21* ''Manga/AssassinationClassroom'': Koro-Sensei is a sunshine-yellow mutant octopus-like creature that maintains his cheerful, lackadaisical demeanor almost constantly. Seeing him struggle with money management, sulk like a child, gobble copious amounts of junk food, and lose himself in porn magazines makes it easy to forget that he blew up the moon and is planning to blow up the earth as well. Even his casual Mach 20 evasion of the assassination attempts don't make it easy to take him seriously...up until we find out that before his mutation, [[spoiler:he was the deadliest and most successful assassin in the world]], whose appearance became so unassuming because [[spoiler:it was what he wished for to become a good teacher]].
22* ''Manga/AttackOnTitan'':
23** Oruo Bozad, a member of Levi's Special Operations Squad, initially appears to be a washed-up, immature moron who can't even talk and ride at the same time. We then hear that he's got ''thirty-nine'' solo Titan kills and nine assists under his belt.
24** Sasha Braus, who looks like a complete moron during her first few appearances, actually gets into the top 10 of the class, and is able to fend off a Titan without her gear at one point, using only a hatchet and arrows.
25* ''Literature/{{Baccano}}'': Jacuzzi Splot, who breaks down in tears trying to introduce himself and spends three episodes running around a train, trying to find someone to tell him how to escape an UrbanLegend. Then it was revealed that [[BewareTheNiceOnes he once knocked over 18 Mafia-owned speakeasies in one night, by himself, armed with a single Tommy gun]]. And ''then'', he did battle against a guy who was armed with a knife, a fist-gun and a ''flamethrower'', with nothing but one cherry bomb and [[LifeOrLimbDecision his own elbows]], on top of a moving train. He won by throwing the other guy off the train.
26* ''Manga/Bastard1988'': A wild variation may well be Luche Len-Len, a sweet but somewhat dim child who can be "unlocked" and turned into the insanely super-powerful evil wizard Dark Schneider.
27* ''Anime/BestStudentCouncil'': Randou Rino. Her base persona is wet enough to drown Godzilla, but inside her (and manifested by her omni-present hand puppet) is a shrewd, intelligent, ass-kicking master of all she surveys.
28* ''Manga/BlackButler'':
29** All of the Phantomhive's house staff. We have LethalChef [[BattleButler Bardroy]], [[CuteClumsyGirl clumsy]] {{Meganekko}} [[NinjaMaid Maylene]], and the [[{{Keet}} optimistic]] overall sweet [[DoesNotKnowHisOwnStrength Finnian]]... all of them are ''really'' bad at their respective jobs, but will not hesitate to [[BadassAdorable kick your ass]] if you dare threaten to harm his master. Finnian has enough force to casually throw around huge tree logs, Maylene wears those glasses because she's extremely farsighted, enough to be a deadly sniper with her ''bare eyes''. And Bard was a veteran soldier and a demolitions expert willing to blow anyone to kingdom come. Tanaka might be badass, too, but it's hard to say if it was implied that he killed the man outside Elizabeth's room or if Maylene shot him.
30*** Tanaka proves himself to be a MasterSwordsmen later on when he ''slices a bullet in half while its still in the air''.
31** [[spoiler: Lizzy and Undertaker]] -- two morons who have been around since Volume One -- have proven themselves to be complete badasses given the right conditions. So as a warning, [[spoiler: never threaten Ciel's life in front of Lizzy]] nor [[spoiler: attempt to kill a person who has made Undertaker laugh for five consecutive pages]] or they will rip you a new one while Ciel and Sebastian watch in StunnedSilence.
32** Grell Suthcliff is an interesting case. At first she seems to be Madam Red's extremely incompetent butler, until it is revealed she really is [[spoiler: a shinigami]] while she becomes a much better fighter and an overall threat, she's still very comical and a definitive ButtMonkey.
33* ''Manga/BlackCat'': Train Heartnet is a fairly easygoing bounty hunter who just wants to eat and have fun... and escape his former life as the strongest of the [[AncientConspiracy thirteen deadliest warriors in the world]]. Much of the action comes from those who want Train to return to his old life.
