Not all villains manage to develop an EvilLaugh. Some, for reasons known only to themselves, prefer to giggle. This can become highly disturbing, making the villain more evil or creepier than if they'd just done a straight-out "Muhahaha!" It's [[SissyVillain especially creepy when the villain is male]], but a giggle from that otherwise dark and grim lady or CuteAndPsycho EnfantTerrible is also a very bad sign, since it's generally amusement at the prospect of hurting you. Badly. AndYourLittleDogToo.

Oddly enough, it can work out for those bad guys who wouldn't be able to carry off a full-throated, maniacal laugh. Or even for those who can, as it provides some contrast between appearance and laugh. One suspects that these villains know exactly how unsettling it is... and derive much pleasure from creeping people out. See also LaughingMad, TheHyena, and CreepyHighPitchedVoice.

[[folder:Anime & Manga]]
* Kuroudo Akabane, the token PsychoForHire from ''Manga/GetBackers'' sometimes pulls this off.
* Ditto Alan Gabriel from ''Anime/TheBigO''.
* Suigintou from ''Manga/RozenMaiden''.
* [[DissonantSerenity Nui Harime]] of ''Anime/KillLaKill'' is this. [[FauxAffablyEvil Most of the time.]]
* MadScientist Jail Scaglietti of ''Anime/MagicalGirlLyricalNanohaStrikers''. Even when Fate was bearing down on him with her {{BFS}}, he was still giggling his mad little giggle.
* ''Manga/{{Naruto}}'': Orochimaru. "Fufufufu" [[CreepyCrossdresser indeed]].
** Kabuto's also been known to giggle on occasion.
* Mukuro Rokudo, from ''Manga/Reborn2004'' has an unsettling giggle similar to Orochimaru above.
** Recent chapters have shown that the First Mist Guardian Daemon Spade has a similar laugh to Mukuro.
** Belphegor's "Ushishishi" sounds like a giggle.
** Byakuran. He hardly even opens his mouth to laugh.
* Suzu giggles creepily in the ''Manga/PeacemakerKurogane'' manga after going insane.
* Kogarashi from ''Manga/KamenNoMaidGuy'', a SociopathicHero example. His chuckle, "kukuku", is normally used only by females, which only helps underline its wrongness.
* ''Manga/{{Inuyasha}}'': Naraku "kukuku"s with the best of them.
* ''Manga/DeathNote'': Light Yagami by both Mamoru Miyano and Brad Swaile. Creepy indeed.
* Being the only markedly AxCrazy villain in ''Manga/NegimaMagisterNegiMagi'', Tsukuyomi does this often when fighting Setsuna, starting with an inhibited giggle as the fight beings, to a straight-out [[LaughingMad cackle]] as [[OrgasmicCombat she gets carried]] [[BloodKnight away with the fight]]. In the manga, Fate also does this a few times.
* Yami Bakura from ''Manga/YuGiOh'', at least in the Japanese version. Especially back when he had a [[CrossDressingVoices female voice actor]].
* Saiou/The Light from ''GX'' even more so.
* ''VisualNovel/HigurashiWhenTheyCry'''s main villain [[spoiler: Miyo Takano]] practices this in the beginning before going completely psychotic.
* Kururu from ''Manga/SgtFrog'', as befitting of his status as a Jerkass and a MadScientist, has a creepy high-pitched "KU KU KU KU KUUUU!"
* Ashley in ''Manga/BetrayalKnowsMyName''.
* Hansel and Gretel of ''Manga/BlackLagoon'', due to being CreepyTwins.
* Masane from the ''Anime/{{Witchblade}}'' anime, despite being the protagonist.
* For another protagonist, try [[MagnificentBastard Lelouch Lamperouge]] of ''Anime/CodeGeass''. Nevertheless, his laughter often starts as quiet chuckles until it evolves into full blown [[LaughingMad fits of laughter]]. In R2, Suzaku's laugh starts off as manic giggles when it finally [[HeelRealization clicks for him]] as to what he had done [[spoiler:to the Tokyo Settlement]].
* Izaya of ''Literature/{{Durarara}}'' (who incidentally has the same [[Creator/JohnnyYongBosch English voice actor]] as [[Anime/CodeGeass Lelouch]]) has a rather creepy, unhinged laugh/giggle that he demonstrates on a couple of occasions.
* ''Anime/DragonBallZ'':
** Frieza does this occasionally with a distinct "[[NoblewomansLaugh Oh hohohoho]]" laugh in the Japanese version.
** The Cell Jr.'s are straight examples.
* [=DarkKnightmon=] from ''Anime/DigimonFusion'' enjoys BOTH giggling and laughing.
** In the Japanese version of ''Our War Games'', the only sound Diablomon makes is a [[HellIsThatNoise creepy]] [[PsychopathicManchild childish]] giggle.
* In the 4Kids dub of ''Anime/PokemonTheSeries'', Team Rocket's James had a tendency to let out a delightful "Heeheehoohoo!"
* [[spoiler:Zeus]] in ''Manga/KingOfThorn'', and comes across as FauxAffablyEvil.
* [[PsychopathicManchild Russia]] from ''Webcomic/HetaliaAxisPowers''..."ufufufu~"
* Takasugi from ''Manga/{{Gintama}}'', more often than not.
* Aboshi from ''Manga/TheHakkenden'' could outgiggle anybody.
* [[PsychopathicManchild Diva]] of ''Anime/BloodPlus'' is ''very'' prone to letting out a childish giggle, as shown in her first in-person appearance in episode 24.
* Eto from ''Manga/TokyoGhoul'' is a creepy little Ghoul girl prone to giggling at the expense of others. Made even more jarring by her VoiceOfTheLegion, especially when that cute, girlish giggling is coming from [[spoiler: her ''massive'', barely humanoid Kakuja form]].
* Clementine in ''Literature/Overlord2012'' giggles a great deal, sometimes barely able to speak straight from the effort of holding them back and other times breaking off mid-word for a few giggles. The fact that the giggles are usually triggered by somebody else's suffering doesn't help.
* Nao Sadatsuka of ''Manga/FoodWars'' is more of a creepy StalkerWithACrush than a villain, but when she's alone she tends to go "Hihihihi!" out of nowhere, creeping everyone around her. It's sorta fitting considering that she has penchant for dressing and cooking as a WickedWitch.
* Warlock, one of the two main antagonists in ''Anime/PrincePlanet'', is one of the hammier examples of the trope -- and ''boy'', is he a giggler.
[[/folder]]

