A slovenly middle-aged bear and a top notch pilot, Baloo's key goal is to buy back his beloved plane the Sea Duck from Rebecca Cunningham, who has bought his dying cargo service. Baloo is naturally swiped (and anthropomorphized) from Disney's AnimatedAdaptation of ''WesternAnimation/TheJungleBook1967''.
----
* AcePilot: Baloo is a situational bushwhacker/plugger; in open sky, he bushwhacks like a mofo via [[ImprobablePilotingSkills ridiculous aerial acrobatics]], in mountains and cities he plugs like a bastard through [[TryAndFollow terrain manipulation]], both supplemented by occasional usage of AbnormalAmmo - pretty much the only option available to him, as he takes on waves of fightercraft with a ''cargo plane.''
%%* {{Acrofatic}}
* AdaptationalBadass: The AnthropomorphicShift from ''The Jungle Book'' turns Baloo from a normal Indian bear to a highly competent AcePilot.
* AdaptationalJerkass: While still a clearly heroic character, ''Talespin's'' rendition of Baloo can also often be more self-serving, bad-tempered and egotistical than his ''Jungle Book'' rendition, albeit nearly all DependingOnTheWriter.
* AdaptationalNameChange: ''WesternAnimation/DuckTales2017'' gives his full name as Baloo von Bruinwald, after the barony in "Balooest of the Bluebloods".
* AnthropomorphicShift: From ''WesternAnimation/TheJungleBook1967''. In that movie he was a NearlyNormalAnimal that lived in a jungle looking for food (although he walked bipedally and was prone to breaking into musical numbers); here he's a fully-blown FunnyAnimal living in a town and working as a bush pilot.
* BadassBoast: Courtesy of Shere Khan in "From Here to Machinery" after he deactivates a faulty robot pilot.
--> '''Shere Khan''': Quiet, Professor. Let a ''real'' pilot show how it's done.
** Also in the show's pilot, after taking down Don Karnage's fleet of fighters by flying through downtown Cape Suzette.
--> '''Baloo''': "If you can't fly, '''don't mess with the Eagles!'''"
%%* BigEater: And how.
* BigThinShortTrio: The Big to Rebecca's Thin and Kit's Short.
* BookDumb: Baloo can barely read or write, but is extremely resourceful and street wise at times. "Sheepskin Deep" shows he was a grade-school dropout.
* BunnyEarsLawyer: He's lazy, slovenly, fiscally irresponsible, clumsy, never graduated grade school.... and is the best pilot you'll find anywhere.
* ChickMagnet: Throughout the show, he's actually quite popular with the ladies.
* CoolPlane: The Sea Duck is Baloo's pride and joy. He's accomplished amazing things with it even though it's a cargo plane with no real weapons.
%%* DeadpanSnarker
* {{Determinator}}: He has the occasional HeroicBSOD, but overall he's unstoppable and suicidally fearless when pushed hard enough. Even when he thought ''he had days to live'' he continued with his goals.
* FailureIsTheOnlyOption: Buying the Sea Duck back from Rebecca, at least permanently.
* FriendOrIdolDecision: Several times an ideal opportunity to get back the Sea Duck comes into view, another character (usually Kit) will come into harm's way. As much as he wants his plane back, it can wait a little longer.
* GeniusDitz: Baloo may be BookDumb, but his knowledge of piloting is high level.
* GuileHero: Not always the best with common sense, but he can outwit almost anybody - pirates, mobsters, even wily con-artists. [[TooCleverByHalf And including himself, sometimes.]]
--> '''Baloo:''' "When the bad guys start using their muscles, you've gotta start using your head."
* HalfDressedCartoonAnimal: His standard attire consists of a tan shirt and a red hat, but no pants.
* HypocriteHasAPoint: Baloo is fond of BuzzingTheDeck with the Sea Duck, even trimming hedges in the opening. When '''he''' gets buzzed by Ace London, he's enraged. Baloo is right to be enraged, however, as Wildcat was performing critical repairs and adjustments outside the plane, without a parachute, miles above sea-level, and Ace London's little stunt nearly got Wildcat killed!
--> '''Baloo''': "Pilots are supposed to have eyes!"
* ImpoverishedPatrician: Baloo hails from the Bruinwald aristocratic family, but they were all just as bad with money as he is. When he inherits the family castle, it gets repossessed to pay years of back taxes.
* ImprobablePilotingSkills: Baloo is so good a pilot he can pilot a plane even if he has to resort to directly manipulating the control cables to a craft's flaps and rudder when the yoke was broke. Furthermore, in "Baloo Thunder" he's able to quickly learn how to fly a prototype helicopter, despite the fact that operating that kind of vehicle is a completely different (not to mention ''revolutionary'' for the 1930s) concept in aviation. Also, in "Mach One for the Gipper" he's able to successfully "pilot" a prototype jet engine merely by hanging on to it and tugging on it real hard. No wings, no rudder, no ''plane''. Just the engine. He even breaks the sound barrier while riding it.
* IncrediblyLamePun: Baloo initially thought of Rebecca renaming his business "[[PunnyName Higher for Hire]]" as one, but he's gotten used to it.
* JerkWithAHeartOfGold: Baloo can be rather obnoxious and ungenerous every now and then, and will do anything to shy from work, but he cares deeply about his friends and family. Do ''not'' hurt them.
* KnightInSourArmor: While he has JumpedAtTheCall a few odd times (often when fame or money are a motivation), he is often a somewhat resentful hero, especially since he so greatly lacks the HeroInsurance many other heroes have.
* LoveableRogue: Frequently attempting "Get Rich Quick Schemes" or trying to find ways to slack off at work.
* ManVersusMachine: In "From Here to Machinery", which has him competing with a robotic pilot.
* MoneyDumb: Baloo is spectacularly good at piloting, and spectacularly bad at managing money. His cargo business was bankrupt and the Sea Duck nearly got repossessed before Rebecca bought him out. It runs in the family, as the Bruinwalds owe years of back taxes. When Baloo inherits the family castle, it immediately gets repossessed to pay off his tax debt.
* MyGodWhatHaveIDone:
** In "Last Horizons", Baloo flies off to find the fabled Panda-La, which he does, in order to prove that he's a success. Unfortunately, he also winds up leading the seemingly friendly inhabitants of Panda-La back to Cape Suzette--where they reveal that they were EvilAllAlong and start a full-scale invasion!
** In "The Time Bandit", Baloo concocts a scheme to trick Rebecca (and unknowingly Thembria) into thinking it is Saturday rather than Friday just so that he could get paid earlier. Baloo, Kit, and Rebecca get jailed by the Thembrians for flying in their airspace with an expired passport (which was actually still good and had a day left). Baloo and Kit are released, but Rebecca is jailed and sentenced to execution for being the employer.
* OOCIsSeriousBusiness: It is his series goal to buy his beloved plane, the Sea Duck, off of Rebecca. In "From Here To Machinery" however, after Baloo loses a competition to a automated pilot and leaves Higher For Hire and several other cargo businesses obsolete, Rebecca notes she'll need to sell the Sea Duck to keep a roof over her and Molly's heads. While Kit is mortified by this, a guilt-ridden Baloo just solemnly accepts it and slinks away.
%%zce* PapaWolf: To Kit, and Molly to a lesser extent.
* ParentalSubstitute: Again to Kit, with occasional moments with Molly.
* TheSlacker: As true to his Jungle Book incarnation as possible.
* TechnicianVsPerformer: The Performer to Rebecca's Technician. Baloo has next to no business smarts and the cargo business was more or less a slum before Rebecca came along and rehauled it. However, Baloo is a talented pilot and usually far more StreetSmart than Rebecca. Many episodes demonstrate them to be in a co-dependent business relationship, since while Rebecca is the one maintaining Baloo's wages and preventing the Sea Duck being reclaimed, she is frequently unable to run a business without his piloting.
* TenorBoy: Courtesy to Ed Gilbert.
* ThirteenIsUnlucky: It's revealed in "The Balooest of the Bluebloods" that Baloo is the 13th successor to the Bruinwald family and the latest heir to the family castle. However, ever since he stayed there, there had been many attempts at his life by the ones who would inherit the estate once all the Bruinwalds are gone. It's slightly averted since Baloo managed to survive unlike his predecessors, but then played straight again since he also loses the castle due to the family's back tax delinquency and it is repossessed to pay it all off. To add insult to injury, he still owes $1.89.
* {{Tsundere}}: Alternates between friendly and taciturn; the latter often brought out by Rebecca's heckling.
* YankTheDogsChain: Every single time he is in a position to buy the Sea Duck back, something will happen that leaves him back at square one.
* WackyParentSeriousChild: The wacky surrogate parent to Kit's serious child.

