Some cultures have been fine with women having short hair, including before the 20th century. For example, in the Regency era (early 1800s), women could have hair lengths ranging from pixie cuts to Rapunzel Hair. Rapunzel hair is definitely a thing in some cultures though (such as Amish culture).
