The SoleSurvivor of a home invasion massacre, Henrietta is one of the first girls to become a first-gen cyborg. Her handler is Jose, and her weapons of choice consist of a FN P90, a Walther [=WA=]2000 and a SIG-Sauer P239.
----
* AllegoryAdventure: The manga very intentionally sets up Henrietta and Jose's plot to mirror that of the mythological tale of Orion and Artemis.
* BadassAdorable: She's as cute as a button even when her BerserkButton is pressed.
* BackstoryHorror: Thanks to the conditioning she doesn't remember it; at least, [[TykeBomb not consciously]]. A man brutally murdered her family and tortured her for several hours next to their dead bodies. While the manga never goes into detail, she was possibly [[RapeAsBackstory raped as well]].
* BerserkButton:
** When a terrorist starts hitting Jose in the first episode, Henrietta responds by [[HandbagOfHurt breaking his neck]] with [[SenselessViolins her violin case]], then going on a killing rampage on the rest of his cell, despite direct orders from Jose not to act until they'd spotted their target.
** Henrietta is reconditioned to suppress her emotions, but they are only buried and resurface during the battle at Turin Nuclear Power Plant when she's stabbed repeatedly by a terrorist wearing a ski mask, causing a traumatic awakening of the memories of her original assault.
* ClingyJealousGirl: Henrietta has a face like dip whenever her handler Jose pays attention to someone other than herself. A significant representative scene from the first series of the anime: Marco is supervising Henrietta and Angelica on the shooting range. Jose arrives but does not immediately speak to Henrietta, instead greeting Marco and complimenting Angelica on her improving accuracy. Henrietta watches the conversation--and praise--with a silent scowl, and then starts deliberately throwing off her aim to falsely suggest that her own technique is poor. She thus gets rewarded with private tuition with Jose all afternoon!
* CulturedWarrior: The violin case she carries sometimes actually does have a violin in it, [[SenselessViolins shockingly enough]]. Jose instructs her in playing it, ostensibly to get her used to her cyborg body.
* CutenessProximity: Jose and Triela both dote on Henrietta like a cute little sister.
-->'''Enzo:''' Well I can't blame you. Kids are most adorable at that age.
* DrivenToSuicide: In her backstory; after the assault on her family, she told her doctors that she wanted to kill herself, although she doesn't seem to have attempted it (that said, it doesn't look like she was physically able to with only one arm, leg, and eye, plus doctors and nurses making sure she doesn't). While reenacting the death of Elsa she tries to shoot herself in the eye, but Jose is able to snatch the gun off her (and Elenora unloaded the gun first) and it's implied that Jose saving her was what Henrietta was hoping would happen. [[spoiler:She later dies in a mutual suicide with Jose.]]
* EmotionlessGirl: Inflicted on Henrietta at a later stage when she is reconditioned after her HeroicBSOD following the battle in St. Mark's Campanile. The process 'resets her to factory settings', so to speak, wiping her memories and reducing her to a robotic personality. It also catapults her handler miles beyond the DespairEventHorizon.
* EyeScream: [[spoiler:Jose shoots her in the eye while Henrietta simultaneously shoots him in the head.]]
* FamilyExtermination: Henrietta's backstory has her being the sole survivor of a massacre when masked men storm her apartment and kill her parents and siblings and left her nearly dead with implications that she may have been raped. Jose selects her out of either pity or a desire to do good; even he's not sure which.
* HeroicBSOD: During the battle in St. Mark's Campanile the presence of balaclavaed GIS troopers brings back memories of her assault, causing her to drop her weapon when she's supposed to be giving support fire to the other cyborgs. [[spoiler:It happens again during the nuclear plant attack with [[FriendOrFoe serious consequences]] for herself and Jose.]]
* IJustWantToBeNormal: Averted; Jose's efforts to treat her like a normal girl backfire because she knows that she's ''not'' normal, and so can't ever be what he wants.
* KillTally: Jose notes with discomfort that she keeps track of the men she kills for her handler in her eagerness to please him.
-->'''Henrietta:''' I know I only killed four people this month...but last month I killed at least ten! [[BodyCountCompetition That's probably more than Triela's got!]]
* LaserGuidedAmnesia: cf. EmotionlessGirl above. After being reconditioned [[NeuralImplanting she can recognise a make of pistol]] but not her sister-cyborgs. "Hello, roommate, neighbor. I am home."
* MeaningfulName: Henrietta's name is derived from Enrica, her handler's dead younger sister. cf. ReplacementGoldfish below.
* MiniDressOfPower: Though it's a MagicSkirt too.
* PrecociousCrush: Oh yes, does she ever.
* ReplacementGoldfish: For Jean and Jose's dead sister, Enrica. Therefore Jose never gets to bond with Henrietta as a person rather than a replacement for Enrica.
* SeriousBusiness: Jose gives her the camera to record her everyday memories, which she will eventually lose as her condition deteriorates. When a motorcycle thief snatches her bag with the camera in it, she uses her cyborg abilities to run him down and get him back, heedless of the risk of blowing her cover.
* SuicidePact: A variation; [[spoiler:Unlike most such pacts, no suicides are actually involved. Both parties involved in ''this'' pact kill each other.]]
* SweetTooth: She likes sugar in her tea, but the amount she uses increases over time, either because she's less satisfied with the taste or her ability to taste is breaking down along with her conditioning.
* TogetherInDeath: Lampshades the 'romance' of this trope during the Elsa investigation. [[spoiler:Subverted when she gets her wish by giving Jose a MercyKill while he simultaneously puts a bullet in her eye, Jose commenting just beforehand that this is what she's wanted all along.]]
* ThroughHisStomach: Henrietta learns to cook but Elenora realises she's just following a recipe blindly, cooking not for enjoyment but because she's playing a role for Jose. With the help of her 'magic notebook', she comes up with a more edible result.
* {{Yandere}}: She adores her handler, and his generous treatment of her. She cannot abide a world where Jose has no affection for her... and would destroy them both rather than endure it. Jose finds it increasingly difficult to placate her affections and has her reconditioned, so he won't have to deal with them, but the change is shortlived.
* YouAreNumberSix: After being heavily reconditioned she first identifies herself as Experimental Cyborg [=XA14-03=] before giving her name.

!Rico
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/rico5_7619_175_x_263_1592.jpg]]
->'''Voiced by:''' Creator/KanakoMitsuhashi (''Gunslinger Girl'') Anri Shiono (''Il Teatrino'') (JP), Creator/LuciChristian (EN)

Born with birth defects that kept her hospitalized her whole life, Rico was placed into SWA custody after representatives informed her parents that she'd be able to survive under their care. She works with Jean and uses a Dragunov SVD and a [=CZ=] 75 as her weapons of choice. She also happens to be proficient in close quarters.
----
* AnArmAndALeg: Both of each, actually; her limbs were amputated and replaced with prosthetics after her parents signed her to the SWA for her birthday.
* ApologeticAttacker: In her most infamous CreepyChild moment. She flees an assassination only to run into Emilio, a bellhop she'd befriended earlier. As Emilio starts asking awkward questions, Rico wonders what she's supposed to say in this situation. Then she realises the answer. Taking out her silenced pistol, Rico cheerfully says, "I am sorry", [[LeaveNoWitnesses then kills him]].
* BadassLongcoat: As seen in the image provided, this is part of her wardrobe; whenever worn, it's over her general sweatshirt/khaki pants attire.
* {{Bifauxnen}}: Due to her handler, not herself (though she doesn't mind).
* CheerfulChild: The most cheerful of the cyborgs; Triela notes that she seems to enjoy pretty much everything.
* CuteBruiser: Literally in Rico's case as Jean uses her to beat up suspects for interrogation, presumably for the additional MindScrew factor of being pummeled by a small girl.
* {{Flanderization}}: In fanfiction, Rico's PluckyGirl characteristics tend to be exaggerated, often making her an outright [[TheDitz ditz]].
* FriendlySniper: Works as the unit sniper, but it seems to have no reflection on her nature; it's just her job.
* GenderBlenderName: Rico is a boy's name, which seems to be another means that Jean avoids feminizing her until you realize it's actually a MeaningfulName.
* HatesWearingDresses: She finds dresses too constricting for her.
* ImCryingButIDontKnowWhy: Despite her cheerful personality she always wakes up with tears in her eyes, for reasons she doesn't understand.
* IndyHatRoll: Done side-by-side with Henrietta during the Turin arc. And used some SheFu against Dante later on.
* MeaningfulName: Rico is normally a boy's name, but it's also a masculine version of Enrica, the name of Jean's deceased sister.
* ParentalAbandonment: Her parents basically abandoned her in the hospital due to her lifelong illness, although they apparently come to visit her at the Agency on occasion.
* PluckyGirl:
** Apparently guileless, Rico has a bright, sunny, genial and bubbly disposition that nothing can seem to dull. Arguably ThePollyanna given that she has a harsh handler, but unlike the classic Pollyanna the entire universe is not conspiring to make Rico's life a misery, and she enjoys friends and many benefits in her Agency life, too.
** Yu posted a series of images on his Twitpic account imagining the cyborgs as characters in ''[[VideoGame/TheIdolmaster THE iDOLM@STER]]''; Rico's performance stats were indifferent, but her character bar was [[http://twitpic.com/6epcve off the charts]]!
* PutOnABus: [[spoiler: Lives out the last year of her life on a boat with Claes and the remaining 2nd gen Cyborgs]].
* SheCleansUpNicely: When she goes to the opera in one chapter.
* {{Shorttank}}: While Rico's personality is well away from that of a tomboy (cf. PluckyGirl above), neither can she be said to be especially feminine. She has a boy's name, a permanent cropped haircut, and a wardrobe consisting entirely of sweatshirts, jerseys and trousers. This is really a reflection of her handler, who treats Rico in a utilitarian way -- partially to not get attached to her since she'll die sooner or later.
* SlasherSmile:
** Rico seems to [[ExaltedTorturer enjoy the prospect of torturing]] a Padania suspect.
** Of course, then there's her smile when she's about to shoot Emilio, even though she doesn't want to kill him (but she's being forced to, given that he walked in on her just as she was walking out of the room where she had assassinated her actual target).
* TheWorldIsJustAwesome: Everything from doing the laundry to watching a meteor shower is amazing to her, in comparison to her previous existence confined to a hospital room.

!Triela
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/triela3_7510_175_x_228_5679.jpg]]
->'''Voiced by:''' Creator/EriSendai (''Gunslinger Girl''), Creator/AtsukoEnomoto (''Il Teatrino'') (JP), Creator/CaitlinGlass (EN)

