Considering you can grind on rails and walls around cops that stand there or chase you, taking routes to a safe area to escape, only to jump back out the same way you came, as well as spray paint Onishima's back for extra points, it's pretty clear to see they love messing with the cops as much as tag for freedom of expression. The same goes for when they face the Golden Rhinos.
