Christine confirmed in 2017 (back before ''Daycare'' was revealed) that Ezekiel and Dakota "had a chance" to return for the then-presumed season 6. Thus, Creator/FreshTV knows all about the demand to see these two reverted back to their human selves to some extent, and thus they may actually be changed back at some point.

I say this because A)After their episodes Sammy has finally begun to grow a backbone and B)Everyone back at their home will be able to see how much of a Bitch Amy actually is and how much Sammy suffers. Will this be an easy win for Sammy? Probably not, but it will lead to new things for her.

* Considering the stuff Chris gets away with on the show, along with things like the mutations, human cloning wouldn't be too much of a stretch. After all, the producers have some form of government connections (considering they let the show film the contestants in Area 51, and the fact Chris only got arrested once TDROTI was finished), and only butt in when the challenges are too extreme. Fresh has also confirmed the series operates on an 3-year timeline on their Tumblr (which fits with Noah, Owen, and Geoff all being 19 in Ridonculous Race), meaning it's fully plausible that the clones would be toddlers by this point.
* As to why, the most likely answer is that the producers and Chris likely want a way of milking the show out while they can (and maybe something about being an secret evil organization). And considering they can't always get a bunch of 16 year olds and the first gen cast are almost in their 20s, what better way to spice things up than by focusing on a bunch of toddler versions?
* However, they're not perfect, as evident by Clone!Courtney and Clone!Owen having different colored eyes than their actual counterparts. So rather than totally shocking the audience by making this an actual season, they're presenting it as an spin-off. Chances are that the challenges probably won't be as dangerous, to both deal with Moral Guardians and expecting the kiddos to get into enough trouble on their own. It's also why the kids look closer to their "real" selves than what they would actually look as toddlers (including Clone!Duncan's hair).
* As for the likely appearance of other Fresh TV show characters (judging from Jude from WesternAnimation/{{Sixteen}} being in the promo pic), this can be chalked up to their Total Drama counterparts being obvious AU counterparts and thus the same age as the clones.
