->'''Voiced by:''' Hunter Platin (''III'')
Our "hero" in the series' first 3D title - a former San Andreas street racer, Claude met Catalina during a race in Red County, and after losing his garage to rival racer Carl "CJ" Johnson, he and Catalina set out on a lust-fueled, 9-year criminal rampage across the country. Unfortunately for him, Catalina wasn't the "long-term relationship" type - she shot him in a back alley after a bank heist in Liberty City, stealing his share of the money and leaving him for dead.

He was picked up by the cops and sent to prison, but as luck would have it, the Colombian Cartel raided the bus transporting him in search of a mysterious VIP, and he escaped along with fellow prisoner 8-Ball. With 8-Ball's help, he began his criminal career anew, working his way up the criminal ladder in search of money, power, and - if possible - revenge.

->Other Appearance: ''San Andreas''
----
* AllGirlsWantBadBoys: Apart from being with Catalina for nine years (god knows how), Maria and Asuka both want him.
* AmbiguousSituation: What happens as the credits roll.
** Are Claude and Maria actually involved? Maria seems to think so, but Claude never shows any direct interest in her. He does save her, though it could be that saving her was just a bonus as he got to kill Catalina.
** Why Claude never speaks is never explained. It could be that he can speak, but chooses not too, or that he is legitimately mute.
* AmbiguouslyEvil: While there's no doubt that Claude ''is'' a VillainProtagonist, the fact he never speaks or expresses much personality makes him rather hard to read. It's unclear if Claude has any loyalty or friendship with associates, as he certainly has no issues killing former bosses (though when he does, it's notably those who betray or slight him); and notably he keeps Asuka in the dark about her brother's death, ostensibly to help each other fight Catalina's cartel. Though given Claude's status as an AudienceSurrogate, it seems any personality can be projected onto Claude by the player.
* AudienceSurrogate: According to WordOfGod, the reason why Claude had no name, voice or any real character is because he was designed to be just an avatar for the player, and thus the player would project themselves onto him. Notably, Claude didn't get his name canonized until ''VideoGame/GrandTheftAutoSanAndreas''.
* BestServedCold: One interpretation of the game is that all of Claude's murders, mayhem, and madness was all to get at Catalina.
* BewareTheQuietOnes: [[spoiler:Catalina learns that the hard way in the end, of course]].
* TheCameo: Has an appearance on a movie poster in Vice City, and in IV, Niko can don his leather jacket and green pants. In addition, graffiti with his name on it can be seen in an apartment building. He's also shown as the protagonist in the ''VideoGame/GrandTheftAutoII'' cinematic. Claude is also a parent option for the Online protagonist in ''VideoGame/GrandTheftAutoV''.
* DragonInChief: Claude is a pretty effective enforcer for his bosses, be it Salvatore Leone, the Kasen siblings or Donald Love. However it's implied that Claude is using them more as a means to his own ends than the other way around, such as helping Donald Love start a war between the Yakuza and the Cartel. He also has no total loyalty to anyone as evidenced by [[spoiler:him killing Kenji on Love's orders]]. When Asuka learns of Claude's history and vendetta towards Catalina, it becomes more like the Yakuza are helping Claude in his fight than the other way around.
* TheDogBitesBack: Catalina is implied to use, abuse, and discard men like tissue paper. Claude is the first to get back at her.
* FlippingTheBird: Possibly the only way he can emote in ''Grand Theft Auto III'', where he can sometimes be seen sticking his middle finger up at cars when he stands in the middle of the road and drivers horn at him.
* {{Foil}}: To Carl Johnson, another protagonist in the series. CJ is extremely talkative, while Claude is perpetually silent. CJ remains steadfastly loyal to his allies throughout the game (Salvatore notwithstanding since CJ was acting as TheMole for the Triads), while Claude betrays pretty much everyone he works for. CJ lasts not even a year with Catalina, while Claude manages to stay with her for 9 years. Also, CJ is an ambitious business man, having business interests all over San Andreas to the chagrin of his brother, while Claude's lack of ambition is the entire reason why Catalina betrays him.
* HazyFeelTurn: Due to Claude's silence, we never actually get his opinions on any of his employers and whether or not he felt any loyalty to them whatsoever.
* IronicNickname: An accidental example, Maria calls Claude 'Fido' believing him to be Salvatore Leone's loyal lap/attack dog. The irony comes from fido being Latin for faithful, something Claude is not.
* {{Irony}}: Catalina originally betrays Claude for his supposed lack of ambition. From then on, Claude goes through the ranks and makes a name for himself in the Liberty City underworld, all but conquering it, all just to get his revenge on Catalina, with no apparent desire for personal power that Catalina sought.
* ItsPersonal: It's subtle; Claude's betrayals become much more pronounced and cold-blooded once Catalina (re)enters the picture.
* LimitedWardrobe: Outside of the first mission, in which Claude wears his prison jumpsuit, Claude is always seen in his iconic leather jacket and green pants. Even in his brief appearance in ''San Andreas'', set nine years prior to this game, he is revealed to have worn the same clothes since then.
