-->'''Voiced by:''' Creator/ToshihikoSeki (Japanese), Creator/ChuckHuber (English)

An ancient sorcerer who resides within the Windowless Building, the founder and General Superintendent of Academy City. He rules Academy City from the shadows, having a higher authority than even the directors. He has a hand in almost everything going on within the city, and spends most of his time [[GambitRoulette weaving innumerable plots together]]. Possibly the BigBad of the entire series, though his motives remain mostly unknown save for two -- creating an Artificial Heaven, and wanting Shiage Hamazura [[DeaderThanDead double-dead]] for messing with his calculations for his many plans.
----
* ZeroPercentApprovalRating:
** He made an enemy of close to everyone on the Magic Side because he decided to do scientific research instead of magic.
--->“I see,” said Aleister with a slight laugh. “It seems I must make an enemy of you as well.” “The sect said to be the strictest of the Christian Church, the Golden magic cabal said to be the greatest in the world, and even my country and family. I have made enemies of many different things over the course of my life, so I never thought I would still have something to lose after coming so far.”
** In a satiric SS written by Kamachi around volume 6 of the main story, after making a mysterious appearance Aleister gets defeated by Touma for the sake of attaining world peace. No one feels sorry for the beaten general superintendent.
--->Kamijou was called to the faculty room because he had beaten up the board chairman. As the boy hung his head, a female PE teacher wearing a green tracksuit laughed loudly. “Ah hah hah hah! I completely understand how you feel, but you went a bit too far. Not letting the other person finish speaking isn’t like you, boy.” The harmonious mood made it clear that board chairman was not popular with those who worked under him.
* AllPowerfulBystander: This guy apparently possesses a level of personal power that would let him end 99% of the plots in an instant, but he just stays in his tube and schemes. The only times he's ever come out of it:
** The first time (sort of... [[spoiler:he was outside of it ''and'' inside of his tube at the same time, somehow]]) was when [[spoiler:Fiamma of the Right was about to escape, at which point he half-kills the guy in a single blow and leaves him for dead. Remember that Fiamma was up until then essentially fighting against the entire world and ''winning''.]]
** The second time was at the end of the manhunt for Othinus, where he [[spoiler:broke through the dimensions ("Phases") to access a [[PocketDimension hidden world]] in which live the True GREMLIN, a group of Magic Gods each more powerful than Othinus ever was (for she never even ''knew'' of their existence) and from all the world's religions. He confronts them, and they managed to piss him off ([[DidYouActuallyBelieve or so he let them believe]]) enough to use his magic name and immediately summon the Blasting Rod. The result of their battle is unknown, only that Aleister came back with a third of his body badly burnt]].
** To explain further how he could end his plots by himself, [[spoiler:he brought the concept of modern Western magic to its apogee, and, as it is still strongly influenced by him, if he wanted he could use the archetype of Western magic to affect the very foundation of the modern day Magic side]]. It is initially unknown why he didn't abuse this to [[spoiler:destroy the Magic side]] but it's later revealed it's because [[spoiler:there are still branches of magic which he didn't influence, which is how Coronzon sets up several plans to counter Aleister's own brand of magic]].
* TheAntichrist: Implied, given his plans and actions and that his sorcery name is [[MeaningfulName Beast]][[NamesToRunAwayFromReallyFast 666]].
* AmplifierArtifact: The Blasting Rod has the ability to amplify the magic’s power to 10 times what the target thinks it is and if he were to face the same opponent again, the rod would amplify his power to 10 times what it was when he faced that same opponent the first time making him exponentially stronger with every encounter against the same person(s).
* AscendToAHigherPlaneOfExistence: [[spoiler: When he scolds Fiamma after his GodhoodSeeker plan fails, he outright says ''he'' has achieved such a thing -- though it isn't far-fetched to say that he hasn't attained the ''highest position'' yet. He could have even become a [[TheArchmage Majin]], but he made specific alterations to himself to stop it from happening.]]
* AssimilationPlot: His vision, as revealed in Volume 6 to some degree, involves setting up an Artificial Heaven of AIM fields encompassing the entire world by spreading the MISAKA network worldwide and using the influence of [[spoiler:Hyouka Kazakiri]] on it. Basically, by creating a world covered in AIM, all magic will be destroyed. Whether this is his primary EvilPlan or merely a backup plan of sorts is yet to be seen, as he seems to have several other plans for Academy City. [[spoiler:''New Testament'' volume 10 reveals that this is simply one step in a much grander and far-reaching plan, which involves the absolute destruction of all magic and restoring the world to its "pure" state. What he plans on doing once that's accomplished remains something of a mystery.]]
* BackFromTheDead: [[spoiler:After getting stabbed through the heart by archbishop Lola Stuart and believed to be dead, Aleister returns shortly afterwards through his billions of "possibilities".]]
* BigBad: He's behind almost all of the problems the protagonists face. It's ambiguous as to whether his ultimate goals would be beneficial or catastrophic to the world.
* BigBrotherIsWatching: His {{People Jar|s}} has access to all the data being processed in Academy City, from security cameras to communications equipment. On top of that, he also has a special network of nano-machines called UNDERLINE spread throughout the city that gets him information that even other security systems don't have access to.
* BrokenBird: Hints himself to be one. [[spoiler: When Motoharu warns that Touma will eventually destroy him if he doesn't stop screwing with him, Aleister simply replies that he was destroyed a long time ago.]]
** [[spoiler: A Majin also asks if his plans have to do with the tear stain on the last page of his journal]]. Immediately after, Aleister loses his cool and attacks. [[spoiler: Turns out in a later volume that he was faking said anger, though it's revealed that tear was from his grief at losing his first daughter [[NeverGotToSayGoodbye and being unable to be at her side]]]].
