It uses fanmade Franchise/{{Pokemon}} characters created by Smogon itself for its VideoGame/CreateAPokemon metagame, but you wouldn't be able to tell without fairly close inspection of the game (or the link in the game credits).

5You fight in a true 2D environment, using eleven characters of varying styles and abilities to beat the snot out of the AI or a friend. It can also be played over the internet using Lunaport.

7[=Cartoons!=] is currently developing Pokémon: Close Combat, a fighting fangame featuring (in contrast to Battle [=CAPacity=] and like the title describes) canon Pokémon, but solely focusing on the Mons that are Fighting-types.

21* EXSpecialAttack: X-Attacks are improved special attacks that require one X to perform. Both players start the match with one X, and it is only consumed if the X-Attack hits or is blocked (which transfers the X to the other player).
