* ''ComicBook/TeenageMutantNinjaTurtlesMirage'': Despite being just a FillerVillain, Skonk manages to come across as one of the most vile street level villains the Mirage Turtles have faced. Skonk is the [[RightWingMilitiaFanatic leader of a far-right militia]] who felt that, because the Cold War didn't result in a nuclear war and his militia would not be able to prove their survival skills after such a event, he would try to start a nuclear war by [[NukeEm setting off a nuke at a critical military facility]]. He and his militia kidnap a nuclear physics student from the University of Massachusetts and force him to create a crude nuclear bomb. The student escapes and bumps into the Turtles, warning them of the danger. Skonk kills the student [[ColdSniper with his sniper rifle]]. Thinking the Turtles are just people in costumes, Skonk orders his militia to kill all of them, [[LeaveNoWitnesses not wanting there to be any witnesses to his plans]]. The Turtles easily defeat his militia underlings, so Skonk decides to return to his base and set off the nuke right away. When Splinter and Turtles try to reason with Skonk, saying he will kill countless people with his bomb, Skonk says he doesn't care, [[ShutUpKirk saying there are no innocents and everyone is guilty of allowing America to fall from greatness]].

Later on, when she is still underage, he betrothed his daughter to a DirtyOldMan of an allied clan, Ninjette tried to lose her virginity, as the deal was for a virgin bride, but her clan was too frightened of her father to take her up on the offer. Instead, she slept with her childhood friend who was prince of an allied clan. Her father's reaction was to slaughter his bodyguards, castrate the prince and stuff his genitals in his mouth before ripping his head off, fully knowing there'd be a war, despite being formerly allied with the clan. He then proceeded to beat his daughter so that for some she wouldn't "be able to walk…or eat solid food, or piss without blood…" In addition, he's been shown as raping Oyuki, a genin around his daughter's age---in a way "anatomically unlikely to induce pregnancy"--and hires another clan to drag his runaway daughter back to the clan without hands or feet to serve as a broodmare.

** [[MeaningfulName Willy Pete]] WasOnceAMan and is now a fire elemental. But he still has a man's appetites and satisfies them with rape and killing, which, in his case, are one and the same, thanks to his constantly superheated body.And, as we later learn, through [[ImAHumanitarian cannibalism]]. Because all normal food is incinerated on contact with him, he resorts to eating superheroes/villains. The worst part is that he doesn't even ''need'' to eat'; he just does it because he likes the taste. Oh, and he ''still'' manages to top himself at the end of volume five via instant death of ten supers, followed by throwing as much fire as he could through the portal they came through without even knowing what was on the other end, thereby forcing Emp and Mindfuck into a SadisticChoice from hell.
** Now that he's actually been shown as something other than a vaguely defined "heavy hitter" of a supervillain, Deathmonger. Killing Superheroes in the world of Empowered is bad enough. But then Volume 6 tells us that the only reason he kills them is to see if they're one of the few who come back to life after getting killed. If they do, he enslaves them with his superscience and necrotech to serve him however he wants. Forever. The worst part is, he leaves most of them fully conscious of what has happened, but unable to do anything to help themselves. There's really no other category for someone who decapitates a still presumably conscious hero, turns where his head was into a mobile command center, then forces him to use his indestructible severed skull as a weapon. To top that, though, he did it ''again'' to said hero's sister who came to try and rescue him. For extra evil, it's implied that Deathmonger doesn't even need them conscious to control them. If there's enough of them left to be aware, he seems to just prefer them conscious. For such a lighthearted series, Empowered sure manages to get a lot of brutal villains.

* ''ComicBook/JudgeDredd'': As a PoliceState AfterTheEnd, the {{dystopia}} of [[{{MegaCity}} Mega-City One]] is [[ViceCity not a great place to live]], and Judge Dredd himself is an AntiHero. That said, these characters are [[BlackAndGrayMorality much worse]].
** [[NamesToRunAwayFromReallyFast Judge Death]], the leader of the Dark Judges, is Judge Dredd's EvilCounterpart and ArchEnemy. While all the Dark Judges (Death, Fear, Fire, and Mortis) are nasty pieces of work, Death is the only one who was shown as pure evil while alive. Once a bloodthirsty boy named Sidney [[MeaningfulName De'ath]] on an alternate Earth, he adopted his [[DepravedDentist insane father's]] philosophy and love of [[ColdBloodedTorture torture]] before [[SelfMadeOrphan murdering his whole family]]. He started a career as a {{Judge|JuryAndExecutioner}} so that he and his followers could [[HangingJudge kill people for any excuse they can think of]], but eventually murders his Chief Judge to seize control and [[AllCrimesAreEqual make life itself a crime]] on his homeworld. At the same time he allows two evil witches, the Sisters of Death, to transform him and his lieutenants into [[EvilMakesYouMonstrous undead monstrosities]] hellbent on spreading the power of the grave to as many worlds as they can. His subsequent actions include the conquest of Mega-City One and killing off 60 million of its inhabitants during the ''Necropolis'' storyline; [[BrainwashedAndCrazy brainwashing unfortunate people]], like Judge Kraken during ''Necropolis'', to kill in his name, [[AndIMustScream fully aware of what they're doing]]; turning Chief Judge Silver into a pet zombie that he could torture indefinitely; [[WouldHurtAChild slaughtering his way through orphan shelters and maternity wards]] just to piss off Judge Anderson and lure her into a trap; using Anderson's body to spread a psychic plague in the mega city; and wiping Las Vegas off the map with a nuclear missile. Death always returns to destroy any life he can, {{sadist}}ically murdering those who cross his path while [[OmnicidalManiac seeking the destruction of all that lives]].

