It's also possible if the character is suffering a SuperPowerMeltdown, PowerDegeneration, or as a side effect to taking too much PsychoSerum. 17This is a JustifiedTrope (Administrivia/TropesAreNotBad): There are toxins that cause venous thrombosis (clotting of blood in veins) which can make surface veins visible and dark -- especially if the clotting is in deep tissue in an affected limb. Telangiectasias, or spider veins, is also a real life example, though just small red blood vessels under the skin. Usually harmless, sometimes a sign of something serious, so get it checked out if you can.