The survivor of a snuff film attempt in Amsterdam, Triela was rescued by Hilshire, Rachelle and Mario Bossi in an unsanctioned Europol op. She's brought to Italy to be treated for her wounds, but the SWA decides to use her as a first-gen cyborg and forced Hilshire to become her handler. Her weapons of choice are a Winchester 1897 trench gun and a SIG-Sauer [=P230SL=] (and later, a SIG 232 after Pinocchio steals her sidearm).
----
* AdrenalineMakeover: Justified as it reflects Triela's changing attitude towards her handler. She starts the series wearing a BadassLongcoat when she thinks Hilshire is indifferent to her, changes to BadassInANiceSuit when he starts treating her as his police partner, and ends up in a schoolgirl-like skirt reflecting her eventual role as his surrogate daughter.
* AllLoveIsUnrequited: In "Il Teatrino" Triela acknowledges that she's in love with Hilshire, but is [[WiseBeyondHerYears mature enough to know]] that an underage girl having a relationship with a man twice her age is [[AnchoredShip out of the question]]. In the manga Triela guesses that Hilshire has started seeing Roberta Guellfi -- Hilshire clearly expects a jealous outburst, but a [[IWantMyBelovedToBeHappy smiling Triela just wishes them well]] and [[TallDarkAndSnarky hopes Roberta will be able to put up with him]], only looking crestfallen once Hilshire's back is turned.
* AnArmAndALeg: Happens to put her out of the fight very early in the Turin nuclear plant incident, as the terrorists are expecting to be attacked by cyborgs and so are armed with [[{{BFG}} anti-tank rifles]].
* AntagonistInMourning: Although most likely '''never''' taught the philosophical and spiritual side of Martial Arts in her training, Triela solemnly and sadly returned Pinocchio's treasured key-ring to him after slaying him in single combat, paying her final respects to a WorthyOpponent.
* BackstoryHorror: Subverted, since she does not remember it; however, even among the cyborgs, her backstory is particularly horrific. She was sold via human trafficking, then used in a snuff film (which involved being tortured and probably raped), and was saved inches from death, only to have the police unwilling to send her to a hospital which could treat her resulting PTSD (because she was evidence). She was only saved by Hilshire and Mario smuggling her to Italy for treatment at the Social Welfare Agency, only to find out too late that they had turned her into an assassin.
* BadassInANiceSuit: Hilshire starts dressing Triela in suits once he starts thinking of her as his police partner. Though she now prefers more feminine clothes, Triela continues to wear a tie and WaistcoatOfStyle even when geared up to assault terrorist strongholds.
* BadassLongcoat: Wears a long coat to go with her long twintails.
* BayonetYa: She has a long bayonet which is either mounted on her trench gun or sheathed at her side, her size making it a virtual short sword.
* [[BetterToDieThanBeKilled Better To Die Than Be Reconditioned]]: When Hilshire asks how she feels about the reconditioning that has left Henrietta a cold and emotionless robot, Triela expresses to Hilshire that she'd rather die than have him see her like that, in part because she doesn't want him to have any more regrets than he already does about the [=SWA=]. Hilshire's reaction, "Is that your will?" (the document; Japanese doesn't have the double meaning). Triela, "Yes it's a will."
* BloodKnight: Triela says that the cyborgs were created to fight, but she fights [[DoNotGoGentle to show she is alive]]. She also shows some enjoyment in fighting itself (not killing, really), and sees it as her purpose and raison d'ĂŞtre.
* ButNotTooForeign: Mimi asks Triela if she's part-Japanese, but we get no answer because Triela herself doesn't even know. Hilshire tried to find out more about her origins, but all he was able to learn was that she was born in Tunisia.
* ConvenientlyAnOrphan: Convenient for the Agency anyway, having a girl with no past dropped off by a criminal and a rogue policeman who can't afford to complain when she's turned into a cyborg killer.
* CoolBigSis: Although not related she's introduced acting in this role to Henrietta, being the oldest age-wise in the Cyborg Warehouse until the Second Generations come along (and they don't mix socially with the younger girls).
* CunningLinguist: Speaks French and German well enough to volunteer to help SWA personnel translate official documents into Italian.
* CuteAsABouncingBetty: When Triela was learning hand-to-hand fighting with the [=GIS=], she picked up a nickname. What did the Special Forces call the little killing machine? Lepretto (roughly "bunny") after a child's doll that shares her TwinTails. Leading to a Crowning Moment of Cuteness when Triela runs into those GIS troopers the following year -- they immediately start rubbing her [[TwinTails "bunny ears"]] for luck. Cue LuminescentBlush.
* DoNotGoGentle: To Hilshire's distress as he'd rather she lived as long as possible, the knowledge that her time is running out only increases Triela's BloodKnight tendencies.
* EmotionlessGirl: Not to the extent of, say, Beatrice, but the conditioning has heavily stunted her emotions just like all the other girls. When Angelica dies, Triela is surprised by how little she is affected.
* TheEvilsOfFreeWill: In her introductory episode, Triela complains that Hilshire doesn't have a clearly defined role for her like the other girls have with their handlers. "It would be so easy if the conditioning decided everything."
* EyeScream: Gets her right eye punctured with a car key by Pinocchio in the final episode of ''Il Teatrino''. Does it stop her from killing him? Hell no. And [[UnexplainedRecovery she gets better]] in the same episode (this is not true of the manga).
* FallenPrincess: Triela, though in her case she's pulled herself up from even further down. Most of the adults at the agency call her "the princess," half in jest half in respect. The title of her image song is "Brown Literature/SnowWhite", which is probably not entirely about her skin, or her first seven teddybears.
* FireForgedFriends: Thanks to her minimal conditioning Triela's interaction with her handler is awkward at first but evolves more naturally, leading to genuine affection for Hilshire.
* GirlishPigtails: She keeps them throughout the series, even when dressing as a BadassInANiceSuit. Likely a reference to her {{Tsundere}} nature, as such characters tend to have TwinTails.
* GirlsLoveStuffedAnimals: Triela owns a number of bears, but these are an austere ornamental collection rather than a soft pile of fuzzy teddies to cuddle (sort of, it's left quite vague). The severe names she gives the eighth bear onwards (after Roman Emperors) is remarked on by other characters. She's shown cuddling and dressing them up, but only after she realized that the bears were in fact signs of Hilshire's affection for her, not just something given to shut her up at Christmas.
* HatesBeingTouched: Triela pulls away from any attempt by Hilshire to comfort her (a noticeable exception is the CoolDownHug scene after defeating Pinocchio). After the [[LoveEpiphany events of "Returning to the Birdcage"]] Hilshire is surprised that his cyborg is acting a lot more friendly.
* HeroicBSOD: After losing to Pinocchio in hand-to-hand combat, especially since she was the one who pressured Hilshire into charging in in the first place.
* HonoraryUncle: She refers to Mario Bossi as "uncle Mario" in later episodes (both to her bear Augustus and internally). Much the same, Rachelle Belleut is "mama". She's never used "papa" even in her mind, likely due to her conflicting feelings towards the most obvious candidate for the title.
* IconicItem: Winchester 1897 Trench Gun (with bayonet); after losing to Pinochio Triela refused Hilshire's suggestion that she upgrade to a modern shotgun. Although Triela doesn't know why she feels more comfortable with this gun, a flashback shows [[ItWasAGift she got the weapon from Hilshire]] and it was used by Mario Bossi in her rescue in Amsterdam.
* IgnoredEpiphany: When first hunting for Pinocchio, Triela is told to read the fairy tale story by her handler. Her reaction to reading about a [[BecomeARealBoy "mechanical" thing wanting to be human and to please his "father"?]] "What a stupid story!"
* IJustWantToBeSpecial: Triela is [[BloodKnight fully accepting]] of her role as a cyborg warrior, and resists Hilshire's attempts to protect her or expose her to 'normal' life.
* InconsistentColoring: Early chapters had her skin color not be shaded in. It wasn't until several volumes in that her being darker skinned than the others became obvious even in monochrome.
* ItIsNotYourTime: Triela has a near-death experience after sustaining a head injury during the battle for the nuclear plant. She encounters Rachelle's spirit and is excited to meet her 'mother', but Rachelle shuts a door on Triela and she's pulled back to consciousness. Also notable, Triela was wearing a one-piece sun dress. [[spoiler: Turns into a HopeSpot, as the next time we see her, Triela and Hilshire have fatal injuries.]]
* TheLancer: Having received minimal conditioning or interaction from Hilshire, Triela is the most independent and outspoken of the girls, and directly disobeys her handler when she lets Mario Bossi go so he can see his daughter. Ironically this causes Hilshire (who secretly witnessed this) to start seeing her as his partner as opposed to a cyborg killer or a little girl -- neither of whom he knows how to relate to.
* LastStand: Triela is crippled early in the nuclear plant attack. She sends Rico and Henrietta on, and waits in ambush for the mopping-up team.
* LoveEpiphany: After discovering Hilshire only joined the Agency to protect her, Triela decides to run away so he'll have a chance for a normal life. She barely makes it out the door before rushing back inside to kiss Hilshire and [[AnguishedDeclarationOfLove declare she's going to stay with him till she dies]] (though Hilshire doesn't hear this because he's [[DudeShesLikeInAComa unconscious at the time]]). However she keeps her affection familial rather than romantic.
* MeaningfulName: Triela is named after the city of Trier in the German wine-making region of the Mosel Valley, where her handler Hilshire originates from.
* MindGameShip: In-universe; Triela worries over whether her feelings for Hilshire are real, or merely the result of her conditioning.
* MiniDressOfPower: She eventually ditches her trousers for a pleated skirt, but strangely enough keeps her tie and sleeveless vest.
* MysteriousPast: All Triela knows is that she was born in Tunisia; Hilshire was unable to find out anything else about her origins.
* NotAfraidToDie: Part of her conflict with her handler -- Hilshire tries to fight against her fate; Triela fully accepts it. However after discovering the extent of what Hilshire has sacrificed for her, she becomes determined to live with him as long as possible, resolving to come back alive from her missions.
* NotSoAboveItAll: Triela is shown mocking Hilshire to the other girls, but her introductory episode shows she's just like them in [[IJustWantToBeLoved wanting any sign that her handler cares about her]].
* OfficeLady: Is shown acting like one at the opening of chapter 14. This seems kinda demeaning for her, [[FridgeBrilliance until you realize that she's being allowed to listen in on actual Agency meetings, not just told what to do]].
* ShadingColourDissonance: In early chapters her skin wasn't shaded correctly, despite Triela having darker skin than most of the cast. This was fixed with ArtEvolution.
* SmartPeoplePlayChess: Beats Mimi at chess and even table soccer.
* TakeUpMySword: When she's wounded during the Turin attack, she tells Rico to look after the other girls. Hilshire also believes that Rachelle's courage was somehow passed on to Triela with her death.
* TallDarkAndSnarky: With her fellow cyborgs, it's friendly teasing. With Hilshire it can get [[{{Tsundere}} pretty cutting]]. With other (non-handler) adults, it's on a whole other level.
* TeamMom: Triela is described as a 'mother hen' to the other cyborgs by her English voice actress, Creator/CaitlinGlass. She even makes the effort to interact with Elsa, despite not liking her much and Elsa actively discouraging such attempts.
* TeenGenius: Not as widely read or philosophical as her roommate Claes, she still has learned a LOT of history, writes startlingly good essays, and speaks at least three languages well enough to translate. In addition to lock-picking, combat medicine, etc...
* TogetherInDeath: [[spoiler:Marco finds Triela and Hilshire dead with their arms around each other, fulfilling her wish to be with Hilshire until the day she died.]]
* TomboyWithAGirlyStreak: She typically wears masculine clothing and is very sharp-tongued, but she also wears her long hair in pigtails and [[GirlsLoveStuffedAnimals has a fondness for stuffed animals]].
* {{Tsundere}}: Her conditioning inhibits the more extreme behaviours of this trope, but her TwinTails and hot/cold interaction with Hilshire are definitely drawn from it.
* WaifFu: In addition to the usual programmed skills, Triela is [[BoxingLessonsForSuperman given extra training in hand-to-hand]] with the [=GIS=].
* WomanScorned:
** After Pinocchio beats her for the first time, she's determined to win the rematch.
** [[IWantMyBelovedToBeHappy Averted with Roberta Guellfi]]; she shows none of Henrietta's jealous tendencies when her handler finds himself a LoveInterest.
* WorthyOpponent: Seems to regard Pinocchio as such, not only respecting him as the only normal human to best her in combat, but empathizing with him as a kindred spirit of seeking love and approval in a world of loneliness.

!Claes (formerly Frieda Claes Johansson)
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/claes5_9043_175_x_238_2491.jpg]]
->'''Voiced by:''' Creator/AmiKoshimizu (''Gunslinger Girl'') Creator/RisaMizuno (''Il Teatrino'') (JP), Alese Watson (EN)

Formerly known as Fleda Claes Johansson, she was the daughter of a university professor who taught her to read books. Her handler was Raballo, an ex-Carabinieri officer who died in a car accident; ever since then, she has mostly ceased participating in field operations and instead acts as a guinea pig for SWA equipment testing, although she is occasionally sent to help the other agents when they need additional manpower. In field ops, Claes uses a Heckler & Koch [=VP70M=] and a [=MP5K=]-PDW.
-----

* BewareTheQuietOnes
** Spends most of her time lying in her bed quietly reading, but when she's used as a TrojanPrisoner in a terrorist operation she brutally kills two of her guards without using a firearm.
** She does not react well to [[GlassesCuriosity Petra trying on her glasses]].
* BillionaireWristband: She wears a luxury Swiss watch, though as the girls don't have the money to buy such things it's more to indicate her precise, reserved nature.
* {{Bookworm}}: She inherited a library from her former handler and has a bookish air. Also, her father was an university professor.
* CallToAgriculture: She's no longer used on missions, so Claes has a lot more free time than the other cyborgs, so she likes to spend her time planting herbs and vegetables.
* DontYouDarePityMe: Claes is restricted to the compound, has no handler to lean on, and is used for brutal experiments by the Agency, but she neither tolerates sympathy from the other girls nor puts up with them angsting over their own situations.
* GoodThingYouCanHeal: Her role as the cybernetics test bed frequently requires her to stress her body past the breaking point. Then they fix her up and order her to break herself again.
* TheGlassesComeOff: Literally! Her former handler instructed her to be calm and composed while wearing her glasses, so she has to actually remove her glasses in order to remove the mental block and let her fight.
* LaserGuidedAmnesia: After Raballo's death, she was reconditioned to forget that he ever existed. She still subconsciously remembers things he taught her, though. [[spoiler: When a soldier asks her if she ever knew Claudio Raballo, she breaks down in tears because she recognizes the name, but can't remember who it is no matter how hard she thinks.]]
* LastOfHerKind: It isn't said how long she lives (every day is much the same to her), but Claes lives out her remaining days on an Agency research vessel, the last remaining First Generation cyborg.
* LonersAreFreaks: Averted. Claes can be coldly pragmatic and prefers it when everyone goes off on missions and leaves her alone, but she does care about her friends; she simply prefers to socialize on her own terms.
* MysteriousPast: Other than a couple of details here and there, her past and how she came to the SWA are never revealed.
* NotSoAboveItAll: After striking Angelina when she brings up how they are all going to die, she revisits her in private and admits that she's also afraid of pain and death despite her calm facade. Her gardening and book-reading is just a way of telling herself she won't have wasted what time she has left.
* PragmaticHero: The other cyborgs filter their actions through their desire to please their handlers. Claes can't remember her handler so has a more detached view of things.
* PunchClockHero: Prior to the death of her handler, Claes compartmentalized her life thoroughly -- fighting for the Agency and leisure time spent with her handler were hermetically sealed from one another and she would never let the aspects of one intrude on the other.
* StandingBetweenTheEnemies: [[spoiler:She walks out to confront the army column that's been ordered to take them all out, calling on the soldiers not to attack. They refuse to fire on her, and the SWA is able to surrender peacefully without any further bloodshed.]]
* TechnicalPacifist: While on a mission with Petra, Claes finds herself unable to pull the trigger of her firearm as a result of the subconsciously-remembered suggestion from her deceased handler that she be "gentle Claes". This means Claes has to stay at the SWA compound while her fellow cyborgs go to attack the Turin Nuclear Plant. Later she takes a light machine gun and goes out to confront the soldiers but doesn't use it, just knocking down those who try to attack her.
* TestedOnHumans: After Raballo's death makes her unsuitable for normal combat operations, Claes literally becomes the Technology Department's test bed, outfitted with and testing each new iteration of cybernetics.
* TomboyishBaseballCap: Her handler gave her a baseball cap with GIS insignia that she would wear during training. She still has the cap in her room but doesn't wear it, as befitting her current sedate lifestyle.
* TraumaInducedAmnesia: Claes goes catatonic after learning of her handler's death and loses memory of him, although it's uncertain whether that is because of her 'systems failure' or if the Agency re-conditioned her to make her operable again.
* UnableToCry: Lampshaded when Claes sees a movie that subconsciously reminds her of her dead handler, who's been wiped from her memory.
* WiseBeyondTheirYears: How many twelve year-old girls do you know with an advanced knowledge of Balzac? She also carries herself primly.