After a Sov agent, Orlok the Assassin, had contaminated Mega-City One’s water, leading to rampant block war and softening up Mega-City one for a nuclear attack, Kazan led the ground invasion, killing millions more and enslaving the conquered people. Kazan also has a habit of [[BadBoss treating the men under his command horribly]], such as sending soldiers who fail their mission to Siberia without winter clothing; forcing his second-in-command--who inadvertently cost him victory by allowing Judge Dredd to escape [[note]]and "only" got demoted from Judge because of his long service to Kazan[[/note]]--to play a daily game of RussianRoulette until his death; and executing one of his generals for merely suggesting surrender after Kazan's war of conquest is clearly lost. Determined to perpetuate the destructive conflict for his own glory and against the wishes of his war-weary men, Kazan's only worry once Dredd and his men [[NuclearOption turn East-Meg One’s nukes against it]] is that it's '''his''' city. His final words after Dredd executes him with the cooperation of Kazan's soldiers--including the aforementioned second-in-command, who frees Dredd and his men from ColdBloodedTorture--is that [[IRegretNothing he regrets nothing and apologizes for nothing]].

He proceeded to kill all 2 billion settlers on the planet of Bethsheba, using the corpses as his [[NightOfTheLivingMooks undead army]] for eventual galactic conquest. When [[BountyHunter Johnny Alpha]] tracks him down, Sabbat travels to Earth's past so he can [[RetGone erase Alpha's timeline]] by creating a ZombieApocalypse to destroy humanity. He also causes planes to instantly crash all around the globe to quarantine the cities from each other. He succeeds at murdering three billion people and wiping out five {{Mega Cit|y}}ies; 2 billion people, who may or may not be part of the aforementioned 3 billion, are [[ItsTheOnlyWayToBeSure victims of nukes used so Sabbat can't raise the corpses]]. He later captures Judge Dredd's strike team and proceeds to [[ColdBloodedTorture slowly torture them to death]], assuring them that they'll be the last living humans on the planet when he finally extinguishes their lives.



* ''ComicBook/NemesisTheWarlock'': [[KnightTemplar Tomas de Torquemada]], "the ultimate incarnation of human evil", is the [[BigBad Grand Master]] of the [[ANaziByAnyOtherName Nazi-like]] [[TheEmpire Termight/Terran Empire]], Nemesis's ArchEnemy, and proof that, while some AliensAreBastards, HumansAreTheRealMonsters. Even as a [[TeensAreMonsters teenager]], he wanted to kill aliens even before being enslaved for several years, a situation which only hardened his resolve. Currently, he rules humanity with the creed of " Be Pure! Be Vigilant! Behave!" Having seized control by usurping his own brother and locking him in a madhouse with a disfigured face, Torquemada leads campaigns that [[FantasticRacism kill billions upon billions of aliens]], and tortures and murders countless humans just for disagreeing with him, or just to make sure they're not aliens anyways; even his supposedly-beloved wife is basically discarded in favor of his crusade. * ''ComicBook/NikolaiDante'': [[ArchnemesisDad Dmitri Romanov]] is the ruthless patriarch of the Romanov dynasty, and despite having the FreudianExcuse of being imprisoned by the previous Tsar, Ivan the Oppressor, manages a level of villainy that goes beyond any that could be justified. After losing to Vladimir Makarov in a duel for the throne of the Tsar, Dmitri forces his sister Jocasta to have his children via genetic engineering, breeding them to be the most ruthless killers in the empire. He has his eldest son, Valentine, bear a FlawedPrototype weapons crest, which physically and psychologically scars him beyond recognition. After Katarina Dante reneges on a job for him, he beats and [[RapeIsASpecialKindOfEvil rapes her just so he can break her]], [[ChildByRape resulting in Nikolai's conception]]. After gearing up for war, he orders Konstantin to murder Julianna Makarov just in case Nikolai manages to save Jena from Richard Hawksmoore so that the conflict will go ahead anyway. He then [[WeHaveReserves callously throws the lives of his army away to the Tsar's guns]] and [[YouHaveFailedMe even personally shoots survivors for losing]]. Even after the war and his suicide, he transfers his consciousness to Arkady and secretly plans his revenge over a number of years. When his plans come to fruition, he kills Viktor's wife simply because she's from a poor background, strips Dante of his weapons crest and forces Jena to marry him.