* CatchAndReturn: He managed to weaponize the ''Abracadabra'' spell, originally a warding charm against curses, into this. His version of the spell allows him to seize another magician's curse during its transmission phase, from anywhere in the world and direct it toward his opponents. Since he technically didn't cast the original curse, it can't be traced back to him nor does it cost him any extra mana to use.
* TheChessmaster: Probably the greatest in the series; he does little else for the entirety of the first series and for the most part of New Testament.
* ChivalrousPervert: [[spoiler:Noted by many contemporaries to have been a pervert who loved sex jokes, wrote cheap erotic novels and teased others in ways that would be considered sexual harassment in modern times. Despite this Aleister was never interested in love (due to how easily popular he was with women due to his androgynous looks and eccentric charisma) until he met his future wife Rose, [[CantActPervertedTowardALoveInterest and he acted as a complete gentleman in his attempts to woo her.]]]]
---> [[spoiler:Had the silver-haired young man seen enough value in the ephemeral woman standing next to him to suppress that egotistic side of himself? With the perverted side of himself closed up like a cuckoo clock, the silver-haired “human” looked just like a gentleman with a strict policy of “ladies first”.]]
** His [[spoiler:female persona after his dissolution into his many alternative possiblities thanks to Corozon's attack does show this carefree and mischevious side of Aleister.]]
* CodeName: [=Beast666=].
* CuteWitch: [[spoiler:The possibility following Touma around that contains the original Aleister's mind has this appearance going on.]]
%%* DeceptiveDisciple: Is hinted to be one to Aiwass.
* DidntSeeThatComing:
** Crowley's plans are derailed spectacularly when [[spoiler:Shiage beats Mugino. Shiage was supposed to '''die''' in that confrontation, meaning he’s now an unknown variable.]]
** He also didn't see the end of ''New Testament 13'' coming. [[spoiler:World Rejecter is a total unknown to him, in that he doesn't seem to be even slightly aware of his existence. What impact this will have on his plans is yet unknown, but Laura Stewart thinks everything is about to go pear-shaped for him like never before.]]
* DidntThinkThisThrough: [[spoiler: After splitting into over a billion possibilities, he never gave regard to how the logistics of adding one billion more people would affect the world food and oil supply until Touma brings it up.]]
* DisproportionateRetribution: His hunting of [[spoiler: Shiage]] could be interpreted as this. See ItsPersonal below for the details.
* DudeLooksLikeALady: The novels describe him as androgynous, so much so that he ''cannot'' be described as conclusively male or female, at least based on his looks.
* EnemyMine: [[spoiler:When Coronzon appears, he teams up with Touma in order to defeat it.]]
* FailureGambit: Quite a few of his plans, such as the Level 6 Shift with the Misaka clones, would only be able to truly take off if Touma or other forces foiled the original stated goal. [[spoiler:It turns out this is because he's cursed to eternal failure. The only way his true plans can therefore succeed is by having other plans whose failure will push forward the agendas of said plans]].
* FakingTheDead: He faked his death to get the Magic side off his trail before he founded Academy City. Only really high-ranking Magic side characters know that he is still alive.
* ForScience: Well, For Magic! He was said to have sacrificed his wife's life in a magical experiment. His daughter's whereabouts are unknown, although he was said to have used children no older than his daughter for his experiments. [[spoiler:The truth is a bit more complicated than that]].
* GambitRoulette: Combined with XanatosGambit and XanatosSpeedChess. Aleister's plan does not require all the various steps to succeed. Or any of the various steps to succeed for that matter. If a part of the plan is a success, excellent. If it fails? Then it is merely a step onto a new path to his eventual victory.
* GenderBender: [[spoiler:After Coronzon kills his original body and he splits up into his [[MesACrowd over a billion possibilities]], the possibility that houses his original consciousness and can be considered the current "prime" Aleister is in the form of a young girl.]]
* GoodThingYouCanHeal: Stays alive after [[spoiler:being shot many times by Motoharu, including receiving bullets [[TisOnlyaBulletintheBrain to the head]].]]
* TheHeretic: He was the most famous sorcerer of his time and the unofficial representative to the Magic side. His defection to the Science side was not well-received, since he is the best sorcerer, and by defecting to Science, he unofficially proclaimed the superiority of the Science side. This earned him the hatred of close to everyone on the Magic side.
* HeroicSacrifice: In order to prevent the tragedies produced by collisions of the phases, Aleister bounds the damage of the released sparks to himself each time he uses magic, which results in his body getting torn from within.
* HiddenAgendaVillain: For most of the series we only know some steps and parts he requires for his plans and that it involves destroying the Magic Side along the way, [[spoiler:at least until New Testament 18, which reveals his aim is destroying all phases to stop all 'sparks', the results of using magic and the collisions between phases that influence the fate of random people and even lead to their unavoidable deaths]].
* HiddenDepths: [[spoiler:He's just as vulnerable to Kakeru's World Rejecter as anyone else who bears conflicting desires in their heart and there are several points where he hints that he's not entirely certain that his plans are the right way to go about things, noting that they're [[YouAreWhatYouHate little different than the plans of the Magic Gods he so despises.]]]]
** [[spoiler:Beneath his usual stoic androgynous appearance Aleister is an incredible pervert who loves sex jokes and writing erotica. He's also an avid mountain climber who once attempted to climb the K2 with no extra oxygen supply.]]
* HistoricalDomainCharacter: With a HistoricalVillainUpgrade, considering that the nickname of ''The Wickedest Man In The World'' was said of the real Creator/AleisterCrowley.
* INeedYouStronger: Regularly manipulates Touma into dealing with incidents, wanting him to toughen up for some reason.