[[folder:Comic Books]]
* ''Comicbook/{{Batman}}'': The Joker uses giggles when it suits him, full-on [[LaughingMad maniacal laughter]] when it doesn't.
** However, it's Frank Gorshin's take on the Riddler with his maniacal giggle in ''Series/Batman1966'' that is the real classic.
** Creator/MarkHamill states that he uses these quite often to change up [[WesternAnimation/BatmanTheAnimatedSeries his version of Mr. J]] to keep it from getting stale. [[https://youtu.be/_gBWpWwIBKw In an interview]], he even admitted to practicing his giggles while driving on the freeway.
--->'''Hamill:''' One of the things that informs the Joker ''is'' [[EvilLaugh his laugh]]. I remember [[JustForFun/OneOfUs reading the comic books]], it was "Hahahahaha", but also a lot of "ho-ho, hee-hee, ho-ho-hee". His laugh should be like a musical instrument, it should sort of illustrate his mood. It could be ominous and intimidating, it could be gleeful and wild abandon, but I didn't want to just have one, rote laugh.
* Griffin in ''Comicbook/TheLeagueOfExtraordinaryGentlemen''. An already creepy characteristic is made worse by the fact that it [[{{Invisibility}} seems to be coming from nowhere]].
* [[http://www.gocomics.com/peanuts/1965/03/18 As seen here]], Linus' blanket qualifies in a series of ''ComicStrip/{{Peanuts}}'' strips where it acted like a living creature. (Don't think "villain" is appropriate? Consider the [[http://www.gocomics.com/peanuts/1965/03/19 next]] [[http://www.gocomics.com/peanuts/1965/03/20 two]] strips...)
[[/folder]]

[[folder:Fan Fiction]]
* ''Fanfic/DungeonKeeperAmi'':
** Featured in [[https://forums.sufficientvelocity.com/threads/dungeon-keeper-ami-sailor-moon-dungeon-keeper-story-only-thread.30066/page-4#post-6355759 A Fitting Punishment]] and played for both humor ''and'' FridgeHorror. Marda, a rebellious troll leader had insulted and defied Mercury on multiple occasions, had to be disciplined. Mercury sent her on what ammounted to a suicide mission, teleporting her off alone with no time at all to prepare, and with no backup (there was little on the island in question that could actually pose a threat to the powerful Marda, but most of her other minions wouldn't realize that). Mercury then [[MagicalSecurityCam scrys]] on her to discover that she is already plastered with mud and drenched in a torrential downpour. When Mercury comes back to herself, one of her advisors informs her that 'the giggle was a nice touch'. Except, Mercury dosen't remember giggling, [[TheCorruption and the nature of being a Keeper makes this worrisome.]]
** And of course, there's always [[SuccessThroughInsanity Mukrezar]].
[[/folder]]