* MistakenForCheating: [[spoiler:Salvatore thinks Claude is sleeping with his wife. Mostly because Maria said they were.]]
* MythologyGag: He's almost identical to "Claude Speed" of the ''Grand Theft Auto 2'' [[https://www.youtube.com/watch?v=d-9NtgpNg4E intro]]. While no official statement has been made, the prevailing opinion in the fandom is that he's the same. This would be inconsistent however, since Claude Speed was in his late twenties during ''VideoGame/GrandTheftAutoII'', which is stated to take place in 2013. This would mean that this Claude was 7 at the time ''San Andreas'' takes place, and 16 when ''GTA III'' does. There's also the fact that ''[=GTA 2=]'' takes place in the 2D Universe while ''GTA III'' takes place in the 3D Universe. Then again, some characters (mostly background characters) in ''GTA'' games tend to have counterparts in multiple universes, most notably Lazlow, who has a counterpart in the 3D and HD Universes. Then again, some sources say that ''[=GTA 2=]'' takes place in 1999... If it's really 1999, then Claude's 29-31 in ''III''.
* NoNameGiven: The name "Claude" was first found in [[AllThereInTheScript in-game files]], and later confirmed in ''San Andreas''.
* NotInThisForYourRevolution: Claude's only apparent care towards the Yakuza conflict with the Cartel is if it will get him closer to killing Catalina. It helps that Claude himself helped start this war. Not that Asuka seems to mind when she learns of Claude and Catalina's history and becomes pretty willing to help get his revenge.
* OneManArmy: Near single handedly orchestrates and wins a war against the Colombian Cartel.
* OnlyInItForTheMoney: One of his main motivations, as evidenced by his willingness to enact revenge on the {{Bad Boss}}es he used to work for.
* OutlawCouple: With Catalina, during the nine years between ''San Andreas'' and ''III''.
* PetTheDog: It should be noted that the final mission requires that Claude save Maria, even if he manages to kill Catalina first, meaning that saving Maria was one of his priorities. They even walk off into the sunset together. [[spoiler:[[SubvertedTrope That is unless he kills her.]]]]
* PreviousPlayerCharacterCameo: In ''San Andreas'', he appears as one of CJ's street racing rivals.
* {{Revenge}}: His primary motivation along with [[OnlyInItForTheMoney money]], going on a warpath against Catalina and entirely willing to kill [[spoiler:Salvatore, who betrayed him]].
* RoaringRampageOfRescue: The final mission is basically this, to [[spoiler:kill Catalina once and for all]] and to save [[spoiler:Maria]]. Catalina even asks him what his real motives are here. [[spoiler:Considering the mission requirements, it would seem to be both.]]
* SociopathicHero: Or VillainProtagonist. At face value, Claude is among the most ruthless and cold blooded protagonists of the series. If he has any kind of loyalty towards his associates or allies, he certainly doesn't show it. He has no issues killing for profit, and lets Miguel be tortured by Asuka, who falsely believes the Cartel killed her brother (who was killed by Claude himself to help frame the Cartel). With that said, Claude's betrayals are often towards those who betray and try to kill him (such as Salvatore) or even verbally belittle him (such as Kenji, though worth noting is the mission in which he does this can be skipped if the player does the one where Claude betrays him first). While he does have a PetTheDog moment is rescuing Maria, [[spoiler: the AmbiguousSituation on if he killed her or not makes things a little murky.]]
* TheStoic: He's always completely calm and impassive, regardless of the situation he's in.
* SilentProtagonist: The implication is that he genuinely lacks the ability to verbalize. This may or may not be {{Fanon}}, though, due to the only "evidence" being CJ accusing him of being a mute in ''VideoGame/GrandTheftAutoSanAndreas''.
* SuperDrowningSkills: Though the game handwaves it by explaining that Liberty City's water is polluted to the point of toxicity.
* TallDarkAndHandsome: He is certainly tall, and several women, including Catalina and Maria find him attractive.
* TranquilFury: He literally doesn't say a word when he's putting up a fight, [[spoiler:nor when plotting against his former girlfriend]].
* VagueAge: No one knows what his age is. However, assuming he has owned the garage at Doherty in San Fierro and has raced cars for about at least a few years, he would have been about at least 20 years old during the events of ''GTA San Andreas'', making him 29 at the youngest during the events of ''GTA III''.
* VillainProtagonist: He's the PlayerCharacter of a ''Grand Theft Auto'' game, so this is a given. He wantonly steals cars, assaults people, murders, blows things up, and [[ArsonMurderAndJaywalking has sex with hookers]]. He has no loyalty to anyone and is willing to kill even his former bosses should they backstab or belittle him.
* TheVoiceless: Claude is mute. He doesn't even make a noise when he is set on fire. The only sound he makes is a pained (albeit quiet) grunt whenever he gets shot, run over, punched, or falls from a great height. There is a video where he allegedly shouts "Get out of the car!" in the trailer, but Rockstar [[https://www.rockstargames.com/newswire/article/19861/grand-theft-auto-iii-your-questions-answered-part-one-claude-dar.html confirmed this to be a hoax]].