Baloo's right hand bear and basically a surrogate son. Orignally an air pirate, before stealing a treasure from Karnage and making friends with Baloo.
----
* AdorablyPrecociousChild: He's only 12, but he already knows more about planes (if not flying) than Baloo.
* BadassAdorable: Despite being a kid, he's an expert navigator and sky surfer.
* BeleagueredAssistant: On occasion due to Baloo's bumbling.
* BigThinShortTrio: The Short to Baloo's Big and Rebecca's Thin.
%%* BrainyBrunette
* CoolBigBro: A surrogate one to Molly.
* DeadpanSnarker: When he affectionately teases Baloo.
* DefectorFromDecadence: Prior to joining with Baloo, Kit was a member of Don Karnage's Air Pirates.
* DependingOnTheWriter: Though the pilot establishes him as being a past associate of the Air Pirates, it is not brought up in many episodes after, to the point that in some episodes, Kit seems completely naive about the pirates with no suggestions of any background besides that of a normal child. This is part because the pilot episode was actually made late in the series' production order (in conceptual stages, Kit was going to be Rebecca's son).
* {{Expy}}: Though he has rather differing personality traits in places, he has more than a few connections to Mowgli from ''WesternAnimation/TheJungleBook1967'', especially in his relationship with Baloo. The latter even refers to him as "Lil' Britches" as he does Mowgli. And just like Mowgli, Kit often calls Baloo "Papa Bear".
* FakeDefector: During the pilot, he seemingly double crosses his friends and rejoins the Air Pirates, giving them enough time to get away. He rejoins them while helping to foil the pirates' plans afterwards. PlayedForDrama because Baloo really believes Kit has gone bad, which hurts them both until they finally reconcile.
* FatalFlaw: His desire to prove himself. While it makes him enterprising and hardworking, he's more than once [[LeeroyJenkins rushed off into a dangerous situation]] because it might give him the chance to become a pilot or get recognition.
* GoodCostumeSwitch: When he worked for Don Karnage in "Plunder and Lightning", he wore a red bandana. When he turns to Baloo's side, he wears a blue and red baseball cap.
* GuileHero: Often he's better at it than his mentor, although there are a few episodes where their roles reverse.
* HalfDressedCartoonAnimal: His standard attire consists of a green sweater and a blue and red baseball cap, but no pants (despite this, Baloo still nicknames him "Little Britches", as he did with Mowgli in ''WesternAnimation/TheJungleBook1967'').
* HeartwarmingOrphan: At the beginning of the series. We never know his parents, but Baloo adopts him by the end of the pilot.
* HeelFaceTurn: Begins the show doing so, defecting from the Air Pirates and joining up with Baloo.
* InnocentProdigy: Kit is often rather brainy, and sometimes shown to have more common sense than his peers. However, his occasional childlike naivete or rambunctiousness shows at times.
* KidSidekick: An example of the KidAppealCharacter being done without [[TheScrappy inspiring loathing in the audience]]. Kit is brave but not entirely fearless, clever but not flawlessly so, and has better people skills than Baloo or Rebecca.
* KidsHateVegetables: It is revealed in "Vowel Play" that Kit dislikes spinach. The episode begins with him in school, constantly misspelling "spinach" in front of his class and always being corrected by his teacher.
-->'''Kit:''' "Spin-ick". There!\
'''Teacher:''' No, no, no! There is no "ick" in "spinach", Kit.\
'''Kit:''' ''(chuckles)'' You wanna bet? Taste it! Ick!\
''(Kit's classmates laugh)''\
'''Teacher:''' Spell it correctly, please.\
'''Kit:''' ''(sighs unhappily)'' I don't even like to eat it, let alone spell it.
* LukeNounverber: Kit's surname is a reference to both [[Franchise/StarWars Luke Skywalker]] and the the fact that he is known for cloud surfing.
* TheNavigator: He even gets a trophy for it in one episode.
* OnlySaneMan: While he does have IdiotBall moments, he more consistently plays the voice of reason between Baloo and Rebecca when they are at each other's throats.
--> '''Kit:''' You're ''both'' nuts!
%%* ServileSnarker
* ShorterMeansSmarter: In regards to Baloo, and sometimes even Rebecca.
* SkySurfing: Kit's favorite mode of transport.
* WackyParentSeriousChild: The serious surrogate child to Baloo's wacky parent.