34* Charmy from ''Manga/BlackClover'' is a young woman with the size and appearance of a child, comedically obsessed with food and eating, to the point where she'll neglect everything else in order to focus on sating her appetite, which seems largely endless. On top of that, her magic creates sheep. However, if you get on her bad side, she becomes one of the most dangerous characters, capable of one-shotting powerful mages with ludicrous ease by summoning a giant ram. She later manifests a second magic that lets her eat enemies' magic and add it to her magic power, letting her unleash a barrage of magically-enhanced punches and easily defeat a powerful elf.
35* ''Manga/BlackLagoon'':
36** Roberta isn't very good at being a housemaid, but when her young master is kidnapped, she [[BattleButler travels halfway around the world to find him, putting bullets into anyone foolish enough to stand in her way.]] Seems she was a revolutionary known as "The Hunting Dog of Floencia" before going into hiding as a housekeeper.
37** Also in the same vein, any junkie or bartender who is still alive in Roanapur. There is a ''reason'' why they can be as high as a kite or sell mind-altering substances and still survive...
38* ''Manga/{{Bleach}}'':
39** The vast majority of the time, Nel is a weird, annoying, and frankly stupid toddler. However, when Nnoitra almost kills Ichigo, she reveals herself as the former 3rd Espada (complete with re-aging up to her adult form), and turns the tables on the situation in seconds. She reverts back to her daft personality when the fight is over and eventually even ends up back in child-form.
40** This also applies for Nel's friends (and fraccion) Pesche and Dondochakka. They act ridiculous most of the time, but when Nel needs their help they nearly defeat the 8th Espada to reach her. Szayel admits they would have succeeded if they had fought him seriously from the beginning.
41** Wonderweiss Margera is a {{Cloudcuckoolander}} at very best. Then he's revealed as being capable of rescuing the top three Espada from their captain opponents and even Aizen from Yamamoto's prison and so completely outspeeding Ukitake he one-hits him before then being revealed as the one thing capable of sealing the strongest Zanpakuto in existence, Yamamoto's Ryujin Jakka.
42** Isshin is the BumblingDad for most of the first half of the series. Then we learn he's a [[RetiredBadass captain-class shinigami]] when he kills Arrancar Grand Fisher in [[CurbStompBattle one blow]], to [[ItsPersonal avenge]] his long-dead wife.
43* ''Anime/BloodPlus'': Nathan Mahler seems like a putz at first. He spends the vast majority of his time flirting with his comrades and doesn't seem overly concerned about anything (plus, the fact that he dresses like a fashionatta and talks in a stereotypically homosexual voice doesn't help). Then, out of nowhere, he pulls out his scary voice, which can shatter glass and stop twelve foot bat monsters in their tracks. From then on he proceeds to establish himself as one of the show's most formidable bad guys (to the point where even TheDragon[=/=]TheManBehindTheMan is afraid of him). [[spoiler: And he's the only one still standing ''after'' Saya rips him in two...]]
44* ''Manga/BoboboboBobobo'': Parodied (like everything else in this show) with "Super Rabbit". He's a really weak guy in a rabbit suit (his name is printed on his suit, and it's spelled wrong), but eventually he becomes hyper-aware and goes all out on the party.
45* ''Anime/CaptainHarlock'' has the near totality of the crew of the ''[[CoolShip Arcadia]]'', who laze around the ship most of the time, only to turn into incredibly competent spacemen the moment the RedAlert goes off. As Harlock explains to the newest crewman Tadashi, the ''Arcadia'' is the crew's ''home'' first and a warship second, so anyone can do whatever they want as long as there's no red alert, the latter meaning their home is in danger.
46* ''Manga/CardcaptorSakura'': Sakura Kinomoto/Avalon is a blissfully naive cutie, often acting rather childish and ''extremely'' oblivious to the obvious (most notably to the extreme infatuation she receives from ''both'' of her best friends), however she is often proved to be highly resourceful and formidable in the use of the Clow Cards.
47* ''Manga/CaseClosed'': Something (usually a personal matter) might cause Kogoro to actually focus all his attention on a case, revealing him to actually be a very capable detective on his own. Meaning, he'll solve the case ''and'' kick the perp's ass if he needs to. He's also apparently a good marksman. Granted, since this happens at least three or so times in fifty volumes, it's very easy to forget.