!Angelica (formerly Angelina)
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/angelica2_3054_175_x_242_8593.jpg]]
->'''Voiced by:''' Hitomi Terakado (''Gunslinger Girl'') Creator/KanaHanazawa (''Il Teatrino'') (JP), Creator/MonicaRial (EN)

The first cyborg. She was the survivor of a hit and run accident courtesy of her businessman father who tried to run her down to get insurance money, since his businesses were about to go bankrupt. Given the new name Angelica, she works with Marco and her weapons of choice involves Steyr-made weapons, including the AUG series and the M9. By the time the story starts, she has begun showing many of the negative side effects of the conditioning and frequently has to sit out missions and training as a result.
-----
* AbusiveParents: Of the FinancialAbuse kind. Her father actually ''[[MakeItLookLikeAnAccident ran her down]]'' in an attempt to cash in on her hefty life insurance money.
* AdaptationDyeJob: She has brown hair in ''Teatrino''
* AntiHero: Classical. She's the only cyborg to ''never'' qualify as Unscrupulous despite being a killer.
* ApologisesALot: Like all the girls, any failure on her part is a failure to please her handler, so she's always apologising for the effects of her deteriorating body. Having no idea why her handler is cold towards her, she's stuck in a loop of desperately trying to please him only to keep failing as she no longer has the ability.
* BigFriendlyDog: Before being run down by her father and transformed into Angelica, Angelina's only friend was her amiable dog Perro.
* CuteClumsyGirl: Trips often in missions and in training, likely due to her not adjusting well to her implants or losing control over her enhanced body.
* CutenessProximity: Priscilla dotes on her, and so did everyone else back when she was the first and only cyborg in Section Two.
* DoesNotKnowHerOwnStrength: During a sudden onset of conditioning withdrawal, Angelina breaks Priscilla's arm while trying to snatch her weapons case off her.
* FlawedPrototype: Was the first cyborg to be put into action and the first to show the symptoms of memory loss. Later cyborgs are able to last longer and have better control over their implants, but Angelica is an [[ElephantInTheRoom unspoken reminder]] of how all cyborgs who aren't killed in action will end up.
* ForgetfulJones: Played for drama. Marco no longer thinks it's worth training or interacting with her as she's going to forget it all anyway.
* HeroicSacrifice: She is mortally wounded [[TuckAndCover shielding her handler from a bomb blast]].
* HopeSpot
** Angelica is implied to have died at the end of the first anime, [[DeathByAdaptation far earlier than her death in the manga]]. However ''Il Teatrino'' starts with her alive and back on field operations. Unfortunately, it's quickly apparent that her recovery is only temporary.
** She appears to be getting memories of her pre-Agency life back when Marco tracks down her dog and returns it to her, but it's just another sign that her conditioning is breaking down with fatal results.
* MeaningfulName: In The Prince of the Land of Pasta, Part Two, her handler remarks how her father made a good choice in naming her after the angels. Marco himself changed her name from Angelina to Angelica.
* LossOfIdentity: Occurs in the terminal stages of conditioning poisoning.
* ParentalNeglect: Angelica's handler, Marco, is initially very close to his cyborg. However, he grows increasingly distant and resentful as conditioning problems advance and he considers that the little girl he was introduced to has already died. Really not helped by how the poor girl's brainwashing actually ''destroyed'' the personality that he was so fond of.

!Petrushka AKA Petra (formerly Elisabeta Baronovskaya)
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/petra-tvtropes_5592_175_x_260_910.jpg]]

A promising Russian ballet dancer in the Bolshoi Ballet Academy who developed cancer in her legs. Her family brought her to Italy in the hopes that Elisabeta would be healed, but when Elisabeta learned that she couldn't be saved without having her leg amputated, she attempted to commit suicide. The SWA pressed her into service by making her one of the first second-gen cyborgs. She works with Sandro and usually uses a SITES Spectre M4.

Due to her prominence in the media, the SWA had to dye her blonde hair red and use slight facial surgery to avoid the press' attention.
-----
* AnguishedDeclarationOfLove: Happens literally -- Alessandro is convinced her declarations of love are simply a result of her conditioning. To prove otherwise Petrushka slaps her handler and insults him, an act that makes her physically ill from the strain of fighting the conditioning that prevents her from harming him.
* BeCarefulWhatYouWishFor: Well, she ''did'' want to be taller...
** Not only is this lampshaded by [[spoiler:Petrushka herself, when she's regained her memory]], but it is also used to lampshade the irony of her situation at the end of the manga. She mentions regret over her name being that of a puppet from ballet, so when [[spoiler:Sandro [[AnguishedDeclarationOfLove tells her that this Petrushka got what she wanted]]]], she replies that she guesses they both got what they wished for.
* BeautifulDreamer
-->'''Sandro:''' You looked so cute, all curled up like a cat.
* DiabolusExMachina: [[spoiler: So it turns out that Petra's conversion to a cyborg didn't cure her of cancer entirely since she ended up relapsing anyway, and it's leukemia this time; basically, her being a cyborg mostly just masked the symptoms, allowing her to function normally but did next to nothing to stop the disease (though with artificial organs, it was less likely). The SWA finds this out and informs her handler a bit late, and it's hard to say if that's because the prosthesis made the symptoms subtle or if this were a deliberate case of hiding it. They do try to treat her for it after Turin; however, what happens to her and Sandro is left open to interpretation.]]
* DramaticIrony: She first meets Sandro hours before the amputation of her leg is confirmed and her resulting suicide attempt. The irony is further shown in that he tells the agency to give him any random girl and gives her the name Petrushka only knowing that she is Russian. Just before the Turin Battle, [[spoiler:Sandro was informed that a nuclear power plant might give her some bad reactions, considering her past, which he is informed of for the first time, and then he realizes the worst part of all this.]]
* DreamBallet: There is a dream-sequence where Petrushka witnesses her pre-cyborg self (aspiring ballerina Elisabeta) practice her dancing, but because she's lost her memory and the person she sees has a different appearance and height, she doesn't realize that it's her.
* DrivenToSuicide: Having been irradiated during the Chernobyl disaster when she was a child, Elisabeta developed cancer in her leg. Then she was sent to Italy for treatment, which failed and she was to have had said leg amputated, which destroyed her dream and raison d'ĂŞtre of becoming a ballet dancer. She throws herself off a roof, but doesn't die; this however brings her to the Agency's attention.
* EarlyBirdCameo: (Anime only) Elisabeta shows up in a middle episode of "Il Teatrino."
* ElephantInTheLivingRoom: Is the only cyborg to question the necessity of the ForeverWar against terrorism that they're fighting.
* ImproperlyPlacedFirearms: {{Subverted}}: while the series is quite heavy on this, the Spectre, being Italian special forces issue, is the most appropriate gun.
* KickChick: She likes to use her legs in hand-to-hand combat, implied to be a subconscious result of her past as a ballerina.
* LastRequest: When Sandro asks if she has any last requests, she trolls him by [[MustNotDieAVirgin asking her handler to sleep with her]]. Sandro pointblank refuses, saying he'll wait till she grows into a woman first. She then makes a serious request to find out who she used to be, and fortunately Sandro is able to convince Dr. Belisario to remove her memory blocks ForScience According to Claes her dying request was that Sandro contact her family.
* MasterOfDisguise: This is Petrushka's specialty, trained in it by her handler.
* MeaningfulName: "Petrushka" is the name of a puppet used in Russian theatre and ballet - thus reflecting both the character's origins as a Russian ballerina, and her status as an Agency cyborg.
* MsFanservice: Having been converted into a cyborg at a significantly older age than most of the earlier girls, she is a frequent focus of fanservice. The most attention is on her legs, which are long and almost always bare.
* NeuralImplanting: When Petra first wakes up at the Agency she can speak Italian and has a detailed knowledge of firearms.
* SecretlyDying: [[spoiler: Leukemia. Inverted in that she's the one that doesn't know, but the staff and (just before she is informed) her handler do]].
* SignificantGreenEyedRedhead: She does literally have green eyes and red hair! Petrushka also does fulfill the further characteristics of the archetype -- she is much more acquainted with hand-to-hand combat than the other cyborgs, and sometimes loses her temper with her handler (FieryRedhead) and becomes a LoveInterest (green eyes).
* StressVomit: Due to her conditioning Petrushka throws up [[FieryRedhead every time she tries to insult or challenge her handler]].
* SurpassedTheTeacher: During the battle in the Turin nuclear plant, Petra overrides her handler by insisting that they recapture the control room where the enemy is running things, whereas Sandro is focusing on the immediate crisis and ignoring the big picture.
* TeacherStudentRomance: Petrushka falls in love with her handler Alessandro, who after initially resisting her increasingly obvious affection (incorrectly believing her to be driven by [[BlessedWithSuck cyborg conditioning]] and not wanting to take advantage of her), eventually acknowledges her feelings to be real and genuine, falls for her himself, and forms a relationship with her.
* TheTopicOfCancer: Had a bad case of it. [[spoiler:Eventually it comes back as leukemia and is the supposed cause of her death]].
* YouAreNumberSix: Downplayed, during a hypnotic debriefing she identifies herself as Experimental Cyborg [=XB11-01=], but first by her name.

!Beatrice
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/GSG_Beatrice_8818.jpg]]
->'''Voiced by:''' Creator/MariyaIse (JP), Creator/CheramiLeigh (EN)

A first-gen cyborg who works with Bernardo, she's tasked to do anti-EOD duties due to her heightened sense of smell to detect traces of explosives and bombs of various types. Beatrice uses the IMI Uzi family as her weapon of choice.

Like Claes, no one knows how the SWA came to recruit her.
----
* AnyoneCanDie: After Angelica's death, we were led to believe that Beatrice was becoming an AscendedExtra to replace her. Beatrice started to make several more appearances where previously she had barely featured... then an anti-material gun pits her like an olive. ...And she's vaporized by a cruise missile.
* BootsOfToughness: Wears boots in contrast to the other girls who wear sneakers or more stylish shoes.
* EmotionlessGirl: While all of the cyborgs display this to varying degrees, Beatrice is the straightest example. She says she's never felt moved enough to smile, and is curious about how the other girls seem to feel sadness or fear so easily.
* {{Gimmick}}: In the sense of a defining trait, before beliefs, personality or appearance Beatrice was distinguished chiefly by her abilities as a bomb-sniffer, being able to literally smell traces of explosive.
* HeroicSacrifice: [[OOCIsSeriousBusiness The one time]] Beatrice raises her voice beyond a flat monotone is her scream at Triela to hit the deck as she, mortally wounded, heaves an imminently-detonating warhead out of a window, and herself along with it.
* NeverFoundTheBody: They did, it just took a week.
* TheNoseKnows: She can distinguish the smells of different explosives.
* OddCouple: Beatrice is flat and almost monosyllabic, while by contrast her handler is effervescent and talkative.
* SatelliteCharacter: Given less focus than the girls talked about above; however she has a somewhat larger role in the second season of the anime.