A young entrepeneur woman bear that bought Baloo's cargo service (and as a result his plane, the Sea Duck) and renovated it into Higher For Hire. Often butts heads with her employees, especially Baloo, in early episodes, but she softens up as the series progresses.
----
* ActionMom: Ironically, despite presenting herself as more refined and less uncouth than the others, she's actually ''more'' likely to get violent with the bad guys than Baloo or Kit are. Just ask the fox couple that tried to scam her in an episode.
* AffectionateNickname: Referred to as "Becky" or "Beckers" by Baloo. Rebecca seems to treat it as such, only accepting the name whenever she is in a good mood with him.
* TheAllegedBoss: Rebecca plays with this. She has ControlFreak issues and is perfectly willing to push Baloo and others around in her schemes; however, she is usually all bark and no bite, and usually acts more as a bossy childish friend than an authority figure, something Baloo takes advantage of time and time again.
* BearsAreBadNews: Unlike the easygoing Baloo, Becky is mostly no-nonsense when it comes to business or her daughter. The pilot has learned time and again not to get on her bad side. And mercy on those who mess with, endanger, or threaten her daughter Molly.
* BigThinShortTrio: The Thin to Baloo's Big and Kit's Short.
%%* BrainyBrunette
* CatSmile: Her default smile.
* CharacterizationMarchesOn: Although the series does not maintain a strict continuity, an early episode has Rebecca trying to learn to fly with Baloo's reluctant instruction. In a later released episode, Rebecca has apparently learned a lot since she is able to operate the ''Seaduck'' with decent skill in pressing circumstances.
* CloserToEarth: {{Played with}}. While Rebecca often plays TheStraightMan to Baloo's rowdiness and antics, she has her own moments of stupidity and arrogance (most of which Baloo himself plays [[SanityBall the voice of reason]] towards). DependingOnTheWriter, one or the other may be playing the part of OnlySaneMan that episode.
* ControlFreak: Rebecca plays with this. She is frequently very insistent in getting her own way, but is more bark than bite and a lot more lenient and enduring than a usual employer.
--> '''Rebecca''' ''(after listening to Baloo's latest ludicrous excuse for needing a day off):'' It's another treasure hunt, isn't it? Well, you have some time off coming. Go get it out of your system.
* DamselInDistress: Has moments of this. Some act as a subtle ShipTease when Baloo rescues her.
* DamselOutOfDistress: Some others convert into this however.
%%* DeadpanSnarker
* DeathGlare: She has a pretty good one, which she gives Baloo in "Time Waits For No Bear".
* DitzyGenius: She's an excellent businesswoman who quickly turns Baloo's cargo business around when she buys it. Unfortunately, she isn't nearly as StreetSmart as Baloo and is tricked by criminals more than once.
* DoubleStandardAbuseFemaleOnMale: The show seemed to enjoy having little Rebecca kick around big hefty Baloo. However, it is downplayed in terms of violence, and Baloo is at least granted forms of revenge besides his own hand.
* {{Expy}}: Of Rebecca Howe in ''Series/{{Cheers}}''. Her role in the series, and her rivalry with Baloo, are both very similar to her namesake.
* TheFinickyOne: Especially when acting as a {{Foil}} to the lazy, slovenly Baloo.
* FurryFemaleMane: While the other bear characters have scruffy fur on top of their head, she has long human-like hair.
* HairTriggerTemper: Despite her professional demeanor, she can be stroppy or outright eruptive at times. Even Baloo usually knows to stay clear when she's ''really'' mad, especially when he's the cause of it.
* HeroAntagonist: Often acts as such in some of Baloo's LoveableRogue moments. While she can be [[MeanBoss rather overbearing]] about it ([[NotSoAboveItAll and not above playing up herself]]) she usually just wants Baloo to do an honest job of things. A lot of times when she gets the larger SympatheticPOV, Baloo is actually painted as something of a {{Jerkass}}.
* HorribleJudgeOfCharacter: Rebecca is a better judge of profit than people, and has on more than one occasion delivered Higher for Hire's services into the hands of criminals due to a mix of ignorance and indifference. This ''always'' comes back to bite them later.
--> '''Rebecca:''' ''(upon being told their client is shifty)'' "As long as his money's green, who are we to judge?" ''(said client later tries to blow up the city)''
* HumanoidFemaleAnimal: Much less bearlike than Baloo.
* InferioritySuperiorityComplex: Rebecca is something of a [[SmallNameBigEgo pompous]] [[KnowNothingKnowItAll know-it-all]] who has nothing against [[BecauseISaidSo pushing her weight around]] to get Baloo to follow orders. Whenever Baloo is taken out of the picture, however, [[CantLiveWithThemCantLiveWithoutThem things often fall apart]] due to Rebecca's physical and emotional dependence on him to help run the company. Some obvious dents left from being a single mother are also apparent.
* JerkassHasAPoint: She takes ownership of Baloo's cargo business and sea plane from under him, but only because he keeps missing payments. As such, she can offer them back if he can make enough profit. Her temperament throughout the show is often also down to Baloo's shirking and bad attitude. As abrasive as she can be towards Baloo, she just wants him to do a honest job most of the time.
* JerkWithAHeartOfGold: A pretentious hot head who frequently clashes with Baloo, and can be ''very'' harsh with him. That's said, it's clear that she really does care for him deep down. She's also a [[MamaBear loving mother to go with it.]]
* LovableAlphaBitch: Something of a grown up variant. Rebecca is extremely prideful and egotistical every once in a while, and often looks down on those lower on the chain than her, but is a loving mother and ultimately devoted to her employees. Not to mention her huge showings of humility whenever she realizes she's taken things too far.
* MamaBear: [[DontExplainTheJoke Literally...]] and also within the meaning of the trope. Friend or foe alike, you're in ''big'' trouble if something happens to Molly.
* MeanBoss: A handful of episodes have her coming up with crazy business schemes for profit, which hinders a lot more for her and Baloo, to a greater extent, than help.
* NotSoAboveItAll: Like Baloo, she occasionally comes up with get-rich-quick schemes to boost Higher For Hire's business. Much like him, it tends to backfire. Badly.
* ParentalSubstitute: Not nearly as prominently as Baloo, but she has her moments with Kit.
%%* PinkMeansFeminine
* SexySecretary: She may be the boss of Higher For Hire, but she basically doubles as this also.
%%* SheCleansUpNicely: Oh yes, very much.
* SlapSlapKiss: Though it doesn't really develop past subtle teases, Rebecca was very much designed to have this relationship with Baloo, when not arguing or berating him (or in some rarer cases [[DoubleStandardAbuseFemaleOnMale outright attacking him]]) she is very caring towards him and it is very obvious there is some romantic tension between them.
* SmallNameBigEgo: She knows a lot more about running the company than Baloo, but a lot of her money making schemes are terrible and she has a very high opinion of her business thinking. As she once insisted, she's never wrong.
* StrugglingSingleMother: How can she '''NOT'' be one as she tries to run her business, deal with bills and invoices, as well as filling and filing forms and orders while raising her daughter Molly (and also being a mom to Kit, too) in every episode she has appeared in?
* SubordinateExcuse: Reversed example. Rebecca is Baloo's boss, though unshrewdly values him as a friend. The one time it seemed he'd finally managed to buy back the Sea Duck and leave her employment, she was clearly saddened for more reasons than losing a serviceable business pilot.
* TechnicianVsPerformer: The Technician to Baloo's Performer. Rebecca is utterly niave to the piloting side of the cargo business, and is frequently a bad judge of clientele. She is however much more BookSmart and business motivated than Baloo, leading her to mostly single-handedly overhaul his cargo business into a halfway professional management. This means Rebecca is largely the reason Baloo even has as job or the Sea Duck to fly in the first place, though as observed in 'Save The Tiger", Rebecca is completely incapable of running the business without Baloo as her pilot.
* TookALevelInKindness: Subtle example. While she still has rather arrogant moments on occasion, Rebecca is more consistently gentler in many later episodes. A lot of her later appearances also focus on her friendship and devotion to Baloo getting stronger ([[ShipTease the hints to it going beyond that also become stronger]]), at least in comparison to earlier episodes, where she was often at Baloo's throat and could act like an all out {{Jerkass}} at times.
* {{Tsundere}}: Once again, DependingOnTheWriter.
* VitriolicBestBuds: As often as she clashes with Baloo, she is often shown to be rather devoted and caring towards him whenever problems occur (at least once she outright tried to [[HeroicSacrifice sacrifice her life]] to save him). She even openly refers to Baloo as her best friend.
* WillTheyOrWontThey: It is highly unlikely that Rebecca and Baloo will ever become an official couple, since they are both basically boss and employee.

Bubbly six year old daughter of Rebecca. Occasionally rambunctious and fond of sneaking into some of Baloo's travels. Sometimes pretends to be her favorite superheroine, Danger Woman, complete with a homemade costume.
----
* BadassAdorable: Not nearly as profound as Kit, but has her moments.
* CheerfulChild: Albeit with the occasional BrattyHalfPint moment. For instance, the pilot episode shows she's not above a little blackmail to get what she wants, but when Baloo gets in trouble with Rebecca losing his cargo when she is with him on that occasion, Molly immediately upholds her part of the bargain and bails him out.
* CompanionCube: Her doll Lucy, as shown in the page pic.
* DamselOutOfDistress: She takes after her mom in this regard.
* DisappearedDad: Her father is never seen in the series. [[spoiler: The comic book series explains that her father is deceased.]]
* EvilDetectingBaby: Okay, Molly is actually six, but she's still a very young kid, and is often shown to smell a rat, especially if it's hanging around her mother.
* LittleMissSnarker: DependingOnTheWriter, Molly can have a surprisingly dry wit about her.
* MoralityPet: The writers claim Molly was created to bring out Rebecca's softer side and motherly instincts to balance her more arrogant bouts with Baloo.
* OutOfFocus: Despite being one of the main characters, she has the least amount of screentime compared to the others.
* PingPongNaivete: Molly can range anywhere between [[WiseBeyondTheirYears being way more observant than the adult members of Higher For Hire]] to [[TooDumbToLive trying to play high dive from her apartment's balcony]].

Quirky mechanic for Higher For Hire. Spacey and not too bright, but kind-hearted and extremely competent at his job.
----
* BodyDouble: In "Citizen Khan", it's claimed that he is "virtually identical" to Shere Khan once he's dressed properly. To the audience, this is an InformedAttribute, but it seems to be true in-universe for almost everybody. Khan himself, however, is rather... unimpressed.
* BunnyEarsLawyer: A cheerful {{Cloudcuckoolander}} and generally unaware of social niceties, true. But he was also a genius mechanic, a competent pilot ([[CaptainCrash albeit with few directional skills]]), and on occasion, surprisingly perceptive regarding matters of the heart.
* CatsAreMean: Utterly {{averted}}; he's the [[NiceGuy nicest character]] in the series.
%% * {{Cloudcuckoolander}}: Where to begin...
* {{Expy}}: His character design and quirky personality are inspired by [[Franchise/WinnieThePooh Tigger]].
%% * FriendToAllChildren: Kit and Molly are few examples of this.
* FriendToAllLivingThings: He's shown befriending dinosaurs ("Paradise Lost") and a group of enslaved {{Cartoon Creature}}s of indeterminate species ("The Sound and the Furry").
* GeniusDitz: As spacey as he is, he knows what he's doing when it comes to repairing machines (especially the Sea Duck). Demonstrated during his EstablishingCharacterMoment in "Plunder and Lightning": Baloo smashes a phone, and Wildcat has it working again in ''seconds''.
-->'''Baloo''': ''(handing a bucket of broken phone parts to Wildcat)'' Three... Two... One... ''(phone rings)''\
'''Wildcat''': ''(handing the receiver to Rebecca)'' It's for you.
* KindheartedSimpleton: The most consistently kind character in the show; however, this is played alongside his completely brainless demeanor.
* MachineEmpathy: One of his skills.
* ManChild: His innocent, guileless nature makes him seem like a kid in an adult's body.
* OneOfTheKids: He spends a lot of screentime bonding with Molly.
* PercussiveMaintenance: His favorite repair technique seems to be hitting whatever the problem is with a mallet. And most of the time it works!
* TenorBoy: Courtesy of Pat Fraley.
* TrademarkFavoriteFood: Jellybeans.

