63** [[TheSpymaster Agent Philip Graves]] is the man who delivers the attache cases, offering people who have been wronged a chance for ''carte blanche'' vengeance. Often having multiple hidden agendas to his actions, Graves strategically uses some attaches to gain favors or followers, and is eventually revealed to have [[FakingTheDead faked his death]] with those of his squad, the Minutemen, who he manipulates back into service. Revealed to be secretly working in conjunction with his supposed rival Augustus Medici to slowly dismantle the infamous Trust and bring it down until only Augustus, Graves and their ally Javier Vasco remain, Graves is also revealed to be [[EveryoneHasStandards a man of principle]], which separates him from the monstrous Augustus, willing to select his principles over even his life in the end.
64** [[BadassBookworm Joseph Shepherd]], the Warlord of the Trust and former Minuteman himself, is TheMentor and teacher of most of the current generation. Once a soldier in Vietnam dishonorably discharged for his homosexuality, Shepherd murdered a man who beat his lover into a coma and managed to commit such a perfect crime that not even Agent Graves was ever able to uncover how he'd done it. Allying with Graves to fool most of the Trust and fake the deaths of his charges, Shepherd [[WildCard plays his own game]] at assisting the Trust and Minutemen as suits him, ingratiating himself to both while making sure to guide his protege Wylie Times even if he knows it may mean his life after Wylie recalls Shepherd had him kill his lover Rose for betraying the Trust. Even at point of death, Shepherd is able to arm the vicious Lono with the trigger to awaken the Minutemen and his former position of Warlord.
65** [[AntiVillain Joan D'Arcy]] of the Trust stands out as the only one of the Trust members to react proactively in the war against Graves, successfully derailing a LongGame far older than herself. Joan values a peace arrangement that everyone can live with over revenge against Augustus while still trying to ensure that he'll never have the power to be a threat to anyone again. When Augustus gains the upper hand anyway, Joan makes a somewhat amused comment about being beaten by the best, even as she agrees that they need to counter what he just did. In the final issue, she seems disgusted and angry about Benito's murder even though it does seemingly counter Augustus's plans to retain power. As the Trust's control over the rampaging Minutemen vanishes, Joan is the only person present to see the wisdom of fleeing the Medici mansion.
66** [[HitmanWithAHeart Wylie Times]], "[[TokenGoodTeammate The Point Man]]", is the former leader of the Minutemen and the sharpest and most skilled of the Seven. A brilliant fighter whose motto is "[[TheGunslinger My First Shot Is My Last]]", Wylie helps to mastermind the Atlantic City Job, being the one to set fire to Roland Dietrich before allowing his memory to be erased. Wylie keeps some of his signature cleverness even as an amnesiac slacker, until his awakening in New Orleans. Using a quick ruse to obtain access to his gun and kill the corrupt hicks menacing him, Wylie storms the House of Madrid, setting up an ambush for Joseph Shepherd after slaughtering all of the Madrid guards, blaming Shepherd who had Wylie execute [[CrusadingWidow his lover Rose]] after her betrayal of the Trust. Choosing to forgive Shepherd, Wylie guards Dizzy Cordova after his death and even manages to match wits with Graves after figuring out his plans.
67** [[ConsummateProfessional Victor Ray]] is introduced giving a lecture about the history of The Trust to some criminals he aided in RobbingTheMobBank. He advises one of his wounded partners to fake dropping dead to throw off his pursuers, and when that doesn't work, helps take out those pursuers, [[CasualDangerDialogue while finishing his story in the middle of the gunfight]]. Victor has a sense of loyalty towards his fellow Minutemen--even if he's willing to manipulate them for Graves--and stops Lono from raping his one-night stand even while treating her poorly in the same scene. While he's willing to help kill children if Graves orders him, he's deeply introspective about the job that he does and spends his free time trying to atone for his actions by being a VigilanteMan, rescuing the innocent and killing people worse than himself. At the end of the story, Victor recognizes how fishy Graves' behavior is, stops following his lead, and is one of the only people who's smart enough to walk away from the fight that kills most of the remaining characters.
68** [[RetiredBadass Will Slaughter]] was a former Minuteman turned hired killer who uses assassinations to provide for his wife and three children. Taking the job to deal with Agent Graves for Joan d'Arcy, Slaughter kills ArmsDealer Arnold Rothstein to eliminate Graves' connections and then systematically dismantles all in his way with his professionalism and skill, killing Javier Vasco to force Graves and Augustus Medici to negotiate with the rest of the Trust. Finally intervening to save his son Victor Ray, Slaughter decides with too many axes being ground, it's time to [[KnowWhenToFoldEm withdraw and rejoin his family]], though not before he informs Louis "Loop" Hughes how proud his father would be of him.

