** Kristoph Gavin from ''VisualNovel/ApolloJusticeAceAttorney'' says that he clubbed a man to death with a bottle because he is "an evil human being." In context, however, he's actually trying to ''dodge'' the real question with ExactWords, because providing his true motive ([[HeKnowsTooMuch his victim knew too much]], plus [[EvilIsPetty Kristoph was mad at the guy for snubbing him]]) would implicate him in an entirely different crime.
* The super-villain Rictus in ''VideoGame/{{Anachronox}}'':

One of his funniest scenes is when he mentions that he and Gromnir came from the same orc tribe, but Gromnir's antics [[EvenEvilHasStandards disgusted even Dorn and the orcs]], so he was thrown out. Dorn even feels the need to [[LampshadeHanging point out]] that even he has standards at all.
** All evil party members in the game, to some extent. Thanks to the game's reputation system, they'll start to complain, and eventually may even attack you or quit the party in disgust, if your reputation gets too high (meaning that you're regarded as heroic rather than villainous by [=NPCs=]). This includes the characters who ought to be smart enough to recognize the benefits of being a VillainWithGoodPublicity, such as Kagain, a greedy, yet small time-evil dwarf with 15 Intelligence who will complain even when you're well paid for your work.
* ''Franchise/BlazBlue'':
** [[TheSociopath Yuuki Terumi]] [[BitchInSheepsClothing pretends to be good]] at the beginning of ''[[VideoGame/BlazBlueCalamityTrigger Calamity Trigger]]'', but by ''[[VideoGame/BlazBlueContinuumShift Continuum Shift]]'' abandons the facade entirely, nicely encapsulated by this little speech he gives to Hakumen:[[note]]Unusually, there is a reason given for Yuuki's open revelry in suffering. He [[GodNeedsPrayerBadly requires outside observation to exist]], so making people hate him (especially those with a RippleEffectProofMemory like Hakumen) ensures he'll be around long enough to complete his bigger plans.[[/note]]

* [[BigBad Nene]] from ''VideoGame/BlueDragon''. Wanting to "share [his] pain and fear" with others is all the explanation he bothers to give for spending the entire game (and many years prior) [[KickTheDog spreading chaos, death, and fear throughout the known world]].
* Considering that the carnival of ''VideoGame/CarnEvil'' is named, well, [=CarnEvil=], pretty much all of the villains qualify since the game makes absolutely no efforts to hide that fact.
* ''Franchise/{{Castlevania}}'':
** Dracula is portrayed as a SatanicArchetype in this series. It is said that every 100 years, evil corrupts the hearts of man, and they summon their dark lord once more. Under him are exemplaries of this trope like [[VideoGame/CastlevaniaRondoOfBlood Shaft]] and [[VideoGame/CastlevaniaCurseOfDarkness Isaac]], who all follow him so evil can rule unopposed (because they love evil, you see). He's a matter of debate, however, as he displays a MightMakesRight ideology in most of his appearances, but it still doesn't stop him from wanting to plunge the world into eternal darkness and kidnapping maidens to suck their blood.
** Dracula's closest ally is [[TheGrimReaper Death itself]], who also counts, but for meta reasons, as his {{Leitmotif}} ever since ''[[VideoGame/CastlevaniaLamentOfInnocence Lament of Innocence]]'' is "Evil's Symphonic Poem".
* Nemesis from ''VideoGame/CatacombFantasyTrilogy'' has the goal of destroying all that is good, and his mausoleum contains plaques "dedicated to Nemesis and his great evil." A bit of a FlatCharacter, maybe.
* The non-Creator/NaughtyDog installments of the ''VideoGame/CrashBandicoot'' series portray many of its main antagonists as card-carrying villains, especially as the series took a more comedic turn. More specifically:
** Doctor Cortex openly identifying himself as evil slowly becomes more obvious as the series progresses. This gets reversed somewhat in ''[[VideoGame/CrashBandicoot4ItsAboutTime It's About Time]]'', where Cortex seems to distance himself from the idea that he's evil.
** Uka-Uka becomes shamelessly boastful about his evil nature starting with ''VideoGame/CrashBash''.
** Emperor Velo XXVII practically ''savors'' the sound of the crowd booing him in ''VideoGame/CrashTeamRacingNitroFueled''.
