No, instead he goes to Tetsuo to try to convince him to surrender, and when that fails ''shoots him with a pistol''. It fails, but the sheer audacity of trying that on Tetsuo when the Colonel knows exactly what he is capable of is just astounding.
* At the end of the Manga, the survivors of Tokyo are so completely fed up with corruption, the military, drug addicts, and crazy cultists that they form their own nation. They accept humanitarian aid, but under their own terms, telling the aid workers that they won't be subjugated by outside powers.