70** ''ComicBook/ButtonMan'': Harry Exton is a British mercenary-turned-contract killer who joins an underground [[BloodSport Killing Game]] to kill numerous opponents at the behest of powerful sponsors known only as the Voices. Harry is a walking instrument of death who beats every other 'Button Man' sent against him through cunning far more often than brute force, either luring them into traps or [[OutGambitted out-gambitting them]] with various back-ups. Exton manages to acquire his freedom by going after the Voices themselves, blackmailing a U.S. senator with evidence of his ties to the Game, and later wiping out a CarnivalOfKillers by luring them back to his home turf with the tracking device they had planted on him before [[FakingTheDead faking his own death]] and killing off the only witness. When faced with a young woman who was convinced that he killed her father, Harry reveals that he refused to participate in what he considered to be a thug's job before teaming up with her to successfully take on the Voices. A reserved, brilliantly dangerous killer, Harry Exton's sheer force of will and talent at surviving made him a legend in the history of the Game.
71** ''ComicBook/JudgeDredd'': Yevgeny Borisenko is a veteran and survivor of the [[SpaceColdWar Apocalypse War]] who vowed revenge against Judge Dredd after witnessing the nuclear destruction of East Meg One and being permanently blinded in the process. Borisenko forms the terrorist cell the Fourth Faction, spending decades building up its ranks with devoted followers, infiltrating Mega-City One, and develop and release the [[HatePlague Chaos Bug]] inside the mega-city through his carrier agents, all the while misdirecting the Justice Department to keep the Fourth Faction's plans concealed. Despite being captured in the Mongolian Free State, Borisenko arranges his own murder ahead of time to avoid being interrogated, and through stoking public distrust against the Judges to subvert quarantine measures, causes the plague to envelop and nearly wipe out the entire city and emerge utterly victorious over the formidable Judge Dredd himself.
72* ''ComicBook/{{Absolution}}'': [[AntiHero John Dusk]] is an Enhancile and superhero who has grown disillusioned with the supposed lenient justice system, and sets out to dispense his own brand of lethal justice on the vile criminals of the world. Pulling off several assassinations of pedophiles, rapists, and mass murderers across New York City, using his powers to switch things up when the police begin to catch on to a vigilante, John continues to associate with various Enhancile friends, even saving his partner Alpha's children at the cost of exposing himself as the vigilante killer. Recruiting former professional killer Happy Kitty as a sidekick, John goes on the run and becomes a local legend and icon, earning the adoration of a massive chunk of New York's civilians for cleaning up the streets. Even when the vicious Polymath lays waste to New York and defeats John, John returns and brillaintly outsmarts and kills his old foe, after which he murders the crooked mayor of New York himself to eliminate the last major opponent between himself and absolute power to eliminate crime in his city.
73* ''ComicBook/AgeOfReptiles''' "The Hunt": The ''Allosaurus'' seeks vengeance on a pack of ceratosaurs that killed his mother, displaying his first signs of tactical knowledge as an adolescent by luring the pack into a trap, then attempting to kill them by triggering a rockslide. As an adult, the ''Allosaurus'' comes across the pack again and proceeds to hunt them and kill them one by one, taking one out in a surprise attack by using the carcasses left behind by a tidal wave as cover, and countering their ability to change the colour of their skins by luring them into shallow water. Upon learning that the last remaining ceratosaur is a mother, the ''Allosaurus'' abandons his hunt, not wanting the ceratosaur’s babies to grow up motherless like him.
74* ''ComicBook/AfterlifeWithArchie'': [[FriendlyNeighborhoodVampire Josephine "Josie" McCoy]], the most popular singer around, is the head of the band "Franchise/JosieAndThePussycats". In truth, Josie is a century-old vampire who turned her bandmates. After slaughtering [[TheKlan the Ku Klux Klan]] members in the area, Josie puts on a front as a mortal singer to do what she loves, having also [[BeenThereShapedHistory helped the Allies against the Nazis]] in the [[UsefulNotes/WorldWarII Second World War]]. After delivering an interview on her past, Josie reveals she lured the interviewer over as she despises the music hit pieces he writes, revealing she missed the "hunting ways" to bring him as a special treat for her and her "sisters".
75* ''ComicBook/AmericanBornChinese'': Sun Wukong, the Monkey King of Flower-Fruit Mountain and self-styled "Great Sage, Equal of Heaven", is the master of Twelve Major Disciplines of Kung-Fu, granting him mastery over immortality, invincibility, and bodily form. Going on a rampage throughout the heavens when the other immortals mocked him for being a monkey, Sun Wukong came to accept himself with the help of [[{{God}} Tze-Yo-Tzuh]] and the monk Wong Lai-Tsao, becoming a wise, devoted follower of the former. When his son, Wei-Chan, abandons his own test of virtue after a falling-out with his human friend Jin Wang, Sun Wukong takes the guise of Jin's Chinese cousin Chin-Kee, an obnoxiously offensive caricature of Asian stereotypes. Visiting Jin every year and embarrassing him into switching schools every time, the Monkey King helps Jin accept that some will always view him with these harmful stereotypes but that he shouldn't allow their views to control his life, and helps him make amends with Wei-Chan.
76* ''ComicBook/BackToBrooklyn'': [[AntiHero Bob Saetta]] is a ruthless, high-ranking Brooklyn mobster who turns against the mob when he finds out the head of his family, Bob's [[CainAndAbel own brother]], Paul "The Wall" Saetta, is also a [[WouldHurtAChild murderous pedophile]]. [[PapaWolf Wanting to protect his son]] and wife from Paul, and also to protect his family's name, Bob goes on an effective [[RoaringRampageOfRevenge single-handed crusade]] against the mob family. Using both brutal violence as well as clever stratagems: at one point tricking one of Paul's top henchmen and others into getting killed by guard dogs, Bob takes down most if not all of the family. In the end, Bob kills his racist mother after she reveals she had helped Paul; his wife when she boasts about filming Paul's videos and was even willing to have Paul rape her own son; and, after a vicious final fight, Paul himself before finally rescuing his son.