* InferioritySuperiorityComplex: [[spoiler:Orsola Aquinas suggests this is the reason for Aleister's arrogant attitude and his use of sarcasm and insults to belittle and tease others. Aleister lacks confidence on himself and wants others to recognize his skills and talent, so he acts important and superior to others and cannot relax until he compares himself with others and finds himself superior.]]
* ItsPersonal:
** Aleister, for the first time ''ever'', is '''''livid''''' when [[spoiler:Shiage]] absolutely fucks all his plans up the wazoo with what Aleister considers "dumb luck." Now he won't rest until the guy's dead.
** He also gets a touch of this with the High Priest: [[spoiler: when he sends Nouta Kihara to kill the High Priest, the final blow is delivered with a message that amounts to "This is for my daughter, whose name you couldn't even be bothered to know."]]
* KillMeNowOrForeverStayYourHand: [[spoiler: When Heaven Canceler calls him out on his immoral actions one too many times, Aleister dares him to end the whole thing by pressing the kill-switch to the machines keeping him alive. The doctor refuses. Aleister says that was his final chance and disables the kill-switch just in case the doctor changes his mind in the future.]]
* MadScientist: He was said to have sacrificed his wife's life in a magical experiment and to have used children no older than his daughter for his experiments. The truth of these claims is unknown, given that the novels also mention newspapers baselessly criticizing and extremely villifing Crowley during his life in the UK. He still counts as one given the sacrifices he's willing to make for his plan and his extensive knowledge of both magic and science.
* MagicStaff: His weapon of choice is the Blasting Rod, a replica of his late mentor's, Allan Bennett, own staff. The staff [[AmplifierArtifact magnifies]] his magic power by ten fold what his target think it is and considering how famous a magician Aleister is, the staff has a pretty sizeable base number to work with. Did we mention this isn't a one time power boost? If his target were to somehow survive their encouter against him, the next time they face him, they would have to deal with another ten fold power increase to Aleister's magic, meaning Aleister would have one-hundred times the power in their second battle!
* MaliciousSlander: Was baselessly criticized and extremely vilified during his life as a magician prior to faking his death due to his eccentric nature, which was only encouraged by Aleister [[TheGadfly adopting the wicked personality he was accused off by others to get a rise of them and frighten them]].
* TheManBehindTheMan: To all of Academy City.
* ManInTheMachine: Described as someone who relies entirely on mechanical devices for the function of his body and mind.
-->Aleister left most of his bodily functions to his life support device, so he technically did not even need to blink. He did not need to moisten his eyeballs while in that constantly regulated liquid. To Aleister, the brain was nothing more than another part. It was a separate existence from one’s soul or one’s life, so it could be replaced by a substitute as many times as needed. His inspirations were drawn out by cables, gradually ripened within a computer, and returned to Aleister’s brain as his personal opinion. The life support device was his skin, his organs, his brain. It was possible that giant collection of machinery was alive. Just like a transplanted organ became a part of the patient’s body, this collection of metal had approached so close to humanity that it was hard to say whether it was machine or man.
* ManipulativeBastard: And what a bastard he is.
* MasterOfIllusion: This is Aleister's response in a series where magicians are typically expected to throw around elemental magics or other corporeal magics to defend themselves. Thanks to the spell ''Spiritual Tripping'', taught to him by his one true mentor and friend in the Golden Dawn Cabal, Allan Bennett, Aleister has a limitless number of ways to deal with his enemies in a duel. The spell works on the principle of YourMindMakesItReal. It links Aleister to his target's mind and by miming an action, such as motioning as if he was stabbing them, the spell forces the target to believe Aleister does indeed have a knife in his hand and is stabbing them, regardless of distance, resulting in them taking damage from the illusionary attack.
* MesACrowd: After [[spoiler:Lola Stuart/Corozon takes the Windowless Building over and seemingly kills him]], he divides himself into [[spoiler:1,083,092,867]] copies of himself, each of them representing one of Aleister's possibilities.
* NotSoAboveItAll: [[spoiler:The female copy of himself (that contains his mind, even!) that joins up with Touma in NT 19 seems to get a real kick out of screwing with him as much as possible with not-so-subtle teasing, in contrast to his original self's [[TheStoic calm personality]]]].
* OnlyAFleshWound: During his fight with Mathers, Aleister's body gets torn to shreds in an explosion, yet he keeps standing.
* PapaWolf: [[spoiler:The reason he created the "Science Side" and wants to destroy magic? His daughter Lilith died because of it. When he was younger, simply ''learning'' his future daughter would die because of magic "sparks" similar to the ones his magic cabal was producing was enough to convince him to destroy the cabal and curse its members to keep her safe]].
* PeopleJars: Floats upside down in one.
* PhysicalGod: He defeated [[spoiler:Fiamma of the Right]] before the guy knew what was happening. [[spoiler:He also confronted a group of [[PhysicalGod Magic Gods]]. While he came back with a third of his body badly burnt, he still took on a group of ''bona fide [[RealityWarper gods]]'', and came back ''alive''.]]
* RankScalesWithAsskicking: He's the creator and acting chairmen of the most advanced city on the planet, and he has the personal power to show for it.
* RealityWarper: It is revealed at the end of ''New Testament'' volume 11 that he [[spoiler:possesses something called the Archetype Controller, which can basically create or destroy [[UsefulNotes/CarlJung Jungian]] {{archetype}}s, which would be like the equivalent of controlling ''{{tropes}}'', in a way. It is revealed that, using this power, he literally ''created the entire concept of a "Science side"'', and made Academy City and its espers part of the archetype of "mankind’s worship of science".]]
* SpannerInTheWorks: [[spoiler:Aiwass]] eventually remarks that, despite constant re-calculations, Crowley's plans are beginning to come apart at the seams thanks to [[spoiler:the combination of Touma, Accelerator, and Shiage.]]
