Iceberg is the city's mayor and runs Galley-La, the biggest ship-building company in the city. Franky is a mob boss, but his actions ultimately benefit Water 7, turning their own riff-raff into productive (but still very raucous) members of society and chasing away pirates.

When Franchise/{{Batman}} and [[ComicBook/NewGods Orion]] actually are impressed with your dedication, it means something.
