For the latter two, one can simply negotiate with the gangs around Miami to drop gang heat, shoot all of them dead for the rewards and to remove the heat from that, then repeat whenever one wants gang heat down, then with the cops stand in the middle of the street with a firearm, wait for the cops to get aggravated enough for one to show up, then put your weapon away and negotiate to drop cop heat then repeat until it is zero, all without ever having to spend a cent to get either down and boosting one's balls at the same time.
