The codex explicitly states that Kaldor Draigo is "above" the will of the Dark Gods, and that they can not vanquish him. It also explicitly stated that it took a great deal of time for the garden of Nurgle to grow back after Draigo lit it up like the 4th of July. The only thing that's really true here is that M'kar did manage to banish him into the Warp, but that isn't enough to make him a Parody Sue, especially since his accomplishments far outweigh being banished by M'kar that one time. I understand the desire to try to rationalize away bad writing, but, well, if it quacks like a duck...