48* ''Category Freaks'': Any of the main characters of the manga. They may lay around, be lazy, be klutzes, be sex-crazed, have issues with self-esteem, or have the mind of a child... but don't piss ''any'' of them off. If you get entangled with just one, you'll probably end up dead. You don't want to see what will happen when you get the entire group involved.
49* ''Literature/DateALive'': Kyouhei Kannazuki is the perverted and masochistic vice-commander of the ''[[CoolAirship Fraxinus]]''. He spent most of his screen time advocating the most perverted conversation choices and receiving odd punishments for doing so. However during his time with the AST he was acknowledged as being a fantastic commander and skilled fighter, as proved when he almost casually defeated a private military airship.
50* ''Manga/DeadmanWonderland'':
51** Shiro initially appears to be an unpowered albino [[WesternAnimation/TeenTitans Starfire]]... until she's cornered by a bunch of dangerous guards in a watchtower. The tower explodes, and [[spoiler:she rends the guards into many small parts.]]
52** [[spoiler: Which makes sense when Shiro turns out to be the one and only, Wretched Egg]]
53* ''Manga/DeathNote'':
54** Touta Matsuda. Even though he's treated like the ButtMonkey from the start by the rest of the team for his empathetic attitude and unyielding optimism, he never loses his determination to catch Kira and bring him to justice. Having been [[TheFool blessed with dumb luck,]] he manages to escape dangerous situations and stay alive while [[BreakTheCutie witnessing a worldwide reign of terror and many terrible deaths,]] two of which were [[spoiler: Soichiro and L, whom he very much looked up to.]] He establishes himself as a force to be reckoned with in the climax of the final episode when he [[spoiler: [[ImprobableAimingSkills quickly shoots the pen out of Light's hand]] as he tries to quickly write Near's name in the notebook, and he doesn't fall for Light's manipulation when he tries to use Soichiro's death to goad Matsuda into killing everyone else in the room so his death won't be in vain. When Light tries to write Near's name in his own blood, Matsuda [[UnstoppableRage completely snaps, shooting Light four more times]] with [[BerserkerTears tears streaming down his face.]] He screams that Light needs to die for what he's done, and three grown men have to physically restrain him from giving Light his coup de grâce headshot. BewareTheNiceOnes indeed.]]
55** Also Ryuk. For all his lovable goofball portrayal, we get a reminder of his status as a Death God at the end of the series, when [[spoiler:he murders Light without a second thought for having used up his entertainment value, which is [[ItAmusedMe only reason Ryuk dropped the notebook in the human world to begin with.]]]]
56* ''Manga/DefenseDevil'': Kukubara. Normally portrayed as a complete idiot who couldn't hurt a fly if he wanted, he unleashes his true powers upon proving his client's innocence and generally kills whoever his opponent is in a single attack. [[spoiler:Admittedly, it is later mentioned that he was once one of the most powerful Devils in their world -- but was kicked out for being too kind to innocent people instead of simply dragging them to Hell.]] His sidekick, Bichiura, is another example of this.
57* Laios of ''Manga/DeliciousInDungeon'' may be an oddball sometimes, but when it comes to action he knows what to do (most of the time) and how to win against whatever the dungeon throws at him and his team.
58* ''Manga/DemonSlayerKimetsuNoYaiba'': Zenitsu Agatsuma is a chicken who is scared of almost everything, neck-deep in debt, entered the Final Selection for the Demon Slayer Corps in the hopes of getting eaten by a demon, somehow survived, and is desperate to get married before he dies (which he believes will be very soon, given his line of work). In a pinch, however, he proves himself to be a formidable swordsman and master of the Thunder Breathing style, turning him into a literal LightningBruiser. It takes a lot to get this out of him, though, and he typically only shows his might when [[WakeUpFighting asleep]].
