6* S.H.I.E.L.D. built the Triskelion (with underwater facilities) not in Arlington or in Maryland, they built the massive headquarters right on Theodore Roosevelt Island, overlooking the Lincoln Memorial, and by extension the National Mall of Washington, D.C. S.H.I.E.L.D. convinced the United States government to not only let them build on a national park, but in full view of one of the most prized monuments itself. That takes some serious clout.
7* In response to Project Insight, Cap (of course) voices his displeasure to Nick Fury. Fury throws in his face a criticism that (in real life) was [[RealitySubtext levelled at The First Avenger]]: that the so-called 'Greatest Generation' [[HistoricalHeroUpgrade actually did some pretty shady things]]. Steve, to his credit, stands fast but nevertheless ''accepts'' that criticism:
8-->'''Captain America:''' Yeah, [[IDidWhatIHadToDo we compromised.]] [[MyGodWhatHaveIDone Sometimes in ways that didn't make us sleep so well.]] But we did it so people could be ''free''. This isn't freedom, this is ''fear''.
9* Picture if you will; Cap's on an elevator as it repeatedly stops and group after group of S.H.I.E.L.D. agents get on -- all big, beefy ones such as [[TheBrute Brock Rumlow]]. Then Cap notices that a few of them have their hands on their weapons. One is ''sweating with panic'', and the guy right in front of him has his shoulders set. All of them are making a point of not looking at him. Also, they've shuffled around so that he's surrounded. He quickly deduces that this means that they're planning to attack him. When three ''more'' great big mooks crowd in, the look on his face is ''identical'' to when that movie theater heckler back in TFA wouldn't shut up; "The day's rotten enough, and now there's going to be a big stupid fight. Why can't we all just get along?" He sighs and says:

11** It's also awesome in that it's more than a boast, warning, or threat. It's also a promise and an offer that pretty much only Captain America or Franchise/{{Superman}} could get away with saying and still sound sincere: "If you don't want to do this, you can leave now. No hard feelings." Nine to one, in a claustrophobically small room with floor-to-ceiling windows overlooking a ''twenty-story drop.'' They're all armed as they please, while he can't even draw his shield. He still feels it only polite to ''literally'' tell them, "Okay guys, take the first swing."
12** There is also the implied statement in that line - again, not a threat, boast, warning or intimidation tactic, just a matter-of-fact statement from an old soldier: "If you don't get out and attack me, I ''will'' beat your ass into next Tuesday." And then proceeds to do exactly that.
13** In the middle of getting dogpiled, Cap has the presence of mind to hit the pause button on the elevator so they can't bring him (further) into enemy territory.
14** And, to his credit, Rumlow. He actually manages to get a few good licks in on Cap with his stun batons, and is the last one standing before the brawl is over. In fact, he is the ''only one'' out of the nine to land blows on Cap without the element of surprise.
15* Batroc the Leaper.
16** The fact that he is played by Georges St-Pierre, who is a multi-division MMA champion and is frequently cited as one of the greatest MMA fighters of all time.
17** Captain America's list of people who have challenged him in a fight include: a Nazi with the same serum as Cap flowing through his veins, his BrainwashedAndCrazy cyborg ex-sidekick, a magical alien prince who can go toe-to-toe with Thor, and... [[BadassNormal a pirate]]. Batroc is thus far the only unaugmented human that can gain ground on Captain America, '''unarmed'''. He even seems [[AdaptationalBadass unimpressed]] with Captain America for a moment.
18** He doesn't even have to fight Captain America. He successfully avoids the Captain's initial attack, and his escape at the end of the rescue mission proves [[BloodKnight he could run if he wanted to]]. But he stays behind, just because Captain America is a WorthyOpponent. The way Captain America puts his shield away, gives the indication he considers Batroc a worthy opponent too.
19** Immediately after Batroc successfully gets Steve to drop his shield and fight him hand-to-hand, Steve easily and ''very'' quickly kicks his ass.