77* ''[[ComicBook/BlackbeardLegendOfThePyrateKing Blackbeard: Legend of the Pyrate King]]'', by Eduardo Sanchez & Gregg Hale: Edward Teach, aka "UsefulNotes/{{Blackbeard}}", was a sailor whose impressive guile and determination caught the eye of a pirate who made him a valuable part of his crew. Blackbeard quickly gains a knack for being able to help pillage ships, using his smarts to fend off opponents. Eventually coming into his own and charming a French ship's crew into coming over to his side, Blackbeard begins a one man crusade against passing ships, hoping for both glory and infamy. Blackbeard is a master at manipulation and intentionally spreads fear to make them surrender more easily and even lets sailors go to spread the word of his infamy and help increase the chance of ships surrendering more easily. A man who came from nothing and possesses genuine standards and friendships, Blackbeard decides to go out with all guns blazing, proving himself one of the sea's greatest legends.
78* ''ComicBook/BlackMoonChronicles'':
79** Pazuzu, the father of Wismerhill, is a demon prince who frequently plays chess with his master [[{{Satan}} Lucifer]], always letting the infernal High Prince win to avoid his wrath. Agreeing to play a CosmicChessGame with the world as their board, Pazuzu and Lucifer both father a child on Earth, then give them resources to battle each other over its fate. Pazuzu seduces a beautiful, lonely woman by disguising himself as a dark elven prince, then sacrifices her after she gives birth to his son to give Wismerhill a motivational tragedy. Watching his son from the shadows his whole life as he goes out and builds an army, Pazuzu only directly intervenes to tell Wismerhill that Lucifer's son, the wicked Haazheel Thorne, has opened the [[HellGate Gates of Hell]] and instructs him to close it. Pazuzu stands out from most of his fellow demons with his charming personality and cunning to match his deviousness, playing a long game that ultimately allowed him to beat the great Lucifer.
80** Greldinard, born as "Dinard", was a human adopted by an orc woman who melded her stillborn baby with the human infant. After his tribe was slaughtered by humans, Dinard was taken as a slave by the humans. Organizing a slave revolt, Dinard slaughtered their captors and killed the only human who had treated him with kindness swiftly and painlessly so he would not be tortured by the other orcs. Eventually taming a Krell beast by getting his mother's soul to help him, Dinard joined Haazheel Thorn's Black Moon as the evil sorcerer's right-hand, being rechristened as "Greldinard" by Haazheel. Serving Haazheel with tactical genius and leading the Black Moon to many victories, Greldinard helps to arrange the seeming ruination of the Black Moon to rebuild in secret, only to later turn away from Haazheel in disgust when he realizes the monster his master truly is.
81* ''ComicBook/BlakeAndMortimer'': Whether it's their ArchEnemy Olrik or various [[VillainOfTheWeek Villains of the Week]], Blake and Mortimer faced multiple enemies. However, the following stood out by their sheer brilliance:
82** Under Edgar P. Jacobs' pen, Colonel Olrik himself is Blake and Mortimer's most frequent foe and a mercenary. A NoNonsenseNemesis: Olrik constantly tried to make sure that Blake and Mortimer were truly dead when they tried to fake their deaths in ''The Secret of the Swordfish''; immediately sent assassins after Mortimer once he learned he was in Japan in ''Professor Sató's Three Formulae'', and immediately kills Kisin once he learns that he is a traitor in ''Atlantis Mystery''. A brilliant MasterOfDisguise, Olrik fools even the observant heroes with his getups, even changing his personality and accent. A master of improvisation, he out-smarted Blake and the police on Paris' roofs in ''S.O.S. Meteors: Mortimer in Paris'' and forcs Blake and the police to let him escape by threatening Mortimer and Sató's lives in ''Professor Sató's Three Formulae''. [[KansasCityShuffle Proficient in the art of distraction]], Olrik triggers an explosion to distract everyone while he steals the necklace in ''The Necklace Affair'' and has his men sabotage Blake and Mortimer's car while he infiltrates Mortimer's apartment in ''Atlantis Mystery''. A charming and cunning character, Olrik is one of the most beloved villains in all Franco-Belgian comics.
83** Introduced as a pleasant scientist working with Olrik in ''S.O.S. Meteors: Mortimer in Paris'', [[MadScientist Professor Miloch Georgevitch]] is left irremediably irradiated and dying after the album's events, and plans to get revenge on Mortimer, becoming the ''Time Trap'' album's main antagonist. Creating a time machine, Miloch dies soon afterwards but left the machine to Mortimer as inheritance, [[BatmanGambit playing on his scientific curiosity to manipulate him into using it]]. Having rigged the machine, Miloch first attempts to lock Mortimer in several eras, from prehistory to the future. When Mortimer manages to find a way back in the present, it turns out [[CrazyPrepared Miloch had planned for that possibility as well]], leaving a bomb set to blow up the machine with Mortimer inside it case it happens. [[EvilIsHammy Hammy]], [[AffablyEvil polite]] and brilliant, Miloch proved to be a worthy adversary even after his death.
84** ''The Oath of the Five Lords'': [[BigBadDuumvirate John Hastings (né Lawless) and Lisa Pantry (née Elisabeth Lawless)]] are Allister Lawless' children who blames the TE Spirit Society for [[YouKilledMyFather their father's demise]]. In their quest for revenge, they prove to be brilliant manipulators, with Lisa seducing Alfred Clayton and allowing John to later switching identities with him to create their cover, while Lisa becomes [[BitchInSheepsClothing the seemingly nice assistant]] of Professor Diging in the Ashmolean Museum, and John masquerades as Diging's aide as the [[ObfuscatingInsanity supposedly mentally ill Alfred Clayton]]. Meanwhile, they steal the parts of Lawrence's manuscript hidden by the society in several objects through the museum and kill the Society's members. When Mortimer hides in his room one of the objects, John retrieves it from there, having spied on him. Lisa is even responsible for Mortimer's involvement, convincing Diging to ask for his help regarding the thefts, [[BatmanGambit which would lure out Blake, Mortimer's best friend and a member of the Society]]. By the climax, Lisa's true nature was still unknown and the siblings retrieve all the parts of the manuscript, having killed all but one member of the society, proving to be unexpectedly competent antagonists despite their young age and low resources.
