This is understandable, considering how the action had no negative effect on Lois and that what she did was probably over 20 years ago and can be easily forgotten. Plus, Joyce has gotten thinner since then, so of course Lois wouldn't recognize her.

* ShutUpKirk: What Lois did to Joyce was indeed horrible, and she does apologize for it. But when Lois calls Joyce out for humiliating her on TV saying she's got no right to do it, Joyce just mocks her by saying "Oh boo-hoo".