20** As it turns out, he was hired for the job by Nick Fury. Fury trusts him to do his dirty work. He's like S.H.I.E.L.D. black ops. That gives an indication of just how impressive Batroc's skills are.
21* Steve, Natasha, and Sam's interrogation of Sitwell: First, they kidnap a high-ranking S.H.I.E.L.D. agent in broad daylight. Next, they bring him to the top of a high-story building, Natasha kicks him off the roof, and Sam swoops in and catches him, throwing him back to the floor and showing off his Falcon suit for the first time. After that, unsurprisingly, Sitwell's only too happy to cough up every bit of information they want.
22* The Winter Soldier, unsurprisingly, is full of these.
23** His entrance: Nick Fury has just escaped from dozens of submachine gun–wielding police officers with a fractured arm and seems to be making good on his escape. Then, standing right in front of him, cool as a cucumber, the Soldier. Who fires a strange bomblet that sticks to the bottom of his car, blowing it up into the air, then casually steps out of the way as a couple of tons of burning SUV go flying past.
24** Catching Cap's shield, one-handed, as it's thrown at him ''from behind''. And then throwing it back with enough force that when Steve catches it, he can't stop it from pushing on enough to punch him in the gut and knock the wind out of him.
25*** Speaking of force, there's Cap's chase after the Winter Soldier, with him showing us how strong a Super Soldier is by busting down doorways. That's right; at full speed, he charges (shield-first) through doorways (probably locked) hard enough that ''he knocks them off their hinges'', no less than twice, and without appreciably slowing to boot. Not mention [[SuperWindowJump jumping from his apartment through his window]] and [[InASingleBound smashing through another into the building Winter Soldier is at]] and leaving a large dent in one of the walls with an ''accidental'' shield bash.
26** Curbstomping the S.H.I.E.L.D. pilots and flight crews who were about to help Captain America. In just a few minutes, he takes out S.H.I.E.L.D.'s ability to provide GunshipRescue, destroying pretty much every available Quinjet on the flightline.
27*** Special mention must go to the time when he blocks gunfire with his metal arm, one-shots the guy firing on him with his normal arm, then proceeds to kick the guy next to him and send him flying, showing that he is more than just his metal arm.
28*** Heck the whole fight lasts [[https://www.youtube.com/watch?v=fzolEKm6d5k less than half minute]]. A definite CurbStompBattle.
29** Other miscellaneous feats include outrunning Captain America, punching his shield so hard that Cap feels the impact,[[note]]note that Steve's shield absorbs most vibrations completely[[/note]] ripping the steering wheel out of a car, and then leaping to another car ''while both are driving''.
30* Falcon firing GunsAkimbo at a Quinjet, backflipping off the Helicarrier and activating his wings on the way down, followed by an aerial chase.
31* Cap leaping out of a Quinjet, ''without a parachute''. Judging by Rumlow's reaction, it's not the first time he's done it.

35** Giving the woman more credit where it's due for this scene: right after that bit of awesome, she then uses the Winter Soldier's ''shadow'' to pinpoint his position and accurately ''shoot out'' his SinisterShades. Note that before this, the Winter Soldier had been killing with mechanical economy of movement and absence of expression, but when Natasha manages that little feat, he speeds up. She did the impossible and got him ''mad''.
36** Addendum: Nat shoots out his goggles. The lens is broken. She uses his shadow to pinpoint his location and ''shoots him in the eye.'' If the Soldier hadn't been wearing goggles, he'd be finished. If she'd hit him an inch higher and gotten a [[BoomHeadshot headshot]], the movie would have ended right then and there... hell, there wouldn't be a movie! Natasha comes within a ''fraction of an inch'' of killing the Winter Soldier. Using his ''shadow.''
37* Sam makes ''his'' entrance into the bridge fight by taking out a HYDRA machine-gunner with nothing more than a combat knife. In a matter of seconds he catches the guy by surprise, punches him in the face, cuts through his rifle strap and throat and punches him off the bridge--and then he snags the guy's rifle ''in mid-air'' and starts providing cover fire. Oh, and during the whole mess he somehow manages to re-don his jetpack, just in time to save Steve's life.
