To combat them, Gengo Aoi manipulates people into backing or participating in dangerous and highly unethical experiments with little to no guarantee of success for the slim hope of being able to fight back; he is even willing to use his own family as material for his plans. The Chevalier, his backers, go even farther in crossing boundaries that even Gengo would be loathe to consider; torture, slander, cover-ups, murder, assassination, and potentially ending the world by triggering more Nova Clashes are all fair game if it gets the results they want.

Talk about shooting yourself in the foot. And the people in charge of the Pandoras ''still'' care more about politics than about the monsters hellbent on wiping out humanity. What's worse, is that the first episode implies the system in place is ''actually the most effective'' in training Pandora to fight the Nova, as other systems have been tried, and failed miserably.

Satellizer loses the second year "carnival" due to, albeit accidental, outside interference, and her opponent attacks her for it, in front of many witnesses, when she starts to fight back, and starts winning, her opponent pulls out a ''forbidden'' weapon, when Satellizer responds in kind, the staff put swords under her neck, while letting the aggressor go unpunished. When Mybabi tries to outright kidnap Kazuya, and rape him, and then has her three limiters "freeze," strip and try to rape her, she winds up imprisoned, and then ''after that'' her third year "seniors" wage outright war upon her, and Kazuya, "for disrespect" despite knowing the situation, and the staff completely ignores it.
