At issue:
As currently written, Villain Who Doesnt Do Anything and Filler Villain are similar in their effect on the plot (namely, both could be removed without affecting the ending at all) but different in how this is achieved (Filler Villain is in the A-Plot of a Filler Arc and could be removed entirely by cutting out a few episodes; Villain Who Doesn't Do Anything is confined to the B-Plot and would be removed by cutting five minutes from every episode).