** The Evil Twins from ''VideoGame/CrashTwinsanity'' openly refer to themselves as the Evil Twins and don't even try to hide how nasty they are.
* The witch from ''VideoGame/CrystalsPonyTale'' kidnaps and imprisons Crystal's seven friends for no reason other than she's an evil witch.
* [[TheDragon King Dice]] in ''VideoGame/{{Cuphead}}'' spells this out in his VillainSong: "I never play nice, I'm [[BigBad the Devil's]] right-hand man!". He also turns into a literal ''[[DeathDealer card-carrying]]'' villain in his boss fight.
* Arkham from ''VideoGame/DevilMayCry3DantesAwakening'' is obsessed with evil and spreading it wherever he goes, referring to the term "eeevil" with religious reverence as he carries what must be the Antichrist's Bible for Dummies over his heart. Vergil simply ignores him in these moments.
* In ''VideoGame/DiceyDungeons'', Lady Luck is quite upfront about how unfair her game is, and cheerfully describes herself as cruel and terrible.
* Mr. Big of the [=BigCorp=] in the ''VideoGame/DinerDash'' series is a CorruptCorporateExecutive who often wreaks havoc in [=DinerTown=] and sabotage other businesses in order to expand his own. In ''VideoGame/DinerDashAdventures'' however, he's even more blatantly evil and seems to want to destroy the town for the sake of destroying it without having a concrete business plan. The word "profit" is still thrown around, but there's really no way that the destruction they leave is able to generate any business or profit.
* Most demons from the ''Franchise/{{Disgaea}}'' series actively try to cultivate an evil and badass image for themselves through means that vary from [[KickTheDog wanton acts of violence and depravity]] to [[PokeThePoodle not recycling and playing Ding Dong Ditch]]. Most of them [[NobleDemon fall into the latter category]] -- place them next to the former, and they will [[EvenEvilHasStandards recoil in disgust]].

** Zazz's nastiest minion, [[spoiler:Detritus Seven, acknowledges that he's so evil that he'd go to Hell even as a robot. He makes it clear that he's proud of his role in the invasion of Vulcunite, as well as his oppression of the miners and genocide of the Kolfos]].
* Giygas from ''VideoGame/{{EarthBound|1994}}'' is not only called evil but "Evil itself".
* ''VideoGame/EldenRing'': The Dung Eater. He wants to curse all life to endless suffering and torment, defiles the corpses of his victims in [[NothingIsScarier some unspecified way]] that prevents their souls from moving on to the afterlife... why? Apparently just because. No reason is ever given. He also takes ''pride'' in his disgusting name and deliberately dresses himself up to resemble the cursed and hated Omens. And if you feel the desire to give him a taste of his own medicine? He considers being murdered and defiled himself to be a BLESSING and will happily accept it. [[spoiler:The only thing that seems to truly terrify him is losing his free will and becoming a mind-controlled puppet of someone else.]]
* ''Franchise/TheElderScrolls'':
** Several of the series's typically outright malevolent [[OurGodsAreDifferent Daedric Princes]] fit this trope. To note:
*** Boethiah is the Daedric Prince of Plots, whose sphere includes seemingly all manner of high crimes (Deceit, Conspiracy, Murder, Assassination, Treason, Unlawful Overthrow of Authority, Betrayal, etc.) He ([[GenderBender sometimes "she"]]) is very open about the fact that he represents a number of typically evil attributes and actions. His typical appearance (whether male or female) is as a BlackKnight, and he has numerous BloodKnight tendencies as well. His quest in ''[[VideoGame/TheElderScrollsIVOblivion Oblivion]]'', the Tournament of Ten Bloods, is him simply having a group of mortals fight to the death because [[ItAmusedMe he is bored]]. CrueltyIsTheOnlyOption is almost always the case to gain Boethiah's support and favor, and he is very much a BadBoss, willing to sacrifice his followers on a whim.