85** ''The Septimus Wave'': [[FemmeFatale Lady Lisbeth Rowana]] is a young and charming "inconsolable widow" with a history of marrying ailing men to [[GoldDigger inherit their fortune upon their deaths]]. An admirer of [[Recap/TheYellowM Professor Septimus's work]], she joins [[BigBadDuumvirate police Lieutenant McFarlane, banker Oscar Balley and Professor Evangely]] and plans to use Septimus' original Guinea Pig, Olrik and brainwash him into doing what their bidding. When she meets Mortimer by accident in the Bedlam Hospice, she easily charms him and invites him to a private party with the intention of using his genius to continue Septimus' work. When the Septimus army attempts to retrieve Olrik, Evangely, Rowana and [=McFarlane=] make an alliance with Mortimer and Olrik which proves useful to them, as the latter two managed to stop the phenomenon. During their escape from the Septimus army, Evangely and Rowana takes advantage of Olrik briefly having a seizure while Mortimer tends to him to leave them behind, [[KarmaHoudini thus suffering no consequences for their actions]].
86* ''ComicBook/Block109'': Grand Master Zytek was once a member of the anti-Nazi resistance who pledged to [[TheMole infiltrate the Nazi German hierarchy]] in order to destroy it from within. Zytek assassinates Adolf Hitler himself, which inadvertently causes a more effective leadership to take charge of the Third Reich and escalate the war, destroying much of the world population in a full-scale nuclear attack, along with Zytek's beloved family. Zytek later [[MoleInCharge becomes ultimate leader]], using his private paramilitary organization the Teutonic Order to foil his enemies within the Reich, stopping an attempted coup d'etat by his ambitious rival Reinhard Heydrich before he can even put it into action, and wipes out the rest of the Nazi leadership in one fell swoop for their crimes against humanity. Zytek's ultimate plan is to destroy the major warring powers in a nuclear apocalypse while allowing a select group of people from the Reich and other populations around the world to survive and rebuild civilization. A charismatic leader who inspires nothing but [[AFatherToHisMen total devotion from his men]] because of his convictions and courage in battle, Zytek is a [[TragicVillain deeply tragic figure]] who ultimately dies in a valiant last stand to rid the world of its worst evils and [[WellIntentionedExtremist save mankind in the long run]].
87* ''ComicBook/TheBoys'': [[VillainProtagonist William "Billy" Butcher]] leads the titular squad, [[StartOfDarkness driven to hatred against superheroes after one raped his wife]], later causing her death. Ruthlessly efficient in his operations, Butcher will take any means necessary to achieve his objectives and constantly shows his brilliance in taking down the legions of superheroes of the Vought-American, using a detonator to kill 150 before they can launch an attack and holds the Vought's most powerful group, the Seven, at a standstill with photos for {{blackmail}}. Personally defeating most of the high-ranked group Payback with pure tactical acumen, Butcher also devises a plan to respond to the Homelander's uprising by recommending specialized warheads to the American military, killing scores of superheroes with targeting devices. After avenging his wife, Butcher puts forth a plan to eradicate all superheroes via bioweapon, coming to [[NearVillainVictory near victory]] before foregoing his chance to instead save his protege, dying happy to instead save someone he loves.
88* ''ComicBook/BuckyOHareAndTheToadWars'': Al Negator is a [[BountyHunter greedy mercenary]] hired by the [[TheEmpire Toad Empire]] to steal the defense code for the planet Genus and poses as an engineer to gain access to Bucky O'Hare's ship. Al Negator then locks Bucky and his crew out of the computer room, steals the codes and sabotages Bucky's ship to escape. Later Al Negator meets Bucky's human ally Willie Dewitt and is seemingly tricked into giving up the codes but uses a copy he made to give to the Toads. Later, Al Negator helps the Toads set up a defense shield on the Koala planet after the Toads conquer it and puts a killer bee bomb on the Toad Air Marshall to ensure he gets paid. In his last appearance, Al Negator places a spy on the United Animal Security Council and makes a plan to help the Toads break up an alliance between the United Animal Security Council and the Corsair Canards, by [[FalseFlagOperation disguising Toads]] as Canards and making it look like they have returned to piracy. Bucky foils this scheme and captures Al Negator but he gives up the identity of the spy in exchange for his freedom.
89* ''ComicBook/TheCartoonHistoryOfTheUniverse'': [[UnscrupulousHero Themistocles]] proves one of the most cunning and charismatic individuals Ancient Athens ever produced. Born the son of a vegetable vendor, he [[SelfMadeMan rises to become one of the city's leading political voices]], and ostracizes most of his major rivals. Recognizing that the Persian Empire still poses a threat, he recommends that Athens use a rich vein of silver to build a powerful navy. When [[UsefulNotes/GrecoPersianWars Persia invades Greece again]], he fails to gain command of the allied navy, but bribes Spartan admiral Eurybiades into going along with him. After the initial strategy to stop the Persians fails and Athens is destroyed, he successfully lures the Persian fleet into a trap at the [[DecisiveBattle Battle of Salamis]], turning the tide of the war. Once the Persians are defeated, the Athenians return to the rubble of their city to rebuild, but the Spartans forbid them to rebuild their city walls. But Themistocles successfully has them rebuilt on the sly by distracting the Spartans with fake negotiations. A fearless person who nearly succeeds in blowing the place up himself, he goes toe to toe with Esperanza and Jane and nearly eggs the upper hand and when left for dead by the two, still manages to kill several Crossed even without a hand, and [[DefiantToTheEnd simply curses the infected Alejandro before he himself is infected]]. Despite his infection, he manages to get the [[PosthumousVillainVictory last laugh]], with Esperanza and Jane deciding to activate the bombs to wipe out the entire Crossed horde, including the infected Sutter, and his last trap even manages to get Alejandro, showing Sutter won in the end.