59* ''Anime/DieBuster'': Nono is happy, friendly and goofy most of the time. When she "stops" being happy, friendly and goofy, [[spoiler:[[EarthShatteringKaboom property values on Titan start falling in a hurry. ]] ]]
60* ''Anime/DigimonAdventure02'': Mummymon. He may be a bumbling goofball most of the time, but he's also an Ultimate level Virus type Digimon, and easily capable of defeating 3 Champion level Digimon.
61** Also, Patamon in both ''Anime/DigimonAdventure'' and 02. He's a completly childish Digimon half of the time. But when he digivolves into Angemon, he can be strong enough to destroy Devimon and give Myotismon a run for his money.
62* ''Manga/DogsBulletsAndCarnage'': Badou Nails is a textbook example of this trope. He's an idiot, he's a coward, he'd rather run like hell away from you than actually stand up to you... until you [[BerserkButton take his cigarettes away]]. At that point the MAC-10s come out and your best course of action is to get the hell out of range, and fast.
63* ''Manga/{{Dorohedoro}}'': While [[PluckyComicRelief Ebisu]] normally never manages to use her magic for anything productive, when she's on black powder (or other magically stimulating substances) she can transform herself into a powerful lizard (like a velociraptor). [[spoiler:Exaggerated when she gets the devil hair clip lodged in her brain, which allows her to transform into a reptile/devil being even without using black powder (though she can only do so when under great emotional duress).]]
64* ''Literature/{{Durarara}}'':
65** Mikado Ryugamine is a shy and meek NaiveNewcomer who gets overshadowed by his {{Keet}} best friend. He spends the first several episodes poking around and asking questions about the Dollars, a large and mysterious gang in the area. But when push comes to shove, Mikado reveals that he's got a few secrets up his sleeve: namely, that [[spoiler:''he is'' the leader of the Dollars.]]
66** Kida Masaomi and Sonohara Anri also counts. Kida's the playboy who simply knows his way around Ikebukuro -- and it's most eccentric inhabitants -- really, really well. Anri's the quiet {{Meganekko}} who has a nice rack and is the victim of sexual harassment by a teacher, who is worried about a missing "friend". It turns out that [[spoiler:Kida is the founder and former leader of the Koukinzoku, until it got too violent for him, and Anri is the true user of the Demon Sword Saika]].
67** Shizuo Heiwajima is also a case. Most people's first impression he's a thin, quiet, unassuming young man whose only noticeable quirk appears to be the inexplicable tendency to dress, as noted by some, "like some kind of nineteenth-century nightclub pimp." This impression typically lasts all of five minutes before [[HairTriggerTemper some tiny nitpick sets him off]] and he demonstrates [[UnstoppableRage just why he's known as Ikebukuro's God of Destruction.]]
68** Walker Yumasaki and Erika Kurosawa. A couple of wacky, out-of-touch-with-reality fun loving otakus, who spend their days making doujinshi and cosplay and visiting conventions. [[spoiler: They are both psychotic {{Torture Technician}}s infamous for their extremely creative (and unbelievably horrible) ''manga themed practices'', and when they want to be, they can be badass heroes all on their own. With molotov cocktails.]] Other then that, they really are possibly the two friendliest guys you are likely to meet in the crazy hellhole that is Naritaverse Ikebukuro.
69* ''Manga/ElfenLied'': Nyu/Lucy has this in the form of a SplitPersonality, triggered through trauma or imminent danger. Nyu is [[CuteMute cute, affectionate, and utterly harmless]] -- but Lucy [[AxCrazy hates all of humanity and cuts people in half with her mind]], [[WhatTheHellHero no matter if those people were just innocent civilians]].

74** [[PlayingWithFire Natsu]], TheHero with a WeaksauceWeakness in motion sickness... who is a 1st Generation Dragon Slayer (thus, the wielder of lost magic) and can wreck his opponents once he enters Dragon Force.
75** Also Lucy to a certain extent. She's worried about paying her rent and gets exasperated by the antics of her friends... and an excepcionally powerful Celestial Spirit mage
76** Erza is an inversion: Resident badass, and a S-class mage nicknamed "Titania", but is a {{Cloudcuckoolander}} if cakes and non-fighting activities are in question.