*** Mehrunes Dagon is the Daedric Prince of [[DestroyerDeity Destruction]], and is very much an OmnicidalManiac. He ''exists'' to ''destroy'', and does nothing to hide this fact. His realm is a FireAndBrimstoneHell, his typical form is that of a [[MultiArmedAndDangerous four-armed]] BigRedDevil, the [[OurDemonsAreDifferent lesser Daedra]] in his service act as his LegionsOfHell, and he is currently atop the leaderboard for "most attempted [[TakeOverTheWorld takeovers of Nirn]]". Worse still, [[FaceHeelTurn he wasn't always like this]]. According to ''[[https://www.imperial-library.info/content/seven-fights-aldudagga The Seven Fights of the Aldudagga]]'', he was once a kindly demon who protected parts of the world from being eaten by [[BeastOfTheApocalypse Alduin]] at the end of every "kalpa", or cycle of time. Alduin found out and cursed Dagon into his current situation as an IronicHell, until he has "destroyed all that in the world" which he has stolen from earlier kalpas, "[[ImpossibleTask which is to say probably never at all!]]"
*** Molag Bal, the Daedric Prince of [[TheCorrupter Domination and Corruption]], is perhaps the closest to a true GodOfEvil out of all of the Daedric Princes. Molag Bal is not considered to have ''any'' positive qualities, unlike most of the other Daedric Princes. (Even Dagon has the positive qualities of destruction, such as the old needing to be destroyed before there can be anything new.) He revels in corrupting mortals, be it through ColdBloodedTorture, being a ManipulativeBastard, or flat out using MindRape. He is also known as "[[NamesToRunAwayFromReallyFast the King of Rape]]", for his act of [[RapeIsASpecialKindOfEvil raping]] a mortal woman to [[MonsterProgenitor create the first vampire]].
** The [[BigBad main quest villain]] (as well as the main quest villain(s) of the expansions) tends to be one in each game, which is especially notable because the rest of the games feature much more GrayAndGrayMorality. (Although HiddenDepths with the villains are frequent.) To note:
*** ''[[VideoGame/TheElderScrollsArena Arena]]'' has EvilSorcerer classic and [[EvilChancellor Evil]] CourtMage Jagar Tharn as the main villain. He pretty much hands you his villain card from the start and relishes the role throughout the rest of the game.
*** ''[[VideoGame/TheElderScrollsIIDaggerfall Daggerfall]]'' largely averts it, having perhaps the most morally-ambiguous main quest to date with the option of completing the main quest for any of seven different parties on a scale of [[BlackAndGrayMorality light gray to outright black]]. However, Mannimarco, known [[OurLichesAreDifferent Lich]] and "[[{{Necromancer}} King of Worms]]", doesn't try to hide his dark morality and is open about [[GodhoodSeeker wanting to become a god]].
*** ''[[VideoGame/TheElderScrollsIVOblivion Oblivion]]'' has the aforementioned Mehrunes Dagon and his LegionsOfHell as the main obstacle. He and the Mythic Dawn which worships him are very clear about their intentions to [[OmnicidalManiac destroy the world]]. The ''Shivering Isles'' expansion also pits you (and your BigGood supporter, [[MadGod Sheogorath]]), against Jyggalag, the Daedric Prince of [[ControlFreak Order]], who returns once per Era to destroy the titular Shivering Isles, the [[EldritchLocation Daedric Plane]] of Sheogorath. Remember that line about villains with HiddenDepths? Yeah, it [[BecameTheirOwnAntithesis very much comes into play here]], but actually stopping the destruction of the realm is still pretty black and white.
*** ''[[VideoGame/TheElderScrollsVSkyrim Skyrim]]'' has Alduin, the [[DragonsAreDemonic draconic]] BeastOfTheApocalypse, as the main villain. Right from the start of the game, his villainy is open and evident, along with his {{Pride}}. Both major DLC expansions also fit, pitting you up against a ruthless [[MonsterLord Vampire Lord]] who is open about wanting to bring about TheNightThatNeverEnds and then up against your own EvilCounterpart, the ''First'' Dragonborn.

* Unlike his Vault City counterparts, the [[SlaveryIsASpecialKindOfEvil slaver]] Metzger in ''VideoGame/Fallout2'' simply does not believe in nuance. He has a giant sign reading "SLAVERS GUILD" plastered beside his front door, and forces everyone who works for him [[StupidEvil to have a tattoo identifying them as a slaver on their forehead]], effectively serving as an actual card (and a [[HatedByAll "shoot me on sight" sign to everyone else]]).