->'''Voiced by:''' Cynthia Farrell
Claude's ex-girlfriend, Catalina is the cousin of Los Santos gang leader Cesar Vialpando. Through her cousin, she met Carl "CJ" Johnson, an exiled member of the Grove Street Families, and set out on a crime spree with him. She took a liking to him, and a violent, one sided love affair began to take form... That is, until she met Claude, whereupon she almost immediately dumped CJ and fled the state with her new boytoy.

For the next 9 years, she and Claude rampaged across the country, but by 2001, she had grown bored of him. Hoping to find some other criminal opportunities, she shot and betrayed Claude after a bank robbery in Liberty City, and began a new career with the Colombian Cartel that often placed her in direct conflict with Claude.

->Other Appearance: ''San Andreas''
----
* AxCrazy: In ''GTA III'', she already shoots two of her apparent love interests, but it goes even further in ''San Andreas'' -- she has graves dug by her house, [[DoubleStandardRapeFemaleOnMale sexually abuses]] CJ while neurotically threatening to kill/castrate him (and still somehow thinks they're in love), and takes glee in killing any cops or civilians who get in her way.
* BigBad: The main antagonist of ''VideoGame/GrandTheftAutoIII''. In addition to being behind the proliferation of SPANK, the new drug sweeping Liberty City, she betrayed Claude at the beginning of the game to join the Cartel, eventually becoming its de facto leader and having them shoot Claude on sight. She's also the most powerful mob boss of the entire game.
* CharacterDeath: By Claude's hands at the end of ''III''.
* ChronicBackstabbingDisorder: She is very willing to turn on anyone as soon as [[YouHaveOutlivedYourUsefulness they stop being useful to her]]. First, she ditches CJ for Claude. Next, she shoots Claude (and an unnamed cartel goon) during their bank heist to take all the money for herself. When Claude catches up with her and Miguel, she shoots Miguel and ditches him to save herself. Finally, when Claude brings her the ransom money in exchange for Maria's life, Catalina takes the money and orders her men to kill him while also lampshading that she's "not to be trusted".
* ClingyJealousGirl: In San Andreas, and how! She threatens to castrate CJ if he ever mess around and even after their "break up" she constantly calls through the game to insult him or to try to make him jealous by talking about Claude, culminating in her [[spoiler:calling CJ while moaning during sex with Claude]] after the final mission.
* DarkActionGirl: She's the antagonist of ''Grand Theft Auto III'' and enjoys killing anybody with great glee, especially [[DoesNotLikeMen men]]. Even in ''San Andreas'', where she's technically on the main character's side, she behaves much worse and even threatens to kill the main character over minuscule incidents.
* DoesNotLikeMen: By her own repeated admission, she hates men. She considers them stupid, untrustworthy and [[AllMenArePerverts only able to think with their dicks]]. Her hatred is implied to stem from {{abus|ivedad}}e at the hands of her step-father and step-brother, who did things to her like feeding her stale bread while the two of them ate whatever they wanted.
* DoubleStandardRapeFemaleOnMale: In ''San Andreas'', where her sexual abuse of CJ is PlayedForLaughs.
* EstablishingCharacterMoment:
** Our first glimpse of her is shooting Claude and his partner, then snatching up the stolen money for herself.
** In ''San Andreas'', Carl comes upon her threatening a bar full of helpless men with a knife, taunting their lack of masculinity.
--->'''Catalina''': You big streak of Yankee piss! I've seen fucking eunuchs with more balls than you!
* FinalBoss: Catalina isn't just the last enemy you face in ''GTA III'', she is also the last enemy of the 3D Universe in a chronological order.
* ForTheEvulz: While most other antagonists have personal or professional reasons for their actions against the "heroes", she just enjoys robbing, killing, and betraying people.
* FreudianExcuse: This dialogue from ''San Andreas'', spoken in one of her robbery missions.
--> '''Catalina''': Carl, you have to be fast and totally ruthless! No fucking about like in the betting shop!\
'''CJ''': What?! If you hadn't started bustin' things would've been sweet!\