[[folder:Film -- Animation]]
* While Jafar from ''WesternAnimation/{{Aladdin}}'' has a full EvilLaugh once he becomes a sorcerer, his laughter shortly after discovering Aladdin has the lamp qualifies.
* Ratigan from ''WesternAnimation/TheGreatMouseDetective''. Creator/VincentPrice even went on record saying Ratigan was his favorite role of all time, mainly because he got to play one of these.
* Alameda Slim from Disney's ''WesternAnimation/HomeOnTheRange'' has a very annoying, yet somewhat still creepy-sounding giggle.
%%* [[FeatheredFiend Nigel]] from ''WesternAnimation/{{Rio}}''.
* From ''WesternAnimation/TheRoadToElDorado'', Tzekel-Kan, the high priest. As he is already both comically [[LargeHam hammy]] and scarily eager to perform human sacrifices and see the townspeople horribly killed, his giggling walks a fine line between creepy and hilarious.
* ''WesternAnimation/StevenUniverseTheMovie'': The villain Spinel often gives a high-pitched, manic laugh, as a remnant of her original silly, goofy personality before her SanitySlippage. In the trailer, this is her only dialogue.
[[/folder]]

[[folder:Film -- Live-Action]]
* Creator/PeterLorre belongs at the top of this list. Even his characters that were not villains were creepy, due in no small part to his distinctive voice and laugh.
* Next is Richard Widmark's PsychoForHire Tommy Udo from ''Film/KissOfDeath'', who likes sending old women in wheelchairs on short but exciting trips down the stairs. So much so that he inspired Frank Gorshin's portrayal of the Riddler in ''Series/Batman1966''.
* Creator/JamesCagney's Cody Jarrett becomes this at the climax of ''Film/WhiteHeat''.
* From ''Film/KillBill'', we have Gogo Yubari, normally a blankfaced psychopath in schoolgirl attire. Upon being asked to walk away from battle with the Bride, she gives a giggle that would be cute, if we hadn't already seen her utter insanity...and commences trying to bludgeon the Bride to death with a meteor hammer.
* ''Film/DrGiggles''... as should be apparent. He giggles whenever he "operates" on his victims or is hurt.
* Instead of having a SignatureRoar like most of the Kaiju in the series, [[BigBad King]] [[NamesToRunAwayFromReallyFast Ghidorah]] from ''Franchise/{{Godzilla}}'' often made some bizarre [[HellIsThatNoise chirping]] sounds while [[AliensAreBastards slaughtering]] [[ForTheEvulz civilizations]]. Most people thought it just sounded stupid until they [[FridgeHorror realized]] that he was really putting this trope into play.
* German agent Major Arnold Ernst Toht in ''Film/RaidersOfTheLostArk''. The moment he says "We... h-huh... we are... heh-heh... not thirsty..." in that stuttering, breathy sex offender's voice, you know nothing's beneath him. He lets more giggles rip when Indy and Marion are sealed in a tomb.
* ''Film/IndianaJonesAndTheTempleOfDoom'': Lao Che. "To the ''poison'' you just ''drank!''" Cue chortles.
* ''Film/RepoTheGeneticOpera'' has Pavi Largo. His giggle is so cute and effeminate, it's hard to believe he's actually something of a monster.
* The aptly-named "Giggler" from the Creator/CharlesBronson film ''Film/DeathWish3''.
* [[{{Yandere}} Asami]] from ''Film/{{Audition}}'' giggles like a schoolgirl as she's cutting off her lover's feet with RazorFloss. It is very, ''very'' creepy.
* Renfield in ''Film/{{Dracula 1931}}'' has one of the goofiest laughs ever, and man is it ever creepy.
* In ''Film/LiveAndLetDie'', this is, unsurprisingly, the case with Kananga's henchman Tee Hee.
-->'''Bond:''' Funny how the least thing amuses him.
* In ''Film/KingOfNewYork'', Creator/LaurenceFishburne plays TheDragon as a giggling villain. It seems to be something between a nervous tic and an occasional psychotic break.
* In the 2010 ''Film/{{Clash of the Titans|2010}}'', {{Medusa}} laughs frequently as she battles Perseus' squad.
* Creator/RobertEnglund's mercenary character in ''Film/TheAdventuresOfFordFairlane'' giggles maniacally every time he makes an appearance.
* The Toon Patrol in ''Film/WhoFramedRogerRabbit'' fit this trope, particularly Psycho, who has a very distinct giggle compared to the other weasels.
* Esteban Rojo from ''Film/AFistfulOfDollars'' whenever someone is being tortured.
* Romero from ''Film/EscapeFromNewYork'', added with a heavy dollop of AmbiguouslyGay.
* Calder from ''Film/PrinceOfDarkness''. A ScaryBlackMan with a deep voice who makes high pitched giggles after being TouchedByVorlons makes for serious creepiness.
* ''Film/WhatsUpTigerLily'' features a giggling black thug in the Japanese film's first fight scene. His creepy laughter is carried over into Creator/WoodyAllen's GagDub.
* The Polite Leader from ''Film/ThePurge''.
* Floyd, one of Valance's henchmen in ''Film/TheManWhoShotLibertyValance''.
* [[BewareTheNiceOnes Norman]] [[SerialKiller Bates]] of ''Film/{{Psycho}}'' can rarely get through a sentence without a cute little [[NervousWreck nervous giggle]]. The tic seems to disappear as soon as he goes into full-blown psycho mode, though.
* Harmon James, Minister Edwidge Owens' right-hand man in ''Film/ThePurgeElectionYear'', does this after ''stabbing a man nine times.''
* In ''Film/{{Wonder Woman|2017}}'', General Ludendorf kills an uncooperative German High Command by locking them in a room with a canister of Dr. Maru's latest poison gas. Before the door gets barred, he tosses in a single gas mask for them to fight over. Maru wonders why he did that, noting that the mask is useless against her new gas. Ludendorff retorts "They don't know that!", then they both giggle like a pair of school kids after playing a prank.
* In ''Film/{{Black Panther|2018}}'', Ulysses Klaue has a ''serious'' case of the giggles, even while captured and being interrogated.
* ''Film/{{Maleficent}}'' is ''the'' dark and grim lady who giggles. She can do a full-blown EvilLaugh, but mostly it's this.
[[/folder]]