A jiving orangutan and owner of LocalHangOut for air pilots, Louie is Baloo's best friend and occasional comrade in adventures and {{Zany Scheme}}s. Similarly anthropomorphized from ''WesternAnimation/TheJungleBook1967''.
----
* AdaptationalHeroism: He wasn't necessarily evil in ''The Jungle Book'', but he nevertheless served as an antagonist who was opposed by Baloo. In ''Talespin'', he and the bear are best friends.
* AnthropomorphicShift: Zigzagged. The original Louie was already pretty anthropomorphic (on account of wanting to become a human), often walking upright, but contextually he was just an ape living in the jungle. This Louie wears clothes ([[HalfDressedCartoonAnimal or at least a shirt and a hat]]) and owns a bar, but at the same time has a more hunched, ape-like posture.
* ChivalrousPervert: To many of the show's female characters, including Rebecca (who is less than flattered). Occasionally, he and Baloo will compete for the same woman (as in "For Whom the Bell Klangs" and "The Road to Macadamia").
* DoNotCallMePaul: Louie doesn't like it when his Aunt Louise addresses him as Louis.
* FrothyMugsOfWater: Strictly serves fruit juice in his bar.
* HalfDressedCartoonAnimal: His standard attire consists of a straw hat, a green polka-dotted shirt, and a pink lei, but no pants.
* JiveTurkey: Ya dig, cuz?
* TenorBoy: Thanks to Jim Cummings.
%%* VitriolicBestBuds: With Baloo.

Spanish-accented dog captain of the Air Pirates, intent on getting past Cape Suzette's security and plundering the town. A somewhat clownish villain who usually serves as the show's main antagonist.
----
* AffablyEvil: He's an insensitive thief, but he's generally shown to be a fun guy to be around with his crew, and while Baloo continues to thwart his plots, he has been shown he won't kill him unless he's getting in his way.
* AmbiguousSpecies: His species was argued among fans for years, since he resembles a wolf, but his coloration is more like a fox, jackal or dingo. Many years later, he was confirmed as a red wolf.
* AxCrazy: Whenever things aren't going to his liking, Karnage is quick to start acting aggitated, impulsive, and downright deranged, barking orders at his crew to shoot all their enemies down.
* BerserkButton: Do NOT call him "crazy".
* BewareTheSillyOnes: Something of a narcissistic oaf, and prone to PokeThePoodle on many occasions, but he is a genuine menace to those flying in his realms.
* BigBad: The series' chief antagonist.
* ButtMonkey: Karnage tends to take a fair amount of physical abuse in his appearances, and most of his schemes to get past Cape Suzette's guns end with him ordering a panicked retreat while ''Iron Vulture'' gets shot to pieces around him.
* ComicallyMissingThePoint: He's not terribly bright.
-->'''Kit:''' ''Giant mirrors!'' How'd you build ''them?!''\
'''Carnage:''' Do not be ''ridiculous!'' [[MathematiciansAnswer We did not build them: we stole them!]]
* TheDreaded: Varies. He has this reputation in the pilot, whereas he does not in various later episodes.
* EvenEvilHasStandards: While Karnage thrives on being seen as ruthless and fearsome as possible, he refuses to KickThemWhileTheyAreDown. He even saved Baloo's life in a scuffle between them, so he could beat him on fair grounds.
** In "I Only Have Ice for You", when he just can't find rubies on the Sea Duck that he was positive Baloo was carrying, he and his pirates disembark and leave Baloo unmolested, assuming his info was wrong. Hilariously enough Baloo '''did''' have them, he just hid them very well.
* EvilIsHammy: He doesn’t have any kind of restraint with his theatrics.
* LargeHam: Thanks largely to Jim Cummings' voice acting.
* LaughablyEvil: In spades. He's quite possibly the goofiest villain in the series, and yet he's also the most consistently dangerous.
* LoveableRogue: Charming despite his own self-absorption.
* NiceJobFixingItVillain: In "I Only Have Ice For You", he and his crew hack apart the arctic ice "Higher for Hire" are carrying to a desert country, looking for diamonds, reducing the cargo a fine powder of snow. The crown prince of said country actually considers this snow to be a ''superior'' product than the solid blocks of ice Baloo and Rebecca were originally hired to deliver.
* NotSoHarmlessVillain: While he's a goofy ButtMonkey, he can be a genuine threat.
* OffScreenVillainDarkMatter: It doesn't matter how beat up the Iron Vulture gets or how many planes he loses, he always has more. It's implied when Baloo isn't there to stop him, his piracy is a lot more successful.
* TheReasonYouSuckSpeech: Gives Baloo a brutal one in "A Bad Reflection On You" after breaking into the Sea Duck, mocking him for; after claiming he's the best pilot in the world, [[EpicFail he crash landed, upside down]]. On top of this he figures out that the entire reason Baloo was sent on a very dangerous mission by Shere Khan was because the tiger had lost enough of his own planes on the run, so he sent Baloo out instead. [[ArsonMurderAndJaywalking He also points out the gold trophy Baloo got from Shere Khan is fake]].
* SkyPirate: Surely you have heard of the most infamous of sky pirates!?
* SurroundedByIdiots: Much more intelligent than his crew for the most part. Given his own cluelessness at times however, it can invert into TheBlindLeadingTheBlind.
* TenorBoy: Thanks to Jim Cummings.
* VillainBall: His ego and narcissism is the cause of many of his defeats, even when he has victory in his grasp. In one instance he was smart enough to refit the Iron Vulture so it could fly above Cape Suzette's anti-aircraft guns, succeeding without so much as a fight - but then decides to make his demands in person because it's more glorious that way, despite his minions insisting that the radio is safer. Unsurprisingly, this causes the whole plan to go sour ''despite him having already won.''
* WhatTheHellIsThatAccent: A mixture of French, Spanish and Italian. Worked HORRIBLY against him when he gets the unwanted attention of [[AbhorrentAdmirer Aunt Louise]] who "just loves men with accents".
* WorthyOpponent: Conveys this treatment towards Baloo at times. On at least one occasion he attacked Baloo without any cargo, seemingly just wanting to spar with him.
* WouldHurtAChild: He has no problem throwing Kit off of his flying ship, the Iron Vulture in "Plunder And Lightning". It's a good thing Baloo saves Kit at the last minute.

The whiny, brownnosing, but ultimately disloyal [[EliteMook lackey pirate]] of [[TerribleTrio Don Karnage]]. He is nearly always [[EvilDuo paired with Dumptruck]]. He has a very nasal voicetone. While he follows Karnage out of a sense of greed and fear, he'd turn on him in a moment flat if he thought he could get away with it, and stab him InTheBack (as seen in "Stuck on You" and "A Baloo Switcheroo").
----

He's another [[EliteMook lackey pirate]], definitely the muscle of [[TerribleTrio Don Karnage]]. He is nearly always [[EvilDuo paired with Mad Dog]]. His gruff side comes out when he's all business, but when he's not on the job or angry, he actually reveals a rather jovial, good-natured side. He is, sadly, not the brightest star in the sky. He speaks with a Swedish accent.

* BrainsAndBrawn: The brawn to Mad Dog's (for want of a better word) brain.

Another of Don Karnage's [[EliteMook pirates]]. Gibber usually stays close to Karnage, ready to whisper some idea or observation to his captain. He seems to be an advisor of sorts.
----
* AreYouPonderingWhatImPondering: Happened at least once when his suggestion for what to do with an experimental jet engine apparently involved selling it in a flea market.
* BigThinShortTrio: The Short to Dumptruck's Big and Mad Dog's Thin.
%%* BullyBulldog
* CaptainObvious: Most of the advice he whispers to his captain tends to make him into this, something said captain finds quite annoying.
* OnlySaneMan: At times. Unfortunately because he doesn't like to speak out loud, he's usually ignored.
* PhraseCatcher: As part of his RepeatingSoTheAudienceCanHear RunningGag:
-->'''Gibber:''' (unintelligible mumbles)\
'''Karnage:''' "What do you '''mean''' ''[whatever Gibber is trying to warn him about]''."

