From what I've seen and heard, it doesn't seem like Hemlock is actively hated. There is not much talk about him in general. Plus I saw a few people who really liked him. Scrappy, as correctly, completely causes everyone's negativity. Plus, I wouldn’t say that he takes away Mallon’s time or potential, since she could easily reveal herself, regardless of the existence of Hemlock.