'''Catalina''': They had to die because you were slow and stupid! ''[[[FreudianSlip choking and seemingly quietly sobbing]]]'' [[FreudianSlip Like a big fat brat who eats chocolates while his father gives nothing to his stepdaughter but stale bread]]!\
'''CJ''': What? Where did that come from?\
'''Catalina''': Enough! I'm not speaking to you anymore!
* HairTriggerTemper: Just about ''anything'' pisses her off! The fact that she seems uncertain how she really feels doesn't do it any justice.
* HateSink: She's clearly not meant to be likable in the game due to her attitude and ChronicBackstabbingDisorder.
* HellishCopter: Killed after Claude blows her helicopter out of the sky with a rocket launcher.
* HotBlooded: In ''San Andreas'', she is incredibly hotheaded and energetic.
* HotterAndSexier: In the [=PlayStation=] 2, PC and Definitive Edition versions of ''Grand Theft Auto III'', she wore a fairly modest set of black jacket with a blouse, black slacks, and brown shoes. In the Xbox and mobile versions, she instead wears a black leather mini-jacket with a white top that shows off more of her midriff and cleavage, trimmed dark green pants with visible thong, and black shoes instead.
* ImAHumanitarian: In ''San Andreas'' she threatens to cook and eat a police officer's testicles, and, while angry with Carl for some reason, says he's lucky he's not on her barbecue being eaten.
* ItsAllAboutMe: She only cares about working by herself, and betrays just about anyone whom she works with. [[spoiler:This would later come back to bite her hard when she decides to betray her current boyfriend, Claude.]]
* {{Jerkass}}: She's hotheaded and aggressive in the most unpleasant way possible.
* KarmaHoudiniWarranty: In ''San Andreas'', she gets off scot free belittling and abusing CJ for no reason (as well as from committing all the robberies in the countryside), and leaves the state before he ever gets a chance to give her some payback. About a decade later in ''III'', she betrays Claude and meets her end at his hands as a result.
* LaughablyEvil: In ''San Andreas'', even CJ doesn't often take her seriously.
* MoodSwinger: She can turn from depressed, to kill happy, to enraged, and back within a matter of ''seconds''. It's surprising how she is even barely coherent.
* NoIndoorVoice: In ''San Andreas''. She ''never'' stops screaming at the top of her lungs.
* NoodleImplements: Carl's unpleasant experience with her "rack."
* OutlawCouple: With Claude during the nine years between ''San Andreas'' and ''III'', as well as with CJ in the former, since her mission chain involves helping her commit robberies across the countryside.
* PetTheDog: Her relationship with CJ. As disturbing as it is to say, Catalina does seem to ''have'' some positive feelings for him. She says she "loves" him, and even though it's creepy and destructive, both parties seem to care for one another in some capacity, and Catalina never tries to kill CJ like she does with her other boyfriends.
* PsychopathicWomanchild: She acts more like a BrattyTeenageDaughter in a grown woman's body in ''San Andreas''.
* TheQueenpin: She's the absolute leader of a [[TheCartel large drug cartel]] based in Liberty City, wielding resources that even [[BigBadWannabe Salvatore Leone]] can only dream of. Her organization traffics tons of drugs on ships and is extremely armed.
* RiddleForTheAges: How she became the leader of the Colombian Cartel after spending years as part of an OutlawCouple with Claude is never explained.
* SanityStrengthening: In ''GTA III'', for the most part she's just a drug kingpin with ChronicBackstabbingDisorder, aside from a few crazier moments. But ten years ago in ''San Andreas'', she was a complete psychopath who changed mood within a few minutes and made a lot of references to torture and even cannibalism. Justified, being the drug kingpin for her cartel (and the sole distributor of SPANK) meant that she needed to keep her own psychotic impulses in check to rule effectively.
* SerialKiller: She has three bodies buried in her yard, and it is unknown why.
* TheSociopath: Plain and simple, she ''cannot'' resist in killing, stealing and betraying [[ForTheEvulz for pure enjoyment]]. She's also very manipulative and intelligent.
* SpicyLatina: Doesn't even begin to describe her. Cesar describing her as "intense" is the understatement of the century.
* WouldHurtAChild: "Leave the panic button or I kill your children, too!"
* {{Yandere}}: In ''San Andreas'', where she often goes from sweet and caring to batshit insane on a whim.