Tycoon, entrepreneur and the chairman of [[MegaCorp Khan Industries]], the world's largest and wealthiest corporation. He wields tremendous influence over the economy of Cape Suzette. Like Baloo and Louie, Khan is swiped and anthropomorphized from ''WesternAnimation/TheJungleBook1967''.
----
* AdaptationalBadass: Disney's Shere Khan was already a badass compared to the original version, but ''WesternAnimation/TheJungleBook1967'' version was implied to be afraid of bullets. This one ain't.
* AdaptationalHeroism: Shere Khan, while always [[FauxAffablyEvil affable]], was designed to be an intimidating and gleefully murderous force of evil for the original ''Jungle Book'' film. In the series, his villainy was far more restrained, and he is shown as a far more sympathetic, or at least pragmatic figure in comparison. He is rarely if ever an outright antagonist and has a degree of genuine respect towards the other members of the cast.
* AffablyEvil: While not the nicest person in the world, it's debatable whether he is wicked or not. In any case, he's still genuinely well-mannered, and a courteous businessman.
* AmbiguouslyEvil: While he's a ruthless individual who mainly seeks money and power, he has a sense of honor and generally won't cross the line. However, he does have his more outright crooked moments, such as when he collaborated with Don Karnage to create a fake oil shortage so that he could overprice his fuel.
* AnthropomorphicShift: In ''WesternAnimation/TheJungleBook1967'', Shere Khan stood on four legs and only made subtle use of his "hands", similar to Scar from ''WesternAnimation/TheLionKing1994''. In this series, he stands on his hind legs and wears a business suit.
* AntiVillain: His villainous roles in the show are equal to his heroic ones. Khan himself says he desires only money and power, not [[EvilVersusOblivion the end of the world]] or [[ForTheEvulz committing villainy for the heck of it]]. The episode where Baloo competes against an Auto-Aviator sees Shere Khan giving the professor who created the machine a chance to prove its mettle against the world's best pilot. Khan is a villain in the sense that the Auto-Aviator winning would put Higher-for-Hire and businesses like it out of business. Khan doesn't care, as long as the Auto-Aviators bring him money. So Khan can be amoral without being immoral.
* BadassInANiceSuit: Wears a very nice suit and isn't afraid of getting his hands dirty while wearing it.
* BaritoneOfStrength: Comes with being played by Creator/TonyJay. Khan is a competent and intimidating character with a unflappingly deep, relaxing voice, but too much of a AntiVillain to (usually) count for EvilSoundsDeep.
* BerserkButton: Never try to lie to him. He takes that as more offensive than cheating him out of money.
* BigBadEnsemble: A bit downplayed, in that Khan is arguably the least evil of the show's major antagonists but he still holds a significant amount of clout and is capable of manipulating the heroes to serve his own ends.
* BigEntrance: He's very fond of these. "Citizen Khan" has a great example; his plane appears with ominous music, the door opens and he emerges from the shadows. The reaction of the corrupt sheriff and his BumblingSidekick is OhCrap.
* CatsAreMean: DownplayedTrope. While typically a villainous character, he is scarcely the worst of them.
* TheChessmaster: Is well capable of running things in his favour, by either siding with the heroes for mutual goals or getting away when things don't work out.
* ChildHater: Implied; when a bunch of kids stumble into his office, he goes into TranquilFury and tells them to ''leave.''
* TheComicallySerious: Khan in personality is rather serious and almost sinister. However, his interaction with a lot of other characters (particularly his employees) has something of a slapstick tone at times.
* ConsummateLiar: He can dupe almost anybody, even people who don't trust him.
* CorruptCorporateExecutive:
** Not typically, but in "On a Wing and a Bear", he creates a fake oil shortage with Don Karnage in order to overprice the fuel.
** In both the video game adaptations for the [[Platform/NintendoEntertainmentSystem NES]] and Platform/SegaGenesis, he tries to acquire Higher for Hire in a hostile takeover. In [[VideoGame/TaleSpinCapcom the NES version]], he hires Don Karnage and his air pirates to stop Baloo from making his deliveries, and in [[VideoGame/TaleSpinSega the Genesis version]], he enters a contest to win a lifetime work contract from the city, which Higher For Hire can only win if they beat his seven day delivery record.
* DeadpanSnarker: This gem in "Louie’s Last Stand";
-->'''Benson''': I plan to invest in glow-in-the-dark sunglasses. They’re easy to find during a power failure.\
'''Shere Khan''': [[SarcasmMode Fascinating, Mr. Benson]] -- and when you find them, you wear them in the dark?
* DeathGlare: Frequently. If it’s meant for you, ''run!''
* DistressedDude: In "Bullethead Baloo," he is targeted for abduction by Dr. Axolotl, a MadScientist he fired. Axolotl's KillerRobot kidnaps Khan along with Kit's "friend" Ernie (who was honestly just in the wrong place at the wrong time). At Axolotl's lab, the two are BoundAndGagged. In true Khan fashion, though, his reaction to getting kidnapped is "I am ''not'' amused..."
* TheDreaded: Even his YesMan is scared of him.
* EveryoneHasStandards:
** The episodes "Citizen Khan" and "Louie's Last Stand" proved this quite nicely. Khan only wants money or power, and avoids intentionally hurting others because it's bad for business.
** At the end of "A Bad Reflection On You", while he used Baloo and sent him out on a possible suicide mission, he did still pay him for the job.
* {{Expy}}: To post-Crisis ComicBook/LexLuthor.
* Fiction500:
** He outright states that "Khan Industries is the biggest corporation in the world." In the pilot, he offers Baloo $100,000 to recover some stolen treasure (which, given the time period, would be almost $1.2 million in late 1980s money); by Khan's tone, this is barely a drop in the bucket to him.
** Not only is he shown to have his own fleet of airplanes, he has his own personal navy. He calls his warships "gunships" but in terms of size and armament they more so resemble battleships.
* GeniusBruiser: Smart enough to run a successful company, and strong enough to hold someone by the collar outside a moving plane with one hand.
* HonestCorporateExecutive: If a very ruthless one. There are exceptions, however.
* {{Hypocrite}}: He dislikes being fibbed to or deceived, but does the same to his rivals or associates from time to time.
* IGaveMyWord: In his own phrasing: "I always pay my debts, and I ''never'' go back on a deal." In another episode, he schemes with the Finance Minister of a foreign country to earn an exclusive delivery contract with the nation; when the Minister asks what guarantee he has that the illegal plot won't be discovered, Khan snarls "I have given you my ''word.'' That should be enough."
* KnightOfCerebus: Played with. While not the most antagonising villain (and even prone to acts of good will), Khan is a much more serious and intimidating figure than most of the other more comical RoguesGallery and holds a dangerous amount of power. It's implied that his scruples and pragmatism are the only things holding him back from being ''the'' most overtly dangerous villain on the show.
* LackOfEmpathy: In "Citizen Khan" while he takes no pleasure in the suffering of the mine workers, seeing their plight doesn't raise any ''compassion'' in him either, only disapproving because it's bad for business, suggesting he only sees others as tools for making money, nothing else. Clementine Clevenger finds this even more disturbing that the Sheriff's outright sadism.
* MadeOfIron: Shere Kahn once had a firework explode within close proximity to himself, and all he suffered from it was a dislocated finger.
* ManOfTheCity: Whatever his motives, he has a vested interest in seeing Cape Suzette flourish. Khan Industries has contracts with the local government to improve the city's defense and infrastructure.
* MeanBoss: When he gets a phone call late at night in "Citizen Khan":
--> '''Shere Khan''': ''(sigh) This will teach me to let my employees go home after a mere sixteen hour workday.''
* NervesOfSteel: Nothing ever phases Shere Khan, not even getting shot at in his private plane by air pirates as seen in "From here to Machinery". When his then business partner was panicking insanely for help on the radio, Shere Khan throws him aside and simply summarizes their situation over the radio lines and calmly requests assistance.
* NobleDemon: Though merciless and occasionally ruthless, he has a strict moral code of repaying his debts, and generally acts out of business interests and monetary gain rather than ForTheEvulz. In "Citizen Khan," he remarks the he only cares about "money and power," and he's well-aware that being evil for evil's sake is the fastest way to lose those things.
* PantheraAwesome: An anthropomorphic tiger who wields enormous influence and is respected by nearly everyone.
* PragmaticVillainy: Khan is merciless to those that get in his way, but savvy enough to know the consequences of [[KickTheDog Kicking the Dog]] too many times, and is generally tough but fair to his associates. His stated goals are money and power, and his villainy (or lack of it) is directly proportional to how much it will help him gain either one.
* ScrewTheMoneyIHaveRules: While he will partake in the odd corrupt scheme every once in a while, his moral code prevents him from doing anything exceptionally heinous. His personal code is "Always repay your debts, and never go back on a deal."
* ScrewTheRulesIMakeThem: When you're the CEO of the world's biggest corporation, you can pretty much do whatever you like. As he explains in "Plunder and Lightning":
-->'''Rebecca''': There are ''rules'' about this sort of thing, you know!
-->'''Shere Khan''': I make my ''own'' rules.
* TheSocialDarwinist: He runs his business according to the laws of the jungle; eat or be eaten.
* TheStoic: Big time. The arguably best example of this is in "From Here to Machinery" when he doesn't even ''flinch'' when gunfire hits the drinking glass he's holding. If angered, he simply states that his patience is being "tried" or that he's not amused.
* SurroundedByIdiots: A subversion in that when there are bumbling lackeys around him, he a) doesn't even raise an eyebrow, b) he makes sure they're dealt with quickly and harshly.
* TranquilFury: The master of it, managing to be an incredibly terrifying figure to those around him, without once raising his voice. At the very least, his employees know when to take caution if they ever "try his patience".
* VileVillainSaccharineShow: He's a very competent and serious villain (or anti-villain) compared to the general tone of the show and the other antagonists.
* VillainRespect: In many episodes, he shows nothing but respect for Baloo's piloting skills.
* VillainTeamUp:
** While he and Don Karnage are usually enemies, Shere Khan did hire him to cause an oil shortage just so he could jack up gas prices in "On A Wing And a Bear".
** In [[VideoGame/TaleSpinCapcom the NES game]], Khan hires Karnage to stop Baloo from making his deliveries so that he can acquire Higher For Hire in a hostile takeover.
* WickedCultured: Wears expensive suits, breeds rare plants, maintains a massive personal library, and generally seems exceptionally learned and posh. Though how "wicked" he is depends on interpretation.
* YouHaveFailedMe: At the end of the above mentioned VillainTeamUp, after Baloo thwarts Don Karnage, Shere Khan sends the pirate an angry letter that somehow explodes.

