27Any False Flag Operation can be used to generate a PretextForWar. If a False Flag Operation is perpetrated by an individual villain or group start a war for private benefit, it's a case of WarForFunAndProfit. If the attack is directed against the guys you're posing as (as opposed to your own), it's DressingAsTheEnemy. When done on an individual level to justify a killing, it's a SelfDefenseRuse. When they disguise ''someone else'', it's DisguisedHostageGambit. If the intent is to incite two villainous groups to wipe each other out, it can either be EvilVersusEvil or EnemyCivilWar. Thus, it is the third of UsefulNotes/TheThirtySixStratagems.

29This was named after a ruse in naval warfare whereby a vessel flew the flag of a neutral or enemy country in order to hide its true identity. However, unlike the modern definition of the term, it was originally used to deceive other ships into allowing them to move closer before attacking them, provided the attacking vessel displayed its true flag once an attack had begun. You could also interpret the term to be a shortening of "false red flag", since the person employing the tactic is planting a false red flag on their opponent to taint their reputation.
