Manipulating him makes sense considering all the crap that Tsukune and his friends pull, they never get punished for attacking the students. He goes lenient on him to butter him up, gain his trust, and then have him as a loyal pawn.
105	* When looking over the part where Moka's rosary was created, I recall that Mikogami was aware of what happened. Maybe he made alterations to the rosary when he met Moka as a child as part of his grand scheme.
106	* To further ellaborate, everything began with a prmonition about some utopia in the future and everything that Mikogami does was to get the neccessary amunition for his plan. However, the future is not always written in stone. For example, he may have deliberately brought Hokuto Kaneshiro to the academy because he saw him in a role Tsukune would play. He prbably knew of the crap he went through and ignored it as a test of character to prove he could rise above the worst of circumstances. Then mikogami saw that Tsukune was the chosen one and pretty much abandoned Hokuto which led to his ghoulification. Tenmei later brought him back to his side and had him infiltrate and later overthrow Fairy Tale because they were also a threat to his goal. Unfortunately Hokuto finds out that he was duped, kills the Dark Lord, and once again becomes the Big Bad.

By this point, power is all he seeks. Upon his revival, he will consume and absorb Gyokuro, and potentially the Masked Man and Akuha, and then proceed to begin devouring every monster he can get his appendages on. Eventually, he will probably ensnare the rest of Tsukune and Inner Moka's friends, leaving those two with no other option than to take down Alucard before it's too late. Even with their Shinso blood, they''ll initially have a hard time. But their love for each other and their friendships with the others will help them pull through. Somehow.

240	The monster world seems to be at odds with humanity in terms of behavior because they are much more prone to violence in the everyday, with an almost animalistic idea of interacting with other people. MightMakesRight with a lot of these people - the monster ranking system often upheld at the end of Inner-Moka's foot - and a lot of them are willing to force themselves onto each other sexually or just kill each other for food and just for the hell of it. Even the principle - the guy who created Yokai Academy to foster peace between humans and monsters - seems to shrug when Tsukune was about to be lynched, even forbidding at the the teachers from stopping it, under what amounts to "that's just how it is." Pretty much every man in the anime (and most of them in the manga) has either been a nameless background character who laments that Tsukune is such a ladies man or has tried to kill him for one reason or another.