----
* ColdBloodedTorture: He gets tortured by Asuka for "killing" [[spoiler: her brother]], however she doesn't know that people the ''really'' responsible are [[spoiler: Donald Love and Claude.]]
* CoolCar: In the first cutscene in the game, he drives a black Banshee with a white stripe.
* TheDragon: To Catalina, [[spoiler: until she betrays him.]]
* DroppedABridgeOnHim: [[spoiler: He's unceremously killed offscreen by Catalina in the final act.]]

->'''Voiced by:''' Lianna Pai
Asuka is the head of the Yakuza in Liberty City. A fierce rival to the Leone family, she is an "old friend" of Maria's.
->Other Appearance: ''Advance''
----
* AffablyEvil: Very friendly, very polite, and one of the few people who won't ever betray Claude [[spoiler:(in fact, Claude betrays ''her'' when he murders her brother Kenji, and she never learns the truth)]]. Still a ruthless Yakuza boss.
* AmbiguouslyBi: Some of her interactions with Claude come across as flirtatious [[spoiler:(and she forces Mike to sleep with her in ''Advance'')]], but she also implicitly plays bondage games with Maria.
* BenevolentBoss: To Claude and the only one that properly treats him with respect.
* BrainsAndBondage: Is one of the most erudite characters. Is also into BDSM.
* BrotherSisterTeam: Downplayed. She and Kenji are on good terms, but they appear to be independent in doing their jobs.
* CoolAunt: For Yuka in ''Advance''. Bordering on KnightTemplarParent and MamaBear, too.
* CoversAlwaysLie: Her promotional art portrait? That's not what she looks like in the game. She has much shorter hair and wears a black turtleneck and suit ensemble.
%% * DragonLady: Has shades of this.
* DroppedABridgeOnHer: [[spoiler:She's unceremoniously killed offscreen by Catalina in the final act.]]
* RoaringRampageOfRevenge: Starts a MobWar with the Colombian Cartel and kidnaps and tortures its co-leader Miguel in response to [[spoiler:Kenji's death]], unaware that the people ''really'' responsible are [[spoiler:Donald Love and Claude]].
* {{Sadist}}: It is heavily implied that she takes sexual pleasure in torturing Cartel co-leader Miguel in ''III''.
* {{Yakuza}}: Co-leader of Yakuza along with her brother Kenji.
[[/folder]]

[[folder:Kenji Kasen]]
[[quoteright:250:https://static.tvtropes.org/pmwiki/pub/images/kenjikasen-artwork_728.jpg]]
->'''Voiced by:''' Les Mau
The brother of Asuka and owner of Kenji's Casino in Liberty City. He is the co-leader of the Yakuza in the city.
----
* AlliterativeName: '''K'''enji '''K'''asen.
* AsianSpeekeeEngrish: His accent is far stronger and more stereotypical than Asuka. Lampshaded in his bio, which claims that his "funny way of speaking" is one of the reasons he's lower on the Yakuza chain of command than Asuka.
* BrotherSisterTeam: Downplayed. He and Asuka are on good terms, but they appear to be independent in doing their job.
* CoolCar: In one mission, Claude has to steal three rare sports cars. Kenji is in a debt of honor to some man who loves cars and gives the cars Claude steals to him as a gift.
* DiscOneFinalBoss: [[spoiler:The second one in the game after Sal.]]
* JapanesePoliteness: Unlike his more casual sister, Kenji abides more closely to the rules of Japanese civility. His demeanor is polite, if a bit passive-aggressive, he greets and dismisses Clause with a bow, and treats all of his jobs as displays of honor. This goes completely out the window in his last mission, where he furiously lambasts Claude, openly insults him for supposedly failing a previous task, and even shoves his own subordinates around.
* PermanentlyMissableContent: [[spoiler:If you assassinate Kenji before finishing his mission strand, his missions are gone for good.]]
* PoliticallyIncorrectVillain: Belittles Claude constantly for his gaijin heritage. Becomes a case of TheDogBitesBack when [[spoiler:Claude betrays him]].
* SpeechImpediment: Besides his thick Japanese accent, he also has a ''very'' pronounced lisp, which only adds to his "funny way of speaking."
* {{Yakuza}}: Co-leader of Yakuza along with his sister Asuka.