Not fearing Boss Yamada for betraying him and showing to be capable to wiping out the Crossed horde inside the building, even personally ordering the wipe out of the last remaining ones himself, Satoshi agrees that since they are cornered and have nowhere to go, they decide to make a LastStand against the Crossed. Having himself and his friends willingly infected by Hazuki, Satoshi and his friends all end up fighting side by side in a glorious death as friends against the Crossed Horde outside.

Crippling Shaky to [[LeftForDead leave for bait]] after deciding he's too dangerous to keep around, Rab manages to get the rest of his people to safety, winning against Aoleinne's Crossed.

Later reuniting with Asirosamiro prior to the final battle, she confesses that the children she attempted to kill were Kai's ancestors, and makes it up to Kai by dressing in identical armor to him to lure his brainwashed sister Toshi. Toshi kills Nidoru when her ruse is discovered, but her sacrifice buys Kai the opening he needs to assassinate Aratsu.
105** [[TheGrimReaper The Gleaner]] is one of the "faces" of the God of Death, so powerful as to terrify even Aratsu. Appearing as a writhing mass of scythe-tipped tentacles, she reveals herself after Toshi Hara defeats two of her subordinates, threatening to harvest her soul unless she passes a difficult test. When Toshi succeeds, the Gleaner [[GracefulLoser lets her go on her way]] and resurrects her dog Sen for her. When the final showdown with Aratsu arrives, she allows the villain to be fed false information that she would not be assisting the alliance against him, only to suddenly appear and harvest all of his remaining forces. After Kai is killed in the fighting, the Gleaner is so impressed by the Hara siblings' tenacity that she breaks her own rules to allow Toshi a chance to resurrect him.

During TheGreatFlood, Shrae fends off plots from the vampire Nex and easily disables him by poisoning the rains with his magic blood, later being able to outwit and destroy the mother of monsters Echidna herself.

Though captured by her former friends, Ash confronts her own flaws and closeted genderfluidity. Ultimately, Ash answers the Grandmaster's question and ensures she and her friends can resume their normal lives having accepted who they are as a person.

When its question is answered by Ash, who demands to leave, the Grandmaster [[GracefulLoser genuinely thanks them for playing and lets them return home with no further consequence]].

After being put on house arrest due to murdering Gabbatha on his wedding day, Horn's benefactor, La Mantia, launches an invasion on Los Angeles and threatens Horn into joining Promethean. Horn rejects his proposal, kills La Mantia, and single-handedly stops the invasion. When Douglas Shore wins a mayoral election, Horn meets with Shore and informs him that he'll be running Shore's entire term in office behind closed doors, having already planted his own agents within Shore's staff just to ensure Horn still has full control over the city.

When Archangel Gabriel comes too close to the truth, Tobias has Damien lure him out and kill him before giving Jonah motivation to fight during the final round of Epoch and resulting in Tobias being chosen leader of the Supernatural Council. A master player, Tobias leaves all the characters either in the dark about his true nature or dead through his manipulations.

Tiamat removed that knowledge from Ray's head, just to torment Gozer before she destroys him. Tiamat returns in the [[IntraFranchiseCrossover Crossing Over]] mini-series, after two Ghostbusters, Ron Alexander, and Dr. Jillian Holtzmann, invent a dimensional portal that allows Ghostbusters from across the multiverse to interact. Tiamat takes the form of Dana Barret and when Peter Venkman is a coma, she encourages him to convince the other Ghostbusters to bust ghosts across the multiverse, knowing that will cause chaos across the multiverse.

Not long after being freed, Trundle quickly retakes the leadership of trolls with his mere presence and easily reaches the city, [[ThanatosGambit only to get killed by Safety Patrol on purpose]], so Amma would be forced to rise up and defend her children. In the end, Trundle's actions are what finally allowed Amma and her children to [[PosthumousVillainVictory reunite]], even if not the way he wanted.

Finally ascending to becoming the Emperor of the Viltrumites, Nolan attempts to lead his people into a new age of peace and tolerance.

Trapping Invincible in the alternate Earth, Robot launches a coup against the Global Defense Agency and purges of many of Earth's heroes, leading to Robot effectively [[TakeOverTheWorld taking over the Earth]]. Under his rule war and poverty are almost completely eradicated, his efforts causing any potential resistance to fizzle out and forcing Invincible to leave Earth. Even after his defeat following a fatal error, Invincible, seeing that Robot has benefited humanity, preserved his brain to allow Robot to continue guiding humanity from the shadows, but restrained enough to prevent him from seeking absolute power again.

Failing to eliminate the President, due to his refusal to have Judge Dredd killed, Fargo got his plans back on track after Booth killed the President instead, outmaneuvering Dredd and putting him in suspended animation, before he became the only police power in the city. After Booth reduced the world to a Nuclear Wasteland and became a tyrant, Fargo has people accept his leadership and wages a war on Booth, eventually defeating him and taking full control of Mega City One. Completing his creation of the perfect justice system, Fargo became a legend, bringing justice to the city at last, being brought down only by his desire to make Dredd his successor and expectation for him to follow his plan.
138** ''ComicBook/DreddFuries'', by Arthur Wyatt: In this sequel to ''Film/{{Dredd}}'', the "Techie" is a former minion of Ma-Ma forced into the life of crime. Starting off as meek and cowardly, the Techie [[TookALevelInBadass becomes more cunning, effective and fearless]]. Taking the name of Bill Huxley, the Techie managed to build a family, only for Judge Dredd to cause him to be fired from his work, forcing him to turn to crime again. Assisting the Erinyes Crew to enter the Penthouse to kill the guards and steal a Pearl, Techie immediately became reluctant when he discovered that Pearl was a little girl. Taking the situation into his control, Techie has the Erinyes Crew follow him and when they try to get rid of him effortlessly defeats them by unleashing the factory's robots on them, alerting the Judges to their location, while he leaves Pearl to be rescued. In the end, the Techie hacks all of the bank accounts of the Erinyes Crew and steals their connections and wealth, taunting them before their deaths and evades the Judges, using his newfound power to take care of his family from afar.

