But to any kid watching this, rerun or no rerun, it's Mister Rogers and ''The Hulk'' shaking hands, Rogers showing no fear of him whatsoever.

They talk about how scary the witch was, but Margaret also says how she's sees her as someone who never gets what she wanted. This exchange was to help alleviate children's fears of the character, and they cap it off by putting Margaret in the witch's costume, showing that she's just a nice old lady wearing a costume.
