Mad Scientist, an Evil Warlord or a Dark Mage take on the world, but first they have to practice small scale. How about their hometown? Or maybe the nearest city?
Some of the times most of the plot happens in their small scale practice, making them an insignificant, yet amusing, force. Sometimes they succeed and become a very serious threat to the world, thus making the story more epic and large scale, which is another trope I don't know or remember.