[[folder:Literature]]
* ''Literature/AnitaBlake'': In the first novel, ''Guilty Pleasures'', the character Nikolaos is both a cruel and considerably powerful one-thousand-year-old master vampire. Her character was noted several times to giggle as she tortured and tormented, not laugh.
* Creator/StephenKing's [[TheAntichrist Randall Flagg]] is fond of this, especially in his ''Franchise/TheDarkTower'' incarnation. Coupled with his SlasherSmile and deathly pallor, he manages to creep the ''hell'' out of the poor bit-part villains in ''Literature/WizardAndGlass''.
* ''Literature/{{Discworld}}'':
%%** Mr. Teatime, especially in the movie.
** Also used in ''Literature/EqualRites'', where the Things from the Dungeon Dimensions indulged in evil snickering during one of Esk's nightmares.
** Duke Felmet in ''Literature/WyrdSisters'' alternates between blank stares and manic giggling.
* The title characters in ''Literature/{{Duumvirate}}'' can do the EvilLaugh, but far more often they just do some version of this.
* This trope is at least half the reason many fans of ''Literature/HarryPotter'' hate [[SmugSnake Dolores Umbridge]] more than the series BigBad. It's even worse in the movie version, thanks to Creator/ImeldaStaunton's magnificent performance. There's tales of viewers with the powerful urge to ''somehow'' find a way to leap through the screen and punch her, if not worse.
* The men with no pain from the ''Literature/InheritanceCycle'' madly giggle in battle.
* ''Literature/JamesBond'': In ''Literature/LiveAndLetDie'', we see how Mr. Big's henchman Tee-Hee got his name, as he giggles while breaking James Bond's finger.
* In the second book in the ''Literature/LosingChristina'' series, the title character finds herself chased by one of these. She describes his laughter as "insane".
* Shadowthrone from the ''Literature/MalazanBookOfTheFallen'' is dramatic, partially insane (albeit having SuccessThroughInsanity) and prone to erupting into fits of the giggles at least once in most of his appearances. [[spoiler: Though by the last book, while no one could ever really call him "good", he does prove rather less than villainous after it's revealed that he masterminded most of the plot's resolution in order to cement his place among the gods]].
* Zabulon, leader of the Day Watch's Dark Others in the ''Literature/NightWatchSeries'', breaks into a giggle every so often. It serves as a warning sign that you've just screwed up in trying to counter his tactics, or that events have progressed into the category of utterly ''weird''.
* At the end of ''Literature/ThePiloFamilyCircus'', Kurt Pilo, undergoing a VillainousBreakdown and [[OneWingedAngel mutating due to badly-restrained anger]] starts chuckling and giggling to himself: "Oh hoo hoo hoo hoo hoo... Well now, well now, isn't this something? Someone's having a ''laugh''... oh ho ho ha ha... There's, ha ha, ''traitors'', and I'm..."
* In ''Literature/ASeriesOfUnfortunateEvents'', [[BigBad Count Olaf]] and his girlfriend, Esme, become an extreme and ridiculous version of this in The Grim Grotto. Working on perfecting their evil laughs, they ended up with things like "Ha ha heepa heepa ho!" "Tee hee terrycloth!" "Giggle giggle glandular problems!"
* Wilson Kemp from the ''Literature/SherlockHolmes'' story "The Adventure of the Greek Interpreter". He terrifies the poor Greek interpreter far more than the threats of physical violence.
* Varys from ''Literature/ASongOfIceAndFire'', [[spoiler:who may very well not be a villain at all.]]
* Robin [=McKinley=]'s ''Literature/{{Sunshine}}'': One of the vampires in Bo's gang giggles; it's how the titular character recognizes him in a later encounter.
* ''Literature/TheWordIsMurder'': Robert Cornwallis does this during his MotiveRant at the end, when telling Anthony why and how he committed the murders.
-->He giggled to himself. It was the most convincing portrayal of a lunatic I'd ever seen.
[[/folder]]