38* Steve vs. a S.H.I.E.L.D. Quinjet. Steve wins.

42* The initial raid on the hijacked boat is pretty damned impressive on Steve's part, with him blazing across the ship and taking out pirates like they're cardboard cut-outs.
43** Also note that other than Steve, [[Comicbook/BlackWidow Natasha]] is the only other operative who goes in solo against the terrorists. She doesn't have SuperStrength, but she mops the floor with all the soldiers she comes up against.
44*** While we are talking of the boat raid, credit must also go to that unnamed pirate, who [[MadeOfIron despite getting surprise kicked by Cap so hard that he soars through the air and hits a metal pipe half his size so that his body leaves an imprint on it, gets back up and comes at Cap again]]. A true BadassBystander with BrassBalls to go with it.
45* Black Widow holding her own against the Winter Soldier. She manages to trick him with a clever sound diversion, bind him with a wire and briefly shock the systems in his bionic arm--all within ''seconds'' of each other. Sure, she still gets shot for her troubles, but she puts up one ''hell'' of a fight. Notable, since the ''only'' other person who gives him any kind of issue at all is the Cap himself.
46* Maria Hill's rescue of Steve, Natasha & Sam from "S.H.I.E.L.D." custody.
47* The ambush of Nick Fury's car. The way the HYDRA operatives--disguised as D.C. cops--first box in Fury's car, preventing him from escaping, and then cops with submachine guns and assault rifles put up a ''withering'' barrage of fire to destroy his SUV's armor. Then the SWAT team deploys a tripod-mounted pneumatic battering ram to break through the armored glass. And then Fury with a ''broken arm'', and nerves of steel, waits until the glass is almost broken through, then breaks out a machine gun and unloads on his attackers, killing most of them, and expertly employs CarFu against all of them in his escape. Then he shakes off the remaining "cops" after a hectic car chase in a really impressive way: with the two police cars sandwiching him between them, Fury sees they are approaching a red light and slams on the brake pedal, while the two squad cars continue on and are promptly clobbered by a box rental truck. Until the Winter Soldier shows up and one-shots his SUV... and Fury ''still'' manages to escape! This guy isn't the Director of S.H.I.E.L.D. for nothing.
48* Steve giving a RousingSpeech to S.H.I.E.L.D. revealing how HYDRA has infiltrated them, and asking them to sacrifice themselves for freedom. Which they do.
49-->'''Steve Rogers:''' Attention all S.H.I.E.L.D agents, this is Steve Rogers. You've heard a lot about me over the last few days; some of you were even ordered to hunt me down. But I think it's time you know the truth. S.H.I.E.L.D is not what we thought it was; it's been taken over by HYDRA. Alexander Pierce is their leader; the S.T.R.I.K.E and Insight crew are HYDRA as well. I don't know how many more, but I know they're in the building. They could be standing right next to you. They almost have what they want; absolute control. They shot Nick Fury, and it won't end there. If you launch those Helicarriers today, HYDRA will be able to kill anyone that stands in their way...unless we stop them. I know I'm asking a lot, but the price of freedom is high; it always has been. And it's a price I'm willing to pay. And if I'm the only one, then so be it. But I'm willing to bet I'm not.
50* Sharon and an unnamed S.H.I.E.L.D. agent standing up to Rumlow as the film begins to hit the final stretch. She was also the first person to question the orders to go after Captain America.
51** The unnamed agent deserves special mention, because [[HeroicBystander he's utterly defenseless against Rumlow holding a gun to his head and clearly terrified]], but still refuses to launch Project Insight. Sharon is a trained agent and has a weapon. He doesn't have any such training, and is just a computer tech suited for positions far from danger. His initial hesitation makes it more impressive because he's clearly scared shitless, and you can see from his expression - and the way he's breathing - that he is convinced he is going to get shot, and is mentally preparing himself to go down for his beliefs. Just a normal guy, with a gun to his head, and still doesn't give in.

