It's clear in this film (1947 version) that most adults don't believe in Santa Claus. It's also made clear in the dialogue that most gifts supposedly from Santa are indeed bought by parents and that most letters to Santa end up as dead letters in the post office. Furthermore, all the good things Kris makes happen and all the "evidence" that supports him in court have mundane explanations. But maybe in the world of this film, Santa ''is'' real, just different than we expect. He doesn't literally fly through the skies and deliver presents to children – that really is just a myth. Instead he's more of a living embodiment of the Christmas spirit, who travels the world, lives among ordinary people, and inspires gift-giving and other acts of goodwill.

It already existed and was on the market. Kris just made sure that Fred, Doris, and Susan would drive right past it and Doris and Fred were convinced to buy the house. Susan is a seven-year-old girl. Despite Mom's hard dose of reality, she probably didn't realize that the dream house already existed and thought that Kris conjured it out of thin air.