[[folder:Live-Action TV]]
* ''Series/Batman1966'': Frank Gorshin's version of the Riddler had a hysterical, unhinged giggle.
* ''Series/BuffyTheVampireSlayer'':
** Warren Mears even giggles right before he shoots Buffy [[spoiler: and kills Tara]].
** The Mayor does this on occasion too.
* ''Series/DoctorWho'':
** TheMaster, a master of chuckling, chortling and [[EvilLaugh guffawing]]. Anthony Ainley's Master was quietly chuckling to himself all through "[[Recap/DoctorWhoS18E7Logopolis Logopolis]]" and "[[Recap/DoctorWhoS19E1Castrovalva Castrovalva]]". Seeing as how that's when [[spoiler:Creator/TomBaker left the series and Creator/PeterDavison came on as the Fifth Doctor]], it was especially disturbing to many a fan.
** An unnerving giggle is the only sound that the baby Weeping Angels in "[[Recap/DoctorWhoS33E5TheAngelsTakeManhattan The Angels Take Manhattan]]" make.
* Sheriff Rosco P. Coltrane from ''Series/TheDukesOfHazzard'' is a HarmlessVillain variant.
* In the ''Series/{{Firefly}}'' episode "[[Recap/FireflyE14ObjectsInSpace Objects in Space]]", River Tam's maniacal giggling manages to freak out [[PsychoForHire Jubal Early]].
-->'''Jubal Early:''' You're somewhere on this boat. Somewhere with a com, playing games!\
''[River's deranged giggling filters over Serenity's com system]''\
'''Jubal Early:''' That's somewhat unsettling.
* ''Series/TheFlash2014'': Eobard Thawne quite often has a slight chuckle in his voice when he talks, but when he genuinely bursts out laughing, it's with a rather spectacularly wheezy and high-pitched fit of the giggles.
* ''Series/GameOfThrones'': Ramsay Bolton. Boy, the guy loves to laugh.
* ''Series/{{Gotham}}'': Jeremiah Valeska is prone to giggling to himself (and talking to himself) after undergoing serious {{sanity slippage}} between the fourth and fifth seasons. The change in his character is especially noticeable, because this version of the Joker started out as more of an [[DissonantSerenity unnervingly calm]] ColdHam than would be expected from a character who is so famously [[AxCrazy unstable]] and LaughablyEvil. By his later appearances, he has devolved to the point of talking to himself in the voice of his dead twin brother, apparently having developed a split personality, and giggling about how Batman is going to love [[ItMakesSenseInContext the tunnel he dug for him]] from Gotham to the mainland.
-->'''Jeremiah:''' [[StalkerWithoutACrush It's a nice gift for him. He'll like it!]] ''[this time in Jerome's voice]'' No, he won't. ''[as himself, again]'' Come on, he's gonna love it! He's gonna... ''[randomly breaks down in giggles]''
* Creator/{{Gackt}} gives ''Series/MrBrain'''s Takegami Teijirou a bizarre laugh that's a mix between GigglingVillain and EvilLaugh. The result is...[[https://www.youtube.com/watch?v=V6dwJaSDcYI creepy]], to say the least.
* ''Series/KamenRiderZeroOne'': Jin loves causing chaos by hacking [[RidiculouslyHumanRobots [=HumaGear=] ]] and sending them on a rampage, as evident by how the ensuing chaos makes him chuckle maniacally like a kid in a candy store. Well, more like a [[TheGunslinger gun store]], actually. What makes him even creepier is that he is an [[YoungerThanTheyLook adult]] combatant of a terroristic organization, but with the mind of a [[{{Keet}} caffeinated]] five year old. [[spoiler: It's mostly because he is a [=HumaGear=] whose development was deliberately stunted, so while he is acting in a perfectly human manner unlike the stilted regular [=HumaGear=], there is whole different sort of UncannyValley to him.]]
* ''Series/KamenRiderRevice'': Kagero, [[spoiler: Daiji]]'s inner demon, favors sinister, quiet giggles to go with his laid back, vaguely ominous persona in comparison to Vice, Ikki's inner demon, a bombastic bruise who loves to ham his EvilLaugh up to cartoonish proportions.
* Literature/{{Rumpelstiltskin}} does this a lot in ''Series/OnceUponATime''. His Storybrooke counterpart Mr. Gold doesn't, though, even though he still remembers his true identity.
* The ''Series/RedDwarf'' episode "[[Recap/RedDwarfSeasonVDemonsAndAngels Demons and Angels]]" has the crew meeting their "good" and "evil" selves; when playing Evil Lister, Craig Charles came up with an impressively scuzzy giggle.
%%* Jim Moriarty in ''Series/{{Sherlock}}''.
* In the ''Series/{{Supernatural}}'' episode "[[Recap/SupernaturalS02E21AllHellBreaksLoosePartOne All Hell Breaks Loose, Part One]]", the Acheri demon never speaks, but has a child-like laugh.
%%* ''Franchise/SuperSentai'':
%%** Akumaro from ''Series/SamuraiSentaiShinkenger''
%%** Malshina from ''Series/HikoninSentaiAkibaranger''
%%** Escape from ''Series/TokumeiSentaiGobusters''
* The ''Franchise/UltraSeries'' has a few creatures whose roars sound like this:
** ''Series/UltraSeven'' has Alien Perolynga, who giggles in a child-like voice when fighting Seven.
** ''Series/UltramanGaia'' has Gan-Q, an EldritchAbomination resembling a walking mass of muscle and eyes who constantly giggles in a high-pitched voice, which its debut episode even references with its title, "The Ridiculing Eye". It's always giggling because it finds everything from our dimension hilarious, especially when things blow up.
** ''Series/UltramanX'' has Greeza, a hole in the fabric of reality taking the form of a HumanoidAbomination. Its roar is a series of psychotic, echoing giggles, reflecting how it takes delight in destroying and consuming everything with its mere existence.
** ''Series/UltramanTriggerNewGenerationTiga'' has Metsu-Orga, a misshapen, dinosaur-like AnimalisticAbomination that laughs constantly in a deep voice as it [[VillainousGlutton eats everything in its path]].
[[/folder]]