* SquishyWizard: [[spoiler:While he is one of the most powerful characters in the series, much like Accelerator and Fiamma Aleister is still a normal human beneath his powers, so Touma managed to take him down with one punch.]]
* StayingAlive: After being hunted down by pursuers from the magic side, he 'collapses like a burst bag', receiving injuries bad enough to be officially declared dead. The fact of his survival is being kept hidden from all but the highest ranking members of the magic side.
* TheStoic: Usually doesn't show many overt expressions, but...
** NotSoStoic: According to Noukan Kihara, he has as a habit of trying to sound rational when he's handling everything through emotion. There are many examples of this; for example when Aiwass asks if he envies Touma, Accelerator, and Shiage for being heroic, Aleister's voice actually ''strains''. He also tries to threaten Leivinia Birdway when she taunts him over his incapacity to do anything at the time, and goes into a TranquilFury when asked if his plans have to do with a tear stain on the last page of his journal by [[spoiler:one of the Majin.]]
* SuperpowerLottery: He is one of the most powerful characters yet introduced, with the only characters above him are Aiwass and [[spoiler:the [[TheArchmage Majin]] members of True GREMLIN]], and even then it's only a possibility. However, he really doesn't do much except sit around inside his {{People Jar|s}}, that is, until the volume 22 epilogue, where he [[spoiler:[[CurbStompBattle curb-stomped]] Fiamma.]]
* ThereIsNoKillLikeOverkill: Expends vast resources and hires almost every member of Academy City's Dark Side to kill [[spoiler:Shiage in Volume 19]]. Lampshaded by The Girl In The Dress, who thought Aleister was going overboard.
* {{Ubermensch}}: He is of the Aeon of Horus, one who rejects the old laws and wants to create a new world with new laws. He refers to most of the other characters, mostly the Christians, as being of the Aeon of Osiris, saying they are stuck in the old laws and unable to advance like him.
* VillainousBSOD:
** If his calculations get disrupted too much, he won't do anything.
** His [[TheScream reaction]] as he realizes the methods he has been using in his [[NecessarilyEvil plan]] are no better than what the Magic Gods he loathed do.
* WellIntentionedExtremist: [[spoiler:Aleister's plan is to destroy all phases, erasing all magic and mysticism to return the world to its 'pure' state. More importantly, this would end the 'sparks' created by the invisible collisions between phases that can randomly influence people's fates, including forcibly causing their deaths.]]
* WhoNeedsTheirWholeBody: Returns to the Windowless Building after his fight with the Magic Gods [[spoiler:with a third of his body burnt.]]
* XanatosGambit: His plan is set up in a way so that, somehow, both success and failure will still lead to the desired result. [[spoiler:Due to being cursed to eternal failure, his plans are an arrangement of many smaller plans that built upon the failure of the previous scheme. Even things like his own death is within the scope of his plans and the grand plan is designed to succeed only after a streak of infinitive failures.]]
---> If one part broke, he would pile up the wreckage. If two parts were lost, he would take a detour around the cracks in the ground. He believed that a failure could be used as a handhold or foothold for the next part. So those whose thoughts were bound by the normal “serial” way of thinking could not understand his “parallel” actions. They wondered why that wicked madman was so intent on running full-force into the wall of ruin.
* YouKilledMyFather: High Priest of True GREMLIN was involved with the death of his daughter. [[spoiler:Noukan Kihara passes this message to High Priest before killing him on Aleister's orders.]]

A high ranking Academy City doctor whose face resembles a frog, leading to his nickname, "The Frog-Faced Doctor". He often treats Touma's injuries after his latest escapades. An old friend of Crowley, as chief doctor he built and oversees the machinery that keeps the ancient mage alive. He is a kind-hearted old man who faithfully follows his Hippocratic Oath and treats the injuries of ''everyone'' who comes to him, good or bad.
-----
* AlmightyJanitor: As a co-founder of Academy City, he may outrank even the Kiharas if he flexed his political muscles. He hasn't seen it fit to do so, preferring to be a perfectly ordinary doctor.
* BadassBoast: Not your usual boast, but still pretty badass and fitting for a doctor.
-->"Don't die. As long as you don't die, I can save you."
* CaptainErsatz: To Dr. Sado in ''Anime/SpaceBattleshipYamato'', then he got reverse ersatzed in ''Anime/SpaceBattleshipYamato2199''.
* CatchPhrase: "[[Anime/TengenToppaGurrenLagann Who do you think I am?]]"
%%* CoolOldGuy
* DarkAndTroubledPast: Mentions to Accelerator that he has seen far more blood than Accelerator has. He also, apparently, created [[spoiler:[[CameBackWrong Dark Legacy]] in his younger days]], and has a history with Aleister.
* DirtyOldMan: A one-off joke in Aisa's arc, where he thinks Touma keeps going back to the hospital because he has a nurse fetish. When Touma replies that he doesn't, Heaven Canceler muses:
-->“Really? Pity, I thought I found a compatriot.”
* EmbarrassingNickname: Frog-Faced Doctor, though he doesn't know people call him that.
* InkSuitActor: Many people, especially the voice actors and the production crew who worked on the English version of the show, mentions that Cole Brown resembles Heaven Canceller.
* TheMedic: It's all he does. The only thing he can't cure is very specific, brain-related injuries, such as [[spoiler:Touma's memory loss.]]
* MyGreatestFailure: He’s pretty upset that he couldn’t do anything about Touma’s amnesia.