* The BigBad of ''VisualNovel/FateStayNight'', [[spoiler:Kirei Kotomine]], is of the Destruction variety. [[EvilFeelsGood He finds pleasure only in the suffering of others.]] Unusually, however, he [[DesperatelyLookingForAPurposeInLife spent most of his life]] trying [[BeingGoodSucks in vain]] to find anything he enjoyed that wasn't completely evil, trying to suppress that side of him. It isn't until ''Literature/FateZero'' that he just says "Fuck it", and gives in. [[spoiler:The fact that evil makes him happy is exactly what makes him [[BeingEvilSucks unhappy]].]] In a way, this could make him a TragicVillain.

* Bio-Haz from ''VideoGame/GreatGreed'' is a textbook EvilOverlord trying to conquer Greene Kingdom, and he's generating as much pollution as possible because it makes him and his army stronger. [[spoiler:It's not until the end of the game that you learn that he has another motive besides his [[TitleDrop great greed]]; he wants to save the ''human'' world from pollution by using Greene Kingdom as its garbage dump.]]
* ''VideoGame/{{Hatred}}'': In the ''Human shields'' trailer, the VillainProtagonist refers to himself as a "fearless remorseless genocide machine, cold and deliberate".

* ''VideoGame/JablessAdventure'': King Squid outright identifies himself as "the villain" and tells the hero, Jables, that it's too late to stop him from... to be honest, King Squid never really gets to explain what, exactly, his evil scheme is.
* ''VideoGame/TheLegendOfSpyro'': Malefor, the BigBad, has absolutely no problems with his title as The Dark Master and, in fact, took the name himself. He's also a third sphere version intending to destroy the world.
* ''Franchise/TheLegendOfZelda'':
** Ganondorf, called Ganon in his boar-demon form, openly calls himself the Great King of Evil, the Dark Lord, even the Prince of Darkness; he seeks to TakeOverTheWorld and has a memorable EvilLaugh; he performs human sacrifices when they get him what he wants (which is pretty rare, ''but still''); he regards civilian populations as an obstacle to be overcome (he left Hyrule a heap of ruins in [[VideoGame/TheLegendOfZeldaI the first game]], conjured up a magical plague in ''A Link to the Past'', killed most of the country in ''Ocarina of Time''...); and he enjoys chaos for its own sake, as well as a means to an end. (This is why EvilOnlyHasToWinOnce is consistently averted in the ''Legend of Zelda'' series). He reflexively conspires against any superiors he may have, doesn't even try to form alliances, and has only once (in ''The Wind Waker'', in his increasingly gloomy middle age) even attempted to talk in terms of right and wrong. But he's brave, intelligent, quick-witted, and strangely charismatic; we've never seen him take hostages or use torture; he doesn't want revenge against those who defy him (indeed, he enjoys a good fight with a brave enemy, and doesn't try very hard to detect or destroy resistance against his rule); he can be kind in small matters, [[AMillionIsAStatistic even while being appallingly destructive in the big ones]]; he doesn't hold grudges against any enemy smaller than the Kingdom of Hyrule as a whole; and his followers are intensely loyal to him. It's not pleasant to be an innocent bystander when someone like this is around, but it's easy to see how he lives with himself; imagine a pirate chief or a mercenary captain, plus enormous magical powers. ''VideoGame/TheLegendOfZeldaTheWindWaker'' gives him a somewhat sympathetic backstory, but ''VideoGame/TheLegendOfZeldaOcarinaOfTime'' establishes quite clearly that he likes what he does -- far too much to be sympathetic himself.
** In ''VideoGame/TheLegendOfZeldaALinkToThePast'', Agahnim delights in banishing the Seven Maidens into the Dark World and boasts of his place in the "tribe of evil". Given that he's [[spoiler:an avatar for the aforementioned Ganondorf/Ganon himself]], it would be surprising if he ''wasn't'' this.
** Vaati, in ''VideoGame/TheLegendOfZeldaTheMinishCap'', ''VideoGame/TheLegendOfZeldaFourSwords'', and ''VideoGame/TheLegendOfZeldaFourSwordsAdventures'', conquers Hyrule in search of power (this happens so often that Hyrule's culture is probably Fantasy Romania by now) and kidnaps maidens to be his bride.