%%[[folder:Music]]
%%* ''Music/EvilliousChronicles'': The Master of The Graveyard does this a lot.
%%[[/folder]]

[[folder:Professional Wrestling]]
* Mistress Glenda Lee, retainer of Monster Pain, and later, Los Rabiosos in the World Wrestling League. Relatively deep voice, very high pitched giggle.
* Along with EvilLaugh and LaughingMad, this is the whole idea behind [[Wrestling/BillDeMott "The Laughing Man" Hugh Morrus]]' gimmick. In the Wrestling/DungeonOfDoom vignette that introduced him on the November 18 (taped October 26), 1995 ''Wrestling/{{WCW}} Saturday Night'', [[Wrestling/KevinSullivan "The Taskmaster" Kevin Sullivan]] told [[Wrestling/KingCurtisIaukea The Master]], "I'm giving you laughter, Fatha! I'm giving you something you can smile about. I am giving you the man from The Isle of Nowhere. So without further ado, let me bring out the greatest gift of all, laughter, Mr. Hugh Morrus!"
[[/folder]]

%%[[folder:Theatre]]
%%* The witch in the opera ''Hansel and Gretel'', from her first entrance.
%%* Mime in Music/RichardWagner's ''Siegfried''.
%%* Tom Finley, Jr. in Creator/TennesseeWilliams' ''Sweet Bird of Youth''. It drives his father up the wall.
%%* In the 1981 TV movie of ''Othello,'' Bob Hoskins plays Iago this way.
%%[[/folder]]