* MysteriousPast: [[spoiler:Many, many years before the start of the series, Heaven Canceler was the one who saved Aleister's life while he was both on the verge of death and being hunted relentlessly by pissed off sorcerers, taking refuge in a small European village. While he was treating him, Heaven Canceler inspired and urged Aleister to create Academy City in Japan, saying he would help him in any way. Despite being one of the two ''de facto'' creators of Academy City, he decided to remain a doctor as he always has been.]]
%%* NiceGuy
* OnlyKnownByTheirNickname: His real name is not yet officially mentioned.
* RedBaron: His nickname Heaven Canceller, received because he's such a good doctor that he can bring people back from the brink of death itself, effectively [[MeaningfulName cancelling their trip to Heaven]]. His BadassBoast says it all.
--> "As long as you don't die, I can save you."
* SpannerInTheWorks: [[spoiler:While the Hound Dogs were near his hospital he jams their communication system, only to talk with a former patient who happens to be one of the Hound Dogs.]]

* TwentyFourHourArmor: He's almost always wearing his PoweredArmor due to being paranoid about security.
* {{Blackmail}}: He's blackmailing Oyafune to keep her from meddling in his business, which includes threatening her daughter.
* CrazyPrepared: The man walks around in a suit of PoweredArmor whenever possible, has a stronghold designed to withstand both espers and nukes, and has two bodyguard factions set to kill the other under specific circumstances.
* OnlyOneName: He's only known as Shiokishi, being one of the few characters whose full name isn't given.
* TheParanoiac: His CrazyPrepared measures and obsession over his own safety are treated as him being neurotic and overtly paranoid rather than being an actual necessity.
* PoweredArmor: Shows up in one the first time he meets with GROUP. Apparently, he's so paranoid about his safety that he [[TwentyFourHourArmor wears it whenever he has the opportunity]].
* TheyKnowTooMuch: He hunts down everyone trying to uncover DRAGON's identity, including GROUP.
* ThingsManWasNotMeantToKnow: [[spoiler:He calls Aiwass something to this effect, saying that he wishes he never knew of DRAGON in the first place.]]
* WorfEffect: Despite his obsession with security, he's easily outplayed and defeated by Oyafune and GROUP.

----
* BulletproofVest: Wore one prior to Accelerator paying him a visit with a shotgun blast to his chest. He survived, but got injuries.
* HoistByHisOwnPetard: [[spoiler:Gets killed by the assassin he hires after she finds out that he funds ITEM, the group which injured her partner. Also because while he had arranged for her to receive an Academy City life support system for said partner, he also arranged to have a tiny transmitter implanted into said partner's body that had the capability to shut down at least four of his organs when activated. Fittingly, he is killed by that very transmitter because Stephanie saw through his scheme, removed it and implanted back into him, literally killing Thomas with his own weapon.]]
* TheManBehindTheMan: He's the main financial backer to ITEM.
* {{Revenge}}: He hasn't forgotten that [[spoiler:Accelerator]] shot him in the chest, so he hires an assassin to kill him. [[spoiler:Then the assassin killed ''him''.]]

* CreepyCockroach: Commands a swarm of roaches that are voraciously hungry and will eat almost anything organic or inorganic. The roaches can sometimes disrupt an esper's powers by unnerving them so much that they cannot concentrate.
* DidntSeeThatComing: [[spoiler:Her defeat is sealed when Fremea Seivelun becomes brave enough to try to defend herself instead of waiting for a hero to save her.]]
* EatenAlive: [[spoiler:By her own roaches which led to her becoming an AIM thought being.]]

* FrameUp: [[spoiler:Hisako Yakumi manipulates things so that Motoharu thinks he was responsible for attempts on Maika's life and is the head of the Agitate Halation project.]]
* INeedAFreakingDrink: He is normally UsefulNotes/StraightEdge, but he will take a drink during stressful situations.
* MadeOfIron: He regains consciousness rather quickly from getting beaten up and tortured.
* TokenGoodTeammate: Alongside [[CoolOldLady Monaka Oyafune]], he's this for the Board Of Directors. He's the one who asked Seria for help concerning the Gemstones that are being targeted by the various organizations around the world and refers to them as children who just happen to have certain abilities instead of Gemstones, making it very clear that unlike most people in power on Academy City he does ''not'' indulge in {{Dehumanization}}. 297* HiveQueen: [[spoiler:During the ''Railgun'' side of the SchoolFestival, he reveals he is the controller of his own small-scale Level Upper network, giving him access to a number of dangerous abilities.]]
* ItRunsInTheFamily: All of his relatives are evil and/or manipulative just like him in some ways.

Commander of the Hound Dogs black-ops unit who serves directly under Aleister Crowley, Amata is a sadistic scientist, and the one who originally discovered Accelerator and taught him how to control his power. He is Gensei's son.
----
* AwesomenessByAnalysis: He easily exploits Accelerator's weak points with surprisingly simple logic. (i.e. Pulling back his punch right before it connects to avoid a vector redirect, or rewriting sound vectors with a whistle to counter a vacuum blast from Accelerator).
%%* BadassLabcoat
* BadassNormal: He's a Level 0 with ''absolutely no powers'' whatsoever... and is fully capable of [[CurbStompBattle kicking Accelerator's ass]].
* BadBoss: Doesn't care about his mooks at all.
* CripplingOverspecialization: He has a fighting style designed to bypass Accelerator's AttackReflector, which he helped develop, by pulling his punches at just the right moment to "reflect" them right into Accelerator's face. When Accelerator's electrode battery runs out, leaving his brain malfunctioning, Kihara actually finds himself under pressure when the Level 5 esper simply starts attacking him like a dumb animal, as his counter style no longer works.
* CurbStompBattle: He knows virtually every aspect of Accelerator's power. Their reunion was completely one-sided.
