him go at the end after she found out what Ma-Ma did to him. The sequel comics show him in witness protection.]]

* BeardOfEvil: A scruffy little goatee.
* CoDragons: With Kay. Caleb mostly sticks close to Ma-Ma, while Kay works down the block.
* ConsummateProfessional: Caleb approaches his job in a ruthless and efficient manner, keeping a calm air of professionalism in his work. Unlike Kay and Ma-Ma he's not depicted as indulging in sadism or drugs and after the minigun incident, Caleb averts NeverFoundTheBody and demands proof that the Judges are dead.
* DisneyVillainDeath: [[spoiler:Dredd just grabs him and throws him off a balcony.]]
* VillainousBreakdown: A minor example. He's shown to be a coolheaded and competent [[TheDragon Dragon]] until he faces Dredd. [[spoiler:He's blubbering and begging for his life even as Dredd tosses him off a balcony.]]