77** Juvia acts like a slightly stalkery fangirl most of the time, but try to harm [[ViolentlyProtectiveGirlfriend her beloved Gray]] and you'll be [[ActionGirl painfully reminded of why she used to be]] [[MakingASplash one of Phantom Lord's Elemental Four]].
78** Gildartz is as badass as he is clumsy. And he's easily the clumsiest character in the Fairy Tail universe (that isn't PlayedForLaughs).
79** Loke is introduced as a [[TheCasanova womanizing]] [[HandsomeLech prettyboy]] with a debilitating fear of Lucy. He's [[spoiler: Leo the Lion, leader of the Zodiac spirits]].
80** Mirajane Strauss, a motherly, fairly clumsy attendant and poster girl for the guild, is a [[spoiler:S-rank mage nicknamed 'The Demon']].
81** Ichiya, the perfume and handsomeness obsessed member of Blue Pegasus, whose behavior is so bizzare that most of the other characters are left in shock, has managed some impressive feats the few times he actually fought seriously. Even though he creeps out Erza by constantly hitting on her, she admits that he's definitely a powerful mage, despite his personality.
82* ''Literature/TheFamiliarOfZero'':
83** Louise the Zero is an utter failure at magic. She is unable to use any element of magic and has never successfully cast a spell (all attempts have been disastrous). Later in the first series it is revealed that she's not as incompetent as previously thought, and in fact has the exclusive ability to use the most powerful element of magic of them all: Void magic.
84** In the novels it is explained that Void magic makes using other spells hard until you cast a Void spell for the first time, Louise is even shown using several common spells such as 'lock' on a few occasions with no problems.
85* ''Manga/FoodWars'': Eishi Tsukasa. Shy, easily pushed around and frequently in bleak moods, it's hard to believe that this pale, frail and emotional young man is in fact the legendary chef known as [[RedBaron Der Weissritter des Tafel]]. Then you get him behind a stove and give him something to cook, and he will make you a dish which will make angels weep tears of blood and everything else you ever eat taste like ashes in comparison.
86** Isshiki Satoshi. Shameless nudist, laid-back goof, perpetual smiler and completely incapable of taking anything seriously for mor than five minutes. However, underneath the surface lies a deeply passionate man who, when roused into action, is a complete terror made even moreso by his perfect control over his own emotions.
87* ''Manga/FruitsBasket'': Shigure comes across as a goofy ChivalrousPervert, but in reality he's [[spoiler:a MagnificentBastard and TheChessmaster behind the entire plot.]] [[FridgeBrilliance Upon rereading]], fans will notice that he always says ''just'' the right thing to weaken Akito's [[spoiler:psychological and mystical]] power over the Sohmas.
88* ''Manga/FullMetalAlchemist'':
89** Hohenheim, although it might partly be a case of ObfuscatingStupidity. You can abuse him all you want if you're a certain [[spoiler:Edward Elric]], but just [[spoiler:[[PapaWolf don't touch his kids]]]], okay? In ''Anime/FullmetalAlchemist2003'', he also has [[spoiler:a very shady past involving mass murders and the quest for immortality]].
90** Aside from Hawkeye, Mustang's unit appears to be comprised almost entirely of either idiots or wusses. At least until the chips are down, ''especially'' in the manga and in ''Brotherhood''. Then they demonstrate just ''why'' a man looking to change the country would have handpicked them for his central unit and closest bodyguards.
91** And then of course we have Maes Hughes, who is usually a [[TheDitz ditz]] who obsesses over his family at every possible moment, until we find out that he's really a badass kinfe-throwing expert who has ObfuscatingStupidity and figures stuff out way before anyone else.
92** Ling Yao is introduced as a FunnyForeigner who constantly collapses in the streets out of hunger, weasels his way into getting a free meal, jokes around, and sends his bodyguards to do his fighting while he runs away. It isn't too long before the audience learns he's an excellent fighter himself, has strong beliefs, and is very driven by his goals. Of course, very early on there were hints that there was much more to him that meets the eye, particularly due to any time he opened his [[EyesAlwaysShut often shut eyes]].