* EvilMentor: His methods of teaching Accelerator on how to control his power? [[KickTheDog By regularly kicking the shit out of him and torturing him]]. ''When he was just a kid.''
* GeniusBruiser: Is a scientist and also well versed in both hand-to-hand combat and weaponry.
* InLoveWithYourCarnage: Gets very impressed when Accelerator slaughters a bunch of his mooks without using his powers.
-->(''after watching the slaughter''): Damn that was cool! [[VillainousCrush I just might fall for you, Accelerator]]!
* LackOfEmpathy: To him, killing someone is the same as pulling out weeds.
* MisanthropeSupreme: Because he finds ''all'' humans to be nothing more than garbage, [[spoiler:Vento's ''God's Divine Punishment'']] has no effect on him, since he can't ''technically'' bear her any ill will.
* NoBodyLeftBehind: [[spoiler: Accelerator uses his newly awakened black wings to shoot Kihara into the sky Railgun-style, causing him to be burned and disintegrated alive.]]
* NoSell: Whether it be esper powers or magic, Amata has a knack for rendering them ineffective for one reason or another. He knows the precise weak-points of Accelerator's abilities, rendering them useless, while his disregard for ''all'' of humanity also renders God's Divine Punishment useless against him.
* TattooedCrook: He certainly looks like one.
* UnwittingPawn: Is completely unaware of the Magic Side. During Vento of the Front's attack on Academy City, Aleister Crowley used him to [[spoiler: kidnap Last Order and activate FUZE=Kazakiri, and didn't really care when Accelerator killed him.]]
* WouldHurtAChild: He doesn't care who stands in his way, he'll kill them. However, he admits that he didn't kill Accelerator in the past because he was a child.

* IAmNotPretty: She's kind of spacy and assumes it's okay to strip in public since no one really wants to see someone as unattractive as her anyway. In universe reactions seem to support the idea that at worst she looks tired.
* InnocentFanserviceGirl: "Why are you so concerned? My skirt got dirtied, of course I should take it off."

[[spoiler:This later comes back to bite her, because when Misaka finds out Kiyama is involved in another shady experiment, she turns the children over to Therestina, who later reveals herself as the true BigBad behind the children's predicament in the first place.]]
* MotherlyScientist: [[spoiler:The TropeNamer and TropeCodifier of the 'They're like my own children' scenario.]]

A scientist who worked on and heavily invested in Project Radio Noise and the Level 6 Project. He was left bankrupt when the Level 6 Project was shut down. In response, he angrily infected Last Order's brain with a computer virus that would cause every member of the Sisters to go berserk and attack people, only to be stopped by Accelerator and his colleague Kikyou Yoshikawa.
-----
* AlliterativeName: '''A'''o '''A'''mai
* BetterToDieThanBeKilled: He notes that with the failure of the virus to spread to the rest of the Misaka Network, the backers he had outside of Academy City would not be pleased and would not hesitate in killing him, and not necessarily being quick about it. The people ''inside'' Academy City wouldn't be happy to learn about his plans since they would have destroyed worldwide trust in the city with the clones going berserk. Dying by Kikyou's hand was probably the nicest way out he had left.
* DidYouJustPunchOutCthulhu: He was the man who managed to shoot Accelerator in the head and give him brain damage, although this was only possible due to Accelerator being unable to divert any of his attention from saving Last Order's life from the virus.
* DisproportionateRetribution: In response to going bankrupt, he tried to get the Sisters to kill everybody.
* MexicanStandoff: He is killed when he and Kikyou get into one and both pull the trigger. Accelerator kept her from bleeding out despite his brain injury, but Amai was left to die.
%%* NotSoDifferentRemark: He tried pulling this on Kikyou, but she wasn't having it.%%ZCE; needs more explanation of what he told her.
* OhCrap: When he sees Accelerator in his rearview mirror. It only gets worse for him after that.
* SmallRoleBigImpact: He's a fairly minor antagonist who is killed in the same novel where he's introduced, but he was heavily involved in the experiments that created and killed the Sisters, and leaves Accelerator with permanent brain damage.
* VillainousBreakdown: He was going through one during his entire appearance, getting progressively unhinged.
* WouldHurtAChild: The infection he gave Last Order to spread across the Misaka Network made her very sick and nearly killed her. He didn't care about that and only worried that she would die before the virus successfully spread to the Network.
* YouHaveFailedMe: He knew this fate awaited him if his backers outside the City caught him after the virus failed. He took [[BetterToDieThanBeKilled another option]].

----
* ACupAngst: Through an Indian Poker that Mikoto is using, it is revealed that Yoshikawa has issues with her bust size, which remains the same since her teenage years. Being roommates with [[BuxomBeautyStandard busty Aiho]] doesn't help her at all.
* AthleticallyChallenged: She notes that she'll collapse if she walks more than an hour outside per day, while being described as not looking very athletically inclined.
* TheAtoner: The rare-as-a-hen's-tooth scientist who actually felt ''remorse'' for the monstrous Level-6 program.
* BecauseYouWereNiceToMe: The reason Accelerator respects her was because she saved him from an experiment that almost killed him.
* ClonesArePeopleToo: Zigzagged. She made an effort to get to know all the individual clones, but that didn't stop her from sending 10,000 of them to their deaths.
* CoolTeacher: This is what she actually wanted to be instead of a researcher. She describes herself as the kind of teacher who would know all her students' names [[SenseiChan and be liked by all of them]], [[PsychologistTeacher listen to their problems and help them]], would cry at their graduation and be teased for it, etc.
* HeroicSacrifice: Says she's glad Ao Amai chose her to take down with him, instead of Last Order or Accelerator. She calls it her one good deed, though she wished there could've been more in her life. Ultimately an AvertedTrope, as she does come close to death, but Accelerator's powers save her from bleeding to death, after which the Heaven Canceler patches her up.