!Elsa de Sica
[[quoteright:210:https://static.tvtropes.org/pmwiki/pub/images/elsa_de_sica_gsg.jpg]]
->'''Voiced by:''' Creator/MamikoNoto (JP), Creator/BrinaPalencia (EN)

The first of the cyborgs to be killed in action, alongside her handler Lauro; the SWA investigates on whether she was killed by Padania terrorists or by someone else. She operates while using a SIG SG 550 series and the SIG-Sauer P229, although she uses a PGM Hecate for handling enemy vehicles.
----
* AscendedExtra: In the manga Elsa is only shown in a couple of panels, and we never know her as a character. In the anime an episode is devoted to their fratello, plus a flashback scene in a later episode which shows their deaths.
* ColdSniper: Subverted; it's on her sniping mission that she finally loses control.
* HeroicBSOD: Lauro orders Elsa off her rifle moments before a hit because she's distracted by the warm interaction of the Jose/Henrietta fratello. Lauro ignores her pleas to be allowed to continue the mission, and she just stares in shock as Jose completes her mission and she's dismissed as useless by Lauro.
* IceQueen: Elsa has a cold demeanor which only changes when she's reacting to her handler or showing contempt for her fellow cyborgs.
* LonersAreFreaks: Elsa spurns the friendship of the other girls, living alone in a room where the only extraneous object is a photograph of her handler. The photo is not even a proper portrait, showing only a partial reflection of Lauro in a rearview mirror.
* OnlyOneName: Averted as Elsa is the only cyborg with a full name, and not a GenderBlenderName either. What makes it even sadder is that her fuller name has even less meaning behind it; Lauro named her after the park he was walking through at the time, because he had to call her ''something'' and that was the [[LineOfSightName first thing he could think of]]. Elsa's name is precious to the poor girl - in addition to being a "gift" from her handler, it's the keystone that maintains her very sense of self and describes her as a person, not a latterday golem, whose struggles have meaning. The realization that that self is a dismissive and indifferent mere token destroys her, literally.
* ShadowArchetype: To the other cyborgs and Henrietta in particular, showing what could happen if a girl's obsession with their handler gets out of control.
* SpurnedIntoSuicide: [[spoiler:Or in this case MurderSuicide, killing Lauro and then herself.]]
* [[TwinTails Twin Tailed]] BraidsOfAction: How she wears her hair.
* {{Yandere}}: Due to her heavy conditioning Elsa has become obsessed with Lauro, and her only reason for existing is to serve him.

[[folder:SWA Handlers]]
!Jose Croce (Henrietta's handler)
[[quoteright:278:https://static.tvtropes.org/pmwiki/pub/images/Jose_278_x_270_5698.jpg]]
->'''Voiced by:''' Creator/HidenobuKiuchi (''Gunslinger Girl'') Kozo Mito (''Il Teatrino'') (JP), Creator/JohnBurgmeier (EN)

Part of the Croce family who are known to be involved in government work, he and Jean were in the Carabinieri when a bomb attack wiped out his family. He and Jean were the only survivors and were also the first ones to be recruited into SWA's Section 2.
----
* AntiHero: Nominal around most people, and also Henrietta after his crossing of the DespairEventHorizon. Before that Henrietta saw him as nice enough to be Unscrupulous ''at worst''.
* BeneathTheMask: His friendliness to Henrietta and angsting over what's being done to her hide the fact that underneath he's as vengeful as his brother is, and is willing to sacrifice everything, including her, for that cause.
* CharacterTics: In the anime Jose adjusts his tie whenever he's wrestling with his guilt.
* DespairEventHorizon: After the memory wipe inflicted on Henrietta, leading to TookALevelInJerkass below.
* EyepatchOfPower: After being injured in the Venice belltower assault. Coupled with SanitySlippage (now ''he's'' seeing Enrica too).
* EyeScream: Results in the above trope. [[spoiler: This is also how he and Henrietta ultimately end each other's lives.]]
* NominalHero: He only showers affection on Henrietta to ease his own moral qualms, and eventually even this charade is too much for him to keep up.
* SanitySlippage: Following the tower strike, where [[EyeScream he lost an eye]] to the very same guy that had already killed his parents, his sister, and his brother's lover in one fell swoop. As memories of Enrica torment him and the Agency prepares to reset Henrietta to factory settings, he finally jumps over the DespairEventHorizon.
* TakingYouWithMe: Following [[spoiler:that shot to the chest, he asks Henrietta to put one through his head right before putting his own gun to her eye. They proceed to put each other out of their misery.]]
* TookALevelInJerkass: Initially Jose appears to be a model for handlers who treat their cyborgs kindly and compassionately; however, it is later revealed that he finds being nice to his cyborg a draining experience and that keeping her happy and placated is an increasingly troublesome act. Eventually he becomes emotionally exhausted, and can't muster any opposing argument when the Agency wants to "reset" Henrietta, wiping out her memories and personality ([[DespairEventHorizon essentially destroying all that distinguished the girl he's cared for for years]]), to reprogram her in the hopes of prolonging her life. Thereafter Jose, no longer keeping up a pretense of being mellow, starts flat-out ignoring her (this is partially out of grief and regret, though).

!Jean Croce (Rico's handler)
[[quoteright:276:https://static.tvtropes.org/pmwiki/pub/images/Jean_276_x_276_2731.jpg]]
->'''Voiced by:''' Creator/MitsuruMiyamoto (''Gunslinger Girl''), Creator/TakehitoKoyasu (''Il Teatrino'') (JP), Creator/EricVale (EN)

Older brother of Jose, he too was in the Carabinieri when his family, including his fiance, were killed in a Padania-credited bomb attack. Like Jose, Jean was among the first recruits to SWA's Section 2.
----
* AloofBigBrother: To Jose, whom he treats with disdain for his emotional qualms.
* AntiHero: On the whole he is a very bad man. Were he not faced with the extraordinarily villainous [[BigBad Giacomo Dante]], he might even qualify as a VillainProtagonist. He is manipulative, violent and single-mindedly pursues revenge no matter how many lives he destroys in the process.
* DefrostingIceKing: Jean starts off by far the coldest handler but by the end of the second anime season finally seems to have warmed up to Rico. This also applies to the manga, where he's the only handler known to have directly stated his motives (he directly tells her that she is his tool for revenge), yet by the end, they seem to have developed a close bond of some sort.
** Rico is precious to Jean (she's the instrument of his vengeance), Jean is just really crappy at nurturing and softer feelings and stuff like that. This causes problems, at one point Jean tries to give a rousing speech to Rico about getting Dante for him, even if it kills her. Rico's reaction is totally uncomprehending; if you haven't taught someone emotions, you really can't appeal to them.
** While in the Carabinieri Jean was pursued by female subordinate Sophia Durante, who fell in LoveAtFirstSight with the handsome aloof officer despite his warning that he was a cold fish. Her persistance breaks through his reserve and they agree to get married -- her subsequent death in the same terrorist attack that kills Jean's sister no doubt reinforces his belief that it's better to go through life as a ruthless unfeeling bastard.
** In the DistantFinale he has mellowed considerably, and is either married (presumably to his sister's equally vengeance-worn friend) or has resumed wearing his engagement ring (it's not made clear). He even tells his subordinates to send Hugo a buck for his crowdfunded documentary and keeps a [[PreciousPhoto photo of a smiling Rico]] on his desk.
* FauxAffablyEvil: Is more than capable of putting on an amiable facade when needed, whether convincing a target that he's an innocent tourist or convincing a potential recruit that joining the Agency is the best way to save this young girl who's been cruelly victimized.
* HiddenHeartOfGold: Jean maintains a cold demeanor towards his cyborg Rico, and hits her whenever she doesn't perform to standard. Seeing as the cyborgs are all going to die before adulthood as a result of their conditioning, he has good reason not to get too attached, especially since Jean still feels the loss of his sister Enrica. On rare occasions, however, this façade cracks, like when Rico is injured and falls into the sea during a battle and Jean desperately dives in to save her.
* JackBauerInterrogationTechnique: Has no qualms about using it himself, if there is any chance of gaining useful info, or sometimes when he's just extra angry. Usually delegates this to Rico, who will cheerfully (though not maliciously) take care of it.
* KnightTemplar: Has been one pretty much since birth (thanks to his grandfather); having his family killed only increased his fanaticism.
* MakeItLookLikeAnAccident: Implied to have had Raballo murdered and disguised it as a traffic accident, when Raballo tried to expose (and presumably shut down) the SWA. He also threatened to do the same to Hilshire if he didn't become Triela's handler and keep the SWA's secret.
* PetTheDog:
** He briefly gives Rico a hug and reassures her that she is doing fine, after she worries about her lack of emotional response to Angelica's death. As distant as Rico and Jean seem to be, Rico is still a cyborg who appreciates attention from her handler.
** He occasionally checks in on Claes; ostensibly because it's his job, but he goes out of his way to ask how she's doing. He's also the one who gave her permission to plant a vegetable garden when she asked him, despite having no particular reason to do so. It's implied that it's because he feels guilty about having betrayed her handler, Raballo, to the Agency and gotten him killed.
** He arranges for himself and Jose to go on a vacation with their respective cyborgs, [[IWasJustPassingThrough claiming that he wants to see if taking a break will relieve their stress and thus make them better in the field]].
* SinisterShades: He wears them a lot in the anime, anyway.
* WouldHitAGirl: You bet, and the woman doesn't have to be the SWA's quarry either--he's smacked Rico hard enough to draw blood, and gave Priscilla a shiner during hand-to-hand sparring. To be fair to him, though, he doesn't enjoy hitting them, and he never hit his fiance (though he did throw an orange in her face when they first met).

!Victor Hilshire (Triela's handler)
[[quoteright:173:https://static.tvtropes.org/pmwiki/pub/images/hilshire_173_x_208_6265.jpg]]
->'''Voiced by:''' Creator/MasashiEbara (''Gunslinger Girl''), Creator/MasayaMatsukaze (''Il Teatrino'') (JP), Creator/DameonClarke (''Gunslinger Girl'') Creator/JMichaelTatum (''Il Teatrino'') (EN)

A German Polizei officer who was seconded to Europol, he was tasked to do deskwork and rarely ventures into the field until he conducts an unsanctioned op with Rachelle to save Triela from dying during a snuff film attempt. He hides from public view in the Netherlands (and Germany) and brings her to the SWA, which also resulted in being forced to work with them to ensure Triela's life is saved.
-----
* AlwaysSaveTheGirl: Hilshire doesn't hesitate to run back to save Triela during the attack on the Turin nuclear plant, even when directly ordered not to. [[spoiler: He ends up dying with her there.]]
* AntiHero: Unscrupulous bordering on Disney(!).
* TheAtoner: Hilshire clearly feels guilty over Rachelle Belleut's death in their bungled raid in Amsterdam, and goes far beyond the call of duty to protect the girl she died to save in an effort to make her HeroicSacrifice mean something.
* BoxedCrook: Hilshire kidnaps Triela from a Dutch hospital in order to get her treatment from the SWA. When he discovers the truth about the Agency, Jean coerces him into becoming Triela's handler as it's the only way to protect what's left of her.
* CowboyCop: Hartmann raids a SnuffFilm warehouse on his own initiative, leading to the death of his LoveInterest, French doctor Rachelle Belleut.
* DoesThisRemindYouOfAnything: Hilshire's relationship with Triela resembles a stepfather, or recently widowed father, [[SinkOrSwimFatherhood suddenly thrust into the role of sole parent]].
* GermanicDepressives: Hilshire seems the typical "serious German" to his fellow handlers, and when the audience first sees him he's keeping an emotional distance from Triela, leaving her [[MasteroftheMixedMessage confused as to exactly what he expects of her]]. It turns out that Hilshire's just never been comfortable [[MaternallyChallenged dealing with children]] or socializing with others.
* InconsistentDub: Translators of the manga can't seem to decide whether he's supposed to be named Hilshire (the more common, and generally accepted pronunciation) or Hirscher. The last one is an actual German surname, but given that he's using a fake one anyway...
* KnightInSourArmor: Shading into MartyrWithoutACause. His last letter to Roberta even quotes Macaulay's "Horatius" (Stanzas 27-29).
* LastNameBasis: Hilshire is never called 'Victor' by the other handlers; Triela doesn't even know his first name until Roberta Guellfi mentions it.
* MaternallyChallenged: Hilshire doesn't know how to deal with this child who's been thrust into his care, so keeps an emotional distance. This improves Triela as an assassin and CoolBigSis by making her self-reliant, but also leads to their {{Tsundere}} relationship.
* MoralityChain: Inverted. He's a good cop who's forced to carry out assassinations because becoming Triela's handler was the only way to protect her.
* NaiveNewcomer: At Europol, Hartmann is kept on liaison work because he's believed to be too sensitive and idealistic for field operations.
* NiceJobBreakingItHero: You've got this girl who's traumatized and mutilated from a snuff film, and you've heard of an agency in Italy that can make her all better.
* NomDeGuerre: His real surname is Hartmann; Hilshire is a fake identity given when he joined the Agency.
* YouKnowTooMuch: During a flashback to how he ended up with the agency, when Hartmann discovers that Triela has been turned into a cyborg killer, he threatens to blow the whistle on the Agency; Jean gives him the choice of either becoming Triela's handler, or becoming a corpse and abandoning Triela to an unknown fate.

