The Earth was in decline and considered no longer viable, so the humans terraformed Mars into a water planet and moved there. They left behind those humans who wished to stay and a few robots to look after the Earth and perhaps one day restore it to its former glory. * This makes sense when the fact that Alicia explicitly stated she held off Akari's promotion for as long as possible is taken into account. She probably wanted to postpone getting roped into a loveless marriage for as long as possible so that she can cherish more time doing the job she loves as well as being with her beloved pupil.

* When taking into account the circumstances behind Akari's promotion, this theory makes a lot of sense. we know that Alicia held off the promotion to be as long with Akari as logically possible, because the day Akari became a Prima would also be when she could become liable for Aria Company. The only reason why Alicia hadn't left yet was because she was still the only Prima for Aria Company and thus had to stick around out of necessity. The conditions for the marriage likely required for Alicia to be able to work for the Gondolier's Guild full time, which in turn means that she needs to retire from being a Prima. Alicia, wanting to both hold off her marriage for as long as possible and to be with her beloved apprentice (whether platonic or romantic), waited for as long as she could before promoting Akari into a Prima.

Bet they made one of the moons of Jupiter into a Netherlands knock-off.