53*** And given that Steve was only able to put the last helicarrier chip in at literally the last second before HYDRA's ships would start killing millions, the agent's refusal gave the Cap's team (and the world) small but crucial time to stop HYDRA's plans.
54** And later, Sharon holding a gun to Rumlow.

59*** And during the ensuing shoot out Agent 13 still manages to kick out the chair from under that unnamed S.H.I.E.L.D. technician so Rumlow's shot misses him. And he survives the film, as he reappears in ''Film/AvengersAgeOfUltron'' and gets a name, Cameron Klein.
60* Maria Hill rolling backwards in her chair, shooting the two HYDRA soldiers trying to sneak up on her, and then returning to her console as if nothing had happened.
61* The reveal that Zola was able to keep his brain active in a computer for decades.

64* The fact that HYDRA ''made good on its motto.'' Old HYDRA may have been cut down, but something ''far worse'' took its place. There might be worse galactic, mystical, and otherworldly threats out there, but there's something about the worst kind of evil being homegrown and having blossomed under the nose of society itself, is scarily awesome in its own right.
65* Both fights between Cap and the Winter Soldier. Easily the best straight-up hand-to-hand (or hand-to-shield/knife-to-shield in some cases) fight scenes Marvel has had on film, and for good reason. These are two peak-of-human-ability soldiers fighting at close combat, with little held back, landing, countering, dodging and reeling at blows that would cripple ordinary humans--in particular, Cap throws the Winter Soldier against a car, ''then knees him further into it,'' both times denting the metal of the car doors.
66** Cap's fighting technique and prowess every time it gets highlighted is awesome; he shows exceptional growth in technique and skill that wasn't quite there in his previous two outings. His shield usage in particular is fantastic to behold each time he hurls it.
67** One notable move from Cap's side. He outright grabs the Winter Soldier by [[NeckLift the neck]] and holds him up for a good few seconds, then slams him into the ground. One-handed.
68** During the highway fight, the Winter Soldier is giving Cap everything he's got with a knife (for extra fun, it's the historically-badass Gerber Mk II.) In a blink-and-you'll-miss-it moment, the Soldier switches from a forward grip to a reverse by tossing his knife in the air, catching it, and continuing to engage without missing a beat.
69** Another [[FreezeFrameBonus blink-and-you'll-miss-it moment,]] but when Winter Soldier stabbed Steve in the shoulder during their second fight, Steve yanked the knife out...and the blade was bent. Just how dense are this man's muscles?!
70** The fact that to see what's actually going on in the scene, you have to watch it half-speed or so. It's not that the scene is overclocked or heavy on JitterCam, it's just ''they're so fast'' that you can barely see what they're doing.
71*** Which is something of a Moment of Awesome for Evans and Stan. Yes, it was choreographed, but they still had to implement it!
72** The behind-the-scenes extras serve to show that the majority of these two fights did ''not'' use CGI or even stunt doubles for their combat moves.
73* World Security Councilman Singh, who gives Pierce a marvelous ShutUpHannibal. Pierce gives him a glass of champagne and asks the councilman if his daughter was dragged into a soccer stadium and about to be executed, wouldn't he want to stop her would-be murderer with a flip of a switch? The councilman responds with "[[DefiantToTheEnd Not if it was your switch]]," and smashes the glass on the floor.
74** When Pierce takes a gun to shoot him, the British councilwoman kicks him out of the way and proceeds to wipe the floor with Pierce's goons in a skirt suit and high heels, and then reveals herself to be Black Widow wearing a high tech mask and pointing a gun at Pierce, saying, "I'm sorry, did I step on your moment?" For geeks the moment is made even more awesome, or hilarious, by the fact that the councilwoman is played by Creator/JennyAgutter from ''Film/LogansRun'', ''Film/ChildsPlay2'', ''Film/TheEagleHasLanded'' and ''Film/AnAmericanWerewolfInLondon''. It's almost disappointing that she turned out to be Natasha all along!