----
* BerserkButton: He absolutely ''cannot'' stand being laughed at.
-->'''Douglas Benson''': "STOP LAUGHING!"
* BewareTheSillyOnes: Nobody takes Benson seriously until he reveals that he has the Khan pilot force on his side (through Khan's forged signature).
* BuffoonishTomcat: Despite his intentions, he seems rather clumsy and has a lot of slapstick happen to him.
* ButtMonkey: He is a thoroughly annoying person whose attempts to act important invite only ridicule and scorn. Unfortunately, Benson doesn't take this well ''at all''.
* CatsAreMean: Once he gets a taste of power, he becomes thoroughly nasty and vindictive.
* DidntThinkThisThrough:
** As mentioned above, his glow-in-the-dark sunglasses in case of a power outage doesn't exactly impress Khan.
** He winds up fired as a result of forging his employer's signature, fraudulently using company resources for selfish reasons, [[ILied deliberately going back on his word]] and [[ArsonMurderAndJaywalking getting his suit torn]]. What did he think would happen?!
* FreudianExcuse: According to him, he had been bullied since the age of five.

* InUniverseNickname: Everyone calls him "Dougie", which he hates.
* TheNapoleon: Becomes this once he rallies up Khan's army.
* RevengeBeforeReason: He carries a ''huge'' chip in his shoulder for those who ridicule him and he'll stop at nothing to make them pay tenfold once he has the power to do so. Acquiring Louie's island was likely a dubious gain for Khan Industries at best, but Benson doggedly tried to do so mainly because Louie made him a laughingstock at his nightclub. After Khan fired him, Benson tried to get a PyrrhicVictory by blowing up Louie's Place anyway, but was foiled after Kit buried the dynamite just under Benson's detonator.
* WhosLaughingNow: His goal is to get back at everyone who ever laughed at him. He [[EpicFail fails completely]].

* LaserGuidedKarma: They're defeated by having their plane's propeller jammed. They then crash in the distance, igniting the Urgonium that they were carrying. They somehow survive and are forced to work in the mine as punishment by Shere Khan.
* SmallTownTyrant: Sheriff Gomer live up to the stereotypical corrupt hick that rule a southern town with an iron fist.
* SmugSnake: Gomer has let power get over his head. He at least takes some measures to prevent Khan from finding out, but ultimately fails to stop Clementine from ratting them out.

The short, ill-tempered and frequently put-upon head of Thembria's air force, Colonel Spigot is another character who like Shere Khan can be Baloo and friends' ally or enemy depending on the story. Like all Thembrians, he's a blue boar/warthog.
----
* AccidentalMisnaming: No one can seem to remember Col. Nozzle's true name, which is a common frustration for him.
* BadBoss: Spigot doesn't treat his loyal aide, Dunder, very well. He forces him to work long hours without additional pay and [[NeverMyFault pins all his failures onto the big guy]].
* BerserkButton: It's Col. Spigot! Not Nozzle. Or Drainpipe. ''Spigot!''
* CatchPhrase: [[SmallNameBigEgo "Perhaps you've heard of me?"]]
* EarlyInstallmentWeirdness: His first appearance is the only instance he isn't victim to his usual misnaming.
* EvenEvilHasStandards: When he's put in charge of an air show, the factory sent the wrong sized planes. Spigot's solution was to recruit 12 year olds so the planes would appear to be normal sized next to them. But even he's not crazy enough to actually let kids fly. (His plan was to bolt the planes together and have one short adult pilot do all the flying)
* GeneralFailure: How he frequently turns out, at least as far as the High Marshal is concerned.
* GeneralRipper: Can be surprisingly vicious and singleminded in his drive to annihilate Thembria's enemies (mostly to advance his own career).
* GloryHound: Will steal credit, create corruption or even attempt family friendly genocide just to further his good name with the High Marshall.
* HangingJudge: Whenever he's presided over the main characters' (or anyone's) "[[KangarooCourt trial]]."
* HeelFaceRevolvingDoor: Sometimes he's a villain, other times he's just a grouchy acquaintance. The show never could quite make up its mind.
* IneffectualSympatheticVillain: His evil plans are all ridiculous, and he's constantly under the thumb of a BadBoss. In fact, the only reason he hasn't fallen victim to YouHaveFailedMe is because the High Marshall thinks he would be a waste of a bullet.
* TheNapoleon: One of the shortest Thembrians (which Baloo never lets him forget) ''and'' a military officer with an incredibly gigantic ego, he definitely fits the bill.
* NiceMeanAndInBetween: He's In-Between to Dunder's Nice and the High Marshall's Mean. He's short and ill-tempered, but does everything he can to please the High Marshall and has a frenemy relationship with Baloo.
* SatelliteCharacter: Dunder to some extent.
* SmallNameBigEgo: Small in stature with a high opinion of himself because of his position. However not many respect him much considering not even his own countrymen can get his name right.
* SpeechImpediment: He talks with a really slobbery lisp, almost as though his tusks are [[FangThpeak preventing him]] enunciating properly. He's one of the only Thembrians to do this, though.
* SycophanticServant: To the High Marshal, much to the High Marshal's eternal annoyance.