!Marco Toni (Angelica's handler)
[[quoteright:209:https://static.tvtropes.org/pmwiki/pub/images/handlerMarco_209_x_182_722.jpg]]
->'''Voiced by:''' Norihiro Inoue (''Gunslinger Girl''), Creator/KazukiYao (''Il Teatrino'') (JP), Jim Foronda (EN)

An experienced operator with the Polizia di Statos' Nucleo Operativo Centrale di Sicurezza, Marco was taken off field work after an injury made him stay off future NOCS ops. This led him to work for the SWA. For a time, he was in a relationship with Patricia before they parted ways.
----
* AntiHero: Unscrupulous, [[TookALevelInJerkass then Nominal]], [[HeelRealization then back to Unscrupulous]].
* TheBusCameBack: Marco drops out of the story after Angelica's death, but he reappears five volumes later. This is not a case for shouting out [[HesBack He's Back]] excitedly, partially because he was never the central hero but also because his return to active service is treated in a very low-key, almost incidental way.
* ElitesAreMoreGlamorous: Marco was an operator with the [[SwatTeam Nucleo Operativo Centrale di Sicurezza]].
* HandicappedBadass: An eye injury he sustained from a firearm's accident forced him out of NOCS.
* JerkassHasAPoint: Bianchi and others keep telling Marco to be nice to Angelica, whereupon he retorts that they wouldn't find it so easy if they were the ones who actually had to do so day after day.
* KnightInSourArmor: After Angelica dies, he decides to become the handler of another cyborg rather than go on to other duties (though it's not shown which one he chooses).
* TheMasqueradeWillKillYourDatingLife: His happy partnership with Patricia comes to an end due to his increasing guilt over what he does at the Agency, and the BlatantLies that he's working with child welfare cases when she can smell gunpowder on him.
* TookALevelInJerkass: Flashbacks reveal that Marco was a good handler to Angelica (of the friendly brother type) but when she starts losing her memory, he becomes resentful and indifferent. Marco does show moments of concern, but it isn't until his HeelRealisation that he starts trying to comfort Angelica in her final days. Later when Sandro asks for advice handling the cyborgs, Marco can only warn him against getting attached to them in the first place.
* YouAreInCommandNow: He's the highest-ranking officer still on his feet at the end of the Turin battle. When tanks are brought in to force the surrender of both sides his colleagues want to fight, but Marco orders them to surrender rather than throw away their lives.

!Claudio Raballo (Claes' handler)
[[quoteright:175:https://static.tvtropes.org/pmwiki/pub/images/Raballo_175_x_159_9007.jpg]]
->'''Voiced by:''' Creator/KenyuHoriuchi (JP), Bill Flynn (EN)

An ex-Carabineri who was taken off field duty from a leg injury, Raballo's one of the few SWA agents who didn't like the idea of using Claes as a child assassin, but took his time to take care of her and remind her to be a good person. By the time the story takes place, he has died, leaving Claes with no handler. It's implied throughout the story that he was planning to go to the newspapers about the SWA and was assassinated before he could do so.
------
* AngerBornOfWorry: He tends to lash out at others when he's actually angry at himself.
* AntiHero: Unscrupulous to the naked eye, but is really a Disney.
* BerserkButton: Having lost his leg in a firearm accident, the sight of Henrietta grossly mishandling her pistol (checking a misfire by ''[[IJustShotMarvinInTheFace looking down the barrel]]'') causes him [[WouldHitAGirl strike her]] and abuse Jose for not training her properly.
* {{Bookworm}}: While he handwaves it as being a CulturedWarrior, his private book collection makes it clear he enjoys reading and learning for its own sake. This is the first step in learning to identify with Claes, whom he notices is always holding a book in her family photos.
* CallToAgriculture: He inadvertently passes this down to Claes, who subconsciously recalls his mention of a vegetable garden and begins growing one herself after his death.
* {{Foil}}: To Jose, who also cares about his cyborg but neglects her training because he doesn't want to face up to what's happening to Henrietta, and does nice things for her to assuage his own conscience. Raballo on the other hand takes training seriously after his initial indifference, makes an effort to bond with his cyborg, and tries to stop what's happening to the girls rather than retreat into apathy or wallow in his own guilt.
* FriendOrIdolDecision: Jean promises to get him back into Carabineri, an organisation he dedicated his life to, if he spends a few years training Claes. He's on the verge of getting this but elects to throw away his future career to blow the whistle on the Agency, having come to empathize with her too much to continue turning a blind eye.
* HandicappedBadass: Has a leg injury that got him removed from field duty, but is still more than capable of handling himself.
* HeroesGoneFishing: He teaches the joy of fishing to Claes, and their fishing expeditions enable them to have private time away from the gaze of the Agency where they can just be themselves. It later helps Claes cope with her own isolation, as she's learnt from him to enjoy spending her time in such idle pleasures.
* HiddenHeartOfGold: Raballo is a gruff veteran embittered over the loss of his leg in a meaningless accident, who's only training Claes so he can get back into the Carabinieri. He's curt towards her and strikes people on a couple of occasions ([[IJustShotMarvinInTheFace not without cause]]) but in the end is the only one who makes an active step towards trying to stop what's being done to the girls.
* MakeItLookLikeAnAccident: Raballo decides to go to the newspapers about the SWA. The next thing we see is Jean telling Claes that her handler was killed in a hit and run accident, though we [[TheUnreveal never find out any further details]].
** Well, we later hear Jean apologizing to Raballo after turning down Claes's request to join the Turin mission. Which at least eliminates any lingering doubt.
* MyGodWhatHaveIDone
** When Claes fails to hit the target because she's unused to her new cyborg body, Raballo tells her to stay on the range until she can consistently hit the target. He finds her on the range the next day in the pouring rain, [[BlindObedience having spent all night trying to obey his last command.]]
** As part of her training, he sends Claes into a dark subway, ordering her to take down the petty criminals there without using her gun except in self-defense, which should be easy for a cyborg. He's disappointed when he hears gunshots and she comes out dragging two corpses...until he sees the knife sticking out of her gut.
** His angry confrontation with Jose causes Henrietta and Claes to nearly kill each other. The Agency decides their conditioning needs refinement, which will take even more years off their lifespan. It's the final straw for Raballo.

!Lauro (Elsa's handler)
[[quoteright:200:https://static.tvtropes.org/pmwiki/pub/images/lauro_gsg.jpg]]

->'''Voiced by:''' Eisuke Tsuda (JP), Creator/RobertMcCollum (EN)

Elsa's handler in the field in SWA ops, Lauro doesn't really give a damn about Elsa. He gets killed while off duty from SWA work.
-----
* AscendedExtra: In the manga Lauro is only shown in a couple of panels, and we never know him as a character. In the anime an episode is devoted to him, plus a flashback scene in a later episode which shows their deaths.
* AssholeVictim: While Lauro was technically doing his job, the cold treatment he gives to Elsa, especially in contrast to how the other handlers treated their girls, made him a victim of this trope.
** The JerkAss Lauro orders Elsa off her rifle moments before a hit because she's distracted by the warm interaction of the Jose/Henrietta fratello. Lauro ignores her pleas to be allowed to continue the mission, and when he views Elsa's HeroicBSOD afterwards says only, "Useless."
* FauxAffablyEvil: He takes Jose drinking to find out what makes him tick, but has no interest in understanding or comforting Elsa.
* {{Foil}}: To Jean. While Jean treats Rico with cold distance as a way to avoid getting attached and flat-out admits to her that she is his tool for revenge, on several occasions it is made clear that he does still care for her. Lauro, on the other hand, doesn't care for Elsa in the slightest and doesn't even see her as a person.
* ParentalNeglect: The handlers are supposed to raise and train their cyborgs, but Lauro refuses to pay Elsa much attention outside of work.
* ShadowArchetype: To the other cyborgs, showing what could happen if a girl's obsession with their handler gets out of control.
* [[WhatMeasureIsANonHuman What Measure Is A Cyborg]]: Lauro despises handlers who show affection to their cyborgs, but even so makes the effort to know Jose better, as he believes everyone has some likeable qualities. However, this doesn't extend to the cyborgs because he doesn't regard them as people.

!Alessandro "Sandro" Ricci (Petrushka's handler)
[[quoteright:272:https://static.tvtropes.org/pmwiki/pub/images/sandro_9296.jpg]]

An ex-SWA Section 1 agent, he was recruited by Rossana, who taught him her fieldcraft in espionage and surveillance. He got transferred to Section 2 and served as Petruska's handler. Sandro is known to speak many languages, including Italian and Russian.
----
* BadassNormal:
** In a HiddenBadass NonActionGuy way. Aside from frequently using his incredible SherlockScan to locate and identify criminals as well as come up with effective strategies and plans that even impress some of the veterans, he is the person who locates the BigBad in Venice [[spoiler:(though not soon enough to reach him)]]. Considering that he's doing all of this in battlefields when he has no skill for combat, it's hard to consider him anything other than badass.
** In Turin, he even manages to [[spoiler:single-handedly talk down the BigBad's [[TheDragon right-hand man]], who is threatening to detonate a nuclear warhead from a room around the corner, using only his SherlockScan to assist (note, he can't see the guy). Meanwhile, he is silently instructing Petra how to take the guy down. All this, without pausing for an instant to think]].
* BecauseImGoodAtIt: Rather than be motivated by patriotism or vengeance like other members of Public Safety, he sees being a spy as a means to apply his skills.
* CunningLinguist: He speaks a lot of languages, including his native Italian and Russian.
* DesperatelyLookingForAPurposeInLife: Sandro dropped halfway through university when he couldn't figure out what he wanted to do after university life was over.
* DidTheyOrDidntThey: Exactly how far he takes his romance with Petra is not revealed; when she jokingly asks Sandro to sleep with her, he pointblank refuses until she's grown up a bit, but it's never revealed if he ever did so.
* HoneyTrap: Sandro's job was to seduce female radicals, or women related to radicals, which has given him an undeserved HandsomeLech reputation among his colleagues.
* IDoNotWantToKnow: Sandro doesn't want to know about Petra's past, as it creeps him out that she used to be a completely different person. This is his reaction when Duvalier insists on telling him that she was a cancer victim when they find themselves up against nuclear-armed terrorists.
* LadyKillerInLove: Downplayed as his sleeping around is part of his job, but Rossana walking out on him without warning gave him made him reluctant to fall for anyone else until he met Petra.
* NominalHero: With significant shades of PragmaticHero, especially once [[spoiler:he begins to reciprocate Petra's feelings]]. He has multiple moments where he goes out of his way to have his actions lead to good results, which leaves him being a bit more complicated than a straight-forward NominalHero, but mostly without the good-guy attitude of a PragmaticHero. The best example of his attitude is in chapter 36, where he tells Petra "Bad people can always protect good ones from the really bad ones."
* NonActionGuy: Prior to the Turin Power Plant attack Sandro usually left all the combat to Petra. Unlike the other handlers, he starts his cyborg's instruction by teaching her how to use a makeup kit, not a weapon. Flashbacks to when he worked for Section One have his superior note that he doesn't have the killer instinct. He's reluctant to use firearms and makes an effort to talk people into surrendering rather than kill them.
* SherlockScan: Has developed this skill since he was a kid. His mentor trained him in this even farther.
* StrawNihilist: Sandro is specifically recruited from Intelligence because [[ByronicHero his morals will be more flexible]] than the military and police types previously recruited as handlers (e.g. police and soldiers are supposed to protect women and children, whereas spies are more likely to be {{Manipulative Bastard}}s). He has no discernable patriotism or sense of duty. He loves to watch people, not interact with them. However, perhaps because of that there are several instances where he gives bad guys every opportunity to surrender and tries to talk them down.
* TeacherStudentRomance: With the mentor who recruited him into the intelligence services. Ultimately he forms one with Petra as well. [[spoiler:It also qualifies as a MayflyDecemberRomance due to the lifespans of cyborgs coupled with their age difference and the relapse of her prior illness]]. There's some subtle BelligerentSexualTension in both examples.

!Bernardo (Beatrice's Handler)
-->'''Voiced by:''' Yuto Nakano (JP), Duncan Brannan (EN)

He's Beatrice handler and an all-around NiceGuy.
----
* NiceGuy: He's cool with the other S2 agents/staff and he treats Beatrice well, despite her being TheStoic.
* OddCouple: His amiable talkative nature contrasts with his emotionless stoic cyborg.
* WhatHappenedToTheMouse: He drops out of sight after Beatrice's death.

[[/folder]]

[[folder:SWA Public Security]]

!Reschiglian

Head of the Public Security Department. He's the one who recruited Sandro to the department.
--------
!Rossana
----
A PS field agent who specialized in espionage and surveillance. She mysteriously disappeared after being involved in a case involving a known politician.