93** Major Alex Louis Armstrong is a huge man, prone to ripping his clothes off and displaying his muscles at the slightest provocation, and in general has the temperament of a BigFriendlyDog with a side-order of CuddleBug and [[LargeHam ham]]. However, Major Armstrong is a frontline-grade officer, a State Alchemist and a combat veteran of the brutal hellhole that was the Ishvalan War. He is ''immensely'' strong, the most agile member of Mustang's unit in spite of his size, an extremely capable martial artist and combat alchemist and he can transmute with a precision no other alchemist can match.[[note]]Every object transmuted by another alchemist has bubbles, cracks or other visible flaws. His never do.[[/note]]
94* ''Literature/FullMetalPanic'':
95** Teletha Testarossa, a GeniusDitz teenage commander, despite usually being [[CuteClumsyGirl clumsy and tripping over her own feet]], when her subordinates are put in danger, can even recapture a submarine from a freak terrorist group. Also, her claims about not be able to use guns, turn out to be false at these moments.
96** As a humorous example, she's capable of holding her breath underwater longer than her bodyguard Sōsuke realizes, considering her below-average performance in other athletic areas. She has to rescue ''him'' from drowning (and tries to smuggle in a KissOfLife under Kaname's jealous eye) when he panics and dives in after her.
97** The biggest case of this, however, is Sōsuke himself. Thanks to his social ineptitude, tendency to treat any situation as a combat scenario, and an embarrassing introduction as the NewTransferStudent, everyone at Jindai High quickly pins him as a [[{{CloudCuckoolander}} not-entirely sane]] military {{Otaku}} who alternates between being a endless source of amusement and a giant pain in the ass. The idea that he genuinely could be a soldier and expert mech pilot serving as Kaname's undercover bodyguard never crosses anyone's mind, and even Kaname herself refuses to believe the idea until Sōsuke climbs into an Arm Slave and demonstrates just what talents he neglected basic social skills for. This is even more pronounced in the manga adaptation, which starts InMediasRes and doesn't reveal Sōsuke's true nature until several chapters in.
98* ''Manga/FutureDiary'': Yukiteru, the main character, may behave like a diary-writing bystander most of the time, but when both of his parents are killed in close succession and the assailants surround him, crap hits the fan.
99* ''Anime/GalaxyAngel'': Colonel Volcott O. Huey is a usually even-tempered and complacent commander who takes the brunt of much of the show's comic relief slapstick. But tell him his mustache doesn't suit him, and he'll revert to his combat days as the "White Wolf" and proceed to destroy everything in his path to defend his mustache's honor.
100* ''Anime/GaoGaiGar'': When Mic Sounders XIII was initially introduced, he was a childish, goofy robot who looked like the bastard child of a walkie-talkie and a Speak'n'Spell. However, he had an alternate mode -- a rocker who could kick ass and energize teammates with the power of music. This mode was locked to ensure that the AI wouldn't abuse its power -- or, more specifically, so that he wouldn't accidentally ''destroy the world'' -- but came out on its own to protect Mic's friends (and in particular, the sister of the man his AI was based on). Later on, the limiter was released and Mic could change between modes at will.
101* ''VideoGame/GateKeepers'': That woman whose only job is to provide fanservice. Then she pulls out her bazooka in the final episode.
102* ''Manga/GetBackers'': Amano Ginji is normally childish and goofy, and even when fighting can usually enjoy himself... unless the fight becomes a true, life-threatening ordeal. If that happens, or Ginji's psyche can't handle the strain, he goes into [[SuperpoweredEvilSide "Raitei"]] mode AKA "Lightning Emperor", and proceeds to show everyone just how he got to be the leader of the most powerful street gang in the Limitless Fortress, and why people nicknamed "Beastmaster" and "The Prince of Battle Terror" would take orders from him.
103* ''Manga/GhostSweeperMikami'': Tadao Yokoshima is usually best described as [[LovableSexManiac "lust-addled"]]. However, if someone he has the hots for...er...he cares about is in trouble (read: Mikami, Okinu, and/or Luciola), his spiritual powers go into overdrive, and he becomes surprisingly cunning with his latter-half-of-the-manga monju. Of course, it helps that his spiritual powers are quite literally [[PowerPerversionPotential lust-fueled]]...
