In the Season 7 finale "Shredder Triumphant," the Technodrome was sucked into Dimension X near the end of the episode. The next episode, "Get Shredder," happens to be the first red sky episode. This could explain how the pollution from it was blown into Earth. Dimension X already often had a red sky.

This would explain why the characters introduced in this season feels like they were rejected pitch for a toy line.