* BabiesMakeEverythingBetter: Becoming pregnant on assignment caused her to rethink her life and retire from her business. Sandro notes that she's a different person now; no longer the Machine she was famous for being. Her boss has known where she is all along and regularly makes a token effort at coaxing her back, but secretly has accepted her decision.
* BecauseImGoodAtIt: When Sandro asks why she became a spy, she gives this trope.
* CallToAgriculture: Now lives on a farm, to Sandro's bewilderment.
* TheGadfly: When Sandro turns up, she pretends her daughter is his for a moment before she reveals she's just joking.
* HoneyTrap: Worked as this until she became pregnant by her target. She's dubbed The Machine for her ruthless ability to mold herself into the person her target wants in order to get information from them.
* InsufferableGenius: Ironically, she's regarded as boring by her colleagues because she's adapted her personality to like anything, so as to match the likes of the person she's targeting. Her ability to SherlockScan also creeps people out. Sandro is the only one to find her fascinating, but after she vanishes from his life he realises it was too little, too late.
* JackOfAllTrades: Only a few days research is all she needs to gain any skill, but the flipside of this is that she's never enthusiastic about anything to gain a thorough mastery.
* StudentTeacherRomance: Was both TheMentor for Sandro and his lover. Her disappearance from his life without any explanation has made him bitter and reluctant to commit (except to a cyborg who doesn't have the option of walking out on him).
* ThatWomanIsDead: Her nickname was "The Machine", but she notes that she went to pieces when her daughter is attacked which she wouldn't have done before. Sandro thinks that the Machine has long gone.
* YouKnowTooMuch: Rogue government agents are sent to kill her and her child by the politician she seduced and became pregnant with, so the existence of a lovechild couldn't be used as blackmail by Public Security.
[[/folder]]

[[folder:SWA Special Operations]]

!Section 1

!!!Leaders

!Draghi

The head of Section 1. He doesn't hide his disgust towards Section 2's use of cyborg agents in anti-terrorist ops since they're successful in field ops.

* EnemyMine: Due to his military experience he's given command of both Section 1 and 2 when the Agency is sent into the final battle with Dante. He's stated to be MIA afterwards, so his fate is unknown.
* InfractionDistraction: Is happy to receive a report showing that Elsa failed to protect her handler, not realising he's missed a scandal that would have seriously discredited the use of cyborgs.
* InterserviceRivalry: Doesn't like how the newfangled cyborgs are replacing the work of his section, so he assigns two of his agents to investigate the death of Elsa and Lauro in the hope of digging up dirt on the cyborgs.
* ManOfWealthAndTaste: Is introduced drinking wine and eating expensive chocolates.
----
!!!Agents

!Pietro Fermi and Elenora Gabrielli

A pair of Section 1 field agents tasked to investigate the circumstances behind the death of the Elsa/Lauro fratello.
----

* BadgeGag: Elenora uses her 'magic notebook' as a police badge to force a purse snatcher to give Henrietta back her bag.
* BookEnds: They are introduced investigating the death of the Elsa/Lauro fratello [[spoiler:and are shown in their final appearance gazing sadly at the corpses of the Jean/Henrietta fratello.]]
* TheDeterminator: Their boss in Section One is happy with the preliminary report which shows that a cyborg failed to protect her handler. Pietro however wants to keep digging, and it's only in Sicily that he informs Elenora that he's using the [[InventedInvalid sick relative excuse]] and they're not on assignment.
* FeminineWomenCanCook: Elenora instructs Henrietta on how to cook using a recipe from the notebook she carries everywhere.
* {{Foil}}:
** Their partnership based on friendship and mutual respect contrasts with the Jose/Henrietta fratello, an artificial relationship based on exploitation and MoreThanMindControl.
** When Henrietta runs down a purse snatcher and tries to make him hand the purse back by force, Elenora bluffs him into handing it over by pretending to be a police officer.
* KnightInSourArmor: They have the depressing task of clean-up detail after the battle at the Turin New Nuclear Plant. Pietro wants to toss the job in and retire to some isolated island, but Elenora says she'll keep working to make what happened have some meaning.
* KnowWhenToFoldThem: Having worked out what happened with Elsa, Pietro knows that Section Two will have destroyed the evidence by now so there's no point in pursuing it further.
* ObliviousToLove: Elenora denies that she is suited for Pietro, apparently missing the affectionate looks he keeps giving her.
* ThoseTwoGuys: Or in this case a guy and girl.
* WhatTheHellHero: Pietro is disturbed by the cyborgs at first, but quickly realises that ChildrenAreInnocent and instead turns his distaste towards Section Two for exploiting them, calling out Jose for his willingness to accept this despite his supposed love for Henrietta.
* WomenAreWiser: Elenora smooths things over when her partner gets too confrontational with Jean, and carries a notebook full of useful facts from accommodation to recipes. It's also implied that she suspects the real cause of Elsa's death, so she makes sure to unload Henrietta's gun before handing it over to her. Ironically she seems to underestimate her own cleverness, thinking that someone smarter would be a more suitable girlfriend for her partner.
----
!!Section 2

!!!Leaders

!Pieri Lorenzo

The head of Section 2, he used to work in various Italian ministries before he was assigned to his current job.

* PetTheDog: Jean calls him on how he's protective of Jose, allowing him to prove himself in the field when Jean (correctly) says the Jose/Henrietta fratello isn't ready yet. Ironically this is likely for Jean's sake.
* FromACertainPointOfView: Given that he's running a new agency with a rival in Section One, he inevitably puts the best spin on things. When Jean insists that Henrietta isn't ready yet, Lorenzo overules him only for Henrietta to go berserk and massacre a roomful of people. But they were terrorists anyway and their witness was recovered alive, so all-in-all NotBad.

----

!Ferro

A Section 2 agent assigned to coordinate all S2 agents in the field.

* BeneathTheMask: At the Agency she's a curt HypercompetentSidekick to her boss, but it's suggested that she's a different person off duty.
* LadyInAPowerSuit: Always shown in a suit with the appropriate professional facade.
----

!!!Staff

!Priscilla

A Section 2 agent recruited from the Guardia di Finanza, she specializes in intelligence collection and analysis.

* BewareTheNiceOnes: She punches Amadeo in the groin when he starts telling Angelica a racy version of the Prince of Pasta story.
* ButtMonkey: Priscilla gets a shiner from Jean during hand-to-hand combat training, a broken wrist from Angelica, and her Vespa suffers damage [[HeroStoleMyBike when Jose borrows it to chase some terrorists]].
* CommonalityConnection: She got fired from her government job due to alleged 'right-wing sympathies' during the purge of potential Padania sympathizers after the Croce bombing. This caused her to identify with the other members of the Agency who also lost their jobs because they couldn't get along with people or play the political game.
* CutenessProximity: She dotes on Angelica, but doesn't realise the cyborg is indifferent to her affection as she's entirely focused on her handler Marco.
* TheHeart:
** Angelica breaks her wrist when the cyborg desperately tries to snatch a bag Priscilla is carrying that holds her conditioning meds. Priscilla begs Marco not to let Jean know, as he will put Angelica back in hospital and she knows what that would do to her.
** When Angelica is dying, she guilt-trips the other Agency personnel--who'd rather retreat into helplessness and apathy--into helping make her last days as nice as possible.
* TookALevelInBadass: Although not an Agency operative, Priscilla makes sure to learn combat skills because she knows they might be needed as the Agency increasingly takes the front line against Padania. When the Agency is called out for the final battle against Dante, she takes part in the assault on the nuclear plant instead of staying in the compound with the other headquarters staff.
* WouldNotHurtAChild: When Angelica breaks her wrist, Priscilla is in such pain she starts to draw her pistol, but refuses to use the weapon on her.

!!!Agents

!Olga

A Section 2 agent who once worked with the Russian Embassy in Rome.

* CutenessProximity: Her introductory scene is her commenting how adorable Henrietta is.
* {{Foil}}: In Olga's introductory scene her demeanor contrasts with the perky Priscilla, who's also introduced then.
* HandCannon: In Chapter 3 she's armed with a Desert Eagle equipped with a silencer (which you'd think would be a contradiction in terms). Ironically, it's not enough against bullet-resistant car she's firing on.
* MysteriousPast: Although the suggestion is that she's an agent from the now defunct Soviet Union, it's never explained how she came to be working for the top-secret black ops unit of a foreign government.
* NationalStereotypes: She wants to use the cyborg girls for a ballet company. Ironically a Russian cyborg later turns up who's a former ballerina.

!Alfonso

A Section 2 agent.

!Amadeo and Giorgio

A couple of soldiers at the Agency. Amadeo was in the Marines, Giorgio was in the Army.

* TheCasanova: Amadeo introduces himself as "The Agent of Love", so some fanfics portray him as this trope.
* {{Foil}}: Giorgio's dour cynicism contrasts with Amadeo's cheerfulness.
* ThoseTwoGuys: A couple of background guys who are only there to provide commentary when the handlers discussing the matter wouldn't be appropriate.
* ReassignedToAntarctica: Bored with the lack of action, the two get into a knife fight that's stopped by Angelica (to everyone's surprise, as she hasn't been used for combat yet). Jean has them sent off for three months training with the SAS to cool them down.

!Nihad

A Section 2 agent of African ancestry.

[[folder:SWA Tech Staff]]

!Fernando Bianchi

Head of the SWA's tech station. He's in charge of leading surgery ops for the cyborgs and acts as their counselor from time to time. Bianchi also oversees their medical prognosis and is a friend of Marco and Patricia.

!Giliani

A scientist in charge of creating/repairing the prosthetic limbs used by the cyborgs.

!Donato

A doctor who was involved in replacing Triela's legs after they were damaged in a major SWA op.

!Adamo Belisario

A scientist in charge of monitoring the cyborg's conditioning. Adamo holds four doctorates from various universities.

* DramaticIrony: Like other members of the Agency, he lost his job on suspicion of supporting Padania terrorism, only to join the government's secret unit tasked with fighting that same terrorism.
* FrameUp: A flashback shows him being arrested on suspicion of supporting terrorism. His lawyer suggests that his own wife set him up.
* PetTheDog: When Petra reveals under hypnosis that she's in love with her handler, the other doctors want to recondition her, afraid of a repeat of what happened with Elsa and Lauro. Belisario insists they leave her alone. Later when Petra has her memory blocks removed, he privately reveals to her that he's installed a backdoor in her conditioning and can remove that as well if she wants.

!Belgonzi

A doctor who oversaw Elizabeta's facial construction with Dr. Giliani. In charge of overseeing information on the prosthetic limbs used by the cyborgs.

* PetTheDog: He and the other doctors have a choice of evacuating when the Italian army moves in to shut down the Agency, but they chose to stay so they can treat any cyborgs wounded in the Turin battle.

!Louis Duvalier

A scientist who oversees other aspects of a cyborg's surgery, including their physical features.

* TheGadfly: Annoyed by Sandro's indifference to whatever cyborg is assigned to him, he gives her red hair, the only condition he insisted on.
* SingleMindedTwins: Has a couple of female twin assistants with the obligatory identical behavior. If only they had been cyborgs, it might have been [[TwinThreesomeFantasy quite a money-spinner]].

!Marianna

A neurologist who's in charge of overseeing the cyborg's conditioning process.

!Franca and Franco

->'''Voiced by:'''(Franco) Shintarou Sonooka (''Gunslinger Girl'') Creator/HirokiYasumoto (''Il Teatrino'') (JP), Creator/MikeMcFarland (EN)

Franca was a promising university student who left her studies because her father was imprisoned on false accusations and was killed under suspicious circumstances.

Franco was a worn-out right-wing terrorist who couldn't find meaning to follow the legacy of his grandfather after he passed away. He spent his days being a bum drinking until Franca convinced him to continue his legacy.

* AntiVillain: Franco is Disneyesque; while he isn't a {{Woobie}}, he only participates in Padania's activities because of his devotion to Franca.
* BusCrash: And it actually happens onscreen, though Cristiano (the sole survivor) doesn't alert us to it until many chapters later.
* EveryoneWentToSchoolTogether: Franca attended the same university as Patricia, Marco's girlfriend, until she dropped out to pursue her father's lawsuit.
* HeIsNotMyBoyfriend: People assume these two are lovers, but it's actually a case of LikeBrotherAndSister -- Franco gave Caterina the name Franca in deliberate evocation of that trope.
* {{Irony}}:
** Caterina is the one responsible for Marco (a handler with the Agency) getting together with his girlfriend/ ex-finacée Patricia. (She seems to have been their ShipperOnDeck.)
** At the end of their introductory episode, they (literally) bump into the Henrietta/Jose fratello on the Spanish Steps. Franca notes Henrietta's expensive perfume and violin case and assumes she's from a well-to-do family of the kind the Republican faction is [[YourTerroristsAreOurFreedomFighters fighting to protect]].
* ShellShockedVeteran: Franco no longer believes in terrorist causes; only the fervor of his partner keeps him going.
* TheStoic: Franco. Franca often jibes him about it.
* WouldntHurtAChild: The pair try to avoid placing bombs where children will be hurt, and Franca manages to [[spoiler:stop Pino from [[MoralEventHorizon offing a young girl]], never mind that said girl had been snooping on them at the worst possible moments lately.]] They also tip off the authorities about where Claes is being held prisoner, knowing from her lack of blindfold that her captors do not intend to release her.
* YouKilledMyFather: Caterina's father dies in prison under suspicious circumstances when she appeals his conviction. This is what caused her to become a terrorist.

!Pinocchio (AKA Pino)
[[quoteright:275:https://static.tvtropes.org/pmwiki/pub/images/Pino_275_x_179_4376.jpg]]
->'''Voiced by:''' Creator/DaisukeKishio (JP), Creator/JerryJewell (EN)

An orphan found by John Doe and Cristiano during an operation, he was trained by the nameless man in close quarters and firearms training, although he shines in using knives during close quarters.

Pinocchio gets killed during a SWA op to apprehend or kill him alongside Franca/Franco.