75** After that, another councilman has a BadassBystander moment as he grabs a gun and holds Pierce at gunpoint without flinching, not saying anything, just in case he tries something.
76** And one more for Black Widow. She uses a shocking device to electrocute herself and reboot Pierce's phone device, which he was using to force her to scramble a jet for him to escape, and allowing Nick Fury to shoot Pierce twice in those precious few seconds, the second time finally killing the HYDRA agent.
77* When Black Widow is about to reveal all of S.H.I.E.L.D.'s classified information to the world, she has this exchange with [[BigBad Pierce]].

80* Pierce smugly points out to Black Widow that two Alpha level members of S.H.I.E.L.D. are required to unlock their database, and Pierce is the only one in the room. Cue motherfucking Nick Fury waltzing into the room and Pierce's OhCrap expression. Pierce gets one himself by coolly asking if he got the flowers he sent.
81* Fury going above and beyond in terms of CrazyPrepared, by keeping a record of his ''blinded eye'' in S.H.I.E.L.D.'s database, just in case of a threat like Pierce and HYDRA.
82-->'''Fury:''' I know you erased my password. Probably deleted my retinal scan. [[BadassBoast But if you want to stay ahead of me, Mr. Secretary... you need to keep]] ''[[BadassBoast both eyes]]'' [[BadassBoast open.]]
83** There's something else amazing about what Fury says to Pierce.
84--->'''Pierce:''' I could improve the lives of 7 ''billion'' people by sacrificing 20 million. It's the next step Nick, if you have the courage to take it.\

86** It's pretty understated, but this line demonstrates exactly why Nick Fury, for all his morally ambiguous actions, is one of the good guys. No matter how bad the world gets, he will ''never'' be willing to make that step. It also [[FridgeBrilliance sheds a new light on what he said towards the beginning of the movie]]: "S.H.I.E.L.D. takes the world as it is, not as we'd like it to be." While Pierce is willing to take the easy way out and forge an "ideal" world at such a huge cost, Fury isn't.
87* Cap's shield vs. minigun! No contest. He ''[[AttackReflector deflects the minigun's shots into his enemies]].''
88* Falcon takes care of some homing missiles by turning off his wings, doing a cannonball and falling away from the explosion before turning his wings back on. Even more badass is that Falcon does this by tucking himself up into a ball, ''rolling forward repeatedly'', changing his angular momentum, and curving his flightpath downward, under the helicarrier's glass blister. This is a man who can fly just as well without wings as with them.
89* Overlapping with BadassBoast, Natasha has a gem of a line in the ending: "Go ahead, arrest me. You'll know where to find me." And then she just gets up and walks out.
90* A minor one. In Captain America's Smithsonian exhibit, the automated recording for Bucky's exhibit revealed that he was the only Howling Commando to fall in battle. That meant that Cap and the Howling Commandos went through literally all of WWII, taking on the most dangerous missions, ''with almost zero casualties''.
91** And with the reveal that Bucky lived (albeit with some [[MindWipe serious]] [[FaceHeelTurn alterations]]), that scratches the "almost".
92* The S.H.I.E.L.D. pilots trying to get to their jets to help Cap and Falcon. While they're all taken out by the Winter Soldier, they still gave it their best shot.
93** Special note goes to two of the aircraft handlers (the guys in orange jackets). With the Winter Soldier coming right at them, they don't flinch; just draw their sidearms and ''try'' to buy a few more seconds.
94* On similar lines, the two guards who pull their weapons on the advancing Hydra Strike Team, when Cap's speech is still echoing through the building. They're killed instantly for it, but they picked a side.
