In the end, after Sam and Elle have risked their lives for him, when Gizmo wants to stay with Sam, she allows it, deciding to give humanity another chance.

After she made a bet with him that humanity would be able to take care of the Mogwai without breaking the rules, she was barred from creation and spends her time in a bar getting drunk. This is encapsulated in her first scene when she introduces herself to Sam and Elle as the Goddess of Creation and then lets out an undignified burp.