* AnOddPlaceToSleep: Seen sleeping on top of a car in imitation of his ex-CIA mentor. He gets chewed out for not showing respect for a good motor.
* BadassNormal: Consistently portrayed as faster, stronger and more accurate then the girls to despite being just a normal boy (albeit trained as an assassin since childhood).
* CulturedWarrior: Subverted. Pino appears to be one due to his ability to play the piano, but it turns out that he can only play the one tune and that his surrogate father kept him out of school.
* CynicalMentor: Is trained by a former CIA assassin working for Cristiano. Despite being a total badass, he ended up being [[MentorOccupationalHazard killed by a stray bullet;]] this is somewhat lampshaded in a conversation between said mentor and Cristiano.
* DistaffCounterpart: Like Triela, Pino is a victim of child abuse who was rescued by his surrogate parent-figure, and who measures his success solely by his ability to kill for that 'parent.'
* DueToTheDead: Triela returns his treasured key ring to him after killing him in combat.
* HeroKiller: Is responsible for taking out SWA agents and nearly kills Triela.
* WallOfWeapons: In Pino's hideout in Montalcino.
* WellDoneSonGuy: Being rescued and mentored by Cristiano since a young age has fostered Pinacchio's fanatical devotion to the man; he kills mostly to please Cristiano ("Because I am a good son.") and sulks when Christiano berates him for failing to take down Triela completely.
* WouldHurtAChild: Pino kills a young girl on his first mission, emptying his silenced pistol into her body. He tries to warn Aurora away from him, but is perfectly willing to kill her when she stumbles into their hideout [[spoiler:([[AvertedTrope Flanca puts a stop to this]])]]. Although, when Triela is lying unconscious in front of him, [[spoiler:[[HeelRealization it brings up memories of his first mission and he's unable to pull the trigger.]]]]

One of the main leaders of Padania, he's in charge of its Milan branch. He formerly worked with John Doe and took care of Pinocchio when he was very young.

* BigBad: For the first and second seasons of the anime. Cristiano runs the Milan branch of Padania.
* EvenEvilHasStandards: Orders his men not to commit violence in sight of art galleries or churches -- as they're in Florence his underling gripes that it doesn't leave much for them to attack.
* LikeASonToMe: Averted; from the way he raised and treated Pinocchio everyone close to him can see that Cristiano thinks of Pinocchio with parental affections but Cristiano isn't aware of it until at least two people point it out to him (and this is when the SWA is already very close to his door). Pinocchio's death at the hand of the Agency motivates a crippled Cristiano to summon Giacomo Dante back to Italy; and having Pinocchio's memento returned to him at the end of the series finally persuades Cristiano to give the agency the name of the mastermind behind Croce bombing affair. [[spoiler:Also played straight after Pinocchio's death, both in the second time he hires Giacomo (his reason is stated to be for revenge for his son and his son's friends) and later in chapter 99, as the Agency uses this to have him cooperate with providing information about the ringleader of the Croce assassination, by revealing the location of their bodies in exchange.]]
* NotQuiteDead: Reappears as a DarkLordOnLifeSupport who recruits Dante to destroy the Agency on his behalf.
* MeaningfulName: Girolamo Savonarola was a 15th Century Dominican friar who preached against the corruption and immorality of the established order, and was executed for it.
* ParentalSubstitute: Raises Pinocchio as a child assassin, but by default he becomes a surrogate son.
* {{Revenge}}: Hires Dante to destroy the SWA, whose cyborgs killed Pinocchio, Franco and Franca.
* TheManBehindTheMan: He was the one who broke Dante out of captivity to kill the Croce family in the first place (though he's obeying orders from higher up in the organisation). Later, he finances Dante's operation to destroy the SWA.
* ShellShockedVeteran: Cristiano appears to accept his fate when Padania betrays him to the police, as someone has to pay the price for their recent failures at the hands of the SWA. When Pinocchio refuses to leave his side, Cristiano decides to flee the country to save Pinocchio's life. [[spoiler:Unfortunately that decision comes too late as the Agency is already moving in for the kill.]]
* WeAreStrugglingTogether: Falls victim to Padania infighting, as the organisation breaks up into rival factions as a result of their recent losses.

!Giacomo Dante
[[quoteright:236:https://static.tvtropes.org/pmwiki/pub/images/dante_236_x_182_2456.jpg]]

A mercenary terrorist who gets recruited by Cristiano, first for the murder of Prosecutor Croce for his investigations into Padania, later to destroy the Social Welfare Agency in a personal quest for vengeance.

* BatmanGambit: His men seize the Belltower of St. Marks to demand the release of a terrorist leader. [[spoiler:It's actually a trap for the Agency's previously invincible cyborgs. Dante has a cruise missile warhead planted in the belfry as a suicide bomb and is actually on an island a couple of kilometers away with an anti-material rifle and an armed escape helicopter.]]
* BecauseImGoodAtIt: [[NotSoDifferentRemark Like Sandro]], he realised early on what he was good at and dedicates his life to it regardless of what cause he's fighting for.
* {{BFG}}: Uses a 20mm Denel NTW-20 anti-material rifle to counteract the cyborgs, even firing it from the hip during the battle in the Turin nuclear plant.
* BigBad: Replaces Cristiano as the main target of the SWA.
* BloodKnight: This guy has way too much fun in battle. He says more than once that he lives for violence, because killing each other is apparently all humans do.
-->'''Dante:''' [[BadassBoast The Five Republics has won this battle!]] Go ahead, fight all you want! It just makes it more exciting! Such a hateful enemy, you are! '''Such a lovely hate unfolding in the front of me!'''
* BringingInTheExpert: Dante usually works overseas and is brought into the country as a specialist in terror. His murder of the Croce family costs the Five Republics Faction a lot of public support, but they call on him again after their losses to the Social Welfare Agency as they need someone with just that kind of ruthlessness. And there is no denying that Dante is very good at his job, being the first opponent of the Agency to inflict a serious defeat on them.
* EqualOpportunityEvil: When Padania can't get the cruise missile warhead he wants, he just buys it from Middle Eastern terrorists regardless of their disapproval; Dante simply doesn't care. He has Ashiq working as his understudy, and recruits mercenaries and a cross-segment of terrorists from groups across Italy to take on the Agency.
* HoistByHisOwnPetard: [[spoiler:He abandons his anti-material rifle as bait to catch Rico with a BoobyTrap grenade. Rico survives and later picks up the rifle to use against him. Dante tries using Rico's handler as a HumanShield, but Rico shoots through his handler knowing he'd prioritized Dante's death over his own life.]]
* ItsPersonal: Dante was behind the bombing which killed Jean and Jose's parents and kid sister, not to mention Jean's fiancée. Unfortunately this means the Agency is too eager to get him with even Jean lacking his ruthless objectivity, causing them to blunder into Dante's traps.
* KnightOfCerebus: Previously the Agency were fighting Padania terrorists whom they were able to handle relatively easily thanks to the cyborgs. Dante raises the stakes, deploying massive firepower and completely outsmarting the Agency at the Venice belltower siege. Unlike the Padania terrorists who are presented as [[BlackAndGrayMorality not being much different from those fighting them]], Dante is presented as a monster who inflicts terror purely for its own sake.
* NiceJobFixingItVillain: The Croce Incident loses the Five Republics Faction widespread support, justifies a purge of their sympathizers from government positions, and leads directly to the creation of the Social Welfare Agency.
* NoKillLikeOverkill:
** He's hired by Padania to kill Prosecutor Giovanni Croce, which Dante does by planting a bomb under the road which blows up the prosecutor's car along with his wife, daughter, and elder son's fiance.
** [[spoiler:Dante gets shot in the guts by a 20mm anti-material round, which blows him through a hole in the wall, causing him to fall to his [[NotQuiteDead Not Quite Death]].]]
* SaveTheVillain: [[spoiler:Aprea chooses not to kill the man responsible for Enrica's death, and Dante goes to prison where the DistantFinale reveals he's the subject of conspiracies to free him. Jean, now the Director of another anti-terrorist agency, uses him as TheBait to lure out these terrorists.]]
* StrawNihilist
-->'''Dante:''' I opened the book of Mankind's history. People have always fought and killed, many times without real reason. Violence is the way of the world. I am simply playing along.
* TerroristWithoutACause: Dante is assumed to be a BombThrowingAnarchist because he'll work for anyone, but he fights BecauseImGoodAtIt and because he enjoys sewing chaos and destruction.
* WouldHurtAChild: Those terrorists who have survived the attacks of the Social Welfare Agency call in Dante because they want someone as ruthless as possible to fight these killer children.
----

!Ibrahim Ashiq

A terrorist from an obscure Middle Eastern country who serves as Dante's understudy.

* BastardUnderstudy: Despite Dante being regarded as a monster even by other radicals, he willingly joins him thinking that only his extreme measures can solve the problems of his country.
* CulturedWarrior: Sandro accurately guesses that he's received higher education in England when he recognises Sandro's citation of ''Horatius on the Bridge'' (or the philosopher Sextus, depending on which translation).
* IfYoureSoEvilEatThisKitten: Dante gives him the backpack nuke and the arming codes rather than keep it for himself, to see if he has what it takes to set it off.
* FameThroughInfamy: He knows no-one cares about the problems of his country, so allies himself with Dante knowing he will commit a major act of terrorism and Ashiq's role in this will put his country on the map.
* FireForgedFriends: Emma Brelo, daughter of the commander of the Padania terrorists who seize the New Turin Nuclear Plant, doesn't trust him for racial reasons, but works with him in fighting the Agency after she realises he's as dedicated to his cause as she is to hers.
* KarmaHoudini: Despite trying to set off a nuke, Sandro lets him and Emma escape in exchange for information.
* TheSmartGuy: He uses the computer system in the Turin plant to quite effectively counter the Agency's assault.
----

!Bruno and Vicenzo

* CleanUpCrew: Their job is disposing of bodies when Padania wants to avoid unwanted attention, crushing cars and having bodies FedToPigs.
* TheMentor: The older Bruno acts as one to Vicenzo.
* MoralMyopia: When he sees Pinocchio lying on top of a Mercedes with a body in the truck he's supposed to dispose of, his response is to chew Pinocchio out for not respecting a good car (which he's going to put in the crusher anyway). Ironically Rico later shoots up Bruno's car and then walks all over the hood.
* NothingPersonal: His response to being shot up by a couple of machine gun-toting children who kill his partner Vicenzo in the process is just to note how screwed-up the world is.
* PunchClockVillain: Bruno thinks all this killing is a waste and people should just settle their differences, but they don't, and he has a family to feed, so...
----

!Nino

A Padania terrorist who works at an antique shop as part of his cover. He's known in the underground as the Tibetan Terrier.

* KnowWhenToFoldEm: He decides to retire from terrorism and leave Milan, thereby escaping being killed by the Agency which is hunting down the other members of his cell.
* RightUnderTheirNoses: When Rico accidentally breaks Henrietta's kaleidoscope, Jose takes it to him to get repaired, with neither person aware that they are on opposite sides of a terrorist war.
* ShellShockedVeteran: Once a BombThrowingAnarchist from the University of Turin, he later advocated for the use of non-lethal weapons and tactics since he felt that killing is getting too much for him.
----

!John Doe

A mysterious hitman who was recruited by the CIA before he worked with Cristiano.

* AnOddPlaceToSleep: Sleeps on top of his car.
* TheMentor: Trained Pinocchio in his deadly skills.
* MysteriousPast: The fact that he worked for the CIA is all we know about him, and [[MrSmith his name is deliberately anonymous]].
* SurprisinglySuddenDeath: Despite being a ProfessionalKiller, his life is ended by a stray bullet.

[[folder:Italian Government]]

!Renato Pisano

The current Prime Minister of Italy. He has a hands-off approach towards the SWA and later on, decides that they're a potential liability and sends in the Italian Army to wipe them out.

* {{Expy}}: His control of the media reflects Italian Prime Minister Silvio Berlusconi (though Berlusconi supported many of the same political issues advocated by Lega Nord).
* KarmaHoudini: He gets the credit for wiping out Padania and capturing Dante, while escaping justice for the Agency's illegal actions that he authorized (though he does seem to think he might do a few years in prison somewhere down the line).
* ReasonableAuthorityFigure: When the Agency survives the FinalBattle and the confrontation with the army, he cuts a deal with Petris to reduce the Agency to a research and testing centre for cybernetics, while arranging for the former handlers to get jobs in a new intelligence agency, or return to the jobs they had previously been purged from.
* SillyRabbitIdealismIsForKids: On being told that his Minister of State sent troops to shut down the Agency, his only response is to say the Minister was an idiot because he could have sent that force against the PM, never mind that that would have been TheCoup.
* YouHaveOutlivedYourUsefulness: Uses the SWA as a weapon to destroy Padania, but in the Turin battle he hopes they and the militant wing of Padania will wipe each other out. When they don't, he sends in the Italian army to finish the job. Fortunately cooler heads prevail.
----
!Monica Petris

The current Italian Minister of Defense, she oversees the SWA's black budget is maintained and is the main line of contact for Draghi and Lorenzo alike.