* ImNotAHeroIm: Accelerator and she herself note that what some might mistake for her kindness is really naivety. After all, if she was truly kind, she would have argued against the Level 6 Project for the clones' sake.
* MexicanStandoff: With Ao Amai. They shot each other at the same moment, but she survived, despite being shot in the heart at point-blank range. The bullet ruptured a coronary artery, but Accelerator's powers kept her blood flowing until she was brought to intensive care.

* MotherlyScientist: She turns her back on the Radio Noise project once she starts considering the clones as more than just objects.
* ThePowerOfActing: She doesn't seem to have any esper abilities, but she's capable of terrifying her enemies into submission using psychological warfare.
* TheScapegoat: The researchers intended her to take the blame for the terrorist attacks on the research facilities and for the failure of the Radio Noise project. 513* CharacterTic: He indicates his boredom and lack of interest in Mikoto's attempts to interfere by simply cleaning his nails while all the researchers panic. She's never able to get ahead of his security efforts.
* HeelFaceTurn: Right after the Sisters arc, his next appearance is working for Misaki. She may be morally ambiguous, but she generally means well and Keitz is happy for the chance to work on something less distasteful.
* HeroicSelfDeprecation: Refuses to allow Misaka 10032 to thank him given that without his efforts Mikoto would have shut down the Level Six Shift program quite easily. 531* GoneHorriblyWrong: Totally averted. Ryoko suffered no physical or psychological detriments from being separated and subsequently recombined, aside from the need to take medication to deal with the natural aftereffects of the recombination. Her ''doppelganger'', on the other hand...
* HalfTheManHeUsedToBe: The experiment she performed on herself involved slicing herself into pieces and combining the resultant parts with cybernetics in order to create two copies of herself. Her biological parts were recombined after a year, while the cybernetics were used to create the Doppelganger.

As their sempai before becoming chief, she tries to make sure both girls do their work at Judgment seriously and at the same time want them to be safe. She is a Level 3 Esper with a power called Clairvoyance which, despite what the name implies, is actually X-ray vision.
-----
* AscendedExtra: Originally a nameless member of Judgment in the manga, her role was significantly expanded in the ''Railgun'' anime.
%%* BadassAdorable
* BadassBiker: It comes in awful handy when your younger friends need to get to a battle "fast."
* BuxomBeautyStandard: Her sizable breasts are often noted by other characters, and are a frequent target of MaleGaze shots. The main ''Railgun'' cast in particular, all frequently [[ACupAngst envy her figure]] when they see her wearing skimpy outfits like a ModestyTowel or a BarelyThereSwimwear, to the point it's a RunningGag that the girls all drink the [[TrademarkFavoriteFood Musashino milk that she likes]] in the hopes that it will make their breasts bigger.
* CoolBigSis: She's a responsible and mature older figure to the younger girls in the ''Railgun'' cast.
* DarkAndTroubledPast: Linked to the fact that she was once a member of Big Spider, a gang of Skill-Out {{Delinquents}} that are on the diametric opposite of the side of the law she's on right now.
* ADayInTheLimelight: She's the main character in the two-episode "Big Spider Arc", which focuses on her DarkAndTroubledPast as a member of the Big Spider gang.
* DesperatelyLookingForAPurposeInLife: What led to her joining Big Spider, and subsequently Judgment.
* FightsLikeANormal: Since XRayVision is her only power, she fights using martial arts. This was how she was able to join Big Spider despite their hatred of espers. Wataru Kurozuma figured out she had an ability, but kept it a secret from the rest of the gang.
* HeartIsAnAwesomePower: XRayVision may not seem to be that impressive on its own, but when that means ''never'' being surprised by concealed weapons, coupled with her bone-breaking martial-arts skills, it makes her more than a formidable match in battle.
* ImprobableAge: She's the chief of the 177th branch of Judgment, which is justified since all members of Judgment are young Esper students.
* JustFriends: With Wataru Kurozuma. She desperately wants to change this, but he sees her as a little sister.
* LogicalWeakness: While her XRayVision ability lets her see things much better, it also makes her much more vulnerable to sudden lights such as flashbangs.
* MsFanservice: She has a voluptuous figure that is prone to MaleGaze camera shots, such as the scene in the BeachEpisode where she appears in a BarelyThereSwimwear complete with zoom-in shots of all of her body parts.
* NiceGirl: She has a kind and gentle personality, usually looking out for the other girls and treating them more as younger sisters than subordinates.
* RankScalesWithAsskicking: Averted in that, although she has a lower Power Level (Level 3) than Kuroko (who's a Level 4) she actually ''outranks'' the [[LovableSexManiac Lovable]] PsychoLesbian in terms of bureaucratic authority. And as shown in the omake of Railgun's Manga Volume 5, in terms of ''raw skill'' she is more-than-a-match for Kuroko as a Martial Artist.
* ReasonableAuthorityFigure: More of a "Good Cop" than Kuroko in the Judgment Brigade.
* ReformedCriminal: She's a former member of the Skill-Out gang called Big Spider, having become a Judgment officer after she quit, which led to her confronting her former colleagues in the "Big Spider" arc.
* SpecsOfAwesome: She's a badass Judgment agent who's always wearing glasses.
* StupidSexyFlanders:
** So devastatingly sexy in her swimsuit that she's able to provoke this reaction from the straight girls of the cast. And the [[SingleTargetSexuality Misakasexual]]. And a female snake.