----
* BigBadEnsemble: With [[spoiler:Vinnie]] in ''Advance''.
* ChronicBackstabbingDisorder: Not as bad as Dimitri, but he betrays both Claude and Mike in their respective games.
* FauxAffablyEvil: He's cordial towards the player character in both games, [[spoiler:but still betrays you when he has no more use for you.]]
* TheGhost: He doesn't physically appear in ''Grand Theft Auto III'', instead communicating with Claude through a payphone.
* KarmaHoudini: [[spoiler:Mike doesn't have time to finish him off because the police showed up after their gunfight, and they don't appear to arrest him. Claude doesn't even hunt him down for his betrayal in ''GTA III''.]]

* AscendedExtra: In ''III'', [=McAffrey=] only appears in two missions, in which his first name isn't given, he doesn't speak, and Claude is instructed by Ray to take him out. In ''LCS'', he has a much larger role.
* CoolCar: He owns a blue Banshee with a white stripe in ''Liberty City Stories''.
* CopKiller: [[spoiler:He's widely suspected of killing several LCPD officers.]]
* TheCorrupter: Responsible for making Ray into a DirtyCop.
* DirtyCop: Works for several criminal gangs in Liberty City.
* GoodCopBadCop: He was paired with Ray in ''Liberty City Stories'', who was a honest cop at the time.

* ByTheBookCop: In ''Liberty City Stories'', he is just trying to uphold the law.
* CoolCar: He owns a bulletproof Patriot, which he eventually gives to Claude.
* DirtyCop: In ''III'', where the corruption of the LCPD has finally gotten to him.
* EarlyInstallmentWeirdness: He's being investigated by [[spoiler:the CIA]], rather than one of the series' many [[GovernmentAgencyOfFiction Government Agencies of Fiction]].
* FallenHero: In ''Liberty City Stories'', he is a straight cop and looks to enforce the law. His partner, [[TheCorrupter Leon McAffrey]], changed all of that.
* GoodCopBadCop: When he was paired with [=McAffrey=], he used to be a honest cop.
* InfinityMinusOneSword: Completing all of Ray's missions takes a bit of effort, but you are rewarded with a bulletproof Patriot which can be very handy for driving through areas with heavy gun fire. It's not exactly a [[InfinityPlusOneSword Rhino Tank]], but the off-roading capability is more agile and it's a pretty well-rounded vehicle. Just be careful to not flip it, drive it into water, or get it blown up, and remember to store it in a garage when you're done with it.
* KarmaHoudini: All of his efforts are devoted to becoming one of these. [[spoiler:He succeeds.]]
* ProperlyParanoid: He forces Claude to go to elaborate lengths in order to make contact with him. [[spoiler:This is because he's being investigated by ''the CIA.'']]
* RevealingCoverUp: He might have done better by ''not'' murdering everyone remotely connected to him.
* ScrewThisImOuttaHere: [[spoiler:When he realizes that the CIA and Internal Affairs are out for him.]]

[[folder:Phil Cassidy]]
[[quoteright:350:https://static.tvtropes.org/pmwiki/pub/images/philcassidy-gtavc-artwork_5419.jpg]]
->'''Voiced by:''' Hunter Platin (''III''), Creator/GaryBusey (''Vice City'' & ''Stories''), Unknown (''Liberty City Stories'')
Phil Cassidy is a weapons dealer who specializes in big guns... ''really'' big guns. His first appearance is a single mission in ''GTA III'', wherein Claude helps him defend his weapon supply from the Colombian Cartel. At this point he wears military clothing and is nicked-named "The One Armed Bandit" because of his missing left arm, which he claims to have lost during a battle in Nicaragua.