Colonel Spigot's tall, extremely laid-back aide who, although loyal to his commanding officer, seems as though he finds military life dull and would rather just chill out with his friends. Even when it's Thembria's enemies Baloo and the gang!
----
* AffablyEvil: He appears to be gregarious and respectful to Baloo and his friends.
* ApologeticAttacker: He'll obey orders if told to do something evil, but calmly and politely apologize to whoever is his victim, especially if it's Baloo or Kit.
* TheBigGuy: Despite frequently being on the bad guy team (due to Thembria's HeelFaceRevolvingDoor) ''and'' being a big one even by their standards, even when the Thembrians are villains and Dunder is present, he's just too sweet and chillaxed to be TheBrute.
* CrouchingMoronHiddenBadass: Despite seeming slow and uninterested in military matters, he displays great competence as a soldier when actually shown doing soldier stuff.
* MildlyMilitary: Due to being TheSlacker.
* MinionWithAnFInEvil: He just can't be mean even when he tries.
* MookLieutenant: Frequently finds himself in this role if Spigot brings other Thembrians with him.
* NiceMeanAndInBetween: He's the Nice to the High Marshall's Mean and Spigot's In-Between. He is gregarious and respectful to Baloo and his friends.
* PunchClockVillain: While he'll do his job even if it means doing something evil, he's not a bad person by inclination and will [[ApologeticAttacker apologize to his victims]].
* SatelliteCharacter: To Spigot, but only insofar as he only shows up when Spigot does. Otherwise he's his own individual with a name, personality and desires of his own.
* TheSlacker: He often seems like he's more interested in relaxing and having fun.
* TokenGoodTeammate: He's a genuine NiceGuy who's on very good terms with Baloo and company, even when their two countries are at odds with one another.
[[/folder]]

[[folder:The High Marshal]]
->'''Voiced by:''' Jack Angel

The large and heartless ruler of Thembria. Everyone in that nation fears him, and people who displease him often get shot (off-screen of course). Ironically, he can actually appear to be more easy-going at times than his underling Spigot. The keyword being ''appear'', because the fact that Spigot and everyone else is continuously afraid of him let's you know he's one seriously bad dude. Unlike Spigot and Dunder, he speaks in a Russian accent the way most of his countrymen do.

A RunningGag in the series is the High Marshal always forgetting Spigot's name, usually calling him some other plumbing-related name like "Nozzle".
----
* BadBoss: His EstablishingCharacterMoment is asking if he had Spigot shot. The man has had so many of his subordinates killed he can't even remember who he has and has had executed.
* BigOlEyebrows: He has thick black eyebrows resembling those of Russian dictator Leonid Brezhnev.
* ChubbyChaser: Judging by his wife, and his reaction to Baloo in drag, he likes plus-size women.
* TheDreaded: Among Thembria's military and civilian populace. Mess up in anyway and you will be shot, or he may even come up with a worse punishment. However, it's unclear what his reputation outside of Thembria is.
* EstablishingCharacterMoment: The first time we get introduced to the High Marshal, he asks who Spigot is. When his aide says that he is the head of Thembia's Air Force, the High Marshal simply replies "Didn't I have him shot?" to which the aide nervously replies: "Not yet."
* EvenEvilHasStandards: In "Flight School Confidential", he seems genuinely appalled when he finds out Spigot was using ''children'' to fly airplanes in an air show (the factory sent the wrong sized planes and Spigot hilariously decided to recruit 12 year olds). Although Spigot didn't actually let the kids fly planes, instead bolting them all together so a very small adult pilot would do the flying for them, the High Marshal is NOT pleased.
** He will also reward people he thinks have helped him.
* EveryoneCallsHimBarkeep: He is only ever referred to by his title, we never hear his name. Probably justified given who he is. Anyone that doesn't call him by his title probably gets shot.
* EvilOverlord: Of Thembria.
* TheGeneralissimo: His official title is a military rank. One he may or may not have made for himself.
* GreaterScopeVillain: He usually serves this role in episodes where Spigot serves as the antagonist. He seldom crosses paths with the heroes, but Spigot's villainous actions are usually driven by the High Marshal's threats to execute him for every petty little thing.
* LargeAndInCharge: And don't you forget it!
* NiceMeanAndInBetween: He's the Mean to Dunder's Nice and Spigot's In-Between. He's a BadBoss who threatens to shoot those who fail their task and disappoint him any way, most commonly Spigot.
* NoHistoricalFiguresWereHarmed: As the leader of a Soviet-esque dictatorship with BigOlEyebrows, he appears to be a caricature of Leonid Brezhnev (who was 8 years dead by the time the show was made).
* SurroundedByIdiots: Among Thembria's government, he seems to be the smartest, which is probably how he came to power. One has to wonder just why he puts up with continued incompetence from his minions like Spigot.
* YouHaveFailedMe: Fail in your task or disappoint him in any way? You will be shot. With how often he gives Spigot this threat, it's a miracle the little guy is still alive and kicking.

A diminuative crocodile who runs all the smuggling in and out of Cape Suzette. A recurring villain - Baloo runs across his bad side multiple times due to either blundering in the way of one of his schemes, or simply taking a payday that Moe thinks he deserves instead.
----
* BrooklynRage: Has the accent, which adds to his whole "mafia" motif.
* HairTriggerTemper: Moe typically spends his episodes in a perpetual state of "ticked off," devolving into {{Angrish}} frequently.
* TheMafia: As close as the series gets without being explicit about it. Moe runs a gang with its toes in smuggling, robbery, and all sorts of other criminal activity. He and his minions are also some of the few characters in the series who routinely carry around realistic guns, including tommy guns.
* TheNapoleon: A tiny hothead who obsesses over throwing his weight around and not being disrespected.
* NeverMyFault: Granted, his goons' lack of intelligence causes most of his headaches, but Trader Moe is not blameless. Some of his problems and failures are self-induced. During a layover, Moe goes off to lunch and leaves a valuable shipment in the hands of his goons... who sells the box to Baloo for $20. After catching up with them, he decides to dispatch our heroes by dropping them in a volcano at dawn. He then decides to go to sleep... while leaving them under guard by his goons who again get conned into letting the two go. He even lampshades that he needs to replace them but never follows through.
* NeverSmileAtACrocodile: He's a crocodile who specializes in smuggling.
* ReptilesAreAbhorrent: Although he's not evil so much as an annoying, easily defeated {{Jerkass}}.
* SurroundedByIdiots: Trader Moe is never seen without his gigantic goons, both of whom are extremely strong but complete dunderheads. Baloo [[GuileHero usually beats Moe by outwitting them into sabotaging his plans.]]

TheRival to Baloo when the two were in flight school together. Now an obnoxious AcePilot who flies top secret missions for the government who has entirely let his success go to his head, leading to trouble when a screw up of his gets Baloo stuck in the middle of a jam. Appears in "Mach One for the Gipper".
----
* BrokenPedestal: To everyone. At the end of the episode featuring a prototype jet engine, the fact that he mishandled top-secret government cargo, shot at civilians, and very nearly got the experimental jet engine into the hands of sky pirates, lands him in so much hot water, he's lucky the episode ended with him delivering the pickles that was originally Baloo's charter. Although it's implied that this is just the beginning of his punishment.
* BullyingADragon: Ace London is a Dingo. Baloo's a bear. Yet whenever the two are within 100 miles of each other, Ace London goes out of his way to harass, provoke, and torment Baloo. It eventually catches up with him.
* {{Catchphrase}}: "I'll do X, or my name isn't-" ''(Everyone)'' "ACE LONDON!" ''(snaps fingers)'' "Ya got that right!"
* EveryoneHasStandards: Subverted. When he first realizes he accidentally swapped cargos with Baloo, he throws Baloo under the bus - but once he hears his bosses plan to arrest him, Ace scrambles to get it back himself without getting Baloo in trouble. However, once it becomes clear that he can't do so without damage to his reputation, this small bit of good grace vanishes and he becomes increasingly violent and unreasonable.
* FamedInStory: He's well known as an AcePilot in the series, with many fans, including Wildcat.
* HumblePie: At the end of the episode featuring a prototype jet engine, the Air-force general asks what favor the airforce can do for Baloo, who recovered and successfully test flew the engine... '''without a plane'''. Baloo replies that he has cargo to deliver, but no plane. Ace London has to do a humiliating cargo run, and his punishment hasn't even started yet.
* ItsAllAboutMe: He cares only about his reputation as an AcePilot and he'll happily lie or commit murder to protect it.
* KarmaHoudiniWarranty: He's spent the entirety of his flight-school tenure, and quite some time afterwards, harassing Baloo, and stealing the glory of Baloo's accomplishments. The episode he appears in the story proper, he screws the pooch so badly, karma catches up with him, hard.
* MilesGloriosus: As Baloo puts it best.
--> '''Baloo''': "In flight school, London was good at only two things, getting the glory, and my goat!"
* NeverMyFault: As Ace London himself proclaims. He goes from trying to peacefully solve the issue with Baloo to trying to ''kill'' him, because doing the former would require admitting he was wrong.
-->'''Ace London''':"[[FlatWhat What?]] Ace London at fault? NEVER!"
* StealingTheCredit: He became a famous AcePilot by stealing Baloo's accomplishments, while rubbing Baloo's nose in it.
* SuicidalOverconfidence: He let his stolen glory and press as an AcePilot go to his head, and believed he could never be beaten, fail, or screw up. He was so wrong, it's painful.
* WhatCouldPossiblyGoWrong: When he realizes he's accidentally loaded Baloo's pickles and shoved the experimental jet engine onto Baloo's cargo parcels, as he's searching for Baloo, he broadcasts the specifics of the engine on an unsecured radio frequency, in plain English. When his wing-men caution him, here's what happens.

