Being the main villain, Sunseet Shimmer is not a minor character

Many a character that has a Moral Event Horizon entry would later find forgiveness. The most immediate example that comes to mind is Naruto's Sasuke, who's got a laundry list of the things, but he's not only forgiven but a prominent character in the upcoming movie. The key phrase here is Your Mileage May Vary. Not everyone is impressed by Sunset's redemption. It's also not a competition to see who can do the worst thing. Even if some other character did something worse, that doesn't make what Sunset did not bad. Thanos killed everyone in the universe. Compared to that Green Goblin killing Gwen Stacy is tame.
Sunset Shimmer ended up redeeming herself, and it's not like other villains in Fi M haven't done worse and reformed.
