Given what we know about Mutsuki we know they are attached to Sasaki because of his kindness towards them that they grew up living so long without due to abuse from their father in their childhood and from Torso. They may be mentally unstable now but according to them they are much more well adjusted and calm around the actual Sasaki/Kaneki.