* JerkassToOne: For some reason, she has a very dismissive attitude towards Rebecca, even before Rebecca discovers Kitten is the culprit.
* LargeHam: She tends to be this when acting and her last two movies flopped because of this.
* MakeItLookLikeAnAccident: She has staged various accidents within her sets to garner publicity for herself. If someone gets hurt or killed by these "accidents", great! [[LackOfEmpathy More fame and publicity for her]]!
* ManipulativeBitch: She seduced Baloo with flattery and the promise of stardom in order to eventually [[MakeItLookLikeAnAccident have him killed in a plane crash]] that would bring her even more publicity.

* SmugSnake: When Rebecca unmasked her as the saboteur behind the accidents on her own set, Kitten explained herself after some bad acting and simply left in her limousine, confident that ''no one'' would believe Rebecca, least of all Baloo. This came back to bite her when Rebecca [[FriendshipMoment hijacked a sabotaged plane to save Baloo]], forcing Baloo to come to terms with how he had let the idea of stardom get to his head.

A con artist posing as a travelling mechanic. She keeps several [[CartoonCreature gremlins]] for use in her scams, as well as a pet alligator, Al.
----
* ConMan: Her scams involve using [[GripingAboutGremlins gremlins to secretly dismantle aircraft from the inside out]] and then offering her services as a mechanic to victims in exchange for upfront payments. Edie doesn't actually do anything to repair her victims' airplanes and is ready to flee the wrath of disgruntled victims at a moment's notice.
* CutLexLuthorACheck: One has to wonder why Edie didn't use the gremlins for more ambitious and lucrative jobs, such as industrial sabotage. The gremlins, together with Edie's means to control them, would also likely be valuable to many people, including criminals and scientists.
* EvilCounterpart: She is arguably this to Wildcat. Whereas Wildcat is a dorky, friendly mechanic who gets along with children and animals, Edie is a smooth-talking, greedy con artist ''pretending'' to be a mechanic who cares for nobody except herself. While Wildcat befriended the gremlins, Edie treated them as little more than slaves.
* {{Greed}}: She cares only about lining her pockets, even at the expense of others.
* GripingAboutGremlins: Each of Edie's gremlins wears a collar that can receive a radio signal from her remote control. When activated, the collars drive the gremlins to take apart any nearby machinery within seconds. The gremlins are typically left exhausted by their lightning-fast actions.
* LackOfEmpathy: She treats the gremlins as slaves and has nothing but contempt for those who fall for her scams.
* LaserGuidedKarma: After getting ambushed by Wildcat, she [[HoistByHisOwnPetard fell onto her remote control and the gremlins immediately dismantled her own helicopter in mid-air]]. Because of this, Edie was [[TarAndFeathers greased and spooned]] by her most recent scam victims and arrested.
* PragmaticVillainy: Although she keeps the gremlins on a short leash and isn't particularly nice to them, she keeps her pet alligator from eating them and takes care of them reasonably well, since they're crucial to the success of her scams. Nonetheless, the gremlins hold no loyalty for Edie.
* RightHandAttackDog: Her pet alligator Al, who longs to eat the gremlins. However, Edie doesn't reciprocate her pet's loyalty and will abandon him to save her own neck if necessary.

* FoxyVixen: Just look at her! She's Katie Dodd's main rival in the hearts of many a fan for a good reason.
%%* PinkMeansFeminine
* PrettyPrincessPowerhouse: She's not afraid to confront Trample ("Touch me and you're dust, buster!"), and during a fight she knocks out several of the chancellor's {{Mooks}} with a big mallet.
%%* PrincessesPreferPink
* ReasonableAuthorityFigure: She's a NiceGirl who genuinely wants to improve the lives of her subjects.
* RoyalsWhoActuallyDoSomething: She knew that Trample was up to no good before Baloo and Louie showed up, and with their help she takes him down.

A retired fighter pilot and the flight instructor of his own flight school. After Baloo is inflicted with amnesia and accidentally lands at his school, Joe gradually teaches Baloo to fly again.
----
* AcePilot: He was a highly-decorated pilot during the Great War.
* ButNowIMustGo: After Baloo regains his skills and his tenacity, Joe disappears and his flight school once again becomes a dilapidated ruin.
* CoolOldGuy: He's an easygoing flight instructor whose training was so effective that he was able to guide a panicking and amnesiac Baloo into landing a damaged plane during a thunderstorm purely through radio instructions. This is long before Baloo even finds out about Joe's decorated past.
* DeadAllAlong: Baloo eventually learns that Joe had been dead for twenty years when ''he first met him''! Because of this, he...
** GuardianAngel: ...believes that Joe is watching over him, even now.
* HandicappedBadass: His right leg was permanently injured after he saved the crew of a bomber from a fatal crash during the Great War. With [[CareerEndingInjury his own career as a pilot cut short]], Joe [[RetiredBadass retired]] and opened a flight school to train future generations of pilots.
* MentorArchetype: After an amnesiac Baloo arrives at his school, he patiently teaches him, step by step, how to be a pilot again.
* MotivationalLie: To give Baloo the drive to fly on his own again, Joe pretends to injure his left leg in an accident and tells Baloo to fly to the nearest town for a doctor.
* NotSoImaginaryFriend: Despite being long dead, Baloo manages to find a photograph of himself with Joe, proving the old man was more than a dream.
* RetiredBadass: He was one of the best pilots of his time, but [[CareerEndingInjury an injured leg forced him to quit flying early]].

Kit's friend, a bucktoothed hyena boy and the self-proclaimed leader of the Jungle Aces Secret Midnight Club, a group of kids who are adventure enthusiasts. A thoroughly unpleasant little snotball, he appears in two episodes, "Captains Outrageous" and "Bullethead Baloo," although he has a much bigger role in his second appearance.
----
* AnimalStereotypes: Averted. Despite being a hyena, he isn't TheHyena.
* BrattyHalfPint: He's an impulsive, jeering kid who considers himself more of an authority on what's adventurous than people like Kit or Baloo who actually live adventurous lives, just based on what he's read in comics. He always gets better, though: he lets Oscar lead the Aces at the end of "Captains Outrageous" and changes his tune on pilots at the end of "Bullethead Baloo."
* DistressedDude: His role in the climax of "Bullethead Baloo," along with Shere Khan, complete with being BoundAndGagged.
* HeinousHyena: DownplayedTrope; as obnoxious as he is, he's just a little {{Jerkass}} who eventually grabs the KindnessBall.
* HeroWorshipper: He adores the comic book superhero Bullethead. Later on, Baloo becomes his new (real) hero after helping rescue him from the clutches of a MadScientist and his KillerRobot.
* ItsAllAboutMe: Well, all about him and his friends except for Kit anyway. His justification for wanting to steal Baloo's jetpack is "''We'' deserve to ride it more than ''he'' does!"
* {{Keet}}: He's a bundle of energy in comparison to the more laid back Kit.
* RealMenWearPink: Wears purple pants.
* TookALevelInKindness: After being rescued from Dr. Axolotl, he becomes far nicer to Baloo and Kit.