[[folder:Video Games]]
* Viktoria from ''VideoGame/ThiefTheDarkProject'' qualifies. Her giggles can be heard echoing through the estates. Very creepy. She seems to have lost her mirth in the sequel, though.
* Some Uruks in ''VideoGame/MiddleEarthShadowOfMordor'' don't speak at all. Instead, they simply giggle at you in a ''very'' unnerving way.
* ''VideoGame/FinalFantasyVI'': KEFKA! [[MonsterClown KEFKA!]] [[LaughingMad KEFKA!]] [[https://www.youtube.com/watch?v=CyZoe-r9qb0 (signature laugh)]]
* ''VideoGame/ChronoTrigger'' shares the same library of sound effects as ''VideoGame/FinalFantasyVI'', so you can also hear Kefka's laugh emanating from villains like Dalton. (Curiously, the NPC Norstein Bekkler, the guy who runs those mini-games at the fair from his tent, also has this laugh.)
* Even though [[GodIsEvil whether or not he can actually be considered a villain]] is arguable, [[spoiler:Joshua]] in ''VideoGame/TheWorldEndsWithYou'' is [[spoiler:[[TheManBehindTheMan the true antagonist]] of the game]] and spends a lot of his time giggling playfully.
** [[TheBaroness Konishi]] is a better fit. Uzuki too.
* ''Franchise/ResidentEvil'':
** Ramon Salazar, of ''VideoGame/ResidentEvil4'', a DepravedDwarf [[AristocratsAreEvil nobleman]], is frequently seen giggling like the PsychopathicManchild he is.
** Alfred Ashford from ''VideoGame/ResidentEvilCodeVeronica'', as well as sister Alexia, though she tends to extend it into a full-blown {{Evil|Laugh}} NoblewomansLaugh, [[spoiler:as does Alfred himself when [[CreepyCrossdresser dressed as her]]]]. In ''[[VideoGame/ResidentEvilTheDarksideChronicles The Darkside Chronicles]]'', she may even be a bigger one than Alfred.
%%* Larxene from ''Franchise/KingdomHearts''
* Seymour in ''VideoGame/FinalFantasyX'' giggles during the cutscene before you fight him on Gagazet. The effect has been described as fairly creepy, especially considering what he's laughing to himself about: [[spoiler:his decimation of most of the Ronso race, to [[ProudWarriorRaceGuy Kimahri]]'s face]].
* Valtome from ''VideoGame/FireEmblemRadiantDawn'', who lets out a 'Uwee hee hee' every chance he gets, just like [[VideoGame/FinalFantasyVI Kefka]].
* Achenar from the original ''VideoGame/{{Myst}}'' does a very psychotic-sounding version of this, and it's very unnerving when a big guy like him could easily pull off a full-blown maniacal laugh. Even more vaguely disturbing is the fact that it's his brother, Sirrus, who laughs maniacally.
* Vaati from ''VideoGame/TheLegendOfZeldaFourSwords'' series does this almost every freakin' time he shows up.
** ''VideoGame/TheLegendOfZeldaMajorasMask'' the second form of the eponymous villain seems to giggle (and dance, and, in general, act weird). Skull Kid also counts for most of the game when he's being possessed by the mask.
*** Depending on [[WildMassGuessing whether or not you suspect him to be a villain]], the Happy Mask Salesman may fit this trope. He and Vaati use the same laughing voice clip.
** [[spoiler:Zant]] in ''[[VideoGame/TheLegendOfZeldaTwilightPrincess Twilight Princess]]'' turns out to be this after he [[spoiler:[[VillainousBreakdown breaks down]] in the battle against him]].
** Ohhhh boy, ''[[CreepyAwesome Ghirahim]]''. He took this to a whole new level by interlacing it with over-the-top mannerisms, a tongue that puts [[Music/{{KISS}} Gene Simmons]] to shame, and a tendancy to get [[NoSenseOfPersonalSpace way too close]], managing to be the first villain in the series to [[https://45.media.tumblr.com/341fa4e7c8c50ee883512b0d5186175a/tumblr_n0dn1okSww1r8f3h4o1_500.gif visibly creep the hell out of poor Link]].
* Akechi Mitsuhide, the resident CombatSadomasochist of ''VideoGame/SengokuBasara'', though he's also prone to break into a flat out EvilLaugh.
* ''VideoGame/GrandiaII'' has it's fair share of laughing evils but evil brother Melfice will be giggling away throughout his fights with the heroes.
* Long since driven completely insane by his own powers, Nicholas Wrightson of ''VideoGame/PsiOpsTheMindgateConspiracy'' has a nasty habit of giggling madly- often [[PeoplePuppets through other people's lips]].
* [[spoiler:Hugh Bliss]] from the end of ''VideoGame/SamAndMaxFreelancePolice'' Season One.
* ''VideoGame/YggdraUnion'' has [[spoiler:Nessiah]], whose soft chuckle only manifests as a sign that his mind can't take much more strain. It's both heart-wrenching and ''really, really freaky.''
* [[spoiler:Lumine]] from ''VideoGame/{{Mega Man X}}8'' manages one as he gloats and destabilizes X, which mutates into a louder cackle [[spoiler:before he's shot out of it and into GlowingEyesOfDoom territory instead]].
* [[spoiler: Marx]] from ''VideoGame/KirbySuperStar (Ultra)'' sounds like an evil Elmo when you're fighting him.
** [[spoiler: Queen Sectonia]] in ''VideoGame/KirbyTripleDeluxe'' giggles before and/or during practically all of her attacks, though she's got a proper laugh she uses occasionally, as well.
** Francisca from ''VideoGame/KirbyStarAllies'' giggles whenever she uses her water gun. It helps represent her as the most feminine of the Three Mage Sisters.
* Abyss, the final boss of ''VideoGame/MarvelVsCapcom2''. The boss' second form (after the titanic armored fiend but before the blood-red demon dog abomination) is an androgynous, humanoid puddle of green goo that giggles at you ''constantly'' while [[ThatOneBoss repeatedly juggling you with its energy cannon]].
* ''VideoGame/MarioAndLuigiSuperstarSaga'': Fawful, provider of the page quote above, has a very distinctive giggle. Whenever he declares [[IntentionalEngrishForFunny he has chortles]], you can expect things are going well for him.
* Tira from the ''VideoGame/SoulSeries'' fighting games (one half of the time). It can be cute or annoying, depending on your bias.
* ''Franchise/BlazBlue'':
** Arakune, though sort of difficult to call a flat-out "villain" due to being so insane he can barely function beyond basic survival instincts, is prone to giggling like the loony he is, and especially so after blocking your blows.
** [[BigBad Hazama]] is also rather prone to giggling when his [[AxCrazy Terumi]] persona slips through.
* Albedo from ''VideoGame/{{Xenosaga}}''. He can [[LaughingMad Maniacal Laugh]] with the best of them, but his giggles are even more chilling for how ''happy'' he sounds.
* ''VideoGame/StarControl'':
** Although you can't actually ''hear'' it (even in the voice-acted version), Admiral ZEX's "Hee! Hee! Hee!" still counts. His voice actor for the Japanese 3DO dub replaces it with a perverted cackle.
** Done to great effect by the cunning Plexor in ''Star Control 3''.

