When the Galactic Alliance is defeated, it returns to its roots as the Rebellion, though in both cases the factions are called the "*Insert name here* Remnant" rather than a government-in-exile. Of course, the Alliance itself was essentially the Republic's government in exile, especially given high-level Senators like Bail and Leia Organa and Mon Mothma making up the leadership.