** When she accidentaly drops her ModestyTowel in front of the girls, they can't help but stare at her chest in awe.
* SweetieGraffiti: She drew one shaped like an UmbrellaOfTogetherness which had her name and that of her sempai at one of her old hangouts when she was a [[{{Delinquents}} delinquent]], but said sempai scratched it out, believing that kind of relationship wouldn't work out for them and because he wanted her to have a better life.
* TeamMom: When a voice of calm and mature reason is needed amongst the girls.
* TrademarkFavoriteFood: Musashino Milk, which she first got from Kurozuma.
* TragicKeepsake: She kept the red jacket uniform she wore as a member of Big Spider, as a keepsake of Wataru when she thought he had been killed.
* XRayVision: Her esper ability Clairvoyance, allows her to see through any kind of matter or substance. It also overall allows her to see better and much farther since she's able to see through light.
* YoungerThanTheyLook: She dresses and acts very maturely, and has a very voluptuous figure, yet she's still a high school student.

* TheAtoner: In a conversation with Accelerator about atoning for one's sins, she says she, like Accelerator, has "a debt to pay". It's not revealed what that debt it, only that it is the reason she WouldntHurtAChild. The implications are obvious.
* BadassNormal: She's a hardened badass who won't hesitate to run straight at a blade of pressurized water to dive under at the last second and reach her target. Also deconstructed, as for all her skills, she is often badly outgunned by espers with powerful abilities or the advanced weaponry of Academy City's dark side, forcing a powerful esper like Accelerator to come to her aid.
* BadassTeacher: She's both a high-school teacher and a member of Anti-Skill, a group of adult police officers who keep the peace in the superpower-filled Academy City.
* BuxomBeautyStandard: Her sizable chest is often subject to MaleGaze shot or pointed out by others characters or even the narrator. Yoshikawa (who suffers from ACupAngst) has even shown to be jealous of her due to it.
* TheCavalry: Will often show up near the end of an arc to take care of minor, but often crucial tasks, while the [[TheRestShallPass heroes deal with the main threat]]. Examples include taking out Awaki's subordinates in Volume 8 of Index, rescuing Rikou in Volume 15, and holding off MAR reinforcements in episode 24 of Railgun.
* CoolBigSis: She has a kind and caring nature, especially towards children, but due to her {{Tomboy}} personality she often acts more like a 'cool' and 'fun' role model than a nurturing figure.
* CowboyCop: When Aiho learns that a member of the Board of Directors is shielding Full Course from prosecution, she takes it upon herself to infiltrate the Escoffier to investigate the situation on her own, not caring that she's going against her superiors.
* DarkAndTroubledPast: Something dark happened in her past that made her consider herself TheAtoner and become extra protective of children, but it has so far not been elaborated on.
* DemotedToExtra: She only made cameo appearances in Railgun T along with Tsuzuri.
* DidYouJustPunchOutCthulhu: After Accelerator returns from [[spoiler: World War 3]] she ''punches'' him, then hugs him.
* {{Fangirl}}: She's a big fangirl of TeenIdol Hajime Hitotsui.
* HardDrinkingPartyGirl: She enjoys going out for drinks when she's off duty, and she's shown to be quite the heavy drinker. Only Komoe-sensei can outdrink her.
* HotTeacher: She is for being a teacher in Touma's school.
* KickingAssInAllHerFinery: In the "Nectar arc", she attempts [[FemininityFailure gets herself in a fancy dress to try to pass through some guards, but fails utterly]]. But she still manages to sneak in anyway, but now has has to do a lot of running and fighting while wearing said fancy dress.
* MamaBear: Any child in her sight is immediately under her protection. It doesn't matter how much firepower she's pitted against, she ''will'' rush to their aid and defend them even at the cost of her own life. It's also {{Deconstructed}}, as her insistence on keeping children safe means that she will get into situations she can't get out of on her own in her single-minded rush to protect them even if they're far more powerful than she is.
* MsFanservice: She's an attractive woman with a [[BuxomBeautyStandard buxom figure]] that is often pointed out InUniverse and the green jersey she wears is often zipped down to put more emphasis on said breasts. She also gets a few fanservicey [[BathtubScene bathing scenes]].
* NeatFreak: Has a habit of cleaning her room when she gets stressed, to the point that she tends to lose her keys in the process.
%%* OldMaid:
* ParentalSubstitute: After she adopts Accelerator and Last Order. Eventually, WORST joins the picture.
* RankScalesWithAsskicking: Comes with being an Anti-Skill officer.
* ReasonableAuthorityFigure: Although she can roughhouse the people she takes in, Aiho is passionate about keeping children safe and will always have the heroes' back when the time calls for it.
* ShamelessFanserviceGirl: She has no problems being seen naked by Accelerator because she sees him as just a child.
-->'''Aiho:''' ''[to a completely deadpan Accelerator when he [[ShowerOfAwkward catches her showering]]]'' Gee, I've been living alone so long I don't lock the shower doors no more. Sorry 'bout that!
* SheCleansUpNicely: Averted during the Nectar arc. Her attempt to bluff her way into a FancyDinner party immediately attracts suspicion, partly because she was using the business card of a non-existent businessman from a shell company, but also because -- as the guards note -- she was "[[FemininityFailure wearing a dress that was all wrong for her]]" along with her usual ponytail and carrying a very conspicuous duffel bag.
* ThrowingYourShieldAlwaysWorks: And throwing a ''riot shield'' can incapacitate a heavily armed terrorist without killing him!!
* {{Tomboy}}: She's a PE teacher and generally carries herself in a much more masculine way than her co-worker, Tsuzuri, often taking the fight to hand-to-hand and speaking with more relaxed and aggressive mannerisms.
* VerbalTic: Ends most of her sentences with "-jan."
* WouldntHurtAChild: Goes well out of her way to prevent serious harm from coming to children, even if they're an esper, which in her mind includes all students in the city.
