It's like a desperate cry for attention in a "Hey, look at me! Am I not fantastic?!" kind of way, a level of ego-trip that even rivals many RealLife dictators. And then the guy [[spoiler:sets himself as a God-Emperor and TheMessiah of the Holy See, and starts bringing back the souls of the dead to amaze his new subjects]].
