63* BadassNormal: Without the G3/G3-X armor, which he doesn't always have access to (as he's not a HenshinHero), he's just an ordinary human being with no supernatural powers. This doesn't stop him from being a badass.
64* ContrastingSequelMainCharacter: To Kaoru Ichijo from ''Series/KamenRiderKuuga'', being policemen who help out their respective police forces against the monsters. What contrasts them correlates to their show's titular Riders: Ichijo knew about Yusuke's identity as Kuuga since the end of the first episode and after a few episodes, is completely close and cordial with him, whereas Hikawa wasn't aware of Shouichi's identity as Agito until later on and while they are firm allies, Hikawa's clumsy moments tend to have him clash with Shouichi, and throughout #9-10, he suspected the amnesiac for a murder. Also noteworthy is that Hikawa is a Rider (and by extent the first Secondary of the Heisei era) while Ichijo isn't, yet the latter does get his moments to be a very reliable hero.