140*** Judge Berger is daughter of two botanists, who survived through the events of Necropolis, when the Dark Judges took over Mega-City One and started massacring people by the millions. Witnessing her parents deaths, Berger saw everything as a proof that the Justice System was flawed and needed to be fixed. Becoming a Judge, Berger tries everything she can to try to fix the system and reduce the crime rate, only for her ideas to be constantly rejected, leading to her coming across the drug "Green" and modifying it, sneaking it inside the Justice Department and unleashing it upon the city, transforming the entirety of Mega-City One into grass and merging the minds of all its inhabitants, including herself, with everyone being helpless to stop her. Taking full control of the "Green" and building her "perfect world" there, where crime was near nonexistent and everyone was happy, Berger later earns a full trust of Lolo, while later dominating Dredd upon meeting him and unleashing the copies of his rouge gallery to show him how chaotic was the "old" world.
141*** "Annual: The Red Judges": Chief Judge Goodman was the past head of the Justice Department, when the Justice System was only first being implemented. Summoning the newest Judge Estevez, he leads the squad of Red Judges through him to wipe out all the resistance to the system. Though Red Judges took heavy losses, he managed to succeed in their goal, Goodman then sent them to the Decompress, while then revealing to Estevez that he knew about his criminal past and orders him to go with the Red Judges, seemingly to transport criminals to Titan, while in reality he was ordered to blow up the place and annihilate the Red Judges completely, with all the criminals and staff deemed "collateral damage". As soon as it was over, Goodman wipes out any mention of Estevez and Red Judges from the database, effectively erasing the Red Judges from history for a long time.
142* ''CombicBook/JugheadTheHunger'', by Frank Tieri and Michael Walsh: [[AdaptationalIntelligence Far craftier than his mainstream counterpart]], Jughead’s affable cousin, Bingo Wilkins, works for the sake of FP Jones to get his family to embrace their werewolf sides. Upon finding out that Jughead awakened his lycanthropy, Bingo [[FakingTheDead fakes his own death]] to get the Coopers off his tail, allowing him to keep an eye on his cousin. Sabotaging Jughead when he tries to live a peaceful life at the circus, Bingo attempts to sway Jughead to his side, triggering Jughead’s werewolf transformation when Jughead rejects his offer to teach his cousin how to hunt. After saving Jughead’s life when they’re ambushed by Archie and the Coopers, Bingo later attempts to bring Jellybean to FP. To buy time for this, he triggers Jughead’s werewolf state and has him attack Archie and Betty, allowing Bingo to reach Jellybean [[TheBadGuyWins and successfully convince her to come with him]]. Slipping himself and his family out of one grim scenario after another, Bingo almost always has a trick up his sleeve.

Encountering a group of innocent survivors, The Pilgrim tries to groom the ten-year-old Billy to follow his religion, while manipulating everybody and using the group as a bait to lure the vile Buckers gang to their deaths. Genuinely caring for Billy, the Pilgrim is forced to have the boy sacrifice himself to detonate a bomb and kill the leader of the Buckers. Later encountering the last survivors of the world, the Pilgrim protects them from killer parasites and when tricked by the monsters to travel far away from the survivors--which leads to most of them being killed--the Pilgrim rejects Christianity and saves the last two survivors, [[HeroicSacrifice killing himself to defeat the parasites]], while giving the survivors Billy's diary as "the only book worth to be preserved".

Blackmailing Dimitri and telling him the truth, they successfully manage to cast suspicion on the former Nazi. Discovering Von Ausch's real nature as the demon Beelzebub, Ava manages to stop his plan to kill the Soviet leadership and forces him to escape to Hell. Leading the Soviet invasion of Hell, Ava proves to be a capable leader before revealing her real nature as Lucifer and using a nuke to heavily injure Beelzebub. Trying to reach Heaven, Lucifer confronts Beelzebub again before discovering that her goal is completely impossible and losing Dimitri. Falling again with Beelzebub, Lucifer embraces her nature and allies with Beelzebub to cause chaos in the world. In the end, Ava Kirova is a brilliant scientist that manages to manipulate the ruthless leaders of the URSS and Lucifer shows that despite the cruelty of Beelzebub, she is the actual ruler of Hell.

Even when exposed and sent on the run by pursuing governments, the Killer sets his family up in a hidden village, amicably parts ways with his compatriots and disappears without a trace, musing to himself that even if he's eventually found and made to pay for his crimes, he's content with the way he's lived his life.

With a keen eye for any potential threats and the ruthlessness to round up and execute a group of hired thugs sent to spy on him, Haywood ends the comic assuming direct control of the oil company for himself after Mariano's drug abuse and death, having predicted such a circumstance and sending the Killer off with friendly words while revealing his intent to live large for as long as he can in case his past as a deadly CIA agent ever comes back to haunt him.

A genius tactician who has made his own way as one of the Emperor's CoDragons, Karza assassinates the Emperor's son Red Falcon when he becomes insane and detrimental to the empire, then puts the Emperor himself into stasis until the empire is in a more peaceful era for him to rule. Karza does anything and everything he can to halt the approach of the Entropy Storm, fighting his fellow baron of science Daigon when the man tries to control and understand the storm, and even following the Micronauts into the storm itself in his quest to save Microspace from it. After spending eons inside the storm and discovering the creator of Microspace, Micronus Prime, Karza decides that Microspace needs to both be saved from the Entropy Storm, and to be guided into a utopia with his own hand, and to this end, teams up with everyone from the Micronauts themselves to the monstrous Dire Wraiths to use in various attempts to halt the Entropy Storm, always ready with a scheme or backstab to gain the upper hand over his supposed allies. In the end, Karza gets exactly what he wants as he uses the Micronauts and Dire Wraiths as puppets to banish the Entropy Storm from Microspace, then returns to his home hailed as a beloved hero, ready to take the reigns and rule Microspace with a firm but steady hand.