* HonorBeforeReason: Aragon calls her up and asks her to surrender when the Italian army is brought in to attack the SWA compound. She refuses despite them having nowhere near the firepower needed to fight off tanks and armored personnel carriers.
----

!Aragon

She serves on the Italian National Security Council and is the niece of the Minister of State. Once the Social Welfare Agency has outlived their usefulness, Aragon turns up at the compound with three companies of paratroopers to shut down the Agency for good.

* EveryoneHasStandards: When the soldiers disobey her orders to shoot Claes, she forces her way through with a pistol to do it herself, but she doesn't fire on seeing that Claes has dropped her weapon and is sitting on the ground crying.
* DeliberatelyJumpingTheGun: She knows Prime Minister Pisano will send someone to shut down the Agency, so she gets there first with her own troops in an attempt to resolve the situation peacefully.
* JerkassHasAPoint: Aragon demands that Claes be shot on sight, but she's carrying a machine gun and Aragon knows full well the abilities of the cyborgs.
* ReasonableAuthorityFigure: She's going to shut down the Agency one way or the other, but she rings up Monica Petris first and urges her to surrender, saying she will get her uncle to arrange for the SWA staff to eventually be restored to their previous positions (many of the current Agency personnel were purged by the Pisano government after the Croce Incident).
* WeUsedToBeFriends: She's worked with Petris in the past, hence why she tries to get her to surrender.

[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/roberta_1277.jpg]]

An Italian prosecutor who's in charge of cases that are usually Padania in significance, she becomes the target of an assassination since her work was putting her in their crosshairs.

After the end of the series, Roberta is Speranza's ''adopted'' mother.

* AllLoveIsUnrequited: Although they do consumate their relationship, Hilshire forgoes a life of happiness with Roberta because he has sworn to protect Triela. In the DistantFinale, there is no sign she has ever married.
* BewareTheQuietOnes: Her anti-social nature belies her passion for justice.
* BodyguardCrush: Her relationship with Hilshire starts when his fratello is assigned to protect her from Padania assassins.
* ColdEquation: Sandro suggests that the politicians are hoping she'll be killed in the belief that her death will help turn the public against Padania. Hilshire of course is determined not to oblige them.
* CrusadingLawyer: A prosecutor in a country where prosecuting terrorists can get you killed. It's even suggested the government might want her dead to cause public outrage against Padania; if so this doesn't stop her.
* HowDareYouDieOnMe: [[spoiler: Roberta resents how Hilshire's death means she is plunged back into loneliness again. Turns out he's left SomeoneToRememberHimBy]].
* MyBelovedSmother: To a minor degree -- Roberta makes Speranza photograph her lunch to make sure she's eating properly, as well as checking that a student who shows an interest is who he says he is. [[ProperlyParanoid The latter is justified]] given Roberta's past as a target of terrorists.
* ParentalSubstitute: [[spoiler:A literal version when she brings Triela's eggs to term, giving birth to Speranza whom Roberta raises as her own daughter.]]
* UnknownRival: Subverted -- Mimi notes that Roberta is [[ShipperOnDeck bad news for a Triela/Hilshire romance]]. But neither Roberta or Triela question the other's presence in Hilshire's life.
* YouRemindMeOfX: The Hilshire/Triela fratello are motivated to protect her because she reminds them of Rachelle Belleut.

!Enrica Croce (Jean & Jose's sister)
[[quoteright:138:https://static.tvtropes.org/pmwiki/pub/images/enrica1a_8468.jpg]]
->'''Voiced by:''' Creator/KanaAkutsu (JP), Creator/BrittneyKarbowski (EN)

Jean and Jose's younger sister, she gets killed in the bomb attack that also got her parents killed.

* TheAce: Enrica is the elementary school equivalent of a RenaissanceMan. Her first appearance in a flashback has a classmate of hers joking that with her being so good at so many things (football, science, playing the harp...) she must have trouble thinking about what she'd like to do when she grows up. She actually wants to be an elite soldier.
* ClingyJealousGirl: Enrica does not react well to Sophia's arrival on the scene, decrying Jean's fiancée as an interloper and making every effort to be an ass to her.
* GhostlyGoals: In death, Enrica's soul has been distilled down to a core of bitter, resentful, vengeful spite. Her ghost is a cold dagger pricking at her brothers to accomplish the UnfinishedBusiness of ending her killer, Dante. A weak Type B - she cannot destroy Dante herself but relentlessly drives others to do so.
* HarpOfFemininity: Enrica played the harp and was accomplished enough to win competitions. This also serves to illustrate her BigBrotherWorship because this image of serenity (and the fact that she's only adolescent) conflicts with her precocious desire to follow Jose into the Carabineri.
* HeelFaceDoorSlam: It takes a lot, but eventually she warms up to Sophia and starts considering part of the family. When her parents, Sophia and her are taking the car for vacations, Enrica realizes she hasn't made proper amends with her yet. Just as she's about to do so, the car explodes seconds later.
* IdenticalStranger: Looks similar to Henrietta, but with longer hair.
* KilledMidSentence: Dies in the explosion just as she's about to apologize to Sophia.
* MaybeMagicMaybeMundane: It's never made quite clear whether Enrica's ghost actually haunts the other Croce brothers, or is just a manifestation of their own insane desire for revenge.
* NostalgiaFilter: Whenever Jose has a flashback memory of Enrica, she's portrayed as the [[PurityPersonified personification of innocence]]. When the manga starts to cover Enrica's backstory, she's shown to be a lot more flawed, and more interested in playing soccer than the harp.
* ParentalNeglect: With middle-aged career parents and adult brothers away with the Carabinieri, Enrica has to clean, cook, and manage her own way around the family home.
* PosthumousCharacter: Enrica is long dead when the manga starts, and her life is detailed entirely through later flashbacks and spectral visitations.

----
!Sophia Durante

A supply sergeant in the Carabinieri who falls in LoveAtFirstSight with Jean Croce and pursues him until he agrees to marry her, only to get killed in the Croce bombing.

* CommonalityConnection: After a long struggle this is what wins Enrica over, as Enrica and Sophia are both waiting for Jean to come home from his job.
* CynicismCatalyst: Maybe more so for Jean than the death of Enrica is. Sophia was able to melt Jean's IceKing nature, so her death is a particularly hard blow for him and explains the JerkassFacade he puts up with others.
* TheDeterminator: Pursues Jean even though he throws up his JerkassFacade and her friends tell her she's got no chance with someone completely out of her league. Ironically Sophia finds it harder to get Enrica to accept her, but Jean tells her to keep trying as he knows from personal experience that she has what it takes.
* QuittingToGetMarried: Justified; she knows Jean is dedicated to his career, but his superiors will frown on an affair with someone from the ranks. So rather than force Jean to make the decision she leaves the Carabinieri of her own accord.
* InterClassRomance: She's an NCO from a poor family in Sicily, whereas Jean is an officer from Italy's elite.
* ParentWithNewParamour: A sibling version. As Jean never came home for her, Enrica resents how this new woman has somehow worked her way into her brother's heart, rejecting everything Sophia does to make friends with her.
* StalkerWithACrush: The moment she lays eyes on Jean, she assigns one of her female privates with finding out everything she can about him.
* ThroughHisStomach: She announces her love for Jean while presenting him with a Sicilian orange; he responds by throwing it in her face. She tries to win Enrica over with pizza cooked the Sicilian way, and all she does is complain it doesn't taste as good as Roman pizza.

!Speranza Guellfi [[spoiler:(Triela's daughter)]]
[[quoteright:281:https://static.tvtropes.org/pmwiki/pub/images/q002_211.jpg]]

The genetic daughter of Triela, she's the daughter of Roberta who later becomes a well-known actress and television presenter after initially spending time as a doctor.

* DramaticIrony: [[spoiler: Triela's cyberization was due to a snuff film; Speranza's "birth" as an actress came from an indie film project.]]
* GenerationXerox: The young Speranza has adopted Rico's haircut, Claes' glasses, Henrietta's LuminescentBlush, and Triela's dress sense (plus her tendency to hook up with older German men). She's also studying medicine as per Rachelle Belleut, the doctor Triela took as a maternal figure. Ten years later Speranza is shown to be going her own way as an actress, and she looks like a teenaged Triela would have looked like.
* GogglesDoSomethingUnusual: Like give a voice-activated StatOVision of today's schedule, or take photographs of your lunch to send to your mother.
* [[LadyNotAppearingInThisGame Girl not appearing in the Doc]]: Her first on-camera appearance is for Hugo's Kickstart-style fund-raiser for his documentary. The subject of the documentary? Giacomo Dante.
* NewChildLeftBehind: A different take on this trope. [[spoiler: Hilshire leaves Roberta Guellfi a letter explaining he had some of Triela's eggs stored. Roberta carries the eggs to term, but it's left unanswered whether Hilshire or some anonymous donor provided the sperm.]]
* MeaningfulName: Her first name means "hope".
* TeenGenius: Possibly due to [[BioAugmentation genetic modifications]] made to her mother by the Agency.
* ThePromise: [[spoiler: Once Triela had been turned into a cyborg, her limited lifespan as a brainwashed killer made it impossible for Hilshire to keep his promise to Rachelle Belleut, but he is able to ensure Triela's daughter will have the life she never could.]]
----

!Mario Bosci

A major leader in the Camorra mob. He later defects when he learns that they've been involved in human trafficking, especially in girls. Mario becomes a state witness, who later is targeted by his former Camorra mobsters.

* TheAtoner: Was a former boss in the Camorra, and quit because his organization was trafficking girls, which he had a problem with because he also has a daughter, Mimi. He gave witness in court to reduce his jail time and because he wants to atone.
* EarnYourHappyEnding: After being released from jail, he lives together with Mimi.
* MrExposition: He's the one who finally reveals to Triela her DarkAndTroubledPast, after Hilshire refuses to do so.
* NiceJobBreakingItHero: He helps Hilshire kidnap Triela from the hospital and take her to Italy, having heard of the Social Welfare Agency's cutting-edge treatment of traumatic physical and mental injuries. In doing so he delivers a perfect candidate for the cyborg program, a girl with no past delivered by two criminals who can't afford to denounce the Agency.
----

!Maria Macchiavelli aka. Mimi

The only daughter of Mario, who has lived in hiding from being attacked/killed by the Camorra mob.

* {{Foil}}: Her life as an ordinary teenager contrasts with Triela's, whose only purpose is her work.
* GirlsLoveStuffedAnimals: Like Triela, she also has a collection of bears gifted by her (actual) father.
* InSeriesNickname: Mimi
* InTheBlood: She has Mario's thieving skill. As lampshaded by Hilshire:
-->"Mimi is definitely Mario's daughter. They don't have similar look but clever at stealing/thieving."
* MeaningfulName: Triela cites the philosopher [[Creator/NiccoloMachiavelli Macchiavelli]] as saying that a ruler needs the "slyness of a fox and the strength of a lion", both necessary qualities in the daughter of a Mafia boss.
* ShipperOnDeck: To Hilshire X Triela.
* TheUglyGuysHotDaughter: Mario may have beeen hot when young, but he is ugly presently; Mimi is hot.

!Rachelle Belleut

A French doctor/mortician from the Police Nationale, she worked closely with Hilshire back when they were still in Europol. Rachelle died from her wounds during an unsanctioned Europol op that went wrong.

* ConvenientlyAnOrphan: Her only close relative is an uncle; her mother died giving birth and her father died the year before.
* DeadLoveInterest: To Hilshire.
* HeroicSacrifice: After Rachelle was wounded, Hilshire had a choice between carrying her to safety or the child they just rescued. She urged him to protect Triela. By the time Hilshire got back she had disappeared, [[NothingIsScarier apparently taken by the snuff film operators]].
* NoSocialSkills: She's an attractive French doctor, but has to be coaxed by her colleague into talking to the handsome German police officer who also lacks social skills.
* ParentalSubstitute: A posthumous version; Triela remembers her smiling down on her in her dreams, so assumes it's a memory of her mother.
* PosthumousCharacter: Is shown only in flashback and Triela's dreams.
* TheLostLenore: To Hilshire; all his actions are to fulfil her LastRequest that he help Triela survive.
----

!Patricia

Marco's ex-girlfriend and owner of a book publishing company, she was friends with Franca back in university. She broke up with Marco before the series started.

* EveryoneWentToSchoolTogether: She was friends with future Padania bombmaker Franca at university. A flashback shows Franca literally pushing her shy friend towards Marco.
* TheMasqueradeWillKillYourDatingLife: She breaks up with Marco due to his increasing emotional distance from her as he becomes guilty over what's happening to Angelica, but can't share it with her. The final straw is realising he's lying about working with a welfare agency [[CoverIdentityAnomaly because she can smell gunpowder on him]].
* WhatTheHellHero: She got pissed when she found out that Marco was willing to use Angelica to help him conduct anti-terrorist operations.

* MyMasterRightOrWrong: Pia follows the orders from her handler, Earnest [[spoiler:even though he's outed as TheMole working for Padania.]]
* TheManyDeathsOfYou: Pia gets killed in either shootouts or crushed by falling debris in the gaiden games.
* RoaringRampageofRevenge: She's out to get the cyborgs after Earnest is killed.