In ''Vice City'', he gains a great deal of screen time, with his own mission chain. It is revealed over the course of his missions that he was never actually in the army, having been repeatedly turned away because of his drinking problems and poor behavior, and actually lost his arm in an accident involving a batch of moonshine and some homemade explosives.

Phil later has a short cameo in ''Liberty City Stories'', and eventually returns in ''Vice City Stories'' as a major character.

->Other Appearances: ''Vice City'', ''Liberty City Stories'', and ''Vice City Stories''
----
* AmbiguouslyTrained: Phil Cassidy is alleged to have served in the army in some games, but others say they doubt this in others. Notably, he claims to have lost his arm in combat in ''VideoGame/GrandTheftAutoIII'', but ''VideoGame/GrandTheftAutoViceCity'' shows he lost it due to an accident with explosives.
* AnArmAndALeg: Contrary to what he says, he didn't lose it in Nicaragua. [[spoiler:Accidentally blew it off in ''Vice City'' with a small explosive while drunk.]]
* AscendedExtra: After playing a bit part in ''III'', he plays a much bigger role in the ''Vice City'' games.
* DrowningMySorrows: In ''Vice City Stories'', after [[spoiler:Louise]]'s death.
* GunNut: He's pretty enthusiastic about his love of guns, especially in ''Vice City''.
* HiddenDepths: He may not have served in the army, but his marksmanship is really good, without any formal training.
* HilariouslyAbusiveChildhood:
--> '''Phil''': ''[extremely intoxicated]'' The thing is, Vicky boy, my daddy was an angry man. He never, ever told me I was special. In fact - he used to beat me. Especially when he caught me staring at my cousin or my sister. You know what he said to me? He said I'd be better off dead...
* HillbillyMoonshiner: He doesn't actually live in a rural area, but he otherwise fits this trope to a T.
* KnightTemplarBigBrother: in ''Vice City Stories'', he doesn't take Louise's death well.
* MajorInjuryUnderreaction: He has severely blown his arm off through a massive explosion, yet he's so drunk that his reaction to said injury involves him simply laughing it off.
* PhonyVeteran: He desperately wishes he'd been in the army, and constantly makes up stories about wars he didn't fight in to sound tough.
* PornStache: In ''Vice City Stories''.
* RoaringRampageOfRevenge: Downplayed. In ''Vice City Stories'', he clearly wants to avenge [[spoiler:his sister's death]], but all he winds up doing is [[CarFu drunkenly ramming a truck full of explosives into Fort Baxter]] to help Vic steal a helicopter, and doesn't appear again afterwards.
* ShellShockedVeteran: He wasn't really in the military, but he apparently experiences "flashbacks" to Vietnam after losing his arm.
* TooDumbToLive: He should have known that it was a bad idea to play with dangerous explosives while drunk.

->Other Appearance: ''Liberty City Stories''
----
* BlatantLies: He assured that the ferry service will continue when he is elected, despite the construction of the Callahan Bridge and Porter Tunnel. However, he later reneged on these promises, as the ferry service ceased operation in [[VideoGame/GrandTheftAutoIII 2001]].
* CorruptPolitician: He is no better than his precedessor as he faced several allegations of corruption before he was elected.
* TheGhost: He is only mentioned in ''III'', though he appears physically in the last mission of ''Liberty City Stories''.
* MayorPain: He is extremely corrupt and often reneges on his promises.
* PuppetKing: Like R.C. Hole, he is controlled by the Forellis. After the Forellis were weakened, he is now controlled by the Leones.

* HumanResources: He disposes of his victims by grinding them up and selling their remains as dog food.
* KarmicDeath: Is killed by his wife's lover for not paying him back and for planning to turn him into dog food.
* MurderIsTheBestSolution: He never seems to think of any other way to solve his problems other than with murder.
* TheVoice: Is not seen in person until his final mission when he meets his victim face-to-face.
[[/folder]]

[[folder:El Burro]]
->'''Voiced by:''' Chris Phillips
The leader of the Diablos who's also stated to have been a porn actor prior to becoming a gang leader. Is still involved in the porn business as he sells donkey pornography.
----
* BaldOfEvil: If his artwork is anything to go by. Not one strand of hair and is a gang leader.
* BestialityIsDepraved: In addition to being a gangleader, he also sells ''Donkey Does Dallas'', a porn magazine fetishizing donkeys.
* TheVoice: Despite having artwork, he doesn't physically appear in-game and is only heard giving Claude missions via phone.