After stealing from them an ancient Egyptian coin by making a hole in their wall and safe, Chapeau evades capture throughout the story using the large amount of tools in his hat that range from explosives, to mechanical arms, to even living animals, with him being able to [[SuperReflexes activate the one he needs in the exact situation in an instant]]. Even when they managed to take his hat from him, [[CrazyPrepared he just donned another one]]. Many years after his defeat, he would [[VillainTeamUp work with many other previous villains]] in the series to claim revenge on Mortadelo and Filemón, while still using his hat's various devices to end them.
154** "[[ComicBook/LaBandaDeLosGuiris La Banda de los Guiris]]": [[YellowPeril The unnamed Chinese criminal]] stands out as the most clever and scheming member of the titular band thanks to his [[TheTrickster large array of tricks]], as he fools several civilians with traps such as a camera [[ExtendoBoxingGlove that deploys a punching glove]] when used or a fake cockroach that when stomped makes a wall fall on the victim in order to mug them once they're KO. When Mortadelo and Filemón attempt to arrest him, he uses many techniques such as a fake arm connected to the inside of a streetlight or dressing a cactus like himself to avoid them, while once managing to make an attempt to tie him end with the duo tied together instead.
155* ''ComicBook/{{Preacher}}'': [[BadassPreacher Jesse Custer]] was a disillusioned priest until being made host to Genesis and granted the [[CompellingVoice Word of God]]. Learning God had fled heaven fearing Genesis' power, Jesse sets out to find answers, hunting for the creator while [[PayEvilUntoEvil punishing evil across the world]]. A cunning former criminal, Jesse uses trickery to stop the Saint of Killers, God's new nigh-unstoppable hitman and quickly surmises God's [[JerkassGods selfish motives]], devoting himself to stopping Him. Starting a partnership with [[Characters/RickAndMortyRickSanchez Rick Sanchez]] and buying weapons from him, Krombopulos Michael quickly becomes friends with him and commits multiple assassinations, at one point easily killing a Cromulon, before he meets a female Gromflomite, with whom he falls in love and marries. Not losing his friendly and jovial attitude, Krombopulos Michael is only killed due to a factor [[DidntSeeThatComing he never could have foreseen]]: [[Characters/RickAndMortyMortySmith Morty]] crashing Rick's car into him while he was on a mission.
158** "Rick and Morty Presents: Krombopulos Michael": As [[AffablyEvil charming and jovial]] as ever, [[BloodKnight Krombopulos Michael]] loved killing since he was a child, initially trying to seek help from a psychiatrist, only for this to fail to stop his depression from a life without murder. After meeting Rick Sanchez when he was young and getting his first gun from him, he [[InstantExpert immediately put it to good use]] by killing off the aliens who chased Rick. Easily tracking down Rick each time to buy weapons from him, forcing Rick to mark out a special place where they can make deals, Krombopulos Michael pays a female Gromflomite to make business cards for him, with his home adrdess written on them, openly saying that if someone decided to use them to track him down and try to kill him, [[DissonantSerenity it's simply "more killing" for him to do]]. Extremely friendly with Rick, Krombopulos Michael easily hacks his car to enter it without permission to give him a birthday present and commits many assassinations, while remaining untouchable all the way.

Repeatedly a step ahead of pursuers until the end, Michael wages an effective war against the most powerful mob in the country with only his son, skills and cunning.

Once Shunka realizes he has been played, it is too late: Crane returns to retake control, dismissing Shunka with absolutely nothing to connect him to any of the murders, his position utterly secure.

Once her husband dies, Shi Xiu takes over the pirates by making her husband's adopted son Baozai her lover, ruling through him, and even forcing the government to eventually give into her demands and granting her full amnesty and fabulous wealth in retirement. Easily the most successful pirate who ever lived, Shi Xiu ends her days a wealthy owner of a gambling house with the knowledge that she rose to decide her fate for herself.
162* ''ComicBook/StreetFighterVsDarkstalkers'': Locked away in the void between worlds following a failed coup to conquer the Makai, [[DemonLordsAndArchdevils Jedah Domah]] found [[EnlightenedAntagonist enlightenment]] and [[WellIntentionedExtremist sought to bring peace to the universe in his own twisted way]]. Swaying Lilith to his side under the promise she would be able to fuse with Morrigan again, Jedah has the Street Fighters and the Darkstalkers transported to his own personal realm, the Majigen, and uses the chaotic fighting between them to generate negative energy for his schemes. Tricking Gill into channeling the energy for him, Jedah creates his "fetus of God", a monstrous, demonic child with the purpose of devouring the souls of all who live, united into a single consciousness, [[TheEvilsOfFreeWill free from their own individuality]]. The Praetorian. Outsmarting The Bastard and succeeding in stealing the money, Johnny and his crew ends the series using the wealth they stolen to live their happy lives. But not before incriminating the gang of supervillains of the theft which just to keep The Bastard from tracking them down.

He also kidnaps Professor Calculus for putting on a bracelet belonging to the former king, and smuggles him to Peru with the intention of executing him for sacrilege. However, when Tintin tells the Incan Prince that the explorers were well-intentioned people who wanted to educate the world about the Incan Civilization, Chiquito willingly destroys the figures upon the prince's orders, freeing his victims from their curse.

He saves Tintin and company from a volcanic eruption by hypnotizing them into entering a flying saucer, erasing their memory of the events of the story, and depositing them on a dinghy in the ocean, though still leaving them dazed and at the mercy of the volcano.

Proclaiming himself the Navigator's ArchEnemy, the Horse pulls off a variety of brilliant crimes--often exposing those he kills to have been {{Asshole Victim}}s to further his manipulation of the Navigator--and, upon deeming the Navigator superior, turns himself in, believing his job to be done in bettering he hero. However, when the Navigator shows a crippling dependency on the Horse, the supervillain arranges his release and, deciding the Navigator isn't the hero he thought he was, murders him and takes up his identity to be the best hero the world has ever seen, giving the Navigator a peaceful death and helping him conquer his inner demons as a final gift to his nemesis, who the Horse also considered a true friend.

Evading the Death Dealers for months and keeping his group assured in his leadership, whenever they doubt his goals, Lucian led his group in stealing and devouring a livestock from a local tribe and upon being attacked by the vampires, quickly managed to hide himself and nearly all of his fellow Lycans from them. Recognizing Raze's fighting skills, Lucian organized his escape from the Death Dealers and then turned him into a Lycan, fully knowing that his need for revenge will lead him to slaughter the Death Dealers and his lycanthropy will lead him to being banished from his tribe, leaving him no choice, but to join Lucian's group.