95* During the big final duel, the Winter Soldier seizes the last chip, Steve gets him in an armbar and starts pulling to get him to let go. The impressive part is on Steve's willpower because Bucky gives an extremely loud scream and typically this is where the hero thinks of his old friend, relaxes his hold, then loses the MacGuffin and has to improvise. Instead, Steve refuses to let go despite his friend's cries until he yields the chip.
96** That needs a bit more elaboration. When Bucky refuses to let go of the chip despite the pain, Steve breaks his arm, eliciting the aforementioned scream, and proceeds to literally choke out Bucky. Credit also goes to Bucky for not yielding the chip despite his arm being broken. Steve can't touch it until Bucky loses consciousness.
97* A relatively minor one compared to the rest of the movie is when the Winter Soldier is clinging to the top of the heroes' speeding car. Instead of trying to shake off the Winter Soldier with sharp swerves and speeding up (like you'd see in most action movies), Steve simply puts the car in Park and lets physics take care of things.
98** Not one to be taken down so easily, the Winter Soldier manages to turn this into a roll before putting all the momentum/energy onto the one part of his body that can withstand it: his metal arm. It still sends him a good distance, dragging his metal fingers through the pavement in the process, but with no measurable harm ''whatsoever.''
99*** Bucky using his arm to choke Steve. His grip is so powerful that Steve cannot get out of it, and Buck isn't even trying.
100* The Falcon vs Rumlow fight. A very quick battle that we don't see much of, but it once again helps highlight the awesomeness that is the Falcon in this film. And even though he's losing until the Helicarrier interrupts them, he still accomplishes exactly what he intended to do: prevent Rumlow from assisting Pierce.
101-->'''Rumlow:''' This is gonna hurt! There are no prisoners with HYDRA; just order. And order only comes from pain. You ready for yours?\

104** It should also be noted that it's been a while since Sam was part of the military, meaning his hand-to-hand skills are most likely rusty. The fact that he's able to ambush Rumlow and get in a couple of good strikes is no small thing, and his courage in going toe-to-toe with a guy who he probably knows is better than him isn't a small thing either.
105*** ''Then'' Sam dives straight out the window, and has the presence of mind to tuck and roll in mid-air so that the helicopter can scoop him up.
106* One each for Black Widow and Agent 13. When Winter Soldier attacks their car, Nat jumps into Steve's lap and pulls his head down. She then kicks Sam toward the window. Each of those actions moved someone out of the path of a bullet... which is exactly what Agent 13 does in kicking the chair out from under the defiant S.H.I.E.L.D. tech before Rumlow can execute him. S.H.I.E.L.D. must have one helluva training program.
107* A shout out needs to be given out to Maria Hill for not only successfully faking Fury's death, but doing so without arousing the suspicions of the Black Widow, who's arguably the greatest spy in the world.
108* The titular Winter Soldier is [[TheDreaded feared by nearly everyone]]--this is a guy who ''Black Widow'' runs from in near-panic, and it's repeatedly demonstrated that Steve's the only one who can stand up to him in a straight fight. ''His own support staff'' are afraid of him. So it's evil but undeniably awesome when Pierce walks in, demands a report and, not receiving one, casually backhands him.
109* There's a rather understated one that also crosses with funny, but at one point Nat, Steve, and Sam are discussing getting Sam's wing pack out of government hands and into theirs. Sam reveals the security measures, which are extensive enough that for ''anybody else'', there would have been a risky heist involved with plans that may or may not succeed without a hitch and at least a little ''Film/OceansEleven'' [[IndyPloy Indy Ploy-ing]], etc. Nat and Steve just look at each other, and the film basically silently says "Done." Next scene, they've got the pack, as if it wasn't any big thing, no need to show how it was done. And because this is Captain America and the Black Widow, ''the audience totally buys this.''
110* The moment Cap manages to fit the last targeting chip into the Project Insight Helicarriers, and it's then revealed exactly what the new chips do: the HYDRA agents are confused when their targeting system, mere seconds away from killing millions, suddenly loses all its acquired targets, then the count changes from millions to just ''three.''