* King Watinga, the giant boss fly from the "Gnat Attack" game within ''VideoGame/MarioPaint'', giggles if you die while he is on the screen.
* The Infected from ''VideoGame/SurvivalCrisisZ'' have several sound effects dedicated to them, but for whatever reason females only use a distinct giggle that they repeat over and over, and several female infected can layer the sound over one another. Playing the game for an extended period of time quickly takes it over to HellIsThatNoise territory.
* ''VideoGame/TeamFortress2'': [[https://www.youtube.com/watch?v=Tbg30GKkmQM This Pyro.]] (Oh God, it's contagious!)
** The "Schadenfreude" taunt features some pretty villainous laughing/giggling.
* ''VideoGame/SpaceChannel5'': Purge has a pretty impressive laugh in the Japanese version. [[https://www.youtube.com/watch?v=N3Hho6EeFn8&feature=related And it's done by Akira Ishida, no less.]]
* Evil from Dark Blue in ''VideoGame/CustomRobo'' fits this perfectly. That creepy, high-pitched laugh that he makes every time you see him...
* In ''VideoGame/EnchantedArms'', the man who always follows the leader of the London Resistance. It's even {{Lampshade|Hanging}}d by the party in that [[OnlyKnownByTheirNickname 'the Giggling Man' is the only thing they refer to him as]]. Oh, and no surprise, he and the Resistance Leader [[ObviouslyEvil are evil]].

* Hermes, the [[JerkassGods villain]] of ''VideoGame/SheepHappens'', does a little "hehehehehe!" at the start of the race and occasionally throughout.
* ''VisualNovel/DanganronpaTriggerHappyHavoc'''s mascot character Monokuma has his distinctive "upupu~" which he likes to say at inappropriate times. The game's official dub turns this into a slightly-less awkward sounding "puhuhuhu" while the anime's dub converts it to a more cartoonish "nyuk-nyuknyuk!"
* CreepyChild Maria in ''VisualNovel/UminekoWhenTheyCry''. "[[EvilLaugh Kihihihihihihi...]]"
** As well as Bernkastel. *giggle* *giggle*

* Micah Bell of ''Videogame/RedDeadRedemption2'' is the Van Der Linde Gang's resident psychopath who is prone to creepy chuckling whenever he's particularly pleased with himself. [[spoiler:Even at the finale of the game when he gets shot by Dutch he still continues chuckling, more amused by it than anything]].
* Ayano Aishi of ''VideoGame/YandereSimulator'' will start giggling uncontrollably when her sanity is low or she's near Senpai. She can also use giggles to attract students' attention and to regain sanity, though she can also graduate to full on EvilLaugh while doing this.
* In ''VideoGame/MinecraftDungeons'', the Arch-Illager giggles whenever he summons a wave of enemies for you to fight off.
* Unknown of ''VideoGame/{{Tekken}}'' giggles and smiles quite a bit, controlling a possessed and pissed off Jun, and fulfills the villainess part by her hit effects being screaming faces (hence victims she possessed) and the walls of goo she creates are adorned with skeletons, making her at the very least murderous if not evil.
* ''VideoGame/ATinyStickerTale:'' Although more of a general troublemaker than an actual villain, Rocky the raccoon always does a distinctive giggle after pulling one of his various pranks.

** Volume 4 villain Tyrian fills this role better, though he sometimes strays into full EvilLaughter.
* Lifty and Shifty of ''WebAnimation/HappyTreeFriends''. A pair of kleptomaniac raccoons who almost always lets out giggling evil laughs.
* ''WebAnimation/CupcakesSergeantSprinkles'' has [[WesternAnimation/MyLittlePonyFriendshipIsMagic Pinkie Pie]] mutilate Rainbow Dash... all while keeping up her bubbly, giggly personality.
* WebAnimation/WolfSongTheMovie: unless showing some extreme emotion such is anger or fear, Cobalt seems to default to either this or being on the edge of laughter, which helps to signify that he is a maniac in a wolf’s body, although he does have a genuine evil laugh and when he does this, any reason is thrown out the window and you are basically screwed

[[folder:Webcomics]]
%% * {{Invoked|Trope}} in one ''Webcomic/EvilFTW''.

* ''Webcomic/GeneralProtectionFault'''s Trudy, shown in [[https://www.gpf-comics.com/archive.php?d=19990101 one of her earliest appearances]], while [[KickTheDog punting a puppy]]. This turns out to be some of her ''nicer'' behavior as events progress.
* ''Webcomic/{{Homestuck}}'':
** Terezi. [[spoiler: Later subverted when its revealed she's not really a villain, she's just [[http://www.mspaintadventures.com/?s=6&p=004446 a very strange and funny girl]].]]

* ''Franchise/{{Transformers}}'':