When the vampire in charge reveals a ten year old boy as well, Calder pardons the boy using his authority as Primogen but allows Ali to mercy-kill the nurse of Cecily's human sister. Helping in the downfall of Ali's plots, Calder ends as the Sheriff under Prince Cecily, still weaving his plans and sparing his arch-rival Erin Runningbear once she gives him the information he needs.
175** [[TheMole Alejandra "Ali" DeLuna]] is the daughter of famed Hunter "The Mortician". Having been sired by an unknown vampire thanks to her father feeding her to it, Ali allows Cecily to take her in while she learns all she can from the older vampire. Finally realizing [[AmbitionIsEvil what she wants most is power]], Ali fakes the death of a young hunter and gives information to the Mortician's Army to bring them all down upon the Camarilla's heads. Ali proceeds to position Cecily to intervene and betrays the Hunters to massacre them so [[EngineeredHeroics she and Cecily can be heroes]]. When her plans fail, Ali allows Cecily to diablerize her, all to make Cecily a feared Prince while Ali lives on within her.
176* ''ComicBook/VForVendetta'': [[VillainProtagonist "V"]] is a masked revolutionary dedicating to crafting "The Land of Do-As-You-Please" from the fascist hellhole Britain has become. Destroying Parliament, V later seizes control of the broadcasting center of London to inform the country of his intentions and escapes by having the station head dressed up as him and used as a decoy. Slowly eliminating all of those at the Larkhill Concentration Camp who could have identified him, V is revealed to be manipulating almost everyone else, hacking into Britain's dictator, Adam Susan's supercomputer and guiding a widow of a man he'd killed to eliminate Susan. V proceeds to force Evey Hamilton into being his successor by forcing her to accept her true self under torture, and later even works his own death into his plans to convince Evey to become his successor and tear down the established order.

When walkers break up the MexicanStandoff, Martínez convinces Lilly’s group and the Governor’s men to work together and save each other and destroy the Walkers, managing to get back into Governor’s good graces. He manages to save Rick, Michonne and Glenn from imprisonment and manages to sneak them out of Woodbury undetected, knocking out several guards without any suspicion and when they got to the prison, [[TheMole Martínez]] slipped away from the prison, revealing to have been ordered by the Governor to gain Rick’s trust and gain intel on their location to bring it back to them. After getting tracked down and run over by Rick, Martínez [[FaceDeathWithDignity shows no fear in his death]], only claiming to go and being families to the prison for their safety before, in his last breath, [[NotSoDifferentRemark comparing Rick’s brutality to the Governor himself]].

Ultimately, Veidt's plan is a success, executing his master stroke thirty-five minutes before it can ever be intercepted, afterwards proclaiming he'll thrust the world upward into a utopia of his own design. Calculated, unfettered, and ruthless while still remaining human enough to feel remorse over the horrors he's committed, Ozymandias is one of the most intelligent and morally complex characters to have come out of [[MediaNotes/TheDarkAgeOfComicBooks the Dark Age]].

The Killer [[FakingTheDead fakes his own death]] so that Wesley will inherit his seat at the Fraternity and make a name for himself, then destroy the diabolical Mr. Rictus in an EnemyCivilWar and take over from the Professor. Feeling his own age, the Killer knows that his days are numbered, and considers the only person worth killing him to be the one to carry on his legacy. Smooth, scheming, and deadly lethal, the Killer stands out as the most dignified of the comic's [[CardCarryingVillain Card-Carrying Villains]].

After Vic, the leader of the Two Fours is captured and tortured until she reveals the location of their base, American forces attack the giant mine the Two Fours were hold up in. Defeating the American forces, Amber discovers the mine contains arsenic and will poison a nearby lake if destroyed. Knowing the US forces invaded Canada to take its freshwater, Amber hijacks an American military jet and uses it to get aboard the main American airship. Amber reveals to the main American administrator that she is wearing a [[SuicideAttack suicide vest]] and is holding a [[DeadMansSwitch dead man trigger]]. Amber sees through the American administrator's attempts to dissuade her and sets off the bomb, causing the airship to crash into the mine.

After doing so, he sets his plan in motion in ''Artifacts'' by gathering a team of villains who wielded half of the artifacts and kidnapping Jackie Estacado's, the wielder of The Darkness, and Sara Pezzini's, the wielder of Witchblade, daughter Hope, who was the last "component" in his plan to recreate his universe. Capturing most of the remaining wielders and getting all of the artifacts, he playfully talks with Hope about his motives and shows his belief that [[UtopiaJustifiesTheMeans his actions will bring about a better world]]. In the end, Curator succeeds in wiping out the universe, only being stopped from killing Hope by Jackie managing to recreate the universe and kill the Curator before his plan could even begin.

Revealing the name of the killer to Chimu, as well as her origin as one of the test subjects of Sustain drug, Selena assist him in tracking the killer down and then offers him to live by her side, before she uses his computer to assume the role of a detective.

Forming a genuine friendship with a woman named Cecilia, Samantha tried to save her by telling her to run away, only to find her dying later, leading to Samantha revealing her motivations and crying over her death.

One of the best, driven by a profound hatred of Wytches ever since they ate her legs as a child, Clara hunts burrows and the "sucklers", the human servants of Wytches. Rescuing her son Sebastian from one and its Wytch charge, Clara tests Sebastian by secretly "allying" with two of the highest rank of sucklers who plan to feed their child to a young Wytch. Clara ensures Sebastian and his friend Jackson are betrayed and lurks nearby to ensure her son can kill the two along with the Wytch before testing Sebastian to see if he is prepared to kill her. In the present day, an aged Clara assists father Charlie Rooks locate his daughter Sailor and bring down a deep burrow, hanging herself to die on her own terms when she is poisoned by the Wytches' madness-inducing mites.