** Demon Lord Ghirahim and his master Demon King Demise in ''VideoGame/TheLegendOfZeldaSkywardSword'' don't really have a goal or motivation, other than to be evil. Demise is literally the Devil of the setting, though (and Ganondorf derives much of his power -- and his demon-pig alternate form -- from Demise's influence), and Ghirahim is [[spoiler:the [[BloodLust bloodthirsty]] soul of [[LivingWeapon Demise's sword]]]], so perhaps they get a pass on this.
** Played oddly with the Yiga Clan in ''VideoGame/TheLegendOfZeldaBreathOfTheWild'', who split off from the Sheikah race after the Hylians of old betrayed them. They openly support the world-killing Calamity Ganon and call his enemy Link "the hero", [[MoralMyopia but still think they're the wronged party]].

* The ''VideoGame/MagicalGirlLyricalNanohaAsPortable'' games has Lord Dearche, the [[EvilOverlord King of Darkness]] and BigBad of the first game. It reaches the point where, after developing into a NobleDemon by the end of the second game, she absolutely refuses to admit that [[HeelFaceTurn she's no longer that evil]]. In fact, reminding her of her good deeds or that [[spoiler:[[UniversallyBelovedLeader practically everyone in Eltria adores her]]]] is a very quick way to trigger her BerserkButton.
* ''VideoGame/MarvelUltimateAlliance'' has a bad guy organization called the "Masters of Evil".
* House Steiner in the ''VideoGame/{{Mechwarrior}}'' game franchise. On the couple of occasions you aren't fighting them, they're setting you up for a murderous betrayal. The original ''TabletopGame/BattleTech'' universe portrays them as more morally ambiguous. It's justified in ''VideoGame/MechCommander 2'' and ''VideoGame/MechWarrior 4: Vengeance/Mercenaries'', as they are being led by Katherine Steiner-Davion.
* ''Franchise/MegaMan'':
** [[BigBad Dr. Wily]] is usually portrayed in this manner. He likes skulls, styles his hair in the shape of bat wings, and wants to take over the world. In ''VideoGame/MegaMan8'' he's trying to control something literally called "Evil Energy". The ''[[VideoGame/MegaManBattleNetwork Battle Network]]'' version of him sometimes slips into this, but he's more of a PutThemAllOutOfMyMisery kind of guy.
** ''[[VideoGame/MegaManBattleNetwork4RedSunAndBlueMoon Mega Man Battle Network 4]]'' has Doctor Regal, a representative of moral relativism taken to its extremes. He's a very disquieting type 2 Card-Carrying Villain whose objective is to make everyone as evil as he is, first by [[spoiler:gaining control of Duo's asteroid]], then by [[spoiler:trying to connect all human minds to the Soul Net, and then using Nebula Grey to corrupt it]]. Unlike most such villains, he is ''not'' played for laughs and, in fact, comes out as one of the most threatening and chilling characters in the whole series.
** Dr. Weil, the BigBad of ''VideoGame/MegaManZero'', who had the ambition of fulfilling all three spheres, and even ''succeeding''. And it is very much PlayedForHorror. He provides us with one of the quotes before battling Zero, describing himself really well. Strangely, despite realizing that he's evil (he actually says [[DevilComplex "I am the Devil!"]]), he [[ItsAllAboutMe doesn't think he deserves his rightful punishment]]. It makes him even more demented. Weil perfectly shows why, logically and realistically, a Card-Carrying Villain would be an utterly monstrous individual.
** ''VideoGame/MegaManStarForce'': Gemini in the first game is the EvilChancellor of King Cepheus who manipulated his paranoia to cause him to commit genocide to an entire planet, and is at it again during the events of the first game. Why does he do this? ForTheEvulz, apparently. To say nothing about taking advantage of an orphaned, mentally-ill kid to fulfill his own ends...
%%*** Mr. King, the bad guy of the third game, plans to TakeOverTheWorld by hanging the threat of [[MagicMeteor Meteor G]] over their heads, is emotionally manipulative and [[AbusiveParents abusive]] towards his children, has no compunctions about causing wanton death and destruction, and thinks he's superior to humanity and thus should be its ruler, while presenting a front as a charismatic charity owner to the world. When his plans fall apart on him, he merges with Meteor G and proceeds to apply IfICantHaveYou to the ''[[OmnicidalManiac entire earth]]''. He is rivaled only by Dr. Weil as the franchise's most heinous villain.
